More than 100,000 children and
youth in the U.S. foster care system are awaiting permanent families. National Adoption Month is a
time to raise awareness about the
adoption of children and youth
from foster care.
The Children’s Bureau in partnership with AdoptUSKids and
Child Welfare Information Gateway sponsors the initiative each November as a way to focus public attention on the urgent need for adoptive families for children and youth waiting
in foster care for a permanent family. This year’s focus, “Partnering for
Permanency,” builds on the social media theme from last year. A special
web page on Information Gateway’s website helps child welfare professionals, prospective adoptive parents, and youth partner for permanency.
The website contains resources, stories, and videos on topics such as getting started with social media, how to build a recruitment campaign, and
how social media impacts child welfare and adoption. The website can be
found at http://www.childwelfare.gov/adoption/nam/.

Presumed Innocent Until Proven Guilty BRYAN COUNTY 11 | NOVEMBER 2019
CAUGHT IN THE ACT
A Colorado man is facing multiple felony
charges in Bryan County after he allegedly
stole several items from a local business in
Durant.
Christopher Dwayne Neese, 37, of Grand
Junction, Colo., was charged October 1 with
burglary second degree and possession of
firearm after former felony conviction, in Bryan County District Court.
On September 30, the Durant Police Department reached out to the public on their
Facebook page looking for a suspect that
had broken into a business in Durant. The
post stated that on September 25, between
8:00 p.m. and 11:00 p.m., a white male, later
identified as Neese, broke into a business located at 702 South 9th Avenue.
Multiple tools and other items were discovered missing. The post also stated
that the suspect was wearing a gray t-shirt with “ARMY” on the front and both
arms were “sleeved out” with tattoos. The suspect also had a distinctive tattoo on his left elbow in the shape of a diamond.
Court information stated that Neese allegedly defeated the door knob lock
and entered the building. At the time of his arrest, he had a Remington 870
pump-action shotgun and a Smith & Wesson revolver in his possession; he
was convicted in 2011 on a felony.
The crime of burglary second degree is imprisonment for up to seven years,
and the firearm possession charge is punishable by imprisonment for one to
10 years.
Bond for Neese was set at $5000 and he is scheduled to next appear in
court on October 23 for his preliminary hearing conference.

A Florida couple arrested for DUI reportedly attempted to have sexual intercourse in the back of the patrol vehicle about to transport them to jail.
According to PEOPLE Magazine, officials said the couple—identified as
35-year-old Megan Lynn Mondanaro and 31-year-old Seth Aaron Thomas—
were seen attempting to disrobe in the back of the Nassau County Sheriff’s
Office squad car. They had been riding bicycles at night without running lights
and reportedly came in close contact with a motorist when a deputy spotted
and stopped them.
Mondanaro was charged with DUI, exposing sex organs, unnatural and lascivious act and resisting without violence.
Thomas was charged with threat against a public official, unnatural and lascivious act, exposing sex organs and DUI.
Both Thomas and Mondanaro reportedly have lengthy criminal records.
A man who reportedly claimed to be a police officer during an argument with
an employee of a strip club in Waverly, NE—a suburb of Lincoln— now faces
criminal charges of making terroristic threats and impersonating a police officer.
According to the Lincoln Journal Star, Capt. John Vik of the Lancaster County Sheriff’s Office said the man—identified as 26-year-old Keith Charles Urban—had been causing a disturbance at the Shakers Gentleman’s Club and
was being escorted from the building when Urban claimed to be a police officer
armed with a handgun.
An employee told deputies that during the confrontation, Urban drew what
appeared to be a Glock from his waistband and pressed it against the employee’s midsection.
Vik said the man then fled in a vehicle but was apprehended at a vehicle stop
shortly thereafter. Inside the vehicle, deputies reportedly found a CO2 BB gun
that looked like a handgun.
A New York man was arrested after he allegedly tried to pull over a van full of
police detectives.
According to Fox News, the man—identified as 25-year-old Valiery Portlock—reportedly activated emergency lights and sounded an air horn as he
attempted to pull the van over in the Long Island town of Hicksville.
When the occupants of the van—members of the Nassau County Police Department’s electronics squad—identified themselves, Portlock reportedly fled
the scene. He was later arrested by highway patrol and charged with criminal
impersonation, reckless endangerment, and fleeing the police.
A knucklehead Ohio bank robber slipped a teller a hold-up note — with his
name and address scrawled on it, officials said.
Michael Harrell, 54, entered a US Bank branch in Cleveland and passed the
not-so-discreet note, the FBI said.
“When the teller took the note, and looked at it and looked at the other side,
she saw his name, he had used a note that he had used earlier at the [Ohio
Bureau of Motor Vehicles] and it had his name on it,” FBI Special Agent Vicki
Anderson told news station WIVB.
The teller reportedly complied with his demand and handed Harrell $206
before calling the authorities.
“She actually even referred to him as Michael. Gave him the money and called
him Michael and then notified law enforcement,” Anderson said.
Harrell, who was a frequent customer, has been arrested in the robbery, CNN
reported. It’s unclear if charges have been filed against him.

Investigators with the Canadian County
Sheriff’s Office, along with Choctaw County
Sheriff’s Office, Hugo Police Department, and
the Oklahoma Highway Patrol, executed an arrest warrant for Soper man Aaron James Beal
in connection to the shooting of an Oklahoma
City woman in Canadian County.
According to a press release by the Canadian County Sheriff’s Office, on September 16,
at 11:06 p.m. Canadian County deputies responded to a reported gunshot victim at Highway 66 and Gregory Road west of Yukon in
Canadian County. Investigators found that the
suspect, later identified as Beal, picked up the victim at Meridian Avenue
and Enterprise Way in Oklahoma City. The suspect produced a handgun
and drove the victim to NW 23rd and Gregory. He then demanded oral
sex and when the victim did not comply, the suspect told the victim to get
out of the truck. When the victim shut the door, the suspect opened fire
missing the victim with the first shot. The second shot struck the victim in
the right forearm. While attempting to get away, the suspect attempted to
run the victim down with his truck. The victim was able to hide, and the
suspect left the area.
Sheriff’s Investigators, based on victim and witness testimony, located
video of the suspect’s vehicle.
On October 2, the Canadian County Sheriff’s Office release the video
and photographs of the vehicle along with a description of the suspect.
As a result, several anonymous tips identified the vehicle as belonging
to Beal. On or about the day of the shooting, Beal, a welder by trade,
was testing for employment with Strike Energy located at Highway 66 and
Gregory Road. The Strike Energy Yard is one mile north from the scene of
the shooting.
A search warrant was executed on Beal’s home in Soper in connection
to the shooting. As a result, supporting evidence was found linking Beal
to the shooting.
As a result, Beal was arrested without incident and was transported to
the Canadian County Jail on charges of Shooting with Intent to Kill and
Assault and Battery with a Dangerous Weapon.
“I’m extremely pleased with the exemplary work of my investigators who
worked this case. Because of their hard work and the information we received as the result of news media broadcasts of the case, we were able
to identify Beal and track him down to his residence and arrest him,” said
Chris West, Canadian County Sheriff.

Someone in Washington State Donated A
Weed-Filled Cooler Worth $24K To Goodwill
If you have junk you
need to get rid of; Goodwill is the place to go. But
of course, one man’s trash
is another man’s treasure.
A Goodwill in Monroe,
Washington State, received a not-so-ordinary
donation. While sorting
through donations, employees scored a cooler full of weed. Not just a couple
grams, but five whole bags full. Talk about a surprise.
Employees discovered the weed while sorting through donations that day.
So, they decided to call the cops.
Police attempted to track down the cooler’s owner, but the mission was
unsuccessful since they didn’t know if it was donated at this location or at a
Goodwill trailer that sits in another town.
Meanwhile, a lot of people on social media are claiming the cooler is theirs.
According to Debbie Willis of the Monroe Police Department, no one has yet
to fetch it, though.
Believe it or not, pot isn’t the strangest contribution to come through Goodwill’s doors. In fact, people commonly leave the most random of things behind
with their donated goods.
According to Katherine Boury, a spokesperson for Goodwill, employees
once came across three human skulls.
“In 2014, three human skulls were found. We worked with authorities to
track down the origin of the Native American skull for proper burial.”
Two of the skulls had been used for medical research, while the other one
was a Native American skull that was more than 100 years old.
So, what’s the pending date of the donated cannabis? According to Willis,
it’s only a moment of time before it goes to waste.
“It’s sitting in our evidence, waiting yearly burn of that type of evidence.”
At the present time, it’s legal in Washington to possess once ounce of cannabis if you’re 21 and over. The donated stash was 60 times over that limit.
