When a Leflore County sheriff asked Michael Paul Herrera, 35, why his girlfriend’s
face was red, he simply replied that the
woman was “red all over.”
On December 27, a Leflore County deputy
was dispatched to the 23900 block of Buckcreek Road in Panama shortly after 6 p.m.
due to a physical domestic in progress, according to the affidavit. When he arrived, a
woman told him Herrera had head-butted
her “right in the nose” in front of her children. The deputy noticed the woman’s nose
and face was red.
The deputy approached Herrera, who was sitting on the front
porch. He immediately noticed the Spiro man smelled strongly of
alcohol and his eyes were watery and bloodshot. He asked Herrera if
he had head-butted the woman in the face. Herrera slurred that no,
he didn’t do that.
The deputy then asked Herrera why the woman’s face was red
around her nose. Herrera replied, “She is red all over.”
The deputy told Herrera he was under arrest.
As he tried to put handcuffs on the man, Herrera tried to walk
away, and he became angry when the deputy patted him down to
check for weapons. As the deputy walked Herrera to the patrol car,
Herrera tried to pull away and told the deputy to let him go.
The deputy tried to get Herrera to calm down while they waited for
a patrol car with a cage to arrive, but Herrera wasn’t having that. He
started kicking officers and attempted to get away by rolling around
on the ground.
Officers were eventually able to get the man under control, and he
was transported to jail.
Herrera is being charged with assault and battery on a police officer, domestic assault and battery in presence of minor children and
resisting an officer. His bond was set at $5,000, and he is scheduled
to appear in court on January 13, 2015.

Mote
Two Hartshorne residents found themselves in jail in the
early morning hours of January 8 after a Latimer County
deputy found drugs and paraphernalia in their vehicle. It
didn’t help that one was driving with a suspended license
and the other had warrants for her arrest.
According to the affidavit, the deputy was traveling westbound on Highway 270 at approximately 1:40 a.m. when
he saw a truck with an expired license plate and a modified exhaust turn onto the highway from Stovall Road. He
pulled behind the vehicle and conducted a traffic stop on
Highway 270 and 3 R Ranch Road.
The deputy approached the vehicle and made contact
with the driver, identified by driver’s license as Jesse Dain
Edge, 36. He asked the other occupants for their identification, and a woman identified as 26-year-old Bobbi Jo Mote
replied, “I’ll be going with you.”
She told him she had warrants out of Latimer and Pittsburg County.
The deputy asked the occupants to exit the vehicle. He checked their information and was
advised Edge’s license was suspended, and Mote had warrants out of Latimer County. He
placed them under arrest and conducted an inventory of the vehicle.
While he was searching the truck, Mote shouted, “I have something in the back! It’s not
mine, but I took it from someone.”
Hmm.
She showed the deputy a black pouch that contained two syringes and a spoon that later
field-tested positive for methamphetamine. He also found a purple bag in the bed of the truck
containing four syringes and another spoon with a cotton ball that also field-tested positive
for meth.
Edge and Mote were both transported to jail.
Mote is being charged with possession of a controlled dangerous substance and unlawful
possession of drug paraphernalia. Her bond was set at $1,500, and she is scheduled to appear
in court on January 20, 2015.
Edge is being charged with possession of a controlled dangerous substance, unlawful possession of drug paraphernalia and driving with license suspended. He was released on a personal recognizance bond and is scheduled to appear in court on January 20, 2015.

A Hugo man wearing a trench coat was
caught tearing up items at Walmart the day
after Christmas.
According to the affidavit, a Walmart employee contacted police shortly after 7:30
p.m. and said that a man was taking the
price stickers off of items and putting them
on other items.
A Choctaw County deputy went to
Walmart and met with the employee. She
took him to see what the man was doing.
The deputy watched as a man in a trench
coat, later identified as Dylan Russell Gregg,
27, picked up items in the clearance aisle, put them in his shopping
cart, then took them back out and threw them on the floor. Gregg then
walked to the next aisle, grabbed a storage container, opened it and
started throwing items in it.
The deputy wrote in the affidavit, “His behavior was strange. You
don’t see people doing that.”
Gregg then walked away from the container he was throwing items
into. The employee looked in the container and pulled out several items
that were no longer fit for resale.
The deputy approached Gregg and told him he saw what he did and
told him he was under arrest. Gregg pleaded, “Come on. Can you give
me a break, please?”
After placing the man in handcuffs, the deputy searched him for illegal or stolen items. He found a bag containing a crystallized substance.
Gregg verified that the substance was meth.
The deputy asked Gregg where his vehicle was. The man responded,
“Out in the parking lot with my dog.”
When police went to Gregg’s vehicle, they not only found the dog,
but also found a loaded pistol, a rifle, two pairs of brass knuckles, a
handheld scanner, and an opened container of beer that was cold to the
touch.
Gregg is being charged with possession of a controlled dangerous substance and malicious injury to property. He was released on a $10,000
bond and is scheduled to appear in court on February 24, 2015.

Tupelo man Robert Henry
Blanchard, 40, was apparently
not too happy that his ex-wife had
moved on with her life. He allegedly
attempted to set some hay bales on
fire at her boyfriend’s house on December 31.
Arson is no way to cure a broken
heart, Blanchard!
Around 11 p.m., a Coal County
deputy was dispatched to a home
on Old Owl Road south of state
Highway 3. The homeowner told
the deputy he saw headlights pull
into his driveway. He looked outside and saw Blanchard’s truck in
front of his house. He told the deputy he was dating Blanchard’s ex-wife.
The man then said he saw Blanchard get out of his truck and set a bale of hay on fire. The
bale was sitting “amongst a stack of several hundred hay bales.” The man said he walked
outside, and Blanchard jumped into his truck and left his property at a high rate of speed.
The man was able to extinguish the fire before there was any damage.
Deputies went to Blanchard’s home looking for the alleged would-be arsonist. Blanchard
wouldn’t answer the door, so one of the deputies called his cellphone. He agreed to let police
in.
Blanchard told police he had been to church earlier that day, and he had not left his residence since getting back home. The deputies explained that a witness had seen him setting
fire to hay bales, but Blanchard said it wasn’t him and if his truck had been there, he wasn’t
driving it. He told police that a juvenile male would sometimes drive his truck.
When deputies said they would go question the juvenile, Blanchard told them, “No, he
hadn’t been in my truck.”
At that point, Blanchard refused to answer any more questions.
The victim provided a written statement confirming Blanchard was the man who set his
hay on fire.
Blanchard is being charged with third-degree attempted arson. He was released on a
$10,000 bond.

Crowder man Kenneth Wayne Dugger, 38, wrecked his
truck while trying to run over his girlfriend because he
thought she was flirting with another man. He was also arrested, because he was wasted when it happened!
On January 6, a McAlester police officer was dispatched
to a bar in the 100 block of Ashland Avenue shortly after
11 p.m. because an intoxicated man had tried to run over
his girlfriend with his truck. In the process, the drunk man,
later identified as Dugger, wrecked his truck.
When the officer arrived at the bar, he saw Dugger leaned
up against the bar. He asked the man what he was doing
there. Dugger, who smelled strongly of alcohol, said in
thick, slurred speech that he had been arguing with his girlfriend. He denied that the argument ever became physical.
While they were speaking, a woman came out of the bar and told the officer Dugger was the
man who had tried to run over his girlfriend. Dugger told the officer while his girlfriend was
driving him home from the bar, she got mad at him and jumped out of the truck.
During the conversation, he admitted that he had consumed “a lot” of alcohol.
The officer administered a sobriety test before placing Dugger in the patrol vehicle. The
officer then went back inside the bar and asked the victim what happened. She said she was
driving Dugger home when he punched her in the face and accused her of flirting with another man. She jumped out of the car to get away from Dugger. She said he got in the driver’s
seat and started backing up the truck after her, running into a fence at the nearby concrete
plant. The victim said she then grabbed the keys from the truck and ran back to the bar.
At the scene of the incident, the officer noticed damage to the fence at the concrete plant
and to the rear of Dugger’s truck. He took Dugger to jail.
Dugger agreed to take the state’s breath test -- his breath alcohol level was 0.20.
Dugger is being charged with driving a motor vehicle while under the influence of alcohol,
domestic abuse and leaving scene of accident involving damaged fixture. He was released on
a $1,000 bond and is scheduled to appear in court on January 30, 2015.

OK Jailbirds is cooperating with the efforts of Oklahoma Department of Human Services to impact the huge
social problem of irresponsible parents who are not paying the child supports ordered by our courts.
If these biological-only parents won’t honor the courts order, perhaps public shame will get their attention.
If you know how to reach any of the Deadbeat Parents found on this page, please call the Oklahoma Department of Human Services
Child Support HotLine at 1-800-522-8014
Importance of Child Support
Children are our future and child support helps make sure they
have a chance at a productive life. Children have the right to get
support from both parents and do not lose this right when a
parent leaves the home.
When children do not receive child support, they can:
Suffer both Emotionally and Physically
Live within a Reduced Standard of Living
Have their Basic Needs Unmet
Become Non-Supportive when they become Parents.
When one or both parents do not support their children,
taxpayers often pay the cost of raising children. When children
receive public assistance and their parents pay no child support,
all taxpayers bear the cost of supporting the children.

STOLEN PROPERTY
An Idabel man was arrested in Antlers after he allegedly pointed a gun at his neighbors
and threatened to shoot them on January 3.
According to the affidavit, Pushmataha
County deputies went to the caller’s house located outside of Antlers. When they arrived,
they made contact with Tony Ray Abney, 51.
Police told Abney they were there because
his neighbor said he threatened to kill people
with a gun. Abney told police the only guns he
had were BB guns.
When a deputy asked if he could look for guns in his house, Abney
told the officer to “go get a f------ search warrant.”
Police spoke to the reporting party, who said he called police because Abney had a history of pointing guns at him and his friends
and threatening to shoot them. He told police Abney was a convicted
felon and had just gotten out of prison.
The deputy checked Abney’s information and was advised Abney
was indeed a felon. Abney had also been charged in McCurtain County with making threats.
The officer walked into the caller’s home and made contact with a
woman who said when she arrived at the residence, Abney pointed a
rifle at her and told her he was going to shoot her. After speaking to
the victim, police decided to place Abney under arrest.
Police took Abney to jail, and they returned to his residence later
that day with their f------ search warrant. They found a rifle, several
items with Abney’s name on them, and a tray containing what appeared to be marijuana seeds.
Confirming the officer’s suspicion, the substance in the tray later
field-tested positive for marijuana.
Abney is being charged with possession of a firearm after former
felony conviction, feloniously pointing a firearm, possession of a controlled dangerous substance and threatening to perform an act of violence. He is being held in lieu of a $25,000 bond and is scheduled to
appear in court on January 28, 2015.

A Caddo woman, who told police her niece’s name was
“Bryan County”, was locked up after she hit a man with his
flashlight and became combative toward police.
On January 6, Bryan County deputies were dispatched to
the 3700 block of Sawmill Road shortly after midnight for
a burglary in progress, according to the affidavit. En route,
dispatch advised that the caller claimed the suspect hit her
boyfriend in the head.
When police arrived, they found the suspect, Sabrina Lea
Smith, 37, standing in the middle of the road, holding a
3-feet long piece of wood. A deputy asked her what was going on. Smith told him that the man living in the residence
was a molester, and he had her niece.
The deputy met with the residents of the home. The man
said he was in bed when he heard a commotion outside. He
looked out his window and saw Smith near his truck, so he
grabbed a flashlight and walked outside while his girlfriend
called 911.
While the man was trying to tell the deputy what had happened, Smith started yelling that
the man had her niece. A deputy asked what her niece’s name was. Smith said, “Bryan County.”
The deputy had to place Smith in handcuffs because she kept walking toward the residents
and screaming.
The man continued telling police his account of the incident. He said when he walked outside, Smith approached him, holding a piece of wood. She told him to put his flashlight down.
He did, and Smith picked it up and started hitting him with it. She then threw the flashlight
in a ditch on the other side of the road. Police found the flashlight in the ditch.
They again asked Smith what happened. She said she was looking for her niece when the
man came out of his house. Police searched the house, and they didn’t find anyone else inside
the residence.
Deputies asked Smith where she lived, but they were unable to locate her home.
They placed her under arrest, but she fought back as a deputy searched her for weapons.
Once they were at the jail, Smith became hostile and refused to obey commands.
Smith is being charged with assault and battery with a dangerous weapon and resisting an
officer. Her bond was set at $6,500, and she is scheduled to appear in court on March 4, 2015.

January 5, 1981, started as a happy day for Tracey Neilson. She was
celebrating her 21st birthday that day. The OU student ran several
errands in Moore that morning. Eyewitnesses put her home just before
noon. After noon, several friends and family called to wish her a happy
birthday. She never answered the phone.
At 5 o’clock that evening, Jeff Neilson, Tracey’s husband of only fi ve
months, found her dead inside their apartment at the Jamestown Square
Apartments in Moore. Tracey had been stabbed numerous times. Moore
police responded to the scene and began investigating. The next day,
the Moore Police Department requested OSBI assistance with the case.
During the next 34 years, dozens of OSBI agents would work on the case
following more than 1500 leads.
One of the best pieces of evidence in the case was a fi ngerprint. In the 1980s, matching latent
prints was time consuming and extremely diffi cult without a suspect print to compare with the
unknown print. In 1994, Jeff Neilson’s family helped OSBI convince Oklahoma legislators to
pass a law to fund the state’s fi rst Automated Fingerprint Identifi cation System. This system
could scan a database full of latent prints searching for matching characteristics. We all had great
hope this new fi ngerprint technology would identify that print. Sadly, to this day, no match has
been made to that print. But AFIS has helped solve hundreds of violent crimes in Oklahoma.
In the past few years, the OSBI laboratory began a cold case initiative. This project had agents
and criminalists looking through old cases to determine if evidence existed that new DNA
technology could produce fresh leads. Several items of evidence were recently tested – several
more are in the process of testing. But we don’t want to wait one more day to try to solve this
case. That’s why we are here today asking for the public’s help. One piece of evidence could give
this case new life.
For decades, agents have worked to identify the owner of a cable trouble assignment ticket
book. The last ticket in the book is for work at Tracey’s home at 11:51 the morning she was
murdered. On the bottom left corner of the book is a box for the employee name. We want to
identify the three letters written in that box.
OSBI is also off ering up to a $5,000 reward for information leading to the arrest and conviction
of the person who killed Tracey. The Moore Police Department is putting in another $1,000 and
Tracey’s family is off ering an additional $5,000 for a total reward of up to $11,000.
If anyone has information relevant to this case, please call the OSBI hotline at 1-800-522-8017
or the Moore Police Department.

Two people were arrested December 23 in Stigler after their
friend failed to use a turn signal while turning right onto Peace
Lane. The crime? Drugs and lying.
According to the affidavit, a Stigler police officer stopped the
vehicle after he saw it turn with no signals. The driver told the
officer he doesn’t ever use turn signals.
The officer asked him to exit his vehicle and have a seat in the
patrol car. He asked the man what they were doing. The driver
said he was taking the woman in the backseat to a house to get
some clothes. He told the officer Keota man Nicholas Scott Parker, 27, was in the passenger seat. He said he was driving because
Parker had warrants out of Sequoyah County.
The officer asked him if there was anything illegal in the truck.
He replied not that he knew of, but the woman had tracks all
over her arms. He gave the officer permission to search the truck.
The officer approached the truck and asked the man in the
passenger seat what his name was. The man said a name, but it
wasn’t his real name. Unfortunately for him, the officer recognized him as Parker. The officer placed him under arrest.
Another officer asked the backseat passenger, Del City woman
Kenna Lauren Whitmore, 26, to exit the vehicle. As she did, he
saw something under the backseat. The officer found a black
case containing five syringes, the bottom to a can, and a glass
vial with liquid inside. Another officer asked the trio if the syringes belonged to them. They all said no.
The officer placed them all in handcuffs.
Whitmore asked the officer if she said the drugs were hers,
would the driver still go to jail. The officer asked if the syringes
her hers. She said yes.
Whitmore told the officer one of the syringes belonged to Parker. Police took both to jail
for booking.
Parker is being charged with falsely personating another to create a liability. He was released on a $5,000 bond.
Whitmore is being charged with possession of a controlled dangerous substance and unlawful possession of drug paraphernalia. She was released on a $25,000 bond.
They are both scheduled to appear in court on January 13, 2015.

OBSTRUCTING A OFFICER warrants dus poss of marijuana fta
A Fayetteville, Arkansas, man was locked
up in the Atoka County Jail, where he
showed an impressive ability to hide drugs.
But, it wasn’t exactly the drugs that landed
31-year-old Chez Kylie Carr in jail.
On December 31, an Atoka County deputy was patrolling northbound on Highway
69/75 when he saw a silver car with an Arkansas tag travel left of center and over the
fog line shortly after 4 p.m. According to the
affidavit, he stopped the vehicle and made
contact with the vehicle’s occupants. He immediately noticed a strong odor of marijuana coming from inside
the vehicle.
The driver and passengers, one of them identified as Carr, appeared to be very nervous. The deputy asked the driver to exit the
vehicle. The driver said they were driving from Texas to Arkansas.
He admitted he and his passengers had been smoking marijuana
and drinking alcohol during the drive. He told the deputy there were
no illegal narcotics in the vehicle.
The deputy removed Carr from the vehicle and conducted a pat
down search. He found $2,607 in the man’s front right pocket. He
placed Carr under arrest. All subjects were taken to jail and cited.
During booking, the deputy saw Carr stand up and throw something white across the jail. A jailer retrieved the item; the white substance tested positive for cocaine.
The deputy reviewed surveillance video of the booking area. He
saw Carr reach into his “anal area” and pull out a white bag. The
deputy asked Carr if he had anything else illegal on his person. Carr
said he also had some marijuana in his “anal area.”
Carr retrieved two baggies containing a green leafy substance that
later field-tested positive for marijuana.
Carr is being charged with possession of a controlled dangerous
substance and public intoxication. His bond was set at $202,000,
and he is scheduled to appear in court on January 14, 2015.

A Checotah man was taken to jail after a friendly New Year’s Eve
celebration turned violent, and the man attacked his friend with a
cane.
According to the affidavit, a McIntosh County deputy was dispatched to a residence located near Highway 150 and I-40 at approximately 12:30 a.m. on January 1. When he arrived, he was met
by three men who had all been involved in a dispute. He split them
up and spoke to them one by one.
All three men told the same story.
They were drinking alcohol and celebrating the new year when
one of them brought up a topic 47-year-old Darren James Scott
didn’t like. Scott became aggressive toward the man, and the other
men asked him to leave. Instead of leaving, Scott started attacking the man with a walking
cane. The man said he tried to get away, but Scott just pursued him, hitting him with the
cane.
Scott and his victim made their way into the kitchen, and the victim said Scott grabbed a
knife and chased him into the bathroom. The victim was able to close the door. Another man
called the police.
After speaking with the men, the deputy placed Scott under arrest and transported him
to jail.
Starting out the new year in the slammer is never a good idea, Scott!
Scott is being charged with assault with a dangerous weapon. He was released on a $500
bond and is scheduled to appear in court on January 21, 2015.

A family scuffle turned painful when 49-year-old Broken Bow man
Rodney Wayne Thweatt decided to pour hot grease on his brother.
Blood may be thicker than water, but it couldn’t stop the grease in
the Thweatt house!
According to the affidavit, a McCurtain County deputy received
a call about an interesting family gathering on December 28. The
caller said a man had hot grease poured on him by his brother. The
deputy was advised the victim was on his way to the hospital.
The deputy went to the hospital and spoke with the victim. The
man said he and his brother, identified as Thweatt, had gotten into
an argument. The argument became so heated that Thweatt threw
hot grease on the victim.
The deputy saw a large patch of red and blisters on the man’s back and arm.
Police went back to Thweatt’s residence in the 500 block of West Sherry Lane and spoke
with a woman who said she saw Thweatt throw hot grease on the victim. They found Thweatt, and the man didn’t try to deny what he did. Instead, he said he and his brother started
fighting, and he threw grease on his brother, “end of story.”
Thweatt said his brother hit him, and “that is how the hot grease got on [his brother].” He
said he had a knot on the back of his head that was caused by his brother hitting him, but the
deputy couldn’t see the knot.
Thweatt is being charged with assault and battery with a dangerous weapon and domestic
abuse. His bond was set at $15,000, and he is scheduled to appear in court on February 2,
2015.
