One of three people arrested for allegedly selling PCP at an apartment complex in
Oklahoma City was posing as a police officer at the time of her arrest.
According to KFOR-TV, when officers with the Oklahoma City police department
arrived at the scene, the woman—identified as Shirlene Nelson—told them she was a
police officer.
She was reportedly wearing a pink duty belt with pepper spray, two knives, handcuffs, brass knuckles and a “special police brass badge.”
Nelson was arrested for impersonating an officer and for drug possession.
The other two suspects—identified as Edward LittleJohn and Bobby Hooks—were
also arrested.
A game warden in Texas stopped a pair of men fishing without valid fishing licenses.
One of the men didn’t have proper identification.
According to the Houston Chronicle, the man without the ID knew he had active
warrants for his arrest and in an effort to deceive the law enforcement officer gave the
warden the name of a friend. As it happens, the man whose name was given to the
warden also had warrants for his arrest, so despite his attempt to dupe the warden, the
man was taken into custody anyway.
While he was being booked into jail under the false name, the man admitted to his lie
and booked under his real name with the additional charge of lying to a police officer.
A 20-year-old college student booked into a Washington Sate jail for underage drinking was seen on surveillance video attempting to steal packages from beneath the
Christmas tree at the Pullman (WA) Police Department as he left the building.
According to Fox News, he soon discovered that one box was empty, one was a
tissue box, and the third contained women’s hygiene products. He quickly discarded
the absconded presents and made his presence scarce.
The Kitty Hawk (NC) Police Department posted an image of the front pocket of a
pair of denim jeans on its Facebook page accompanied by some “advice” for citizens
about their pants.
The post read, “We at the Kitty Hawk Police Department understand that some of
North Carolina’s laws may be confusing. We also understand that educating you about
the laws when you are being placed into handcuffs may be a little untimely. We thought
if we could avoid more paperwork, and you could avoid going to jail, we both win. So,
we have decided to post periodic educational messages on how to avoid going to jail.
Here is the first of many to come.”
The post continued, “Prior to wearing someone else’s pants, please remove all
drugs, drug paraphernalia, stolen goods or any other illegal items the ‘owner’ of the
pants may have left behind. ‘These are not my pants’ is not an affirmative defense. Glad
we could help.”
The post concluded, “Disclaimer: We are not attorneys nor non-attorney spokespersons and this message is not intended as legal advice. Please speak to an actual
attorney prior to wearing someone else’s pants with drug filled pockets.”
A Florida couple arrested for DUI reportedly attempted to have sexual intercourse in
the back of the patrol vehicle about to transport them to jail.
According to PEOPLE Magazine, officials said the couple—identified as 35-year-old
Megan Lynn Mondanaro and 31-year-old Seth Aaron Thomas—were seen attempting
to disrobe in the back of the Nassau County Sheriff’s Office squad car. They had been
riding bicycles at night without running lights and reportedly came in close contact with
a motorist when a deputy spotted and stopped them.
Mondanaro was charged with DUI, exposing sex organs, unnatural and lascivious
act and resisting without violence.
Thomas was charged with threat against a public official, unnatural and lascivious
act, exposing sex organs and DUI.
Both Thomas and Mondanaro reportedly have lengthy criminal records.

Teen murder suspect charged as an adult
A 17-year-old Red Rock teen is being
charged as an adult in a Kay County murder
case, along with two juveniles and another
man.
According to reports, Zavius Burgess was
arrested on January 28 for the shooting of a
20-year-old man. Ponca City man Triston Anthony Nataye Pappan is also facing charges
for the murder.
Reports state that the male victim was shot
at a residence in the 1200 block of N. Oak of
January 23. Officers were dispatched to the
home around 9 p.m. They found the victim,
who had been shot in the head.
One of the juveniles arrested in the case allegedly told police that Pappan and the victim
had an argument, and Pappan talked about
killing the man for a couple of days. On the day of the murder, Pappan picked
up the teen from his house and told him, “We are going to handle business.
Let’s get this over with.”
The teen said he saw a gun in the man’s waistband.
When they arrived about a block from the residence, Pappan stopped the
car. The juvenile and Pappan jumped out of the car and ran inside the house.
Pappan then shook the victim’s leg while he was sleeping. The teen said the
victim raised his head before Pappan shot him.
Pappan told police Zavius actually shot the victim. The teen was apparently
mad at the victim over the gun. Pappan said he just thought Zavius wanted to
fight the victim. Zavius then went into the house and returned, telling Pappan
he shot the victim.
Zavius is being charged with murder in the first degree with deliberate intent, two counts of conspiracy and burglary in the first degree.
Pappan is being charged with murder in the first degree, conspiracy and
burglary in the first degree.
Both men’s bonds were set at $10M, and they are both scheduled to appear in court on March 6, 2020.

Charges filed against Nurse who Traded Xanax
Prescription for Meth to Undercover Officer
Attorney General Mike Hunter has charged
a nurse practitioner and a member of her office staff for allegedly trading prescriptions for
methamphetamine.
During an undercover investigation, nurse
practitioner and owner of Advanced Health
and Wellness, Patsy Wiseman, 47, prescribed
Xanax to the undercover officer, who disclosed
they had no medical need for the drug. The officer also told Wiseman they planned to sell the
prescription medication.
After Wiseman electronically sent the prescription to the pharmacy, she directed the officer to coordinate with her receptionist, Amanda Emhoolah, 41, who would receive the meth.
The investigation revealed this practice was
common for Wiseman and Emhoolah.
Attorney General Hunter said for a drug dealer to hold herself out as a health care provider
is a disgrace to the medical community.
“The vast majority of nurses, doctors and
others in the health care community are doing
exactly what they need in order to take care of
their patients,” Attorney General Hunter said.
“Unfortunately, there are some who turn to
criminal transactions that pose a real threat to
society. It is our job as law enforcement officials
to hold the outliers accountable for these actions to ensure the safety and
security of Oklahomans. I appreciate the Tulsa Police Department and the
Oklahoma Bureau of Narcotics for their work on this case and bringing it
to the attention of my office.”
According to court documents, a search warrant was issued for the office location where authorities found various drug paraphernalia, including
needles containing meth. A subsequent search of Wiseman’s home found
more paraphernalia, including meth and medication prescribed by Wiseman to alleged patients.
The duo have been charged with eight counts of distribution of a controlled dangerous substance not in course of legitimate business, conspiracy and failure to guard against diversion, and other crimes for their
alleged illicit dealings.
If convicted, both defendants face prison time, fines and fees.

warning
It has come to the attention of the
Osage County Sheriff’s Office there is a
new illegal narcotic circulating the streets
of America in recent years. The drug is
an opioid combination of several drugs.
Overdoses have allegedly been reported
in Pennsylvania, Ohio, Indiana, Florida,
Georgia, Alabama, and Louisiana.
Grey death is a generic term for synthetic opioids combined with heroin.
The exact makeup of grey death varies.
It could contain a combination of heroin,
fentanyl, carfentanil, U-47700 (pink), and possibly other unidentified drugs
and or toxins.
Treating an overdose frequently requires the use of several doses of Naloxone. The heightened potency of grey death requires increased Naloxone
dosages to counteract the drug. Overdose can likely result in the death of the
person or persons introduced to the drug.
Grey death is extremely dangerous, even in small doses. Avoid contact with
the skin, eyes, nose, or mouth. Grey death and the synthetic opioids contained therein are lethal in very small doses. LAW ENFORCEMENT, HEALTH
CARE PROVIDORS, AND THE PUBLIC SHOULD USE EXTREME CAUTION.
Grey death and other fentanyl type synthetic opioid powders can be inhaled
or absorbed through the skin accidentally and can be fatal.
Grey death looks like concrete mix powder and often is in chunks, or may
be pressed into pill form.
Effects of exposure and or overdose include: Shallow breathing. Pinpoint
pupils. Nausea or vomiting. Dizziness. Lethargy. Cold or clammy skin. Loss of
consciousness. Heart failure.
If exposed call 911 immediately. Naloxone should be administered as soon
as possible.

14 | MARCH 2020 PAWNEE COUNTY Presumed Innocent Until Proven Guilty
A Newton, Kans., woman was taken into custody at a
Pawnee restaurant after her odd behavior raised the suspicions of people there. Unfortunately for her, the off-duty
Pawnee County sheriff happened to be there enjoying a
lovely meal with family.
Morgan June Bailey Johnson was charged January 29
with felony unlawful possession of controlled drug with intent to distribute, in Pawnee County District Court.
According to the Pawnee Police Department, on January
27, Pawnee County Sheriff Mike Waters was off duty enjoying a meal with family at a local restaurant when he was
made aware of a suspicious adult female with a small child.
Sheriff Waters spoke with the subject and immediately suspected criminal activity. Sheriff Waters called the Pawnee Police Department and an officer was dispatched.
Pawnee Police Officer Brett Taylor spoke with the woman. During his investigation, he discovered Johnson was in possession of 26 pills of ecstasy (MDMA) in
the shape of superheroes. She was allegedly on her way from Kansas to Norman
to deliver the pills.
Methyldioxy-methamphetamine (MDMA) is a dangerous and addictive drug that
is commonly disguised in pill form as a children’s vitamin, according to the Pawnee
Police Department.
Reports state the child was taken into DHS custody. Morgan was booked into
the Pawnee County jail and bond was set at $15,000. She is scheduled to appear
in court for her initial appearance on March 24 at 9:00 a.m.

two arrested during traffic stop
Two Bartlesville residents were locked up after
a February 3 traffic stop because an officer found
drugs in their vehicle.
According to reports, a Bartlesville officer was
on patrol when she saw an SUV with a defective
brake light traveling on Oklahoma Highway 123
around 12:30 p.m. The officer stopped the vehicle just north of the Cherokee Bridge.
When the officer approached the vehicle, she
smelled the odor of marijuana. The driver was
identified as 27-year-old Sarah Elizabeth Jackson. The passenger was Nicholas Artherton, 26.
While checking the suspects’ information, the
officer was advised that Artherton had a warrant
for his arrest. He also had a marijuana blunt on
his person.
The officer searched the vehicle and found a
small baggie that contained a substance. The
substance tested positive for methamphetamine.
Jackson was placed under arrest for the drug.
When they arrived at the jail, officers found
more drugs in the woman’s possession, including 18 grams of meth, 10 grams of marijuana,
and a pipe.
Jackson is being charged with unlawful possession of controlled drug with intent to distribute
and bringing contraband into jail. Her bond was
set at $5,000, and he is scheduled to appear in
court on February 21, 2020.
Artherton was arrested for an outstanding warrant out of Washington County for failure to pay child support. He also received a written citation for possession of marijuana.
