McCurtain woman Kimberly Michelle Phillips, 42,
was arrested on March 28 after she showed up at a
man’s house, drunk and disorderly.
According to the police report, a Leflore County deputy was dispatched to a residence on 380th Avenue near
McCurtain at approximately 9 p.m. due to a woman refusing to leave the property. When he arrived, he found
an intoxicated Phillips, covered in blood and smelling
like booze. Her eyes were bloodshot, her speech was
slurred, and she was very uncooperative with officers on
scene.
When the deputy asked her what she had been drinking, she replied, “I’m not telling you s---!”
The property owner told police that he hadn’t seen Phillips in several weeks
because she had been in jail. He didn’t want her at his residence while she was
intoxicated. He said when he told the woman to leave, she started “acting crazy”
and tried to slap and hit him.
Another man at the residence said Phillips hit him in the nose.
The men forced the woman outside, but she still refused to leave. They didn’t
want to press charges -- they just wanted the woman off the property.
The deputy placed Phillips under arrest for public intoxication. She was placed
in two sets of handcuffs, but she still tried to lunge at officers.
On the way to jail, she kept yelling and screaming and tried to spit on the deputy.
Phillips started banging her head on the glass separating her from the deputy
and refused to stop. She kept yelling, “F--- you! I’m f------ crazy!”
When they arrived at the jail, Phillips seemed to calm down a bit. As soon as she
was placed in a cell, however, she started yelling and screaming again.
Phillips is being charged with disturbing the peace and public intoxication. His
bond was set at $5,000, and he is scheduled to appear in court on April 18, 2016.

Trooper Kenny Knight #440, Trooper Danny Upton #623
On Nov. 13, 2015, Troop C Headquarters dispatched Troopers Kenny Knight and Danny Upton to
an injury collision on the Muskogee Turnpike. This
was a one-vehicle crash where the driver had apparently fallen asleep and crashed into the concrete barrier wall. The driver was pinned and had sustained
serious, life-threatening injuries.
Troopers Knight and Upton arrived on scene within one minute, recognized the seriousness of the
situation, and immediately began emergency trauma
treatment, while calling for medical personnel. The
driver had severed one leg below the knee and was
losing a substantial amount of blood.
Trooper Knight retrieved a tourniquet but could
not apply it due to the damaged vehicle and the debris. Troopers Knight and Upton both crawled into
the vehicle and were able to keep the victim calm and
conscious. They had to use bolt cutters and a knife to
cut through debris and wiring, with Trooper Knight
operating the cutters while Trooper Upton gave verbal directions. In the same manner, while Trooper
Knight was blindly reaching into the crushed vehicle
to apply the tourniquet, Trooper Upton was giving
directions.
The tourniquet was successfully applied and the
victim was transported by helicopter to a hospital. Air Evac medic Robert Blankenship later notified OHP the Troopers’ “proactive measure…without a doubt
gave the [the victim] those few valuable minutes he needed to survive.” Muskogee EMS Medic Chris Turner also notified OHP that an unknown Trooper had
save this victim’s life by applying the tourniquet, and that all OHP personnel
should be commended for their actions.
Without the assistance of power tools or any equipment other than protective
gloves, a tourniquet and borrowed hand tools, they entered a crushed vehicle and
cooperatively provided aid that saved a man’s life.
For their quick, proactive decisions and their inventive method of taking care
of this victim, we honor Trooper Kenny Knight and Trooper Danny Upton with
the Trooper of the Year Award for Humanitarianism.

Wilburton man Jarrod Wayne Stephens, 27, was arrested on April
3 for trying to break into a residence because he said he was cold.
At least he’ll be warm in jail!
According to the police report, a Latimer County deputy was dispatched to a residence in the 900 block of SW Limestone Road at
approximately 6:50 a.m. due to a man trying to get into a residence.
The homeowners told the deputy they heard someone trying to open
the locked back door. The husband went to see what was up, and he
found a man in a blue shirt trying to break into his home.
He asked the man what he was doing.
The man said, “I’m trying to get in because I’m cold.”
When the husband refused to let the man in his home, the man left the residence
and took off walking into the wood line behind the house.
The deputy found the suspect walking around in the woods. He recognized him as
Stephens.
Stephens told the deputy that he was there with a man named Travis, and they were
cleaning the land for the landowner.
The deputy asked the man what the land owner’s name was -- Stephens didn’t have
an answer.
The deputy then asked where Travis was. Stephens said he was right there with him
before the deputy walked up.
The deputy looked in the muddy ground, but he only saw one pair of footprints.
Stephens then changed his story and said he was walking to the men’s shelter in
McAlester, and he got cold.
The deputy saw an orange jacket with some clothing in a ditch near the residence.
Stephens told him the items were his. From where the items were, Stephens had to
walk past the victims’ front door and the entry door under the carport to get to the
back door that wasn’t visible from the roadway.
Stephens is being charged with attempted burglary in the first degree. His bond was
set at $30,000, and he is scheduled to appear in court on April 19, 2016.

Ashleigh D: The U.S. Has more prisons and locks up more people than
any other nation. It has become a system fueled on profit, housing non violent
offenders like cattle. Maybe if more money went into other things like schools
it would be different here. Who knows.
Chris R: I am personally for releasing non-violent offenders before cutting education. Cuts in education only increase the likelihood of increased
prison populations in the future.
Winnie B: Build tent cities, issue extra blankets in the winter, feed them
baloney or cheese sandwiches, their tv viewing can be on the dining hall tent,
post 8 guards w/orders to shoot any that cross the fence. Make prison time
again mean hard time.

for breakfast, a sandwich for lunch, hot meal for supper, and no desserts.

According to our interpretation of this article, it looks as if our prison system
will not undergo any budget cuts this year, but our schools still face budget cuts.

Agreement reached on tapping fund for
Oklahoma schools, prisons
Gov. Mary Fallin and legislative leaders announced in March an agreement
on a plan to withdraw nearly $79 million
from the state’s Rainy Day Fund to offset
budget cuts to schools and prisons.
Common Education will get $51 million, and $27.58 million will go to the
Department of Corrections.
“I think all of us can agree that draconian cuts to education and the Oklahoma Department of Corrections are unacceptable and something we are not going to
allow happen in the state of Oklahoma,” Fallin said.
She announced the agreement in a news conference attended by key legislators
who said the approval process will begin quickly on bills to tap the state fund, which
was established to help with budget problems during times of economic distress.
“We don’t take this lightly, knowing full well that next year could be worse,” said
Senate President Pro Tem Brian Bingman. “It’s raining, and that’s what rainy day
funds are for.”
State revenues are in decline amid an oil bust and after a decade of income tax
reductions and increasing tax breaks for business.
The state is not taking in enough revenue to cover expenses, which has forced it
to make two rounds of cuts to agency allocations.
The first 3 percent cut was ordered in December, and a 4 percent cut was announced in March. Those cuts equate to $27.58 million for Corrections and $109.2
million for Common Education.
State schools Superintendent Joy Hofmeister said the money from the Rainy Day
Fund is sorely needed.

Three men were arrested on April 9 after they allegedly
broke into a home and assaulted people.
Checotah men Daniel Ezekiel Fields, 21, and Matthew
Allen Boyd, 22, and their Eufaula friend, 19-year-old
Brady Cheyenne Pearce, crashed a party and then just
wouldn’t leave people alone.
According to the affidavit, a McIntosh County deputy
was dispatched to the area of Lotawatah Road and U.S.
266 due to a possible accident. When he arrived, he was
advised the wreck was due to an ongoing incident.
Apparently, a woman was having a gathering at her
house when the three men entered the home uninvited and assaulted several people. The woman called her
friend and her brother to come to the residence, because
her son was one of the assault victims.
The son began to receive threatening phone calls from
the men. They said they were going to come back to the
residence.
The woman and two men she called left the residence,
but they were met by the suspects, who had parked their
vehicle in the roadway, blocking anyone from passing. An
altercation occurred, then they tried to leave again.
The three men seemed hellbent on crashing into the
victims.
While attempting not to hit the men, two of the victims
collided.
Pearce and Boyd were arrested at the scene.
Fields was arrested a few days later.
Boyd is being charged with two counts of assault and
battery, and breaking and entering dwelling without permission. He was released on a $1,000 bond.

Stigler man Waylon Ball, 37, allegedly showed
up at his cousin’s house in the early morning
hours of March 30 and demanded a ride. When
her husband told the man to leave, he became
angry and an altercation ensued.
According to the police report, a Stigler officer
was dispatched to the residence in the 600 block
of NW E. Street shortly after 4 a.m. A woman had
called and reported that her cousin, identified as
Ball, had shown up at her residence uninvited
and was acting crazy.
When the officer pulled up to the scene, he
heard a woman yell, “He stabbed my husband!”
The officer ran to the porch and saw two men. He recognized one of them as
Ball. He grabbed the man and told him to put his hands behind his back.
Ball resisted, but the officer was able to get him in handcuffs. He then placed
him in the patrol vehicle.
The victim had a deep cut on his back. The officer told his wife to apply pressure
to the wound.
The woman told the officer Ball came to the door and asked for a ride. Her husband told him no and said he needed to leave. That made Ball angry, and the two
men started fighting.
During the fight, Ball pulled out a knife and stabbed the victim.
While the officer was speaking to the couple, he heard Ball trying to kick out the
window of the police car. The officer opened the door and told him to stop. Ball
instead tried to get out of the vehicle. The officer instead had to force his legs back
inside the car.
When they arrived at the jail, Ball was aggressive toward jailers and said, “I’ll
only get a couple years, and then I’ll get out and get you all.”
Ball is being charged with assault and battery with a dangerous weapon and
resisting an officer. His bond was set at $500,000, and he is scheduled to appear
in court on May 2, 2016.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that

offi cer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
