A Poteau couple’s basement drug operation resulted in a woman’s arrest on Aug. 22.
Oklahoma Bureau of Narcotics agent Jason Tucker helped serve a
search warrant that day at a home belonging to Rhonda Rolf, 39. Rolf
gave written consent to drug task force agents, allowing them to search
her house, Tucker said.
During the search, police found a marijuana garden in the basement
of Rolf’s home with more than 100 plants growing in three different
stages. Rolf told Tucker she knew her husband Jeff, 42, was growing the
pot in their basement but that she was able to help or take some anytime she wanted. They were growing marijuana for about six months, Rolf said.
The plants were being helped along with a special growing light with a clean air filter, as
well as a watering system that was installed in the basement, Tucker said. The lights were
on timers and there were 11 bags of Miracle-Gro near the plants. Also at the scene was dried
marijuana, a set of scales and a small amount of methamphetamine, according to the affidavit.
Rolf also had a .22 caliber gun in the basement near the drugs, adding another felony
charge to the day. She now faces charges of cultivating marijuana, possession of controlled
substances, possessing a firearm while committing a felony and possession of drug paraphernalia.
Jeff has an outstanding warrant for his arrest, which was issued Sept. 18. He previously
pleaded guilty to marijuana possession in 2003 and received a one-year suspended sentence.
Rolf remains in jail. She has a court date set for 9 a.m. Sept. 25.

A Wister police officer arrested a woman Aug. 29 on
three felony and six misdemeanor charges.
Assistant Police Chief Jordan Westbrook said he was
dispatched to the local Dollar General after hearing
about a hit and run. While driving to the Dollar General,
Westbrook received a call from another officer who said
he was following a Toyota four-door that was involved in
the accident.
The driver was behaving erratically, driving into a
ditch several times and causing a flat tire, Westbrook
said.
After Westbrook stopped the driver, who was identified as Shanna Wann, 45, she suddenly tried to drive into
his patrol car. However, she was driving only 5 miles per
hour and had her window down, so Westbrook leaned
into the car to turn the steering wheel. However, Wann
was not happy and punched Westbrook in the back.
After she punched the officer, Westbrook performed an arm bar and handcuffed her.
She, not happy with the change in circumstance, started yelling obscenities and death
threats at the officer. She said, “I will kill you! I will f---ing kill your family! You don’t know
who I am!” according to the affidavit.
Another officer arrived to transport Wann to jail, but first she had to take the state’s test.
Not making her situation easier, Wann said, “F--- you b----! You will die” when asked to
take the test, Westbrook said. She also tried to kick the window out of a patrol car.
After Wann was restrained, Westbrook looked through her car. He found an empty bottle of Smirnoff, six carisoprodol pills and more than 25 hydrocodone pills.
Wann faces charges of leaving the scene of an accident, reckless driving, assault on a
police officer, two counts of possession of controlled substances, threatening violence,
transporting an open container, driving with a suspended license and driving under the
influence.
Wann’s first DUI was in 2006 and court records show this is her third DUI.
Wann was released from jail on a $25,000 bond. She has court at 9 a.m. Sept. 25.

One of the things that is becoming
more prevalent, and with the
passing of the new open carry law,
will only continue to rise, is the number of people walking and driving
around armed. For law enforcement, this obviously creates some
challenges in our dealings with the public. I am going to attempt to
explain what we would like from the citizens who choose to go armed,
and what they can expect from us.
First, all people who wish to carry a gun on their person are
required to attend an approved concealed carry class. This goes for
those who wish to carry concealed or open. Upon completion of the
course and the requirements needed, you will be issued a Concealed
Carry License, or CCL. Let me point out, that having a CCL is a
privilege, not a right. It is issued by the state, and with it come some
responsibilities.
One of those responsibilities, and the one that is most important
to us law enforcement professionals, is the obligation to notify us
IMMEDIATELY upon contact. Lets say you get stopped for speeding
and you are a CCL holder and are armed, whether it is on your person
or just in your vehicle. The Trooper gets out of their car and asks
you to step back to them with your driver’s license and proof of
insurance. You should, before anything else, declare that you have
a CCL and are armed. Don’t wait until we see the CCL in your wallet
to tell us....that’s too late! They will then instruct you on what they
would like you to do to address this situation. There are several
things we may do at this point to accomplish this.
We may ask you to say (not reach for or move towards) where
the weapon is. Simply say the location, keeping your hands on the
steering wheel or where they can be seen. If its on your person, we
may wish to disarm you for the duration of the traffic stop, and will
give instructions accordingly. We may simply separate the weapon
from the ammunition and make the weapon safe, and then leave it
in your vehicle. Each officer will handle this in the way that he or
she chooses in order to maintain their own safety. None of these
methods are meant to infer that we feel threatened by a CCL holder,
or that we think you are a criminal or bad person. They are simply
ways that we can deal with the issue of a gun being present in order
to maintain our safety and the safety of others.
Hopefully, this will give you some guidelines on what we are
expecting when you come in contact with us while carrying a
firearm. With respect and understanding, we can all feel safe with an
armed citizen, while respecting that citizen’s right to carry. Thanks

Labrador Retriever admitted to Eastern
State Penitentiary on August 12, 1924. Prison
folklore tells us that Pennsylvania Governor
Gifford Pinchot used his executive powers
to sentence Pep to Life Without Parole for

Wilburton police officers arrested a woman Sept. 9 for felony
DUI.
Just after 2:30 a.m. that day, officer Eric Pope reported seeing a maroon Buick roll a stop sign at the intersection of 3rd
and Ash. Pope initiated a traffic stop and the driver, Michelle
Evans, 33, pulled into the driveway of an abandoned home and
immediately got out of the car.
Evans told Pope she did not have a license but said she had
“a few beers”, according to the affidavit. She also said she took
some cytrolapram pills earlier in the night, Pope said.
During the stop, Evans was nervous and kept trying to hitch
a ride home with Pope and the other officers. She had a reason
to be nervous, since she had a cup of ice and liquor in the middle of her front floor board. Also, during the sobriety test, she had a hard time following
directions and kept stumbling, using her arms for balance, Pope said.
Pope then arrested Evans and asked her to take the state’s breath test, but she refused to
give a direct answer. She said she “did not know what to do” for the test, Pope said.
Evans was previously convicted of DUI and resisting arrest in 2010. She received a oneyear deferred sentence but was delinquent on her costs, court records show.
Evans was released soon after on bond. She will appear at 9 a.m. Oct. 4.

Anthony Banks
A federal appeals court has rejected the
appeal of an Oklahoma death row inmate
convicted of fi rst-degree murder for the
slaying of a woman more than 30 years ago.
The 10th U.S. Circuit Court of Appeals
ruled in the case of Anthony Banks, who
was convicted of the June 6, 1979, killing of
24-year-old Sun Travis.
Travis was abducted and raped and her
partially clad body was found near a trash
heap. She had been shot in the head.
Banks was convicted largely on the basis of DNA evidence found on
Travis.
Banks is also serving a life sentence for the 1978 murder of a Tulsa
convenience store clerk. He wasn’t in custody when Travis was slain.

A McAlester man was taken into custody
August 25 after he pulled a knife on five women when they told him to leave their party.
Four counts of assault and battery with a
dangerous weapon were filed against Paul
Nelson, 51, in Pittsburg County District Court.
Shortly before 1:00 a.m., officers were
called to the 1000 block of East Chickasaw
about Nelson threatening a group of ladies
with a knife, according to an affidavit filed in
the case. When Officer Chris Troussel arrived
at the home, he met with the five woman who said they were having
a little get-together when Nelson interrupted them. He was not suppose to be there and they asked him to leave. Nelson didn’t like being rejected by the ladies and decided to become a party-pooper. He
began pushing them, so the ladies began to defend themselves and
that’s when he pulled out the knife.
The ladies went on to say Nelson began swinging the knife at
them, but never cut them. Instead, he cut himself.
Four of the five women said they would like to press charges.
Troussel went to Nelson’s home in the 700 block of East Cherokee
and found him sitting in the yard. Nelson refused to tell the officer
his name, and when asked, said nothing had happened at the soiree.
Troussel then noticed a fresh cut on Nelson’s right hand around the
knuckle of his index finger.
Troussel told Nelson he was under arrest. Nelson was sitting with
his legs in front of him, and when Troussel grabbed Nelson’s arm, he
pulled away and stiffened up. Troussel took him face down and then
cuffed him.
During the brief scuffle, the cut opened up and began bleeding.
McAlester EMS was called and they bandaged Nelson right up.
Nelson was booked into the Pittsburg County Jail. His bond was
set at $2500 and was ordered back to court September 24.

Lluvia Rodriguez, a 29-year-old Houston
woman was jailed September 8 after she
allegedly bit her sister’s nose off after a
night of clubbing.
According to Houston police, Rodriguez
and her husband began arguing after the
couple and Rodriguez’s sister returned
from a night at several area clubs.
When the argument became heated,
Rodriguez’s sister attempted to intervene,
which angered Rodriguez. That’s when
Rodriguez bit her sister on the arm and
then proceeded to bite the woman’s nose
off.
The victim was rushed to Ben Taub
hospital, where doctors were able to reattach her nose. Rodriguez was
apprehended more than a month after the alleged incident happened.
The victim stated that she forgave her sister, but she did not want her
to be released from jail anytime soon.
Rodriguez was booked into jail and charged with aggravated assault
of a family member. Bond has not yet been set in the case.

Cordell Police said they are looking into a
school punishment that left a mark.
The mother of an Oklahoma elementary
student said her son was left bruised in a
recent paddling last week.
Linda Drew said her 6th grade son was caught
fighting at Cordell Elementary.
She and her husband were given the option of
suspension or swats.
They gave the school permission to spank
their child because they thought suspension
or detention would have hurt his grades and
football practice.
Hours later, their son was being checked out in the emergency room with

A Checotah man faces felony charges after getting arrested Sept. 12 for
his third DUI.
That day, McIntosh County Sheriff’s deputy Dewey Wright received a
report about a drunk driver traveling
east on Highway 266. The driver, Joel
Duvall, 55, was running himself and
other people off the roadway.
After a short chase, Duvall stopped
half a mile east of the highway and,
once officers came in contact him, they
saw he was obviously drunk. Wright
said Duvall could not hold his head up
and looked at the officers with a blank
expression on his face.
Duvall told Wright he was going to the 1000 block of West Park
to his parents’ house, which is where he lives. He again gave a
blank expression when Wright asked if he had a problem driving,
according to the affidavit.
Officers asked Duvall if he had anything to drink that night. His
response? “Yes, too much”, according to court records. When they
tried to ask Duvall more questions, he was of almost no help. Duvall could not walk on his own, slurred his speech and had bloodshot eyes, Wright said.
A breathalyzer test showed that Duvall had a .24 blood alcohol
concentration at the time of his arrest.
Duvall pleaded guilty to a DUI after a felony conviction for knowingly concealing stolen in 1997 and received a four-year prison
sentence. He also pleaded guilty to another DUI in 2007 and has
a marijuana possession conviction on his record. For the second
DUI, he received a five-year suspended sentence with six months
of rehab. For the marijuana charge, he had a one-year suspended
sentence.
Duvall remains in jail on bonds totaling $15,000. He has a court
date set for 2 p.m. Oct. 3.

seeking information on a homicide
that is currently unsolved.
On April 28, 2003 at 1255 hours
members of the Norman Fire
Department and Norman Police Department were dispatched
to a possible house fi re at 907 East Eufaula Street. Upon there
arrival they found that the fi re had already extinguished itself
and located a deceased victim, Donna Conn, inside the residence.
Upon investigation of the fi re it was determined that the victim
died as a result of the fi re and that the fi re was intentionally set.

A pair of Stigler teenagers, including
a juvenile, was arrested after trying
to rob a Love’s Convenience Store on
Sept. 3.
McIntosh County sheriff’s deputies chased a man who was running
from the Love’s on Highway 69 after
robbing it at gunpoint. The robber,
16, was seen on video holding a silver
plated pistol with a shirt covering his
face. The robber was pointing the gun
at the clerk and at anyone else who
approached him, according to the affidavit.
Officers then spoke with four teens who were standing by the
getaway car, a maroon Ford Explorer. The teens, including Justin Smith, 19, said they had no idea the juvenile was going to rob
the store. The group said they gave him a ride to the convenience
store to get gas but that he pointed the gun at them after robbing
the store, saying, “Get in the driver’s seat”.
The juvenile admitted to drinking vodka before the robbery, according to the affidavit.
Text messages between Smith and the juvenile contradicted
Smith’s initial story. One message said “ha alright, after we rob it
you turn yourself in and I take the money and have a damn good
time for you”, court records show.
The juvenile and Smith eventually agreed that Smith would be
the getaway driver while the juvenile robbed the store.
Smith was charged with felony conspiracy and robbery with a
firearm. He was released on a $30,000 bond and has a court date
set for 9 a.m. Nov. 7. The juvenile faces a robbery charge and has
a $25,000 bond. He will appear in court at 2 p.m. Nov. 5.
