When a Stillwater police officer pulled over a vehicle on July 10,
he probably never thought he was going to have to deal with both a
drunk driver and a crazy woman.
But he did.
According to the affidavit, the officer conducted a traffic stop in
the 700 block of South Wicklow because the driver had been speeding. The driver, Matthew Lee Richman, 45, handed the officer his
driver’s license, and the officer saw that Richman was required to
have an ignition interlock device installed in the vehicle.
The vehicle that Richman was driving did not.
The officer noticed that Richman smelled like alcohol and had
bloodshot eyes and slurred speech. Richman denied drinking, but
told the officer he had taken a Lortab an hour prior to the stop.
The officer administered standard field sobriety tests, but Richman exhibited signs of intoxication, so the officer placed him under
arrest.
During the traffic stop, Kimberly Sue Jardot, 40, approached
Richman’s vehicle. There was a child in the vehicle, and Jardot took
the child inside before returning to the traffic stop.
As the officer placed Richman under arrest, Jardot approached
him and asked why he was arresting Richman. The officer told her to
back up, and he would explain when he finished arresting Richman.
Jardot continued to get closer to the officer and started yelling and
cussing at him. The officer placed Richman in the patrol car, and
told Jardot she needed her ID and the child’s information.
She told him she didn’t need to give him an ID, and told him “f--- you” several times.
The officer told her she was under arrest and grabbed her arm. She tried to pull away, and
the officer struggled to place her into handcuffs.
Jardot is being charged with obstructing a law enforcement officer in the performance of
his duties. She was released on a personal recognizance bond and is scheduled to appear in
court on August 14, 2014.
Richman is being charged with operating a motor vehicle while under the influence of alcohol and driving under suspension. He was released on a $5,000 bond and is scheduled to
appear in court on August 14, 2014.

Tulsa Police say serial rape suspect Desmond
Campbell is dead
Campbell had been in intensive care since being
badly hurt in a single-vehicle crash on Interstate 44
early on the morning of Sunday, June 29, 2014.
The Tulsa County District Attorney’s Office had
called a news conference about the case for 2 p.m.
July 8, but that was before news of Campbell’s death
broke.
Documents released detailed the evidence Tulsa
Police had against Campbell.
The documents also contained details of the attacks which the victims gave police.
The Oklahoma Highway Patrol reported that Campbell wrecked a car just
before 6 a.m. on Sunday, June 29, 2014. Troopers said he hit a large sign
post near Sheridan and listed the possible cause as sleepiness. The wreck
happened just minutes after the last sexual assault police have attributed to
Campbell.

A Sapulpa man was locked up July
13 after allegedly slamming into a
mailbox, then continuing down the
road…
It’s cool though — he just thought he
hit a tree.
A state trooper arrested Jeffery
Wade Noe, 36, because the mailboxkiller was driving under the influence.
According to the affidavit, a state
trooper was on patrol when he heard
dispatch report a “car vs. mailbox” on
the police radio. The reporting party
said an SUV had hit her mailbox and
kept driving. The RP then followed the perpetuator to the intersection of 41st and 41 PL. S. where the suspect vehicle became disabled
with a flat tire.
When the trooper arrived, the RP was on scene with the driver of
the mailbox crushing SUV, identified as Noe. Noe was attempting to
change the flat tire on his vehicle.
The trooper noticed that Noe was stumbling around and had extremely slurred speech. Noe’s juvenile son was sitting in the SUV.
The trooper administered standard field sobriety tests, but Noe
was unable to prove his sobriety. After he performed poorly on the
tests, the trooper placed Noe under arrest. He told the trooper that
he takes Xanax and Adderall twice a day. When the trooper asked
him why he didn’t stop after hitting the mailboxes, Noe told him it
was because he thought he hit a tree.
Noe is being charged with child endangerment by driving under the
influence, driving a motor vehicle while under the influence of drugs
and leaving scene of accident damaged fixture. He was released on a
$13,000 bond and is scheduled to appear in court on August 1, 2014.

An Anadarko woman was arrested for hiding drugs where she probably thought
was a very good hiding spot.
Fortunately for police, she gave up the location early and didn’t make them play
hide and seek.
According to the affidavit, a Chickasha officer stopped a vehicle at 4:35 a.m. July
6 because the vehicle had a broken windshield and improper tag light. It was a
long time before the driver pulled over, and the officer suspected that the vehicle’s
occupants were hiding something.
The officer recognized the driver of the vehicle as a man currently on bond for
meth distribution charges. The passenger was 58-year-old Vicki Dale Plunk.
The officer asked Plunk why it took so long for them to pull over.
He was about to get an answer he didn’t want.
According to the affidavit, the officer could tell Plunk knew he was going to find
drugs on her. He was, but he probably wasn’t expecting them to be where they were.
Plunk told the officers she would just get the drugs so they didn’t have to search
for them.
After she told him she had methamphetamine stuffed up inside of her, the officers were probably extremely
grateful.
Plunk stepped out of the car and removed the items from her, ahem, lady parts.
Inside one of the baggies (yes, there were more than one…impressive, huh?), there was a white crystal-like
substance. Police also found a digital scale in the vehicle.
Thank God that wasn’t up there, too!
A warrant check revealed that Plunk had a valid warrant in Grady County. An officer transported Plunk to the
Grady County Jail.
Plunk is being charged with possession of controlled dangerous substance and unlawful possession of drug
paraphernalia. She was released on a $5,000 bond and is scheduled to appear in court on July 30, 2014.

Guthrie man Christopher Ray Parker,
35, led police on a high-speed chase after
a deputy attempted to pull him over on
July 24.
The reason? He knew he was probably
going to jail, but he just wanted to get his
car to his grandmother.
According to the affidavit, a Logan
County deputy was traveling north on
Broadway when he saw Parker’s vehicle
traveling the same direction. The vehicle’s tag had a partially scratched off 2013
sticker, and the deputy saw the vehicle
drift left of center, crossing the solid center line.
The deputy attempted to conduct a traffic stop, but Parker accelerated so quickly that his vehicle started swerving. He almost struck
another vehicle as he sped down Camp Road.
Parker eventually pulled into a driveway in the 5100 block of W.
Camp Road, jumped out of his car and took off running to the back
of the residence. The deputy chased him and found Parker trying to
enter the house through the back door. Parker was unable to get in
the house, so he took off running toward the side of the house.
The deputy ordered Parker to the ground.
Parker put his hands in the air and yelled, “I don’t have a driver’s
license — it’s suspended. I wanted to get my car to my grandma’s
house so you won’t impound it! I know I’m going to jail!”
Smart, Parker…just go ahead and throw a few more charges on
there.
The owner of the residence told police that Parker is her grandson,
and she had no idea why he would run from them.
The deputy confirmed that Parker’s license was revoked, and he
transported him to jail.
Parker is being charged with attempting to elude and driving with
license suspended. His bond was set at $7,000, and he is scheduled
to appear in court on September 25, 2014.
He just had to get
his car to Grandma!

It’s hard to believe that this is
the 37th installment of Tips From
a Trooper! The 4th of July holiday always makes me thankful for
our service men and women, who fight for the freedoms we enjoy
in the greatest country on Earth!. On that note, I thought I would
just give some thoughts about the people who are out there serving
the public.
First of all, please thank a veteran. If you see one, just go up,
shake their hand, and thank them for their service. Regardless of
politics, those men and women did and still do sacrifice a lot for
their country, and each and every one of us. They didn’t ask to be
sent to war, they didn’t get to pick or chose which war they were
sent to fight in, but they did their duty. They deserve our respect.
Next, lets move on to the men and women who are serving the
public on a daily basis. Emergency first responders are by and
large some of the finest men and women there are. None of us
got into our professions to get rich, we are here because it was a
calling. That calling may have been law enforcement, firefighter,
EMT, Paramedic, dispatcher, or any of the numerous medical
fields. All of these people are driven by the need to serve, to help,
to do their part in making the world a better place. In exchange
for the privilege to serve, we are rewarded with long days, call
outs in the middle of the night, a ton of interrupted meals, and
the real possibility of missing some of our family’s very important
events. This is not a gripe, this is reality for us. To be quite honest,
we wouldn’t have it any other way!
We also get lumped in with the bad apples when one of our
profession makes the media in a bad way. Please remember that the
media only runs the sensational news. “Trooper Changes Flat Tire
for Elderly Couple” or “Fire Department holds free Child Restraint
Inspections” are not ever going to make it into the news, although
it happens every day. I make no excuses for the men and women in
our profession who do make the news in a bad way, they made their
choices, and there are some bad apples in every profession. Please
remember that, and know that the 99% of us that are doing the
right thing every day, are just as upset about those headlines as you
are, and don’t want or deserve to be lumped in with them.
For my part, I would like to thank each and every one of the men
and women who I work with on crash scenes, DUI arrests, agency
assists, and all the other calls we go on every day. It is my privilege
to not only get to serve the public, but to work with each and every
one of you! Thanks for reading, buckle up, and be safe!

John 10:10: “The thief cometh not, but
for to steal, and to kill, and to destroy: I
am come that they might have light, and
that they might have it more abundantly.”
The thief Jesus is referring to in this
scripture is Satan himself. The Lord
contrasts the work of the devil as stealing,
killing, and destroying, while the work
of the Lord is to bring abundant life to
His people. Notice that the thief doesn’t
stop at one sin of stealing, but rather
progresses on to kill and destroy.
Many people do not realize that what
they think as just taking seemingly little things can lead to taking bigger
things and ultimately one becomes a thief. The “little fox” of stealing
towels from the motel, shoplifting small items, keeping things that do not
belong to them, can lead to a dangerous pattern which could eventually
lead to one being imprisoned for theft.
Shoplifting alone costs our businesses enormous amounts of money
which causes to have to pay higher prices for goods. When a nation stoops
to thievery in any form, it hurts all the people.
in recent news articles, we have seen how thievery on the national level
has jeopardized the safety of our whole country because of people stealing
our national secrets and selling them to our potential enemies. We pray
for this element of sin in our society to be removed.
We, as Christians, know this can only happen through the Lord changing
men’s hearts and giving them power over sin in their lives. We pray for
revival in our nation so that honor and honesty will prevail in our national
life.
We must also check our own lives to see if we are failing God by yielding
to stealing and cheating.

A Stroud man was arrested after he confronted an officer who was trying to check
on a woman.
He should’ve stayed away.
According to the affidavit, a Chandler police officer was on patrol around 9:48 p.m.
on July 15 when he passed by the Walmart
parking lot. He saw a woman sitting in a red
truck with the window down and her head
lying on the door. She raised her head up
and down several times. He stopped and
asked her if she was OK. She told him she
had taken several hydrocodone pills earlier that day.
While the officer was speaking to the woman, 20-year-old Holden
B. Draper approached him and asked what was going on. He then
asked the officer what he was doing to his friend. Draper kept putting
his hands in his pocket.
The officer told him to keep his hands out of his pockets, and he
explained that he was just checking to make sure the woman was OK.
Draper continued to put his hands in his pockets, despite the officer’s
commands to stop.
The officer asked him if he had any knives or weapons. Draper said
no before sticking his hands back in his pockets. The officer patted
him down and found a used syringe containing a small amount of
liquid and a new pair of headphones in his pockets. Draper admitted
that he stole the headphones from the store, and the officer placed
Draper under arrest.
Draper advised the officer that he had also taken a phone case, and
it was in the front waistband of his shorts. The officer retrieved the
case and gave the items to an employee. The liquid in the syringe
field-tested positive for methamphetamine.
Draper is being charged with possession of controlled dangerous
substance, unlawful possession of drug paraphernalia and larceny of
merchandise from retailer. He is being held in lieu of a $7,000 bond
and is scheduled to appear in court on August 7, 2014.
