COPIOUS CANNABIS
The bust of a Ponca City marijuana grow facility in mid-April by the
Attorney General’s Organized Crime Task Force (OCTF) and several
partner agencies has resulted in five arrests and the confiscation of
more than 11,000 illegal marijuana plants.
The April 9 sweep at 3880 W. South Avenue in Ponca City yielded
11,269 plants and 477 lbs. of processed marijuana. The raid was a
collaborative effort of the OCTF, Kay County Sheriff’s Office, Ponca
City Police Department, 8th District Attorney Drug and Major Crime
Task Force, Oklahoma National Guard, FBI and U.S. Immigration
and Customs Enforcement.
Investigators allege the grow operation bore no indicators of being
lawful. It did not have an active Oklahoma Medical Marijuana Authority license, an active registration with the Oklahoma Bureau of Narcotics and Dangerous Drugs, or any legally tagged marijuana plants.
“Our investigators found absolutely nothing to suggest this facility
made even a token effort to appear legitimate, meaning the marijuana seized was likely headed for the black market,” said Attorney
General Gentner Drummond. “I applaud the Organized Crime Task
Force and the federal, state and local law enforcement entities that
came together for this operation. The message must be clear to
drug traffickers: Get out of Oklahoma.”
Arrested at the scene were Gangtie Li, 60; Xiu Yu Li, 59; Qunying Sun, 59; Xtao Zhou Wang, 37; and Yu Jiao Zou, 62. All five are
charged with aggravated manufacturing of marijuana and trafficking
of a controlled and dangerous substance (marijuana).
In Sun’s possession was clothing that investigators say appears
to be consistent with uniforms of the People’s Liberation Army, the
primary military branch of the People’s Republic of China.

CRAP OUT
Two men are currently in the Osage County jail
after they allegedly shot a man and woman inside
the Osage Casino in Tulsa.
According to the Osage County Sheriff’s Office,
in the early morning hours of April 12, the Osage
Nation Police Department and the Osage County Sheriff’s Office responded to reports of gunfire
at the Osage Casino Hotel, located at 951 West
36th Street North in Tulsa.
Report state a man and woman were shot on
the first floor of the Osage Casino Hotel, right
outside another couple’s room. A man inside the
room opened the door and dragged the victims
inside to try to help them.
Investigators identified Malik Sampson as a person of interest. He was taken into custody on April
21 on charges of shooting with intent to kill and
assault and battery with a deadly weapon. Bond
was set at $150,000.
On April 24, the second suspect in the shooting, identified as, Marquaveon Da’Shawn Goff,
voluntarily surrendered himself to authorities. He
is currently in the Osage County Jail charged with
shooting with intent to kill. His bond has been set at $200,000.
The arrest follows a joint investigation between the Osage County Sheriff’s
Office and the Osage Nation Police Department.

AROUND THE STATE
On April 3, 2025, Agents with the OBN Human
Trafficking Unit arrested Shawn Brownlee, 52, as
part of an ongoing cross-country human trafficking investigation.
“An undercover OBN Agent located an online
commercial sex advertisement for a female which
contained indicators suggesting the female may
be a victim of human trafficking. After making
contact with the female, OBN Agents learned she had met Shawn Brownlee in
California after he responded to one of her commercial sex ads. Brownlee then
transported the victim to Oklahoma in his Semi-trailer with the intent of furthering
and facilitating her commercial sex work.” ---

OBN Agents located and arrested Brownlee in Oklahoma City on April 3, 2025. He is
currently facing multiple charges, including
Pandering and Maintaining a House of Prostitution. This is an ongoing investigation and
additional charges could be filed in the case.

Charges have been filed against a Pawnee woman
for laundering approximately $1.5 million in funds obtained through online romance scams.
Christine Joan Echohawk, 53, was arrested April 7
on complaints of unlawful use of criminal proceeds and
using a computer to violate state statutes.
Echohawk is accused of laundering money from four
out-of-state victims between Sept. 30, 2024, and Dec.
26, 2024. All of the victims are elderly women ranging
in age from 64 to 79. They believed they were sending
funds to, or for the benefit of, a male subject with whom
they thought they were in an online romantic relationship.
“These types of scams that target seniors are especially egregious,” Drummond said.
“I applaud the work of my Consumer Protection Unit to fight for these victims and to hold
accountable their alleged perpetrator.”
One woman sold her house so that she could send $600,000 to the scammer. The victims sent Apple gift cards, cash and cashiers’ checks as well as wired money to accounts
owned by Echohawk at MidFirst Bank. Drummond’s office received a tip from MidFirst
Bank in January of suspected senior-fraud activity after the bank intercepted and held a
$120,000 transfer from one of the victims. The Consumer Protection Unit subsequently
investigated.
Echohawk is accused of laundering the illegally obtained funds through various accounts, converting them to cryptocurrency and then sending crypto payments to an
unidentified suspect.
In January 2024, local law enforcement had confronted Echohawk about suspected
criminal activity, but she allegedly continued to launder funds after a short hiatus. She
faces five counts that, together, carry 24 to 62 years in prison and up to $260,000 in fines.

In New York, you get arrested for defending people on the subway…but in Brevard County, Florida,
you get locked up behind bars for attacking people
in a Subway!!
Clearly this guy, Edward Cocaine, (and yes that’s
his real name) doesn’t know that in Brevard County, if you Mess Around you’re gonna Find Out…the
hard way!! Over the weekend, Cocaine and a friend went to the local Subway for
lunch and were trying to place an order, but ultimately got into an argument with
the employees over what they believed was their bad attitudes. If I was betting,
I would guess they didn’t like the fact that the footlong wasn’t $5 anymore, but
hey, who knows, so let’s get back to the incident!!
Cocaine became so irate with the employees that yelling at them from across
the counter wasn’t enough!! Unable to control his whittle emotions, he decided
to let himself behind the counter where he began to physically push one of them,
and then made an even dumber decision by pulling out a knife!! Yes folks, you
read that correctly, he pulled out a knife and gestured as if he was going to injure
them all because he didn’t like the way they spoke to him and his friend!!
Now on a positive note, Cocaine’s friend made the great decision to try and
intervene by attempting to restrain him and convince him to leave the establishment before anyone got hurt!!
Of course, after some great investigative work by Deputies and Agents, they
were able to identify Cocaine and his friend so that they could interview them
about the situation. According to Cocaine, that was him in the surveillance video
and while his memory of the incident appeared to be a bit off from what Agents
reviewed, he did acknowledge that pulling out a knife crossed the line of what
is appropriate behavior!! I’d say that completely crossed the line and did dumb
stuff that put others lives at risk!!
Well, as you might imagine, Cocaine was arrested for Aggravated Assault (x2),
Burglary with Assault or Battery, and Battery, which as everyone knows, he ain’t
gonna like the service or the attitude of those who work there!! He can, however, get food in a 1-star dining facility that is freshly prepared each day in the jail
kitchen by inmates…sounds just yummy!!

CUTS LIKE A KNIFE
A Bartlesville man is currently facing a misdemeanor charge for allegedly stabbing the tires
of a police vehicle on multiple occasions using
a pocketknife.
Cecil Oakley, 27, was charged April 28 with
malicious injury to property, in Washington
County District Court.
The Bartlesville Police Department has corroborated that Oakley is responsible for stabbings of the same police car on
four separate instances. Notably, when police confronted Oakley on April 26,
he made a statement indicating that this was the fourth time he had engaged
in such behavior.
During his arrest, Oakley was found in possession of the same pocketknife
that was allegedly used in the incidents. His bond has been set at $5,000.
