ASSAULT ON A POLICE OFFICER
Presumed Innocent Until Proven Guilty MCCURTAIN COUNTY 3 | MARCH 2020
Charges filed against Nurse who Traded Xanax
Prescription for Meth to Undercover Officer
Attorney General Mike Hunter has charged
a nurse practitioner and a member of her office staff for allegedly trading prescriptions for
methamphetamine.
During an undercover investigation, nurse
practitioner and owner of Advanced Health
and Wellness, Patsy Wiseman, 47, prescribed
Xanax to the undercover officer, who disclosed
they had no medical need for the drug. The officer also told Wiseman they planned to sell the
prescription medication.
After Wiseman electronically sent the prescription to the pharmacy, she directed the officer to coordinate with her receptionist, Amanda Emhoolah, 41, who would receive the meth.
The investigation revealed this practice was
common for Wiseman and Emhoolah.
Attorney General Hunter said for a drug dealer to hold herself out as a health care provider
is a disgrace to the medical community.
“The vast majority of nurses, doctors and
others in the health care community are doing
exactly what they need in order to take care of
their patients,” Attorney General Hunter said.
“Unfortunately, there are some who turn to
criminal transactions that pose a real threat to
society. It is our job as law enforcement officials
to hold the outliers accountable for these actions to ensure the safety and
security of Oklahomans. I appreciate the Tulsa Police Department and the
Oklahoma Bureau of Narcotics for their work on this case and bringing it
to the attention of my office.”
According to court documents, a search warrant was issued for the office location where authorities found various drug paraphernalia, including
needles containing meth. A subsequent search of Wiseman’s home found
more paraphernalia, including meth and medication prescribed by Wiseman to alleged patients.
The duo have been charged with eight counts of distribution of a controlled dangerous substance not in course of legitimate business, conspiracy and failure to guard against diversion, and other crimes for their
alleged illicit dealings.
If convicted, both defendants face prison time, fines and fees.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
Thank you and God Bless

THE END HAS COME
The search for 15 Most Wanted fugitive Jacob
Blair Scott ended in Pushmataha County less than
24 hours after he was added to the U.S. Marshals’
most wanted list.
The Mississippi man was located and arrested in
a mobile home park in Antlers, Oklahoma, around
midnight on January 29.
Scott, 43, is wanted for allegedly faking his own
death to avoid prosecution for raping his 14-year-old
stepdaughter.
U.S. Marshals got a break in the case after coordinating a nationwide media blitz announcing his
addition to their 15 Most Wanted fugitive list, and
seeking any information that could lead to his arrest.
“Within hours of our announcement and our plea
to the public for information, a tipster called the Pushamataha Sheriff’s Office in
Oklahoma and said a man fitting the description of Jacob Scott was staying in
a mobile home park,” said Inspector Jeremy Stilwell, the lead investigator on the
case for the U.S. Marshals. “After sheriff’s deputies looked up Scott’s information,
they saw he was wanted by the Marshals and immediately relayed the tip to us.
We then worked with the local authorities to develop a plan for his arrest.”
At approximately midnight, U.S. Marshals with the Eastern District of Oklahoma
and Pushamataha Sheriff’s deputies descended upon the mobile home park and
located the camper Scott was allegedly living in. After several call outs, Scott
exited, but refused to acknowledge he was the fugitive. He finally admitted to his
identity after authorities verified his tattoos. He was then taken into custody.
“This all-out media blitz led to a critical citizen tip that ultimately resulted in the
fastest apprehension of a fugitive in the 37-year history of the 15 Most Wanted
program,” said U.S. Marshals Assistant Director for Investigative Operations Jeff
Tyler.
Scott was being held at the Pittsburg County Jail in Oklahoma until he was
extradition back to Mississippi. He faces a 14-count indictment charging him with
sexual battery, touching a child for lustful purposes, and exploitation of a child.

March is National Youth Violence
Prevention Month
The National Association of Students
Against Violence Everywhere is a nonprofit
aiming to provide safer environments for
our youth. Its mission is to decrease the
potential for violence in our schools and
communities by promoting meaningful student involvement, education and service
opportunities.
SAVE’s Vision: Schools and communities will be safer and more secure, free of
fear and conducive to learning as a result of
students being actively involved in meaningful violence prevention efforts.
How It Got Started: SAVE was started by students in Charlotte, North Carolina in 1989 after the tragic death of a classmate who was trying to break up a
fight at an off-campus party. A group of students who did not want this death
to be “just another statistic” took action and created a violence prevention
program.
Chapters: SAVE has evolved into a national association with chapters in
elementary, middle and high schools as well as at colleges and community organizations across the country. Today, there are more than 200,000 students
involved nationwide.
Activities: Student members take the lead in planning chapter activities by
using the three SAVE Essential Elements: conducting crime prevention activities, conducting conflict management activities and providing meaningful service through projects in schools and communities. SAVE chapters also plan
safety rallies and safety awareness campaigns, engage in peer mentoring to
younger students, and conduct fun and educational meetings.

Presumed Innocent Until Proven Guilty BRYAN COUNTY 13 | MARCH 2020
Robbery suspect convicted
A Dallas man was convicted on February 2 in
Bryan County for the 2016 robbery of a Durant
convenience store.
Raymond Glenn Johnson, 51, was charged
June 29, 2017 with robbery with a weapon AFCF. His bond at that time was set at
$100,000.
Durant Police Department stated that on
Sunday, December 4, 2016, at 9:00 a.m., the
EZ Mart convenience store located at 804
North 1st Avenue was robbed at gunpoint. Durant Police Officer Scott Phelps was the initial
officer assigned to the call. Detective Brandon
Laxton was also notified to respond to the
scene.
After viewing EZ Mart’s surveillance video, it was apparent the male was
casing the store. He stood in front of the store by the ice freezer looking
around, before entering the store. The first time the male entered the store;
he walked to the rear of the store and got a Mountain Dew. He walked
to the counter and purchased the Mountain Dew. After his purchase, the
male walked out and stood just outside the front door, where he drank the
Mountain Dew and smoked a cigarette.
After finishing his Mountain Dew and smoking his cigarette, the male
re-entered the store, laid his large duffle bag on the ice cream freezer and
got two more Mountain Dews. He laid the Mountain Dews and a bag of
Doritos on the counter. While the clerk rang the items up, the male turned,
retrieved his large duffle bag, and produced a small black handgun and
pointed it at the clerk. The male told the clerk, do not push the panic alarm
or tell anyone or he would kill her. The clerk gave the register money to the
man, and he was last seen running eastbound from the south side of the
store.
Detective Laxton collected the Mountain Dew bottle and a cigarette butt
that was left by the suspect. These items were submitted to the Oklahoma
State Bureau of Investigation (OSBI) for DNA analysis. A DNA profile was
established through OSBI, and it was then sent to the FBI who ran the
DNA through the FBI National DNA Index. The DNA profile was a match to
Raymond Glenn Johnson.
Laxton located Johnson in the Dallas County Jail, and with the assistance of the Texas Department of Public Safety, a search warrant for a
confirmation sample of Johnson’s DNA was obtained. The confirmation
sample came back as a positive match for the DNA collected from the
cigarette butt and Mountain Dew bottle.
On February 2, 2020, Raymond Glenn Johnson appeared in Bryan
County before his peers, in a Jury Trial and was convicted of Robbery
with a Weapon after Former Conviction of a Felony. Due to Johnson’s
lengthy criminal history, the jury recommended a sentence of 40 years to
be served in the Oklahoma Department of Corrections. Johnson will be
formally sentenced on February 28, 2020.

One of three people arrested for allegedly selling PCP at an apartment complex in
Oklahoma City was posing as a police officer at the time of her arrest.
According to KFOR-TV, when officers with the Oklahoma City police department
arrived at the scene, the woman—identified as Shirlene Nelson—told them she was a
police officer.
She was reportedly wearing a pink duty belt with pepper spray, two knives, handcuffs, brass knuckles and a “special police brass badge.”
Nelson was arrested for impersonating an officer and for drug possession.
The other two suspects—identified as Edward LittleJohn and Bobby Hooks—were
also arrested.
A game warden in Texas stopped a pair of men fishing without valid fishing licenses.
One of the men didn’t have proper identification.
According to the Houston Chronicle, the man without the ID knew he had active
warrants for his arrest and in an effort to deceive the law enforcement officer gave the
warden the name of a friend. As it happens, the man whose name was given to the
warden also had warrants for his arrest, so despite his attempt to dupe the warden, the
man was taken into custody anyway.
While he was being booked into jail under the false name, the man admitted to his lie
and booked under his real name with the additional charge of lying to a police officer.
A 20-year-old college student booked into a Washington Sate jail for underage drinking was seen on surveillance video attempting to steal packages from beneath the
Christmas tree at the Pullman (WA) Police Department as he left the building.
According to Fox News, he soon discovered that one box was empty, one was a
tissue box, and the third contained women’s hygiene products. He quickly discarded
the absconded presents and made his presence scarce.
The Kitty Hawk (NC) Police Department posted an image of the front pocket of a
pair of denim jeans on its Facebook page accompanied by some “advice” for citizens
about their pants.
The post read, “We at the Kitty Hawk Police Department understand that some of
North Carolina’s laws may be confusing. We also understand that educating you about
the laws when you are being placed into handcuffs may be a little untimely. We thought
if we could avoid more paperwork, and you could avoid going to jail, we both win. So,
we have decided to post periodic educational messages on how to avoid going to jail.
Here is the first of many to come.”
The post continued, “Prior to wearing someone else’s pants, please remove all
drugs, drug paraphernalia, stolen goods or any other illegal items the ‘owner’ of the
pants may have left behind. ‘These are not my pants’ is not an affirmative defense. Glad
we could help.”
The post concluded, “Disclaimer: We are not attorneys nor non-attorney spokespersons and this message is not intended as legal advice. Please speak to an actual
attorney prior to wearing someone else’s pants with drug filled pockets.”
A Florida couple arrested for DUI reportedly attempted to have sexual intercourse in
the back of the patrol vehicle about to transport them to jail.
According to PEOPLE Magazine, officials said the couple—identified as 35-year-old
Megan Lynn Mondanaro and 31-year-old Seth Aaron Thomas—were seen attempting
to disrobe in the back of the Nassau County Sheriff’s Office squad car. They had been
riding bicycles at night without running lights and reportedly came in close contact with
a motorist when a deputy spotted and stopped them.
Mondanaro was charged with DUI, exposing sex organs, unnatural and lascivious
act and resisting without violence.
Thomas was charged with threat against a public official, unnatural and lascivious
act, exposing sex organs and DUI.
Both Thomas and Mondanaro reportedly have lengthy criminal records.
