A Stillwater man with a shady past will be facing
17 additional charges as soon as he is released
from federal prison.
Flint Donavan Luster, 36, was charged January
14 with pattern of criminal offenses, possession
of stolen vehicle, burglary in the second degree,
willfully trespassing and damaging a critical infrastructure, willfully trespassing and damaging
a critical infrastructure, possession of marijuana with intent to distribute, possession of firearm during commission of a felony, possessing firearm with removed or defaced serial or identification number during commission of a felony,
concealing or withholding stolen construction equipment, possession of stolen
vehicle, possession of stolen copper, possession of a controlled dangerous substance, possession of drug paraphernalia, offering a false instrument for recordation, trafficking illegal drugs, possession of burglary tools, knowingly concealing stolen property, in Payne County District Court for various crimes he allegedly
committed over the last several years. Bond was set at $150,000.
But, he will be doing time in a prison after being convicted in federal court on
January 10 for possession of methamphetamine with intent to distribute.
“This investigation shows the collaborative effort of law enforcement working
together to keep the citizens in our communities safe by keeping drugs off our
streets,” said U.S. Attorney Clint Johnson, in relation to the federal charge.
In September 2023, Luster was pulled over by a Tulsa County Sheriff’s deputy
for a traffic violation. The deputy learned the truck was stolen and took Luster
into custody. Upon search of the truck, deputies found more than 400 grams of
methamphetamine inside.
Evidence presented at trial showed a search warrant was conducted on Luster’s home. Law enforcement found cash, scales, firearms, and additional methamphetamine.
Luster will remain in federal custody pending sentencing at a later date.

DRUG DEALING FOR DUMMIES:
CHAPTER 4
In This Chapter You Will Learn:
Rule Number One: Don’t Do Drugs
Rule Number Two: See How Other People Messed Around & Found Out!!
Rule Number Three: Don’t Claim The Hat If You Hide Your Drugs In There!!
Rule Number Four: Don’t Be A Criminal
Rule Number Five: Wear Your Seatbelt!!
To truly understand how valuable these basic rules are, let’s follow along with what happened to
Anthony Commander, who could have easily avoided all of this by reading “Drug Dealing For Dummies”, but instead he can read it while in the comfort of his new accommodations in a Florida jail.
We’ve all heard the classic line, “these are not my pants”, but in this story, Commander had a bit
of a different approach!! While a deputy was out on patrol, he observed a vehicle sitting at a stop sign
and as he went by, he noticed the driver was not wearing his seatbelt!! The deputy turned around
and initiated a traffic stop due to the violation. As he spoke to Commander, the driver of the vehicle,
he said he knew he was going to get pulled over for not wearing his seatbelt!! (So much could have
been avoided had we followed Rule Number Five)
While the deputy was writing a warning to Commander, a K9 deputy and his partner arrived on
scene to take a little sniff of the vehicle. While we may have been rolling the dice with this one, it paid
off as the dog alerted to the odor of narcotics!! A search of the vehicle revealed two cut straws with
residue on them, which field tested positive for Fentanyl!!
Now this is where things get good, as deputies searched Commander to see what he had on his
person, when they removed his hat from his head, they found two baggies tucked inside the lining
containing drugs!! One of the bags contained approximately 1.5 grams of methamphetamine and
the other contained approximately 0.28 grams of Fentanyl!!
Commander told the deputies that the hat was his, but he has no idea how the drugs got in there,
he even said that maybe his friends tried to set him up by planting them there!! This is where Rule
Number Three comes into play, it probably would have been better to go with the whole “not my
hat story” than it was to say that it is your hat, but just not
your drugs!!
As a result, Commander hit the jackpot and won a free
ride to jail on a $5,500 bond for possession of methamphetamine, possession of
a controlled substance and
possession of drug paraphernalia!!

I highly recommend keeping
up with the various chapters
of “Drug Dealing For Dummies” and especially follow
Rule One from today’s chapter, unless you want to make
a reservation for yourself at
the jail!!

TO DETER A CRIMINAL
A federal judge has sentenced a Cushing man to
five years in prison as a deterrent for future crimes
he may think about committing.
Jim Bob Story, 49, of Cushing, has been sentenced to serve 60 months in federal prison for
illegal possession of a firearm after a previous felony conviction and receiving and concealing stolen property, announced U.S. Attorney Robert J.
Troester.
On April 3, 2024, a federal Grand Jury returned
a two-count Indictment against Story, charging him with being a felon in possession of a firearm and receiving and concealing stolen property. According to
public record, on February 21, 2024, officers with the Sac and Fox Nation Tribal
Police Department received information that a stolen vehicle was being kept on
Story’s property. After executing a search warrant, authorities recovered a rifle
and ammunition, as well as other items previously reported as being stolen out of
Cushing, including a welder and a log splitter.
Public record further reflects that Story has a lengthy criminal history that includes felony convictions for second-degree burglary in case number CF-2003-82
and possession of a controlled dangerous substance in case number CF-2002-
204, both in Payne County District Court, and conspiracy to distribute methamphetamine in Lincoln County District Court case number CF-2004-195.
This case is in federal court because Story is a member of the Sac and Fox Nation and these crimes took place on land held in trust for the Sac and Fox Nation.
U.S. District Judge Jodi W. Dishman sentenced Story to serve 60 months in
federal prison, followed by three years of supervised release. In announcing her
sentence, Judge Dishman noted Story’s extensive criminal history and the need
to deter Story from future crimes.

DRIVE TIME
A 26-year-old Sapulpa man was placed under arrest
after he allegedly threatened and stole from two women
on January 8.
According to reports, a Sapulpa police officer was
dispatched to the Super 8 Motel in the 1500 block of
SH 66 around 1:25 a.m. to investigate a man causing
a scene. The man was yelling and running through the
hallways. He also tried to kick in a door before leaving
the area.
The officer spoke to a distressed woman who was
sitting in her car. She said earlier that evening, she and
her friend gave a ride to Charles Harvey Neal III and his girlfriend. They didn’t know the
couple. They drove around and ended up at Pretty Water Lake. Neal fired a gun from the
back of the car and told her to keep driving. They ended up at the motel.
The woman tried to book a room for Neal. When that was unsuccessful, she returned
to her vehicle and saw that Neal had ransacked it. His girlfriend was gone, so he then ran
through the motel looking for her.
Neal told the victim to drive to the back of a nearby business. He then took the car
keys and some other items, including a chainsaw, reciprocating saw, and a drill, and left
the area.
Another officer saw Neal walking near a movie theater and placed him under arrest.
He had the keys, two pills, drug paraphernalia, and what appeared to be marijuana cigarettes in his possession. Officers also found the man’s backpacks near the motel. They
contained a makeshift firearm, some flare guns, IDs and credit cards belonging to at least
eight people, and drug paraphernalia.
Neal is being charged with robbery with a weapon, kidnapping, possession of a firearm
after the former conviction of a felony, knowingly receiving or concealing stolen property,
unlawful possession of a controlled dangerous substance, and unlawful possession of
drug paraphernalia. He is scheduled to appear in court on February 5, 2025. ALEXIA

Chandler man Dylan Ross Mackiewicz, 32, is
facing burglary charges after he allegedly broke
into a livestock barn and stole several items on
January 21.
According to the affidavit, Lincoln County deputies were dispatched to 300 N. Iowa to investigate
a burglary that occurred at a livestock barn. The
property owner showed the deputies where the
suspect had entered the building. The suspect
also broke into two vehicles and scattered various
items on the ground. The perpetrator also spray painted the walls and stabbed
several knives into a wooden desk. An LED lamp and two exotic cow skulls were
missing from the building.
During the investigation, deputies noticed some footprints around the vehicles
and going into the building. About 45 minutes later, the property owner said that
he followed the footprints and some bicycle tracks in the snow to a home about
one mile south.
A deputy went to the residence in the 300 block of Cleveland Avenue. He
asked a woman at the residence if she knew anything about the burglary. She
said no and told the deputy she had been sleeping.
A man pulled the deputy aside and told him that Mackiewicz was hiding inside
the house. The man said Mackiewicz had two skulls and a big LED light with
him.
Deputies found Mackiewicz hiding in the attic. They placed him under arrest
and transported him to jail.
Mackiewicz is being charged with burglary in the second degree and burglary
in the third degree. His bond was set at $3,000, and he is scheduled to appear
in court on January 30, 2025.

A tech-challenged Florida woman accidentally texted a
cop instead of her drug dealer to buy fentanyl — unwittingly
narcing on herself, according to police who arrested her.
Octavia Wells, 41, had been headed to rehab on New
Years Eve when she texted a man she’d previously entered
in her phone as “PJ,” allegedly offering to pay $45 for the
opioid, according to the Bay County Sheriff’s Office.
The dimwitted druggie then arranged to meet the guy on the other line at a Tom Thumb
convenience store in Panama City, according to a police report obtained by the Smoking Gun.
But when she arrived at the store, narcotics cops were waiting there to arrest her, police said.
Wells soon learned she’d mistakenly contacted Stephen Pettijohn, an investigator with the Bay
County Sheriff’s Office known as “PJ,” with whom she’d had a “previous iteration,” according
to police.
She allegedly later told cops Pettijohn’s name was similar to her drug dealer’s, according to
the arrest affidavit.
Details of Wells’ previous interaction with the investigator were not described in the complaint
affidavit. She was charged with unlawful use of a communication device, possession of drug
paraphernalia and driving with a suspended license.

GUTHRIE MAN SENTENCED TO SERVE
16 MONTHS IN FEDERAL PRISON FOR
COMMUNICATING THREATS
Jeffrey Adam Windbigler, 32, of Guthrie, was sentenced to serve 16
months in federal prison for communicating a threat, announced U.S.
Attorney Robert J. Troester.
On February 20, 2024, a federal grand jury returned a four-count Indictment against Windbigler, charging him with four counts of communicating a threat. According to the Indictment,
in January 2024, Windbigler posted several threatening messages on social media, where he
threatened to kill children and threatened to “shoot up” the Edmond public library, an Oklahoma
school, and a Texas school.
On October 31, 2024, Windbigler pleaded guilty to Count 1 of the Indictment, and admitted
he communicated a threat to kill children, shoot up the Edmond library, and shoot up a school,
and that he knew the communication would be viewed as a threat.
At the sentencing hearing, U.S. District Judge Stephen P. Friot sentenced Windbigler to serve
16 months in federal prison, followed by three years of supervised release. In announcing his
sentence, Judge Friot noted Windbigler’s history and characteristics, including his apparent obsession with violence. Judge Friot further noted that his sentence was based, in part, on the
need for adequate incapacitation and to deter similar conduct.
