A Ponca City man has been charged in the hit
and run death of a tribal elder and a spiritual leader with the Otoe-Missouria Tribe.

with felony leaving the scene of a fatality accident
in Noble County District Court.
According to reports, Randall Whitehorn, 64, of
Red Rock, was having car trouble near Yearling
Road, south of Marland, on S.H. 177, and was
pushing his vehicle on the shoulder when he was
struck by another vehicle on July 9. The other vehicle did not stop.
After investigating the accident, Kay County
deputies arrested Reyes on August 22 and he was transported to the Noble County jail. His bond was reduced from $50,000 to $25,000 and his

BLUE WHALE: PREVENTION
THROUGH INTERVENTION
The LeFlore Country Sheriff’s office
recently investigated the death of an 11
year old juvenile male in the Northern part
of the county. The death was determined
to be a suicide. Information was obtained
through the investigation that the juvenile
appeared to be participating in an online
game commonly called “BLUE WHALE”.
The game originated in Russia and it targets vulnerable young persons and walks them through a 50 step scenario
which when completed, culminates in the suicide of the person. Information
gathered from the scene of this incident, together with information from the
Medical Examiner and other interviews, has convinced us that this particular
juvenile male was participating in this game. One factor which we believe led
to this was bullying that had taken place in and out of school the previous
school year. Additional interviews of school students revealed that a lot of
them were familiar with this “BLUE WHALE” game. There have been deaths in
the United States in Colorado, California and Virginia that have been linked to
this game. The person playing the game is assigned an “Administrator” who
leads the person through the steps and assigns them tasks to complete. Upon
completion of these tasks the person is instructed to complete the final task,
which is to kill themselves. This game is not the only factor leading to these
tragedies. These juveniles already have underlying issues such as bullying,
severe depression, substance abuse, family issues and others which led them
to this game. Two years ago, a 14 year old juvenile male here in our county
committed suicide as a direct result of depression and anxiety from bullying
at his school. The LeFlore County Sheriff’s Office provides bullying awareness
and prevention classes to help combat some of these issues at our schools.
We cannot stress enough to parents of kids, the importance of being closely
involved in their lives so they may identify early on, problems their children
may be having in and out of the school setting. Being able to pinpoint signs of
depression, unusual/inappropriate behavior or possible substance abuse, can
help get your child the professional help needed to prevent another tragedy
like this from happening again. Parents also need to closely monitor their children’s phone use and internet/online browsing to ensure that they are not on
dangerous or inappropriate sites. Closely monitoring what your child is texting/
messaging/browsing can also help you identify potential personal issues they
may be experiencing and get them the help they need to resolve these issues.
Unresolved issues can lead to kids finding dangerous sites such as this
“BLUE WHALE” game, and turning these issues into a tragedy which could
have been prevented with proper intervention. These terrible situations not
only affect families for years to come, but affect all those who respond to the
calls. It has a profound effect on Law Enforcement and EMS personnel. It
affects entire communities and schools and is even more tragic because with
attention and monitoring, most of these situations could have been prevented
through intervention and professional help.
Please help us to prevent the unnecessary death of our young people and
the effects these tragedies have on all of us.

25-year-old Anthony Garcia thought that he had just committed the perfect crime
and got away with it. In 2004, the gang member robbed a liquor store in California.
During the heist, he fatally shot the store owner and was on the run for the next four
years. In 2008, he was picked up for driving on a suspended license. While having
his mugshot taken, a police officer noticed the detailed tattoos across his chest. The
officer connected the dots and discovered that Garcia was the gunman in the 2004
shooting. Thankfully, Garcia spent years perfecting his tattoos, which also gave officers the crime scene in pretty exhausting detail. Garcia was convicted of first-degree
murder and could face life in prison for the crime.
Mario Garcia, 39, and Domingo Garcia-Hernandez, 28, planned to rob a West Rogers Park restaurant. The men entered the restaurant and demanded food but when
the owner told them he was too busy, Garcia-Hernandez said, “I will kill you, I have a
gun with me’’, according to a police report. The masterminds were also using squirt
guns to intimidate the owner. After the owner requested them to return in an hour, the
two men obliged to his request. Meanwhile, the owner informed police, who arrived
on scene to investigate the matter. As the police were preparing the investigation
report, Mario and Domingo returned with their squirt guns; who were apprehended
by police on spot. The men were charged with one count of attempted aggravated
robbery each.
Mauricio Fierro drove a stolen car to rob a pharmacy. Fierro left the car running for
his quick getaway and went in to rob the store. Little did he know, as he was robbing
the store, another thief sprinted over to the vehicle and took off in it. When Fierro exited the store with his bag full of money, he was stunned to discover that his getaway
vehicle was gone. Fierro, angry and short on time, started looking around to find another getaway vehicle; when another man ran by, grabbed his loot and took off. Fierro
was furious with the situation and decided that he deserved some justice. He went to
the police station to report his car and loot being stolen. There, he came across the
pharmacy owner who was making a report about the robbery. The owner recognized
him and informed the police, who apprehended him. When local news stations heard
of the story, they requested authorities to interview him; which they allowed. During
the interview, Fierro complained about the “insecurity” of the city and how he was not
able to enjoy the car he had robbed, which cost him “a lot of blood, sweat and tears”
to attain.
Matthew Allan McNelly and Joey Lee Miller decided to break into a man’s house
in Carroll, Iowa. They had a well-planned strategy ready to be executed but the only
problem was that their strategy was only as good as their IQ’s. The two men decided to conceal their identity in an unusual way. They decided to use no ski masks or
stockings pulled over their heads; not even hoods to cover their face. The pair instead
streaked their faces with permanent black marker. After both men fled the house, the
owner informed the police, who quickly arrived at the scene. Luckily, the officers pulled
over a car that matched the description and the strange disguise made it easier for
officers to identify the culprits. Both men were charged with attempted burglary, and
McNelly was charged additionally with operating a vehicle while intoxicated.

A former detention deputy is facing felony
charges after he allegedly stole some smokes and
$7 from two inmates at the county jail.
Titus Ford, 19, of Wilburton, was charged September 5 with embezzlement by detention deputy from county office, in Latimer County District
Court.
According to court records, on August 19, Ford
allegedly stole cigarettes and a lighter from one inmate, and $7 from another inmate, which he used
“to his own use while he was employed at the Latimer County Jail as a detention officer.” The items
were entrusted to the Latimer County Jail.
If convicted, Ford could face not less than one
year, nor more than 10 years, and a fine equal to the triple amount of the
money allegedly embezzled, and restitution.
Ford’s preliminary hearing conference is set for November 7 at 9 a.m.

CAUTION URGED ABOUT CHARITY
SCAMS FOLLOWING HURRICANES
Oklahoma Attorney General Mike Hunter today is warning Oklahomans of charity
fraud and other scams in the
wake of Hurricanes Harvey
and Irma.
Attorney General Hunter
said the work of charitable
organizations is key to the recovery process after a disaster. However, some
see it as an opportunity to run scam operations asking for money the victims
never see.
“As the tragedy on the Gulf Coast continues to unfold, I know Oklahomans will step up to help in a multitude of ways, like we see after all disasters,” Attorney General Hunter said. “I am urging individuals looking to
donate money to use caution and research to ensure a charity is registered
to solicit in the state to avoid becoming the victim of a charity scam.”
Before donating, Attorney General Hunter said one of the easiest ways
to find out if a charity is registered is to look it up on the secretary of state’s
website at: www.sos.ok.gov/charity/, or by calling (405) 521-3912. Charities looking to solicit donations in Oklahoma must be registered through the
secretary of state.
Additionally, the attorney general’s consumer protection unit offers the following guidelines to avoid becoming a victim of charity fraud.
• Donate only to charities that you know and trust;
• Be wary of charities that seem to have been formed specifically in response to a particular disaster;
• Ask for written information regarding the solicitor’s charity, including the
name, mission, administrative costs and how your donation will be used;
• Listen carefully to the name of the purported charity. Scam artists often
claim to be associated with a charity that mimics the name of a well-known,
reputable organization;
• Be suspicious of any solicitor that uses high pressure or aggressive
tactics, asks for donations in cash or promises prizes in exchange for a
donation.
For more information and tips on how to select a charity, visit www.charitywatch.org. To report suspected fraud or scams, contact the attorney general’s public protection unit at (405) 521-2029 and local law enforcement.

Q: My friend has considered treatment but is afraid of what others will think.
What can I tell my friend?
A: Many employers, friends, and family members will be compassionate
if they see a person is making a sincere effort to recover from a substance
abuse problem. But you can also reassure your friend that laws protect the
privacy of a person seeking drug treatment—or in fact, any medical treatment. Health care providers may not share information with anyone else without a patient’s permission. Some jobs may require a doctor’s note saying
an employee is being treated for a medical condition, but the nature of the
condition need not be specified. For more information on how private medical
information is protected by law, read the HHS information on Health Information Privacy (HIPAA).

COUPLE ARRESTED ON
THEFT, GUN CHARGES
Two people were taken into custody after someone reported gunshots coming from a rural home in
McIntosh County.
According to the McIntosh County Sheriff’s Department, on September 15, deputies responded to
a residence located off Texanna Road where 911
callers reported gun shots coming from the residence. During the investigation, it was discovered
that a stolen vehicle and motorcycle from Mustang
and Burns Flat were at the residence, along with
narcotics and firearms.
McIntosh County Sheriff’s Department, along with
the District 25 Drug and Violent Crime Task Force,
executed a search warrant on the residence, recovering the stolen Dodge Charger, the stolen Harley
Davidson motorcycle, narcotics and firearms.
As a result of this investigation, Larry Austin and
Bernice Torres were arrested and booked into the
McIntosh County Criminal Justice Center.

TIPS FROM A TROOPER
Today we are discussing “Failure to display required
lighting when required on a vessel.” This is covered under Title 63-4207 Lights and other equipment. You need
to know what area your vessel falls in to make sure you
are doing not only what is legal, but also what is safe for
you, occupants of your vessel, and any other vessel in
the vicinity or your vessel. If your vessel does not display
the proper lighting, this would be the equivalent of driving your vehicle on the
roadway without headlights. If the driver cannot see you, they will more than
like not be able to avoid you.
Navigation Lights
The required navigation lights must be displayed between sunset and sunrise and during periods of restricted visibility.
Power-Driven Vessels When Underway
If less than 65.6 feet long, these vessels must exhibit the lights as shown
below. Remember, power-driven vessels include sailboats operating under engine power.
The required lights are:
•Red and green sidelights visible from a distance of at least two miles
away—or if less than 39.4 feet long, at least one mile away—on a dark, clear
night.
•An all-round white light or both a masthead light and a sternlight. These
lights must be visible from a distance of at least two miles away on a dark,
clear night. The all-round white light (or the masthead light) must be at least
3.3 feet higher than the sidelights.
•The masthead light and sternlight may be combined as an all-round white
light on vessels less than 39.4 feet long.
Unpowered Vessels When Underway
Unpowered vessels are sailboats or vessels that are paddled, poled, or
rowed.
If less than 65.6 feet long, these vessels must exhibit the lights as shown
below.
The required lights are:
•Red and green sidelights visible from at least two miles away—or if less
than 39.4 feet long, at least one mile away.
•A sternlight visible from at least two miles away.
•An alternative to the sidelights and sternlight is a combination red, green,
and white light, which must be exhibited near the top of the mast.
If less than 23.0 feet long, these vessels should:
•If practical, exhibit the same lights as required for unpowered vessels less
than 65.6 feet in length.
•If not practical, have on hand at least one lantern or flashlight shining a
white light as below.
•Vessel operators should never leave shore without a flashlight. Even if you
plan to return before dark, unforeseen developments might delay your return
past nightfall.
All Vessels When Not Underway
All vessels are required to display a white light visible in all directions whenever they are moored or anchored outside a designated mooring area between sunset and sunrise.

INVESTIGATION LEADS TO
STOLEN PROPERTY, ARREST
On September 4, 2017 Haskell
County Sheriff Deputy Jerry Wharton
took a report of a stolen 2016 Polaris
Ranger from 1 mile west of Lequire on
State Highway 31.
On same date, Deputy Wharton
and Deputy Misty Renee Johnson
conducted multiple interviews which
led to the arrest of one individual. After
individual was arrested, Sheriff Tim Turner and Deputy John Vail conducted
an interview with the individual and he/she advised the location of the Polaris
Ranger.
With the help the McCurtain Police Officers Oliver Taylor and Tommy Christy
the Ranger was returned to its owner.
Also recovered was a 12-foot Tiger flat bed trailer with serial numbers removed. The Sheriff’s Department is currently attempting to locate the victims
of this theft.
I would personally like to let the thieves of Haskell County know you might
steal it, but we will find it. We have zero tolerance to people stealing from our
hard working citizens, who pay for their belongings.
We will be requesting warrants for other arrest relating to this theft.
