Two Howe residents were sentenced to life in prison for
crimes relating to sexual abuse of a child.
Armondo Joseph Palma, 23, and Brooklyn Elaine Wilson, 28, of Howe, were sentenced in federal district court
for sexually abusing a child under the age of 12.
On April 24, 2025, Palma was sentenced to life in prison
for one count of Transportation of a Minor.
On April 23, 2025, Wilson was sentenced to life in prison
for four counts of Aggravated Sexual Abuse of a Minor and
to 10 years in prison for one count of Possession of Certain
Material Involving the Sexual Exploitation of a Minor. The
sentences were ordered to be served concurrently.
On November 12, 2024, Palma and Wilson pleaded
guilty to the charges. According to investigators, law enforcement became aware that Palma was sending images
of a child being sexually assaulted to another person over
the internet. The ensuing investigation revealed that between November 2023 and March 2024, Wilson and Palma sexually abused a child under the age of 12, often recording or photographing their abuse. On more than one
occasion, Wilson and Palma transported the child across
state lines, where the abuse continued. During the course
of the investigation, law enforcement also seized electronic images from the defendants’ cell phones depicting the
sexual abuse and the sexual exploitation of additional children.
The crimes occurred primarily in LeFlore County, within the boundaries of the Choctaw Nation Reservation, in the Eastern District of Oklahoma.
“These defendants routinely abused an innocent child, showing a complete lack of concern
for the life-altering physical and emotional damage their sexually exploitative behavior would
inflict,” said Travis Pickard, Special Agent in Charge for HSI North Texas and Oklahoma. “The
lengthy healing journey for this child’s unwarranted trauma can now begin with these child
predators incarcerated for the rest of their lives.”
“The sexual abuse the defendants perpetrated on the victim is sickening, and a prison cell is
where they deserve to spend the remainder of their days,” said United States Attorney Christopher J. Wilson. “Seeking justice for victims is a priority of the Department, and I commend
the exceptional investigative work of HSI’s Tornado Alley Child Exploitation and Trafficking Task
Force and the other law enforcement agencies that assisted in this case.”
Palma and Wilson will remain in the custody of the U.S. Marshals Service pending transportation to a designated United States Bureau of Prisons facility to serve a non-paroleable

A Latimer County woman with a violent history
will soon know her fate after she admitted to stabbing her own mother to death last year.
Tracy Ann Mannon, aka Tracy Ann Moore, aka
Tracy A. Carter, 52, of Wilburton, entered a guilty
plea in federal court to an Information of one
count of Murder in Indian Country—Second Degree, punishable by up to life in prison and a fine
of up to $250,000.
The Information alleged that on February 26, 2024, Mannon unlawfully killed
her mother willfully, deliberately, maliciously, and with malice aforethought. She
then planned to chop up her mother’s body and put the remains into a tote bag,
according to reports.
In 2023, Court Records show Mannon was charged with strangling her teenage daughter with a rope. She was originally charged in Muskogee County on
both charges, but they were dismissed due to Mannon’s tribal affiliation.
A U.S. District Court Judge will determine the sentence to be imposed after
considering the U.S. Sentencing Guidelines and other statutory factors.
Mannon will remain in the custody of the United States Marshals Service
pending sentencing.

Garland Leon Seay, 38, of McAlester, entered a guilty
plea to two counts of Theft of Government Property,
punishable by a term of imprisonment of up to 10 years
and a $250,000 fine, and one count of Entering a Military Installation for a Purpose Prohibited by Law, punishable by a term of imprisonment of up to six months
and a fine of up to $5,000.
The Indictment alleged that on July 22, 2024, Seay willfully and knowingly stole property of the United States belonging to the McAlester Army Ammunition Plant in value
exceeding $1,000, including an inert training missile, telescope spotlights, electronic tablets, tools, and a Nikon camera.
The Indictment also alleged that between July 2023 and September 4, 2024, Seay willfully and knowingly stole property of the United States belonging to the McAlester Army
Ammunition Plant in value exceeding $1,000, including computer hard drives, spools of
cable, bags of heavy machinery tools, and miscellaneous tools and equipment.
Finally, the Indictment alleged that beginning on July 11, 2024, and continuing until
July 16, 2024, Seay knowingly and unlawfully entered the property of McAlester Army
Ammunition Plant, a military installation, in order to steal property belonging to the United
States.
The charges arose from an investigation by the McAlester Army Ammunition Plant
Police Department, Pittsburg County Sheriff’s Office, and the Federal Bureau of Investigation.
The Honorable Gerald L. Jackson, U.S. Magistrate Judge in the United States District
Court for the Eastern District of Oklahoma, accepted the plea and ordered the completion of a presentence investigation report.
A U.S. District Court Judge will determine the sentence to be imposed after considering the U.S. Sentencing Guidelines and other statutory factors.

THAT'S METHED UP!
On May 5, at approximately 7:15 p.m., Springfield Ohio Township Police Officer Austin Branham
conducted a traffic stop after identifying a vehicle
whose registered owner had an active warrant
and a suspended driver’s license.
During the investigation, Officer Branham made
contact with the driver, identified as 55 year old
Victoria Vidal, of Akron, OH, and detained her without incident.
However, things took an unusual turn. As Officer Branham returned to the
vehicle, he observed a raccoon named “Chewy” sitting in the driver’s seat with
a meth pipe in its mouth. Chewy had somehow gotten hold of a glass methamphetamine pipe, leading officers to further inspect the vehicle.
A subsequent search revealed:
• Bulk amount of Methamphetamine
• Crack Cocaine
• Three used glass meth pipes.
Ms. Vidal was charged with F3 possession of drugs, three counts of possession of drug paraphernalia, and was cited for driving under suspension. She
was also turned over to Cuyahoga Falls Police on her active warrant. Additional
charges related to crack cocaine possession will be presented at Grand Jury
pending BCI lab results.
Thankfully, Chewy the raccoon was unharmed, and notification was made
to the proper authorities to determine that she has the proper paperwork and
documentation to own the raccoon.
While our officers are trained to expect the unexpected, finding a raccoon
holding a meth pipe is a first! No raccoons were hurt or injured in this incident.

DES MOINES, Iowa — A Des Moines man is in police custody after leading authorities on a wild chase on May 8.
The incident started when the suspect, driving a sports motorcycle, was pulled over for not displaying his license plate
around 8 p.m., according to court documents. After initially
stopping, he drove away as an officer got out of their vehicle.
Followed by an Iowa State Patrol aircraft, the suspect was
clocked going 110 mph in a 60 mph speed zone, officials said.
After an officer on the ground lost track of the suspect, he
switched to a truck before driving away again. Documents show that while eluding police, the man
drove into oncoming traffic multiple times on Interstate 235. He then came to a stop at the Easton
Boulevard exit before jumping from an about 15-foot wall. Officials said the suspect was found in a
woman’s car before he ended up running away.
The woman told police that she was getting into her car when the man popped up from the back
seat and told her to drive.
The suspect, identified as 41-year-old Cole Langford was later taken into custody without incident, according to the criminal complaint.
A backpack allegedly belonging to Langford was found containing a “large quantity of drugs”
nearby where he stopped the truck. Officials said about 12 ounces of methamphetamine, cocaine, a
substance believed to be fentanyl and multiple THC vapes were found inside the backpack.
Langford faces the following charges:
• Controlled substance violation
• Eluding - speed 25 mph over limit - second or subsequent
• Failure to affix drug stamp
• Burglary 3rd degree - motor vehicle
• Driving while barred
• Possession of controlled substance 1st offense
• Possession of a controlled substance, cannabidiol 1st offense
Langford is currently being held at the Polk County Jail on a $30,000 cash bond.

Two McIntosh County women were arrested
earlier this month for stealing a very unusual item
from a house in Checotah.
Megan Rachelle Crockett 31, of Checotah, and
Tory Anna Lee Crockett, 28, of Eufaula, were both
charged May 8 with burglary in the second degree, conspiracy, and malicious injury to property
over $1000, in McIntosh County District Court.
According to court information, the two women
broke into a house on May 5 in the 700 block of
W. Jefferson in Checotah. Once inside, they cut
the pipes to a water heater and carried it outside.
The damage they caused cost the homeowner at
least $1000, not including the water heater.
The pair was apprehended shortly after the hot
water heater heist.
Bond for Megan Crockett was set at $10,000
and she is to next appear in court on June 25 for
her preliminary hearing conference.
Tory Crockett’s bond was set at $20,000 and
she is also to next appear in court on June 25 for
her preliminary hearing conference.

WALTON COUNTY, FLA— A traffic stop leads
to the discovery of two pipe bombs in Walton
County, Florida. Now, one man is facing felony
explosive and drug charges.
Walton County Sheriff’s Office deputies pulled
over a car late on May 5 with a cardboard tag that
read, “PRIVATE”.
During the stop, the driver admitted to not having any identification. During a search of the vehicle, a birth certificate was located identifying the driver as Benjamin Adam Roach, 37, of DeFuniak Springs,
Florida.
During a search of the vehicle, Roach was found to be in possession of methamphetamine and drug paraphernalia.
While conducting an inventory of the vehicle, two cylinder-shaped objects
were located. One was a piece of PVC with two caps on each end. The other
was a cylinder object wrapped heavily with black electrical tape.
When asked about the objects, Roach admitted that they had gunpowder in
them. When asked specifically if the objects had a fuse, he initially said no, but
then later said one did have a fuse.
At that time, the Bay County Bomb Squad and Bureau of Alcohol, Tobacco,
Firearms and Explosives were notified and responded to the scene. After an
investigation, the Bay County Sheriff’s Office Bomb Squad advised that the two
objects were indeed pipe bombs and disarmed them.
Roach was transported to the Walton County Jail, where he is charged with
making a bomb, possessing explosives, possession of a controlled substance,
tampering with evidence, possession of drug paraphernalia, and several other
charges. As of this release, he has not been issued a bond.

AROUND THE STATE
LONE WOLF, OK – On May 6, 2025, the Kiowa
County Sheriff’s Office requested the Oklahoma
State Bureau of Investigation to investigate alleged
manufacturing of child sexual abuse material.
Earlier that day, deputies were notified by the Oklahoma Department of Human Services that child sexual abuse material had been discovered on a computer belonging to 38-year-old Bradley Lance Mason.
OSBI special agents, along with Kiowa County
deputies, served a search warrant at Mason’s residence in Lone Wolf, Oklahoma. It was determined
during the investigation that Mason manufactured child sexual abuse material.
Based on the information and evidence gathered by OSBI special agents, Mason
was arrested and booked into the Kiowa County Jail on charges of Manufacturing of
Child Pornography and Peeping Tom. The children inside the residence are currently
safe in Department of Oklahoma Human Services custody.
This is still an ongoing investigation. The OSBI appreciates the Kiowa County Sheriff’s Office and Oklahoma Department of Human Services for their assistance with
this case.
