At around noon August 20, the Kay
County Sheriff’s Department requested OSBI agents assist with a homicide investigation. A man’s body was
found in an old, abandoned trailer on
the south end of Ponca City off 2800
S. River road. The body had been there
several weeks.
The medical examiner’s office has
taken possession of the body and will
perform an autopsy later this week to
determine the cause/manner of death.
Doctors will also make a positive identification on the homicide victim.
OSBI agents spent the day processing the crime scene and running leads.
Agents arrested one person in connection with the homicide. Jared
James Bales, 32, was arrested on a complaint of murder in the first
degree. Bales is from the Ponca City area.

A Kay County man is in hot water with
the law after officers arrested him for
second-degree burglary.
Just after 11:30 p.m. Aug. 7, officers reported to Quality Water after receiving a
complaint of people using the completely
fenced-in pool on-site. When officer Jesse Kriebel arrived, a man, later identified
as Mitchell Douglas, 22, said, “We are
being watched right now.”
Douglas, deciding to take the hard way
out, jumped the fence and was eventually
caught by another officer who threw him
to the ground. Afterword, Douglas became combative and spit twice on officer Jason Filtz’s face, according to an affidavit.
Filtz noted that Douglas was drunk and looked through his wallet
after the man said he might have marijuana inside. Douglas admitted to Officer Nathan Loe that he “had several beers” that night.
When the officers subdued Douglas and put him in the patrol car,
they found a wrench in his front pocket, which Douglas made into a
fistpack.
Douglas now faces charges of second-degree burglary, possession
of a weapon after committing a felony, throwing waste on a government employee and public intoxication. He was previously convicted
last year of possession of controlled substances with intent to distribute and given a five-year probation.
He also has a history of two felony assault charges. The first, from
2008, was dismissed. However, he was convicted of assaulting another man with a knife last year.
The latest case shows Douglas has had trouble getting his life on
track, which is amplified by state attorneys filing paperwork to revoke his probation.
Douglas has a court date set for 2 p.m. Nov. 2.

A routine traffic stop ended in felony drug charges being filed
against a Blackwell man Aug. 13.
Blackwell Police Officer Jason Lunn pulled over a white Chevrolet
pickup driven by David Prince, 48, for not wearing his seatbelt and
obscuring his license plate near the intersection of B Street and Blackwell Avenue.
When Lunn started trying to talk to Prince, he reported being nearly
overwhelmed with the smell of marijuana coming from his truck and
said it seemed as though Prince was trying to hide the smell by smoking a cigar.
Prince said he only smoked cigars, but another officer standing on
the passenger’s side saw a bag of marijuana partly concealed by a towel in the passenger’s seat of the truck.
Prince was then arrested on complaints of possession of marijuana and possession of drug
paraphernalia and transported to jail, where officers determined he was carrying around 53
grams of marijuana. They also seized a pipe with burnt residue.
When asked about the drug, Prince said he bought it at a local dollar store and sold some
before the traffic stop, but that the rest was for his personal use.
Prince was charged with possession of marijuana with intent to distribute, which carries
a minimum of a two-year prison sentence, a fine of up to $20,000 or both. He also served
prison time for two years in the 1980s, court records show.
Prince will appear in court at 1 p.m. Sept. 4.

Fifteen years ago, on July 26, 1997, 19-year-old
Tiff any Johnston was abducted from the Sunshine
Car Wash at 7709 N. W. 23rd in Bethany. Her
vehicle was found abandoned at the car wash. Her
body was found the next day on Gregory Road in
Canadian County two-tenths of a mile south of
Interstate 40.
Bethany Police Department requested OSBI assist with the
homicide investigation. The medical examiner’s offi ce ruled the
Bethany resident died of strangulation.
OSBI agents and Bethany detectives have conducted numerous
interviews concerning the disappearance and murder of Johnston.
In late 2005, the case became inactive with no more leads to follow.
Last year, the agent assigned the case retired. Johnston’s case has
now been reassigned. That agent is currently pouring through case
fi les and has requested a reward be off ered to focus attention on the
murder and, perhaps, create new leads. This is the second time a
reward has been off ered.
The OSBI is now off ering up to a $10,000 reward for information
leading to the arrest and conviction of the person(s) responsible for

Michael Dewayne Smith
Michael DeWayne Smith was a member of the
Oak Grove Posse, a subset of the Crips gang in
Oklahoma City. On November 8, 2000, three
members of the Oak Grove Posse attempted to rob
Tran’s Food Mart in south Oklahoma City. The
three robbers were Teron “T-Nok” Armstrong,
Kenneth “Peanut” Kinchion, and Dewayne
“Pudgy-O” Shirley. During the course of the
robbery attempt, the owner of the store shot and
killed Armstrong. Kinchion and Shirley were
eventually arrested. Smith was not involved in the
attempted robbery but had close personal ties to
Armstrong.
On Friday, February 22, 2002, two days before
the trial of Kinchion and Shirley was scheduled to start, Smith left his apartment in
the Del Mar Apartments in Oklahoma City early in the morning. His roommate,
Marcus Berry (also known as Marcus Compton), saw Smith take a .357 caliber
revolver with him. Smith went fi rst to Janet Moore’s apartment looking for her
son Phillip Zachary who he believed was a police informant. Smith had earlier told
Berry that “snitches need to be dead.”
The evidence supports the conclusion that Smith arrived at Moore’s apartment
sometime before 6:30 a.m. Shoe prints indicated that Smith kicked in her front
door and then her bedroom door. Moore began screaming, and, at approximately
6:30 a.m., a downstairs neighbor heard arguing between a man and a woman and
then a single “pop” followed by footsteps.
Later that morning around 7:30 a.m. Smith arrived at A-Z Mart, a convenience
store approximately fi fteen miles from the Del Mar Apartments. A-Z Mart was
immediately next door to Tran’s Food Mart, the site of the earlier robbery attempt
where Armstrong had been killed. The clerk on duty that morning at A-Z Mart
was Sarath “Babu” Pulluru. Pulluru was fi lling in for the store owner who was
taking the day off . Smith told detectives that he emptied two pistols into Pulluru,
took some money, and used bottles of Ronsonol lighter fl uid to start fi res in the
store. Smith said he set fi re to the cash register, Pulluru’s body, and a back room
in order to destroy evidence. Shoeprints at the scene tracked Pulluru’s blood from
the cash register area, where his body was found, down the aisle to where the
Ronsonol lighter fl uid was displayed for sale. The bloody shoe prints at the A-Z
Mart were similar to the shoe prints found at Moore’s apartment.

As the summer heat rages on,
and rain seems to be a distant
memory for much of the state, fires
are becoming an everyday occurrence across Oklahoma. Many of
these could be prevented, and this month I’ll talk about a few ways to
cut down on the possibility of inadvertently starting a fire that may
destroy lives and property.
One of the things Trooper’s see almost every day is the cigarette toss
out the window. For some reason, people don’t want to extinguish
their cigarettes and put them in an ashtray in their car; they just flick
them out the window. What you are saying when you do that is, you
don’t care about the people in that area, or their property. Every time
you throw one of those out, you take a chance of starting a fire that
can devastate a community. If you smoke, use an ashtray or some
type of container in your car to keep your butts in, don’t throw it
out. If a Trooper sees you throw one out, expect the very expensive
citation that comes with that charge!
Another thing that has started fires are things like safety chains on
trailers being too long, and dragging on the pavement. This causes
sparks, which is all it takes to get our drought-stricken grass to burn.
Also, keep bearings greased, as a seized bearing has been known to
spark and cause fires. Be careful driving a car through tall grass, as
the catalytic converter on cars gets hot enough to catch grass on fire.
OBEY THE BURN BAN! Yes, this means you! No reason that you
can justify burning trash, brush piles, having a campfire, or open
grill will be adequate to the people who lose a home when it gets
out of control. If you are violating a burn ban, you are telling your
neighbors that you just don’t care about them or their property.
Also, be alert and aware of what is going on around you. Arson is
certainly a cause of several wildfires across our state. Alert motorists
can help catch an arsonist before they do too much damage, but only
if you are a good witness. Try to get a good description of the person,
their vehicle, a tag if possible, clothing they are wearing, etc, and try
to get that info to law enforcement as soon as you can! You could be
the difference between someone losing a home or just having a close
call.
Lastly, go and thank a firefighter or law enforcement officer for
the work they have been doing recently. These men and women
are battling every day to save lives and property, and getting people
out of harm’s way, in extreme conditions. I know that many of you
donate water and food, and on behalf of all of us in the Emergency
Response community, we thank you for that! Thanks for reading,

An overnight break-in did not end as
planned for a pair of Bartlesville men.
Bartlesville Officer David Hackler was
called to the Arrow Shop July 28 after
receiving reports of a burglary. When
he arrived, he saw that the burglar broke
the front door with a rock and stole seven
bows with a value of more than $4,500.
A couple days later, a Washington
County sheriff’s deputy arrested Logan
Stapleton, 23, for having two of the stolen
bows. Stapleton confessed to burglarizing
the store, the deputy said.
When Hackler talked to Stapleton, the
burglar said he was dropped off at a nearby apartment complex, walked to the Arrow Shop and threw a rock through the
front door. He also admitted to running
in, grabbing the bows from the shelf and
running out the broken door to hide the
bows in a creek. Some of the bows were
also stored in a red car. After the rush of
the burglary died down, Stapleton went
back to get the bows from the creek, he
said.
Also, officers arrested Joseph Harris,
23, for concealing three of the stolen bows. Stapleton told Harris
to “hold” the stolen goods, but Harris gave them to officers in the
Bartlesville High School parking lot. Harris likely was not the best
man for the job, as he had two prior felony convictions on his record for felony assault and knowingly concealing stolen property. He
served six months in prison and received an eight-year suspended
sentence last year.
Stapleton will appear in court at 8:30 a.m. Sept. 18. Harris will appear at 8:30 a.m. Oct. 16.

A drunk driving escapade ended in felony charges against a Bartlesville woman.
Washington County sheriff’s deputy
Jon Copeland responded to the scene of
an accident Aug. 2, where he saw a gold
Chevrolet pickup in a ditch and a woman,
identified as Dianna Lynn Owens, 44,
flipping him off.
Owens, starting her night off wrong,
started cursing at Copeland and said,
“What the f--- is your problem?” before
demanding that he light her cigarette.
Copeland, figuring out that Owens was
too drunk to drive, asked the woman where she was going. Her response: “What the f--- is it to you? F---ing Oak Park, so what?”
When Copeland asked Owens to get out of her truck, she refused
and attempted to hit him with her driver’s side door. The officer also
noted that her tone changed from apologetic to angry multiple times
throughout the stop.
Owens’ colorful insults continued to the point where she kicked
Copeland twice in the leg when he tried to grab her arm to take her
out of the truck. She was threatened with the Tazer treatment, which
prompted her to comply with Copeland’s request.
After Copeland placed cuffs on Owens, he told her to sit on the
brush guard of his patrol vehicle, but on her way she fell twice, even
with Copeland’s help.
A little more investigating showed that Owens drove through a
wire fence and wrapped 30 feet of wire around her rear axle.
When Copeland returned, he asked Owens if anyone was in the car
with her. She replied, “F--- no I was driving by myself!” The woman also admitted to having “five or six” gin and tonics and said her
drinks were “allllll gone” before the accident.
At the Washington County Jail, Owens had a .12 blood alcohol
concentration.
She posted a $5,000 bond Aug. 6 and her last court appearance
was Aug. 24.

An ex-con with a history of theft and abuse received a new slew
of drug charges in Osage County Aug. 7.
On Aug. 2, Tulsa police officers arrested James Darren Colbert,
42, on suspicion of trafficking illegal drugs, possessing a firearm
after a felony conviction, unlawfully using a police radio, possession of marijuana and possession of drug paraphernalia.
He is accused of trafficking cocaine and had more than 28 grams
at his home at the 1200 block of N. Olympia Ave when he was arrested. He also had a Taurus .38 caliber revolver, a police scanner
he used to track narcotics officers, a pipe and digital scales.
Colbert was convicted in 1989 of shooting with intent to kill in
Tulsa County. For his newest charges, he faces four years to life
in prison.
The ex-con was also convicted in 1993 of knowingly concealing
stolen property and child abuse by injury, receiving a seven-year prison sentence. His prison
record shows he spent four years in the penitentiary.
Colbert’s criminal history also shows charges of grand theft auto, domestic assault and
shoplifting. For the shoplifting charge, he was sentenced to eight months in the Tulsa County
Jail and he received one-year imprisonment for the domestic assault charge.
Colbert remains in the Osage County Jail on a $500,000 bond. He will appear in court at
9 a.m. Oct. 19.

Turpin
Mitt Romney should campaign more in Tennessee: a jealous resident of
the Volunteer State confronted his girlfriend over a picture of a man on her
Facebook page — and had no idea it was the GOP presidential candidate.
Lowell Turpin, 40, was arrested on suspicion of domestic assault last
week following a violent confrontation with his live-in girlfriend over what
he thought was a pic of a romantic rival on her Facebook page, police said.
The apparently news-blind boyfriend from Clinton, Tenn., “angrily demanded to know who the male was” — totally unaware that the man with
the graying hair was the Republican presidential nominee, an incident report from the Anderson County Sheriff’s Department noted.
Still suspicious after his girlfriend denied an affair, Turpin accused the
woman of “attempting to communicate with friends through her Facebook account.” He ripped
the laptop out of her hands, smashed it against a wall and smacked her in the face with a closed
fist, police said.
The victim suffered an injured wrist and busted lower lip, police said.
“The report says nothing about the suspect being a Democrat,” Chief Deputy Mark Lucas told
the Daily News. “I think this was just because he was male.”
Turpin, who is 5’ 8” and 320 pounds, was booked into Anderson County Jail in lieu of $1,000
bond, jail records show.
The woman said Turpin had struck her “multiple times over several years,” according to the
report.
Police said Turpin had no prior arrests for domestic violence.

A convicted sex offender was taken into
custody August 8 after a Pawnee officer
went to talk to him and found altered rifles
and Airsoft pistols inside his home, a violation of state law.
Aaron Joe Keeter, 34, of Pawnee, was
charged with possession of a firearm after
a former conviction in Pawnee County District Court August 13.
According to the affidavit, Deputy Tom
Moore was asked to question Keeter about
an alleged inappropriate incident involving
neighborhood girls at his home a week earlier. While Moore was at
the house talking to Keeter, he noticed a rifle leaning against a wall in
the hallway. Keeter said it was a BB gun when asked, and they went
down the hall to check it out.
The rifle had the appearance of a real rifle, but was indeed a BB/
pellet rifle.
Moore asked Keeter if he had any other guns in the house and
Keeter said there were some in the front room. They returned to the
living room and Moore could see what appeared to be an AR-16 or
similar rifle on the wall. He asked Keeter if he could look at the rifle
more closely, and Keeter agreed, adding they were BB guns also. The
gun was lightweight and plastic, but the orange tip was covered with
electrical tape.
On the shelf next to the rifle were two Airsoft pistols made to look
like realistic handguns. There were also BBs on the shelf.
Moore placed Keeter under arrest for possession of a firearm
AFC because State Title 21S1283.A states felons cannot possess “...
any pistol, imitation or homemade pistol, altered air or toy pistol,
machine gun, sawed-off shotgun or rifle, or any other dangerous or
deadly firearm.”
Keeter’s bond was set at $1000 and he was ordered back to court
September 11.

The OSBI has fielded many inquiries about why gun licensing
is taking longer than usual.
In April 2012, when OSBI
reported FY 2012 3rd Quarter
numbers, the bureau’s Self Defense Act (SDA) unit was processing applications without
exceptions (no problems with
fingerprints, arrest records, etc.)
within 52 days of receipt. In the
month of May, processing time increased to 60 days, in early June
it surpassed 60 days, and in late June to over 90. OSBI is holding
steady at a processing time of approximately 97 days and is diligently
working to bring down that number.
To process the onslaught of applications more quickly, OSBI has
hired three new employees, established a temporary night shift effective August 1, 2012, and added two additional temporary employees. The bureau is utilizing every available employee in every division to assist SDA with the volume of applications received.
SB 1733, which makes it legal for SDA license holders to openly
carry handguns starting November 1, 2012, was signed by Governor
Fallin on May 15, 2012. Increases in applications preceded the signing of the law, but information regarding the proposed legislation
was prominent in the news before the bill’s passage and may have
impacted the interest of potential SDA applicants. OSBI expects applications to rise even more due to the recent shooting massacre in
Colorado.
The state currently has 127,445 active approved license holders.
OSBI regrets any inconvenience this unprecedented backlog may
have caused gun license applicants and those renewing their license.
As stated above, the bureau is utilizing as many resources as possible
to resolve the problem.

safety should be an important
part of our daily activities. September has been designated as
National Campus Safety Awareness Month. NCSAM received the
unanimous support of Congress in 2008. Each September, the Clery
Center for Security On Campus partners with colleges, universities,
and other agencies to offer campus safety programming – National
Campus Safety Awareness Month.
Campus safety requires active participation from everyone. Do you
know the name of the head of your campus police or security department? Do you know the emergency and non-emergency numbers to
the police/security department? Do you know where you can find
your college’s safety & fire policies and statistics? Thanks to the Clery
Act the answers are simple.
As a result of the horrible murder of 19-year-old Lehigh University freshman Jeanne Ann Clery who was raped and murdered while
asleep in her residence hall room on April 5, 1986. Jeanne’s parents,
Connie and Howard, discovered that students hadn’t been told about
38 violent crimes on the Lehigh campus in the three years before her
murder. They joined with other campus crime victims and persuaded
Congress to enact this law, which was originally known as the “Crime
Awareness and Campus Security Act of 1990″.
During your daily endeavors you travel around your campus and
speak with students, staff and faculty. If something doesn’t look
right, sound right or feel right contact campus safety. Believe your
gut reaction. It is much better for campus safety officials to come and
find that there is nothing wrong than for a crime to occur. Sometimes
crimes can be prevented and offenders can be caught in the act because of quick-thinking community members just like you.
