On June 21, a Broken Bow police officer was dispatched to
investigate reports of a drunk driver on Hwy 3. After locating
the suspect vehicle and watching it abruptly weave in and out of
traffic, the officer pulled the vehicle over.
According to the affidavit, the driver told the officer that he
did not have his driver’s license and his name was Eric Lester.
Noticing that the man had a strong odor of alcohol on his breath,
slurred speech and watery blood-shot eyes, the officer asked if
he had been drinking. The driver replied that he had not been
drinking; the officer then asked the man if he was “perfectly
normal.” The man said no and admitted to drinking a little bit.
A woman and her 3-year-old daughter were also in the vehicle.
When asked to step out of the vehicle, the driver fell against the door and told the officer he
was drunk. The driver performed poorly on the tests given by the officer. He finally admitted
that he had been drinking “a lot” of Jagermeister.
The officer placed him under arrest and conducted a pat down on the suspect. He found a
wallet and opened it up. Inside, the officer saw a West Virginia I.D. card with the suspect’s
picture on it and the name Derek Dwayne Galyean. The suspect said that the card belonged
to his identical twin brother.
The officer placed him in the patrol car and spoke to the woman in the truck.
The woman told the officer that the driver’s name was Derek Galyean and that his twin
brother’s name was Eric Lester; she explained that their last names were different because
Galyean was adopted.
The officer told the suspect that the woman said his name was Derek Galyean, not Eric Lester. The man replied that he thought he had told the officer that his name was Derek, not Eric.
The 24-year-old was taken to the Broken Bow City Jail. During book-in procedures, it was
discovered that Galyean’s license was revoked and that he was wanted out of Virginia.
Galyen is being charged with child endangerment by driving under the influence, driving a
moving vehicle while under the influence of alcohol, obstructing an officer and driving with
license canceled/suspended/revoked. His bond was set at $5,000 and he is scheduled to appear in court on July 23.

The OSBI is off ering up to a $10,000
reward for information leading to the arrest
and conviction of the person or persons
responsible for the homicide of Carina
Saunders. The 19-year-old’s body was found
in the fi eld west of the Homeland Grocery
Store at the intersection of Rockwell and N.E.
23rd Street in Bethany October 13, 2011. The
Bethany Police Department worked the case
until recently when it requested OSBI take
over the investigation.
After a thorough review of the case fi les produced by Bethany
P.D., the OSBI agent assigned this case has determined more
work can be performed – through interviews, forensics, and other
investigative tools. However, the OSBI will need the public’s help
in developing further leads and expanding current ones. Therefore,
if anyone has any information, knows of any evidence in this case,
they are urged to call 1-800-522-8017. The $10,000 reward is the
maximum state law allows OSBI to off er.

Oklahoma Highway Patrol
2013 for some reason seems to
be the year of the drowning. There
seems to have been a large number
of drownings so far on Oklahoma lakes and waterways, the majority
of which could easily have been prevented. I am going to cover
some of the rules on wearing Personal Floatation Devices, as well as
some strong suggestions regarding them, in the hopes that we can
slow down this alarming trend!
First, let me just say that there are 5 types of PFDs. I’m not going
to get into their descriptions, just which types are required for what
situation. All PFDs must be U.S. Coast Guard approved, and used
in accordance with their label. The label will also state the type. All
vessels must carry one wearable (Type I, II, III, or V) USCG approved
PFD for each person on board or being towed. In addition to that,
vessels 16 feet in length or longer must have one Type IV USCG
approved PFD on board and readily accessible. Oklahoma Law
requires that all children under 13 years of age wear an approved
PFD whenever underway in a vessel less than 26 feet in length. Each
person on a personal watercraft or sailboard must wear an approved
PFD. Anyone being towed on water skis or similar devices must
wear an approved PFD. Ski belts are not approved PFDs.
Now, besides being USCG approved, all PFDs must be: In good
serviceable condition. They must also be readily accessible. Readily
accessible means you must be able to put the PFD on in a reasonable
amount of time in an emergency. PFDs should not be stowed in
plastic bags, in locked compartments, or have other gear stowed on
top of them. They must also be of the proper size for the intended
wearer. Sizing for PFDs is based on body weight and chest size. A
good way to test this, especially for children, is to put it on, adjust
the straps, and have the wearer raise their arms up, and try to pull it
up off them. If it can come off, it is not the right size for the wearer.
Those are the requirements, so now lets talk about the suggestions.
If you have children in or around water, make sure they have a PFD
on. Air mattresses, floaties, and other toy floatation objects don’t
count. There have been way too many stories of toddlers near the
water’s edge falling in and drowning, and these could be prevented
by following this suggestion.
Also, keep a watchful eye on those kids...even if they are only out
of your sight for a few seconds, its long enough for them to get in
trouble around the water. Last, wear one on boats even if you don’t
have to. In an emergency, you may not have enough time to put it
on.

Tulsa police arrested a man accused of holding his exgirlfriend’s children hostage for $100.
Police said the children’s mother called them and said she
was fighting with her ex-boyfriend, Cody Lee Panther, and he
took both of her children without her permission.
She told police Panther then started texting her that he would
not bring the kids back if she did not pay him $100. Police
arrested Panther on two counts of child stealing.

Two Atoka young people were arrested June 23 after police found
methamphetamine and drug paraphernalia at an Atoka residence.
According to the affidavit, police were dispatched to a motel where
a man told them he had been approached by two men and a woman
who asked him if he wanted to buy cocaine.
The man said that after he told the group he didn’t want any cocaine, they left and went to a house north of the motel.
An officer went to the residence and knocked on the door repeatedly. A man, 22-year-old Gerald Robert Rowland II, answered the
door. Police asked him if there was anything illegal in the house and
he told them no.
After receiving verbal permission to look around the residence,
police noticed a plate with two partially burnt hand-rolled cigarettes
sitting on top of a dresser in plain view and a syringe under a table
by the bed.
An officer picked up the syringe and saw that it was partially drawn
open and contained a clear liquid.
Police also found a white paper bag that contained 14 unused and
six used syringes. They asked if there was anything else illegal in the
house and 20-year-old Chelsea Dawn Almaguer told them, “there is
some in the wallet,” and pointed to a wallet on the bed.
Police found a clear cellophane wrapper that contained a white
crystal-like substance in the wallet.
Rowland and Almaguer were placed under arrest and escorted to
the patrol car.
Police continued to search the residence and found two more partially burnt hand-rolled
cigarettes, more syringes, a set of electronic scales and a metal spoon with a piece of a white
crystal-like substance on the bed.
The clear liquid in the syringes and the white crystal-like substances found in the residence
all field-tested for methamphetamine.
The couple was transported to the Atoka County Jail and both are being charged for possession of controlled dangerous substance and unlawful possession of drug paraphernalia.
They are scheduled to appear in court on July 10.

A Lehigh man is in jail after he was arrested June 28 for doing what he
said was for authorities to “see what was going on in Lehigh and stop it.”
According to the affidavit, a Coal County deputy was dispatched to Lehigh to investigate a shooting. The victim told police that he was riding
his dirt bike when he heard a gunshot.
When he looked back, he said he saw Guy Christian Knight, 39, pointing a black pistol in his direction and he heard another gunshot.
The victim explained that he parked his dirt bike and went to confront
Knight about the shooting. Knight allegedly pulled his gun out and pointed it at the victim. The victim said after that, he jumped in a friend’s
truck and they drove off.
The victim’s friend told police he saw Knight pull out a gun and point it at them. Another
witness told police that she heard four gunshots and saw a person on a dirt bike ducking
down. She said when she looked in the direction of the shots, she saw Knight holding a pistol.
Police went to speak with Knight and he told them, “I didn’t shoot my gun off in the country.”
Knight was arrested and transported to the Coal County Jail. On the way to the jail, police
say Knight told them, “I did what I did so you would see what was going on in Lehigh and
stop it.”
Knight is being charged with reckless conduct with a firearm and assault and battery with
a deadly weapon. He is scheduled to appear in court on Aug. 8.

A Fort Towson senior faces two felony charges after police said a
traffic stop revealed he was drunk driving and packing drugs.
At 2 a.m. June 16, Pushmataha County sheriff’s deputy James
Marzek was on patrol on East Main Street when he saw a white
Dodge pickup truck with a broken brake light drive past him. Marzek initiated a traffic stop and confronted Roger Smith, 64.
Once the conversation began, Marzek noted Smith strongly
smelled like alcohol, had slurred speech and could not keep track of
simple commands such as a request for his driver’s license. The deputy asked Smith to sit in his patrol car, but at that point he noticed
Smith was “very nervous,” kept rubbing his legs, wouldn’t make eye
contact and was sweating despite the air conditioning being turned
on the maximum.
When Marzek asked about contraband, Smith repeatedly raised his voice at him. However, Smith admitted having “three or four” beers before driving. After Smith failed a field
sobriety test, he was arrested for driving under the influence.
While Smith was in the patrol car in handcuffs, Marzek conducted a search of the truck,
where he found two small bags of methamphetamine under the seat. Smith denied ownership of the methamphetamine but said he had two pill bottles with several different kinds of
pills inside the truck. His name wasn’t on the pill bottles, Marzek said.
Smith posted a $5,000 bond June 20. He faces charges of driving under the influence of
alcohol and drugs and possession of a controlled substance. He has a court date set for 9:30
a.m. July 10.

Patrick Stapleton, a 22-year-old Maryland man,
was jailed after his idea of a prank went painfully
wrong.
According to Lothian Police, Stapleton was over at
a friend’s home at about 4 a.m. when he had the illconceived idea of shooting his sleeping friend in the
buttocks with a BB gun.
Investigators say Stapleton grabbed a .40 caliber
handgun, which he believed was a BB gun, and fired
one round into his 21-year-old friend’s buttocks.
The owner of the home was not present during the
shooting and the hand gun belonged to the homeowner’s son, who was not involved in the shooting.
The victim was transported to Prince George’s
Hospital Center where he was treated for his injury.
Stapleton was booked into jail and charged with second-degree assault and reckless endangerment.

Antonio Younger, a 39-year-old convicted
sex offender, was jailed while wearing a wig
and sharpie marker eyebrows after Tulsa Police picked him up on a warrant for failing to
register as a sex offender.
According to Tulsa Police, Younger was arrested during a traffic stop in which he was
found sporting a wig and sharpie marker
eyebrows.
Investigators say the warrant had been issued back in July 2011 when he failed to register as a sex offender or notify authorities of
his whereabouts following his release from prison.
According to court records, Younger served 5 years of a 9-year
prison sentenced after he was convicted of first-degree rape and intimidating a witness. Upon his release, Younger was ordered to register as a sex offender and notify authorities within 3 days anytime
he had a change of address.
Younger apparently thought wearing a wig for the rest of his life
would be a far easier task to deal with.
He was booked into the Tulsa County Jail and charged with failing
to register with authorities.

avoid a speeding ticket. He probably was regretting that decision when he found himself sitting in a cell at the Bryan
County Jail.
According to a police report, a Bryan County Sheriff’s
Department deputy noticed a truck traveling at a high rate
of speed and weaving in and out of traffic on Hwy 70 near
Mead on June 24. When the deputy attempted to pull the
truck over, the driver, later identified as Willeby, continued
his high rate of speed and reckless driving; he caused two
motorists to run off the road in an attempt to avoid a collision.
Willeby turned down a dirt road and the officer continued
the pursuit. The reckless driver pulled into a driveway and
turned off the truck lights in an attempt to foil the pursuing
deputy.
Unfortunately for Willeby, the deputy knew just what he was up to and pulled into the
driveway behind the truck. Police commanded Willeby to exit the truck and walk backwards
to the sound of the deputy’s voice. Willeby was taken into custody and the other four occupants of the vehicle, all minors, were commanded to do the same.
The occupants of the vehicle explained to police that they informed Willeby the cops were
behind him and to stop, but Willeby told them it would be fun to try to outrun the patrol car.
Willeby then turned into the driveway of an unknown resident and turned off the lights in
order to avoid police.
Willeby admitted that he had tried to outrun the police and avoid getting a speeding ticket.
He added that he thought it would be fun to outrun the cops and had pulled into the driveway, hoping the deputy would not see the truck. Willeby said he did not know the people at
the residence of the driveway he had pulled into.
The occupants were picked up by their parents and Willeby was transported to the Bryan
County Jail.
Willeby is being charged with attempting to elude a police officer, reckless driving and
speeding 26-30 mph over. His bonds were set at $5,000 for the first count, $500 for the second count and $250 for his speeding. He is scheduled to appear in court on July 31.

A man driving a stolen car that went into a ditch
fl agged down the wrong person for help.
Dean Gangl, 40, of Richmond, Minn., unwittingly asked an off -duty sheriff ’s deputy to help
him pull the vehicle out of a ditch along Benton
County Road 4 west of Foley, Minn., Sheriff Brad
Bennett said.
The deputy, who came upon the stranded motorist at while he was on his way home, noticed that
the vehicle in the ditch matched the description of
one reported stolen hours earlier in St. Cloud. The
deputy radioed to dispatchers, who confi rmed the
man was driving a stolen car, Bennett said.
The deputy arrested Gangl and found that he
was in possession of a white crystal substance.
Gangl tested positive for methamphetamine, Bennett said.
He was taken to the Benton County Jail and
charged with being in possession of controlled substance and possession of a stolen motor vehicle.
A house burglar was arrested at a court when he
showed up for another case, police said. The man
kicked in the back door of a home and entered
but ran off when a teenage girl who was lying on
a couch saw him and started screaming, Nassau
County police said.
The girl identifi ed the 49-year-old man, who
had multiple prior arrests for burglary, in a photo
lineup, they said.
The man, from Bayville, was arrested by an offi cer when he went to First District Court for an
unrelated issue, police said. He was charged with
second-degree burglary.
A Perth man has been charged with drink driving three times in 24 hours, his menacing spree
ending with a bizarre incident at a police station.
The 46-year-old was fi rst stopped by Boddington police in the Perth hills and charged with driving under the infl uence and driving with a suspended license.
He was spotted driving his car again a short time
later and arrested for drink-driving, police said.
The man’s car was impounded in the Boddington police station but early the next morning, the
man allegedly jumped over the fence of the police
station, broke open a padlock on a back gate and
drove away in his car.
He was caught and arrested again three hours
later and charged with three counts of driving under the infl uence; three counts of driving while under suspension and one charge of trespass.
He’s been refused bail.

a firearm, according to the
author of a bill approved
by the Oklahoma House of
Representatives in May.
Under current law,
anyone found boarding a
bus or other form of public
transportation with a firearm, concealed or otherwise, is guilty of
a felony. House Bill 1558, by state Rep. Paul Wesselhöft and state
Sen. Kyle Loveless, would allow licensed gun owners to board a bus
with their firearm without fear of reprimand. The legislation was
approved by a 79-12 vote and proceeds to the Oklahoma Senate for
a final vote to determine whether it will be sent on to the governor’s
desk.
“In my time in the Legislature, I have run into so many curious
laws on the books,” said Wesselhöft. “Law-abiding gun owners
aren’t familiar with these obscure statutes regarding guns, but they
could face a felony charge. The intent of the Second Amendment
is to give individuals the right to defend themselves. When state
law makes it so complicated and difficult to exercise that right then
reform is needed. I think that’s why we saw bipartisan support of
the bill.”
Wesselhöft said the main concern of opponents is a misguided
fear of law-abiding gun owners.
“The data is very clear on this,” he said. “Criminal and mentally ill
individuals who do not legally have access to guns are the ones that
are using them to hurt people. It is not common for a law-abiding
gun owner, like the ones this bill supports, to commit crimes.”

A Hugo man insisted to authorities the methamphetamines they found during a search of his home
were only horse vitamins.
On June 22, Choctaw County Sheriff’s deputies,
along with the Hugo Police Department, served a
search warrant at a Hugo residence.
According to the police report, officers found a
“black shaving-type bag” in one of the bedrooms.
The bag contained six glass smoking devices and
five plastic baggies with residue in them. There was
also a plastic baggy that contained a crystal-like
substance.
Police placed James Edward Oakes, 38, under
arrest and asked him whom the drugs belonged to.
Oakes told police that the dope was his and that
another resident of the home, 40-year-old Jennifer
Lee Riddle, had no knowledge of it.
He explained that the substance police thought
was meth was actually horse vitamins, but he did
admit that the pipes found were used to smoke meth and would test positive for methamphetamine. Oakes was transported to Choctaw County
Jail.
After a thorough search of the house, police also found digital scales, a
black case that contained a spoon with residue and a glass smoking device with residue, a coffee can with two baggies containing residue and a
Choctaw rewards card issue to Riddle, and a glass pie dish that contained
a crystal-like substance that field tested positive for meth and a credit
card issued to Riddle.
Riddle insisted that she didn’t think that the substance in the pie dish
was dope. Police field-tested it in front of her and it tested positive for
meth. Since cards with her name on them were found with the drugs,
Riddle was placed under arrest and taken to jail.
Riddle is being charged with possession of meth and was issued a personal recognizance bond. Oakes is being charged with possession of meth
and possession of drug paraphernalia and his bond was set at $10,000.
The duo is scheduled to appear in court on July 30.
