The LeFlore County Sheriff’s Office
requested OSBI investigative assistance on July 9 with a homicide that
occurred just before 5 a.m. in Monroe.
Randy DeWayne Shelton, 54, was
shot and killed inside his home in the
35000 block of Midway Road. Shelton’s wife was awakened by the sound
of gunshots and found her husband.
She called 9-1-1.
OSBI agents interviewed and then arrested Shelton’s neighbor
Richard Humphreys, 48. He was booked into the LeFlore County
Jail on a complaint of first degree murder.

McGarrah
A police-hating Heavener man was locked up after he
failed to stop for an officer’s red and blue lights. He also attacked officers, and it wasn’t his first time.
According to the affidavit, a Heavener police officer attempted to pull over the vehicle of Cecil William McGarrah,
41, on June 16 because the man was speeding near the intersection of U.S. Highway 59 and U.S. Highway 270. The man
continued to drive despite the officer’s lights and siren, however, and continued to lead the officer on a pursuit before
coming to a stop at a residence in the 500 block of E. Avenue
C. McGarrah’s wife was standing in the driveway, pleading
with him to stop and comply with the officer’s commands.
But, McGarrah had other ideas; he walked toward the officer and started yelling obscenities and calling the officer
derogatory names. Another officer arrived to assist, and McGarrah continued to unleash a flurry of cuss words. When police attempted to place him in
handcuffs, he kicked and hit the officers.
The officers were finally able to get him under control and put him in the police car. His
wife told them that her husband had been arrested before for assault on a police officer and
he has served a sentence in Missouri for assault on two law officers.
McGarrah became belligerent in the backseat of the patrol car and continued with his free
use of the “f” word and other obscenities. He allegedly told the officer things that were along
the lines of “I hope you die.”
Once at the jail, McGarrah calmed down physically but continued to cuss at the officer
and jailers.
That wouldn’t last for long though.
At 3:30 a.m. the next morning, police entered the detox cell in the booking area where
McGarrah was being held. McGarrah had been kicking and hitting the walls inside the cell,
and the officers wanted to restrain him so he wouldn’t hurt himself.
McGarrah started back with his violent ways and a struggle ensued, with McGarrah biting
an officer, and the officer exclaiming, “He bit my finger off!”
McGarrah is being charged with assault and battery on police officer, assault and battery
on detention officer and attempting to elude a police officer. His bond was set at $40,000.

Well, in this case, one man's trash was his ticket to the
slammer.
During an investigation of illegal drug use on June 26, a
Choctaw County deputy went to the Hugo home of Brandon Clark Self, 32, located in the 200 block of E. Main
Street.
Self had recently set out his trash. The deputy looked
through it and found bags containing a white reside that
field-tested positive for methamphetamine. He also discovered a bag with a green leafy residue that tested positive for marijuana and other items that were consistent
with the distribution of drugs.
The deputy secured a search warrant for the house and
searched the residence later that day. He found more marijuana and methamphetamine.
He made contact with Self and placed him in handcuffs.
Self denied using drugs, but when the deputy asked him
if he sold them, he replied, "Well, I don't want to incriminate myself."
The deputy asked him why he had so many drugs if he wasn't using them. Self told him he
had to pay his bills too, and he admitted to selling meth.
The deputy went back to Self's residence to continue his search, and he found even more
evidence of drug use and distribution, including smoking devices and digital scales. He also
found a loaded handgun and an unloaded rifle, and a whole lot of ammunition.
In the garage, he found an ATV that was reported stolen.
Self told the deputy that he didn't steal the ATV, but he got it from "the same one who steals
everything around Soper."
He admitted that he knew it was stolen when he received it as payment for "dope," and said
that handgun had also been a payment for drugs.
The deputy then asked Self, "So all this property in question is payments for drugs that
you sell?"
The drug-dealing man replied, "Yeah, pretty much."
Self is being charged with two counts of unlawful possession of controlled drug with intent
to distribute, possession of firearm after former felony conviction and knowingly concealing
stolen property. His bond was set at $100,000, and he is scheduled to appear in court on
July 29, 2014.

When drugs were found in a Wilburton
man’s truck (that he was borrowing from a
friend) during a traffic stop on June 21, he
said it belonged to a man he had just met
who recently borrowed the truck.
Maybe the man’s friend should be more
careful who he lends his truck to!
According to the affidavit, a state trooper
pulled over a truck on Cravens Road because
the vehicle kept traveling left of center.
He made contact with the driver, Osceola
S. Robinson, 27, and explained the reason
for the stop. Robinson told the trooper it was his fault because he
had been trying to reach something on the passenger side.
The trooper gave Robinson a warning and asked if he had anything
illegal in the truck.
Robinson said no, and told the trooper he was borrowing his
friend’s truck. Robinson gave the trooper permission to search the
truck.
During the search, the trooper found a green leafy substance that
appeared to be marijuana (and it later tested positive for marijuana).
When he asked Robinson again if he had anything illegal in the truck,
Robinson placed his hands in the air and told him, “I personally have
no knowledge of anything illegal in this truck.”
When he showed Robinson the marijuana, Robinson said, “That’s
not mine. I let a friend use this truck a little bit ago, so it might be
his.”
Robinson said since he had just met the guy he let borrow the truck,
he didn’t know where he lives.
The trooper didn’t believe Robinson’s tale, and he transported him
to the Latimer County Jail.
Robinson is being charged with possession of a controlled dangerous substance. He was released on a personal recognizance bond and
is scheduled to appear in court on August 7, 2014.

Police arrested an Antlers man June 26 after a man’s
daughter called police and told them the man was trying to
beat up her dad.
According to the affidavit, an Antlers police officer responded to the call in the 600 block on N.E. Third Street.
People who lived at the residence told the officer that David
Corey Chumbley, 37, had arrived at the back door of the residence and wouldn’t leave after being told to twice. They said
Chumbley then entered the back door without permission
and refused to leave. He allegedly started swinging his fists
at the victim, and made threats toward all of the residents
before leaving on foot.
Chumbley returned to the residence again later that day
and once again started making threats toward people. He
allegedly told them that he had something in his hand and
intended to use it.
While the officer was speaking to the victims, he saw Chumbley run and attempt to hide
behind an air conditioning unit. When the officer tried to speak to him, Chumbley again
took off running and hit his head while trying to climb on a roof.
The officer smelled a light odor of alcohol on Chumbley. He admitted to trying to hit

Chumbley admitted he was drunk, even though he said he only had one beer, and told
the officer he was sorry for running. Again, he denied that he had tried to hit anyone with
something in his hand, and said he didn’t enter anyone’s home but his own.
Chumbley is being charged with malicious injury to property and public intoxication. He

Be cautious if McAlester man William
Shane Waggener, 37, ever offers to help you
move! He just may move things right out of
your residence into his own possession.
Waggener was found with some stolen items
when he was arrested following a traffic stop
on July 1. According to the affidavit, a Pittsburg County deputy pulled over Waggener on
Tannehill Road because the man’s truck didn’t
have a working center mounted brake light.
When he checked Waggener’s information,
the deputy was advised that Waggener’s license was suspended
and he had a warrant through Canadian County. The deputy placed
Waggener under arrest and transported him to jail.
During processing, jailers found some gold jewelry wrapped in toilet paper in his pocket.
When the deputy asked him where the jewelry came from, Waggener told him his mom had given it to him to pawn, but he didn’t have
time to go to the pawnshop that day. The deputy became suspicious
and told Waggener he was going to call his mom to verify the story.
Waggener then admitted he lied and said a guy on the street
named Horse gave it to him, and he was selling it for Horse because
Horse didn’t have an ID.
Oh, okay. Wait — what?
The deputy still had a hard time believing Waggener’s story, and
a little bit later, Waggener finally came clean. He told the deputy he
was lying and he had stolen the jewelry from a woman he helped
move that day. Waggener said he didn’t know her name, but he directed the deputy to her address.
The deputy went to the woman’s house, and she positively identified the jewelry as hers.
Waggener is being charged with knowingly concealing stolen
property, petit larceny and driving with license suspended. He was
released on a $5,000 bond and is scheduled to appear in court on
July 18, 2014.

The Saline (KANSAS) County
Sheriff’s Office was inolved in a
bizarre, 43-minute chase Saturday
morning.
It began when a deputy clocked
a passing car on Interstate 70,
travelling at over 90 mph. The deputy
began pursuit of the driver as he
traveled west towards Salina. The car
was spraypainted with derogatory
statements about law enforcement.
The suspect was able to drive
around spikes that were set up at
the junction of I-70 and Highway 81.
Eventually, the suspect drove into a
soybean field.
Sheriff Glen Kochanowski says the suspect then drove the car in
circles for 40 minutes while law enforcement set up a perimeter
around the field, blocking off the man’s exits. at times, the suspect
threw blankets, CDs and other items out of the car. At one point,
the vehicle slowed down to around 5 miles per hour and the suspect
climbed out and “surfed” on the car’s roof.
The Sheriff says the man was yelling bible verses at officers, making
faces and even flashed peace signs. Deputies did pepper spray the
driver several times while he was inside the car.
The suspect, identified as 29-year-old Aaron S. Jansen of Dover,
New Hampshire, eventually surrendered to deputies. He’s being
held on charges of fleeing and eluding, obstruction, reckless driving
and speeding.
At the time of his arrest, Jansen was wearing a cowboy hat, boots
and a woman’s dress. He also has a warrant out of Dickinson County,
where he is accused of spray painting “Help me” on the tailgate
of a pickup and leaving behind his billfold, which included his
identification.

Tulsa Police say serial rape suspect Desmond Campbell
is dead
Campbell had been in intensive care since being badly
hurt in a single-vehicle crash on Interstate 44 early on the
morning of Sunday, June 29, 2014.
The Tulsa County District Attorney’s Office had called a
news conference about the case for 2 p.m. July 8, but that
was before news of Campbell’s death broke.
Documents released detailed the evidence Tulsa Police
had against Campbell.
The documents also contained details of the attacks which
the victims gave police.
The Oklahoma Highway Patrol reported that Campbell
wrecked a car just before 6 a.m. on Sunday, June 29, 2014.
Troopers said he hit a large sign post near Sheridan and listed the possible cause as sleepiness. The wreck happened just minutes after the last sexual assault
police have attributed to Campbell.

unsolved Cases
District Attorney Craig Ladd requested OSBI open a full
investigation into the disappearance and possible homicides
of Molly Miller and Colt Haynes in south central Oklahoma. A
friend last heard from them via phone July 8, 2013. July 25, 2013,
the Wilson Police Chief requested OSBI technical assistance and
analytic case support. OSBI has helped run dozens of leads in the
past 12 months as have numerous other municipal, county, state,
and federal law enforcement agencies. Leads recently surfaced
that could prove helpful in this case. OSBI agents and various
other law enforcement offi cers are currently running those
leads. Because this is an open criminal investigation, no specifi c
details on this case can be released at this point. Miller was 17 at
the time of her disappearance; Haynes was 21.

Mead woman Bessie Louise Banks
Waymire, 40, agreed to go to jail after her boyfriend called police on her
July 1; she just wanted to finish her
weed first.
According to the affidavit, a Bryan
County deputy was dispatched to the
8700 block of U.S. Highway 70 in
Mead for a welfare check.
When he arrived, a man told him
that he and his girlfriend, Waymire,
had been drinking all day, and she
gets out of control when she starts
drinking.
The deputy went inside the couple’s
camper and made contact with Waymire.
She was sitting at a table and lighting what the deputy first
thought was a hand-rolled cigarette.
He then saw a green leafy substance on the table and could smell
marijuana coming from the cigarette.
He told Waymire to put the joint out.
She told him what she was “going to smoke this joint” then they
were “going to box.”
She then asked him to have a seat.
The deputy again asked the weed-lovin’ woman to put the joint
out and when she refused, he told her to stand up.
She told him that she was going to smoke her cigarette first.
He once again asked her to stand up, but she still refused.
The deputy assisted her in standing up and placed her in handcuffs.
He seized her beloved joint, a medium-sized bag of a green leafy
substance and rolling papers, and placed Waymire in the patrol car.
Waymire is being charged with possession of marijuana. Her
bond was set at $2,500, and she is scheduled to appear in court on
July 30, 2014.

A 28-year-old Atoka woman was
arrested June 22 because she allegedly hit and bit her 17-year-old boyfriend.
According to the affidavit, an Atoka
police officer was dispatched to a residence in the 300 block of S. California
due to a domestic in progress.
When he arrived, a witness told him
that Jennifer Lea Murray had hit a juvenile in the face and bit him on the
shoulder.
Witnesses gave him a description of
Murray and the clothing she was last
seen wearing.
The officer headed south on California and saw a woman that matched the description of Murray.
He asked her what had happened with the juvenile, and she told
him they had words.
When he asked her if the juvenile hit her, she said no. When the
officer asked her if she bit the juvenile, she said yes.
The officer went back to the residence on California, and two other
witnesses gave him the same information.
The officer tried in vain to locate the juvenile male, but when he
asked Murray what her relationship was to the boy, she said it was
her boyfriend.
To verify, the officer asked her how old she was. When she said 28,
he said, “And you are dating a 17-year-old.”
She said yes.

The officer transported her to the Atoka County Jail.
Murray is being charged with domestic abuse-assault and battery.
She was released on a $2,500 bond and is scheduled to appear in
court on September 15, 2014.

A Checotah man who refused to vacate his apartment was arrested on June
30 after an officer found drugs inside his
guitar.
Guess the officer didn’t like the song he
was playing!
According to the affidavit, an officer
was dispatched to some Checotah apartments due to a man who wouldn’t leave
an apartment.
When the officer arrived, the apartment
manager told the officer she needed to
change the locks on one of the apartments
and 45-year-old Denny Ray Overmon needed to vacate the apartment. When the officer went to the apartment, Overmon opened the
door and walked out of the apartment carrying a guitar.
The officer advised him that he needed to leave the apartment. He
noticed that Overmon appeared to be under the influence of meth,
and he asked him what he was doing. Overmon told him he just
wanted to get this over with.
When the officer asked him what he meant, Overmon told him
again that he just wanted to get this over with.
The officer asked to see his guitar. When Overmon handed the
instrument to him, the officer could tell something was inside the
guitar. When the officer asked what was inside the guitar, Overmon
again told him he just wanted to get this over with.
Inside the guitar, the officer found a syringe wrapped in duct tape.
He placed Overmon under arrest and found a bag containing a crystal-like substance in his pocket.
When the officer asked him what the substance was, Overmon
said….guess!....let’s just get this over with.
Overmon is being charged with possession of controlled dangerous substance and unlawful possession of drug paraphernalia. He is
being held in lieu of a $25,000 bond and is scheduled to appear in
court on August 20, 2014.

An Oklahoma City man driving recklessly in Maysville was arrested on June 16 for a DUI
after police saw him doing donuts in a parking lot and entering a liquor store without a shirt
on.
According to the affidavit, a Maysville officer was on patrol when he saw a vehicle leave a
parking lot in a cloud of dust. The officer followed the vehicle, and it stopped at a nearby liquor
store. A man with no shirt on and a passenger jumped out of the vehicle and went inside.
While waiting for the men to exit the store, the officer was advised of a report of a reckless
driver that matched the vehicle he was watching.
When the men came out of the liquor store, the officer attempted to pull the vehicle over,
but the driver had other ideas. A pursuit ensued, until the driver pulled in a driveway in the
900 block of Mays Street. He took off running, but seemed unable to run in a straight line. He also kept putting his
hand into his pocket as though he was trying to pull something out.
The officer caught up with him and took the driver, identified as Christopher Max Norman, 22, to the patrol car
and patted him down. He found a bag containing a green leafy substance that field-tested positive for marijuana.
In the vehicle, the officer found a marijuana joint, an opened bottle of whiskey, two more bottle of whiskey and an
open can of beer.
On Norman’s license, it specified that Norman had to have an ignition interlock system to be able to drive. The
vehicle he was driving didn’t, which rendered his license suspended.
The passenger told the officer he and Norman had been drinking quite a bit before they went to the liquor store
and got more liquor. He said he didn’t have anything to do with Norman trying to run from police, and when
Norman saw the officer he told him, “We’re about to go to jail; hang on.”
Norman refused to do any sobriety tests, and he became belligerent and started yelling once they were inside
the jail.
Norman is being charged with possession of a controlled dangerous substance, eluding/attempting to elude
police officer, transporting an open bottle or container of liquor and driving with license suspended. He was
released on a $5,000 bond and is scheduled to appear in court on July 25, 2014.

You just might be too drunk too early if you drive your truck into
a ditch following what must have been an afternoon of drinking.
According to the affidavit, a Stigler police officer was advised of a
possible drunk driver around 4 p.m. on June 26. Dispatch advised
the driver was in a ditch at NW Sixth and H Street. They also advised that someone had pulled the truck out of the ditch.
When the officer arrived, he made contact with Stigler man James
A. Rainwater, 30. Rainwater had trouble finding his insurance, and
he smelled strongly like alcohol. His speech was very slow, and the
officer often had trouble understanding what Rainwater was saying.
Another officer who had arrived on scene first advised that there
was mud on Rainwater’s truck from where he drove into a ditch,
and he had followed the trail of mud to the area where he found Rainwater’s vehicle. Rainwater agreed to take the state’s breath test, but once at the Stigler Police Department, Rainwater failed the test. The officer then transported him to the Haskell County Jail.
Rainwater’s sister told police he had shown up at her house just minutes before police did.
She told them that Rainwater didn’t live with her, but she could tell he was intoxicated when
he showed up at her door.
Rainwater is being charged with aggravated driving a motor vehicle while under the influence. His bond was set at $5,000. Court date was unknown at time of publication.

What do you do when your strict grandparents are gone and people use meth in their
house?
Burn it down, of course!
Or apparently that was the logic of Idabel
man Bryon Mathew Wax, 22, and his friend
Curtis Brian Sykes, 22. The Idabel men decided the best way to hide meth use in the house
was to burn that mother down.
According to the affidavit, the state fire marshal contacted an Idabel police officer on June
29 due to a possible arson at a residence in the
500 block of N.E. Avenue B. The grandson of
the owner's of the home, Wax, told them that
he was raised in a very strict home, and his
grandparents went out of town. He wasn't allowed to have anyone at the house while they
were gone.
That didn't last long!
Wax invited people over, and they allegedly
smoked marijuana and used methamphetamine in the house. When the party people left, Wax noticed that
some items from his grandfather's safe were missing. A juvenile who
had been at the home told police that he saw Wax, Sykes and the
other "guests" carry out televisions and other electronics from the
house. Another man said the revelers brought a large amount of
property to his house trying to get rid of it, but he told them to leave.
Wax said he and Sykes returned to the home the next day with the
intention of burning it down to hide the drug use. Sykes admitted to
using gas cans and a boat flare to set the home on fire. Police found a

A day of hauling junk ended up with one man in the hospital
after he tried to retrieve his cigarettes and bed rails from his junkhauling companions.
On June 26, a Coal County deputy was dispatched to a residence
located at Second and Spruce in Lehigh due to a man being assaulted, according to the affidavit.
When the deputy arrived, he spoke to the victim who told him
that he, Atoka woman Angelesa D. Haley, 29, and 30-year-old
Robert Lee Stephens of Caney had been hauling junk iron together
earlier that day.
He said Haley was his baby momma and on/off again girlfriend.
The man said he forget his cigarettes and bed rails, but when
he went to retrieve them, Stephens opened the door and allegedly
punched him in the face.
The victim said the men started fighting, and Haley started hitting him in the head.
During the fight, he said Haley and Stephens choked him and hit
him in the head with a beer bottle.
A witness who had pulled up to a stop sign in front of the residence verified the victim’s story. She said when Stephens saw her,
he pulled the victim inside the residence where the fight continued.
The victim was bleeding from his head and hand, and a broken beer bottle was found just
inside the residence.
Haley is being charged with domestic assault and battery in presence of minor. She was
released on a personal recognizance bond and is scheduled to appear in court on September
12, 2014.
Stephens is being charged with assault and battery with a dangerous weapon. He was released on a $10,000 bond and is scheduled to appear in court on August 21, 2014.

New Orleans police say a man held a woman at gunpoint in
her home and demanded sex. However, the crime never happened because the man dozed off. Police say 21-year-old Darkyus Raymond gained access to the victim’s home and waited
for her to return. When the 21-year-old woman arrived at
home, police say Raymond held her at gunpoint and demanded to have sex with the victim. At some point, Raymond fell
asleep and police say the victim called authorities. Raymond
was booked on charges of false imprisonment with a weapon,
aggravated burglary and an outstanding warrant.
A man was convicted for ripping off restaurants from Florida to
Virginia after failing in his most recent scam. His ploy involved dining at expensive restaurants, and then faking seizures a bit after the
check arrived. According to HP, his last “medical emergency” was
deemed a ruse after he flicked off the waitress at the start of the alleged seizure. Furthermore, his rap sheet included 90 arrests. No
more fancy seizure salads for this actor.
