April is National Child Abuse Prevention Month, a time to recognize that we each can play a part in promoting the social and
emotional well-being of children and families in communities.
Parenting is one of the toughest and most important jobs
in America, and we all have a stake in ensuring that parents
have access to the resources and support they need to be successful. Entire communities play a role in helping families find
the strength they need to raise safe, healthy, and productive
children.
Here are some things you can do:
Get to know your neighbors. Problems seem less overwhelming when support is nearby.
Help a family under stress. Offer to babysit, help with chores and errands, or suggest
resources in the community that can help.
Reach out to children in your community. A smile or a word of encouragement can mean
a lot, whether it comes from a parent or a passing stranger.
Be an active community member. Lend a hand at local schools, community or faithbased organizations, children’s hospitals, social service agencies, or other places where
families and children are supported.
Keep your neighborhood safe. Start a Neighborhood Watch or plan a local “National
Night Out” community event. You will get to know your neighbors while helping to keep your
neighborhood and children safe.
Learn how to recognize and report signs of child abuse and neglect. Reporting your
concerns may protect a child and get help for a family who needs it.

A former Logan County volunteer firefighter
was taken to jail in Payne County after he was
arrested on March 1 for allegedly drinking and
driving. He was suppose to be on good behavior by not drinking nor driving since he was
awaiting trial on a controversial case in Logan
County that involved the death of a woman,
but that apparently wasn’t Simmons’ style.
Zachary James Simmons is being charged
with operating a motor vehicle while under the
influence of intoxicating liquor and resisting arrest in Payne County District Court. His bond
was set at $50,000, and he is scheduled to appear in court on April 15, 2020.
Reports state that back in October, Simmons, a former Logan County
volunteer firefighter, allegedly hit a 34-year-old woman with his truck while
leaving a bar, causing her death. Allegedly Simmons and his girlfriend got
into an argument with the victim and her wife outside of Roosters Hard
Times Club. At one point, according to witnesses, Simmons flashed his
badge before hitting the gas and running over the woman.
For that case, he is being charged with one count of leaving the scene
of a fatality accident. He didn’t even spend a night in jail after the woman’s
death. He’s been out on a $50,000 bond and awaiting trial in that case.
But, Simmons just can’t seem to stay out of trouble. He was arrested in
Payne County on March 1.
According to reports, an officer tried to stop Simmons for a broken
brake light. He noticed that Simmons tossed some beer cans out of his
truck. When the officer asked Simmons about the cans, Simmons just said
he didn’t throw them out of his window. When the officers on scene tried
to place Simmons under arrest, he backed away and reached for a knife
clip that was on his belt. One officer pulled out his service weapon and the
other placed Simmons in handcuffs.
A breathalyzer revealed the man’s BAC was .10, which is above the legal
limit.
Assistant District Attorney for Logan County Michele McElwee filed a
motion to increase Simmons’ bond from $50,000 to $150,000 since he
broke the conditions of his bond in Payne County, but the district judge
just added to the condition of his bond: “Absolutely no drinking any intoxicating substances, no driving any vehicle. Along with previous conditions.
If he violates the conditions the bond will be revoked with a possibility
defendant be held without bond.”
We’ll see how long that lasts.

A Missouri church leader and professor used Grindr to connect with students
at his university and then attempted to compensate them for sexual acts using
an Arby’s gift card, among other unconventional gifts. Barry Poyner, 57, a Kirksville, Mo., resident, professor at Truman State University and a church elder with
the Kirksville Church of Christ, used the handle “DILF” on Grindr to connect with
male students at Truman State, according to the Daily Express. Poyner then
offered to pay for sexual acts in unorthodox ways, telling an undercover officer
that he “might throw in an Arby’s card” along with paying to fuel up the officer’s
vehicle at a local gas station. Poyner said he was interested in a “sugar daddy
relationship” and that he’d provided partners with gift cards, clothes and cold
hard cash in the past, the Daily Express reported. Police set up the undercover
account after receiving a tip about Poyner’s use of the app, which is similar to
Tinder but specific to gay, bisexual and bi-curious men. Poyner offered to pay
for the fuel prior to the sex acts, and officers set up a sting at a local gas station,
according to the Daily Express. Poyner attempted to flee the scene when he
saw the cops, but only made it several blocks before giving up and pulling over.
When confronted, Poyner denied that he was there to provide gas, or Arby’s
Reubens, in exchange for sex acts, claiming instead that he was simply trying
to help out a student. Poyner has been charged with patronizing prostitution,
a misdemeanor, and faces up to six months in prison and a fine of $1,000 if
convicted, the Daily Express reported.
Rizwan Fadnis and Rajesh Surve, both 33, were arrested outside a bus depot in Mumbai for being in possession of 7 kg of whale vomit valued at over
$275,000 reports The Hindu. The substance, also known as ambergris, is unlawful to possess without a license. From the article: “The accused tried to
sell the whale vomit by claiming that its consumption helps increase the libido.
Ambergris is mainly used in perfumes and cosmetics and fetches a handsome
price based on its age. It has an unpleasant smell soon after it is secreted, and
as it ages, starts producing a sweet smell,” an officer said.
A white man in Maryland wearing blackface robbed a bank, police said. The
suspect robbed a PNC bank in Perryville, Maryland, a town about 40 miles
northeast of Baltimore, near the Delaware and Pennsylvania borders. “We are
seeking the public’s help in identifying the below pictured subject,” Perryville
police wrote on Facebook. Police described the suspect as “a white male, with
paint on his face,” who seemed to be in his late 20s to early 30s. Authorities did
not specify how much money he may have been able to steal from the bank.
A Florida motorist who had an open 38-ounce can of Budweiser in his car
door reportedly told police that the crack cocaine they also found in his vehicle
must have come through an act of nature. Zak Joseph, according to an affidavit
posted on the Smoking Gun, said the “wind must have placed it there” when
Fort Pierce found cocaine residue in his car. He also theorized the police had
planted the coke, which was found alongside what appeared to be a crack
pipe. The east Florida cops reportedly said the 37-year-old man had earlier
been spotted drinking in his car in a hotel parking lot. Officers say the hotel
where he was hanging out is a hotbed for drugs and prostitution. When Joseph’s vehicle pulled away and allegedly rolled past a stop sign, officers in an
unmarked car pulled him over and claimed to have seen him trying to conceal
his beverage. Officers also noted Joseph’s blurry eyes and said he was “very
confrontational and looking around the vehicle as if to conceal another item.”
That alleged item was a baggie of residue that tested positive for crack cocaine.
He was booked on charges including possession of paraphernalia. He maintained the drugs are not his.

The following individuals have been charged with violations of United States law
in indictments returned by the Grand Jury. The return of an indictment is a method
of informing a defendant of alleged violations of federal law, which must be proven
in a court of law beyond a reasonable doubt to overcome a defendant’s presumption of innocence.
Jacob Wayne Little. Felon in Possession of Firearm
and Ammunition. (superseding indictment) Little, 26, of
Kellyville, is charged with being a felon in possession of a
Smith & Wesson .380 caliber semi-automatic pistol and
associated ammunition when he was arrested on Nov.
4, 2019. Little is further charged with being a felon in
possession of a Taurus .380 ACP caliber pistol and associated ammunition during a separate incident on Feb.
10, 2020. The Tulsa Police Department, U.S. Marshals
Service and Bureau of Alcohol, Tobacco, Firearms and
Explosives are the investigative agencies.
Ryan David Miller. Sexual Exploitation of a Child by
a Parent or Guardian; Advertising Child Pornography;
Distribution of Child Pornography; Receipt of Child
Pornography; Possession of Child Pornography; Tampering with a Victim. Miller, 33, of Sapulpa, is charged in
Count 1 with producing child pornography of his minor
children. In Count 2, he is charged with knowingly using
electronic means to advertise the child pornography. In
Count 3, he is charged with knowingly distributing the
child pornography through electronic means. In Count
4, Miller is charged with knowingly receiving child pornography. In count 5, Miller is charged with knowingly
possessing and accessing child pornography that involved the use of two minors
below the age of 12. In Count 6, Miller is charged with tampering with, or intimidating, a victim. The FBI, Broken Arrow Police Department, and Tulsa Police Department are the investigative agencies.
David Ellis Fisher. Willfully Making and Subscribing a False Income Tax Return. Fisher, 63, of Bristow, is charged with filing false tax returns. According to the
indictment, Fisher owned and operated A-1 Power Tongs and Casing Crews, LLC,
a business that provided equipment and services to oil and gas extraction companies. From 2013 through 2015, Fisher allegedly willfully underreported his income
on his tax returns by depositing a portion of the payments to his business into a
bank account that Fisher did not disclose to his bookkeeper or tax return preparer.

Former Fredonia, Kansas, City Administrator Sentenced to 7+Years for Child Pornography
A former city administrator of Fredonia, Kan.,
was sentenced today to 90 months in federal
prison for child pornography, U.S. Attorney for the
District of Kansas Stephen McAllister said.
Michael P. Ohrt, 40, Fredonia, pleaded guilty to
one count of transporting child pornography. In his
plea, he admitted using his Yahoo email account
to establish a Dropbox storage account and then
uploading videos of child pornography. Dropbox
identified the material as child pornography and
reported the user’s information to authorities. Investigators traced the IP address to Ohrt’s work
and home in Fredonia.
McAllister commended Homeland Security Investigations (HSI), the
Kansas Internet Crimes Against Children Task Force and Assistant U.S.
Attorney Jason Hart for their work on the case.

A Vietnam veteran’s belongings were stolen
from his home in early March – the investigation
led officers to a chop shop near Luther.
According to reports, Lincoln County deputies spoke to the veteran, who said his property
had been trashed and some items were missing. The suspects had apparently did “donuts”
on his land with their vehicle.
Some of the items missing included a trailer,
lawnmower, generator and air compressor.
After deputies left the property, they were
contacted by a Luther police officer. The officer
said he had just pulled over a woman who was
driving a stolen car. That traffic stop led authorities to a property near Luther.
They spoke to the homeowner, who said a
man and his girlfriend had been staying on the
property. Officers searched the property and
found a chop shop, which contained a plethora
of stolen items. They located some of the veteran’s belongings among the items.
Officers also discovered at least six stolen
vehicles that had been stolen from the metro
area, including Oklahoma City, Jones, and
Chandler.
Three suspects were later arrested for suspicion of running the chop shop.
Oklahoma City men Eliseo Walton and William Murray, both 19 years old, and 31-year-old
Jones man Justin Pearman are being charged
with operating/dealing with a chop shop and
possession of a firearm during commission of
a felony. Their bonds were set at $5,000, and
they are scheduled to appear in court on June
29, 2020.

On March 28, at approx. 8:00 A.M., the Logan County Sheriff’s Office
received a call in the area of HWY 51 and Kelly of subjects in a vehicle
stealing copper. The reporting party was able to follow the subjects until
their vehicle, a dark colored Ford SUV got stuck. The two individuals left
the vehicle on foot. Below are convenience store pictures of the suspects.

With the current epidemic
of COVID 19 we are forced
to make changes in our daily
operations. We are monitoring information from the
CDC, State Department of
Health as well as our detention health care provider Turn
Key. Below is a list of temporary changes we have made
or are currently making:
Visitation – All face to face visitation and on-site video kiosk visitation has
been suspended. Outside visitation classes, AA/NA, Church have been
suspended as well.
Detention - A Coronavirus screening process is in place. Every person
booked in we try to quarantine to an individual cell until our nurse can do
a more thorough assessment. In the event we have someone in our facility
test positive, we have the capability to create a “quarantine pod” with individual cells. We have suspended contractual holds for municipal warrants.
We are evaluating each arrest/warrant to determine the need to detain.
Facility - Assigned trustees for cleaning and sanitizing common areas.
Provided cleaning supplies to each pod for cleaning and sanitization. Provide trustees after hours for courtroom cleaning of all hard surfaces.
Public - We are suspending the processing of SDA gun permits processing and finger printing.
Patrol - We are still responding to calls as needed and patrolling. If a call
can be handled over the phone that is preferred. Reports can be taken
over the phone if there is no need to meet in person. Statements can be
faxed or emailed.
Exposure – Should a member of our staff be exposed to a person that
has been diagnosed to have the coronavirus, a decontamination procedure will be followed.
Staff - We are monitoring our staff daily to ensure they do not have any
symptoms.
This plan will be reevaluated daily to fit the needs of staff, detainees as
well as the public. In 30 days, we will review this in its entirety and adjust
accordingly.
