A Cushing man wearing women’s jeans was locked up on December 16 after he allegedly stole a truck.
According to the affidavit, Cushing officers were alerted about
a stolen truck at approximately 10:45 p.m. The suspect was
James Leroy Fowler, 33.
Officers located the vehicle in front of a bar in the 700 block of
N. Steele Avenue. A word on the side of the truck identifying the
business it belonged to had been painted over with black spray
paint. There was also “extensive damage” to the passenger’s side
window.
At 12:10 a.m., police entered the bar looking for Fowler and
placed him in investigative detention. Fowler said he didn’t know
what they were talking about because he had been dropped off
at the bar.
The officers asked the people Fowler was with if he had had any property at the bar. A
woman picked up a keychain and said, “Here are his keys.” They matched the stolen truck.
Fowler continued to insist he had been dropped off at the bar, but when officers used the
keys to unlock it, he changed his story.
He said a man (who happened to be the reporting party) let him borrow the truck. He said
the man had also given him $20 and let him borrow some boots and a shirt. Fowler said the
window was damaged because he hit a sign while driving down Ninth Street. He claimed he
didn’t paint the business name but said someone else did while he was at the bar because
people “don’t like that business.”
The woman who gave officers the truck keys said while they were at the bar, Fowler handed
her the keys and told her the truck was his. They drove to another establishment before later
returning to the bar.
The officer placed Fowler under arrest.
When they arrived at the jail, the officer found a small baggy containing a crystal substance
in the man’s pocket. When he asked Fowler about the baggy, Fowler said he didn’t know anything about it because the pants belonged to his “old lady.” The officer asked, “You’re wearing
women’s jeans?” Fowler replied, “Yes.”
The substance field-tested positive for methamphetamine.
Fowler is being charged with possession of a stolen vehicle and unlawful possession of a
controlled dangerous substance. He is being held in lieu of a $20,000 bond and is scheduled
to appear in court on January 5, 2015.

Today, I’m going to re-visit who
has the biggest impact on our new
drivers that hit the road each and every day.
First, the Oklahoma Driver’s Education classes and schools across
the state are second to none, and do a fantastic job of educating our
young drivers on the law, and proper way to safely operate a motor
vehicle. I would like to point to some other folks, who I believe
have a far greater impact on how our youngsters approach driving,
and address them, and that is the adults who these young drivers
look up to: the parents, older siblings, and extended family.
If you fit in this category, please pay attention. I believe that our
kids learn their driving behavior not from the Oklahoma Highway
Patrol, other law enforcement, or driver’s education instructor, but
from you, the parents and family. I know I learned that way! Let
me give you some examples.
You are a dad, and for whatever reason, when you are driving
in town, or on a county road, you just don’t buckle up. Maybe its
because you don’t drive fast in these areas, or have a farm tag and
just don’t have to; however, you do buckle up when you get on
highways or go on long drives. The message you are sending is that
when you are in the vehicle there are certain times that it is OK not
to wear your seatbelt. If dad doesn’t have to do it, I don’t either! In
fact, at least 50% of all accidents happen on county roads, and
you are more likely to be in an accident within 10 miles of your
residence than otherwise. So the real message you are sending is,
don’t buckle up during the times that you are most likely to need it!
Next, mom gets off work at 5:00, and one of the kids has a ball
game in another town at 5:30. She can get there if she speeds. After
all, it is important to get to those activities, and it won’t hurt to
push the speed just a little. The message you send to your kids
is, its OK to speed, as long as you can justify it! The facts are that
unsafe speeds kill more young people 16 to 25 than any other single
thing! The message here needs to be that its OK to slow down and
show up a few minutes late.....it is much better than the alternative,
which is never showing up at all because you’ve been involved in
an accident.
Please remember, when you are driving, you are setting
the example for someone....and they are watching you all the
time. What message are you sending? I hope it’s the one that says,
I’ll lead by example because I love you, and want to do my part to
keep you safe! Thanks for reading, buckle up, and be safe!

On Thursday, December 11, at
9:39pm, the Stillwater Police Department responded to the Stillwater Medical Center Emergency Room to investigate a reported Domestic Assault and
Battery.
The victim, a 20 year old female, reported that she and the suspect, her
boyfriend, were arguing and the argument escalated into a physical altercation. The victim identified the suspect as Tyreek Hill, 20, of Stillwater. The incident occurred at the suspect’s residence in Stillwater.
Having sustained injuries, the victim went to the Emergency Room
seeking treatment after the altercation. The victim stated the suspect
struck her in the face and stomach and choked her during the assault. The victim’s injuries were consistent with her statements. She
was treated for her injuries and released from the hospital.
Hill was contacted at his residence shortly after 11:00 pm on the
11th by investigating officers. He was arrested based upon probable
cause for Domestic Abuse by Strangulation; a felony punishable by
1 – 3 years imprisonment and/or a $3000 fine.
Hill was released on a $15,000 bond and ordered back to court
Jan. 13, 2015, at 1:45 pm.

The Choctaw County Sheriff’s Office requested OSBI investigate
an officer-involved shooting near Grant on Dec. 4. The incident
began with a foot pursuit of a subject by numerous law enforcement
agencies.
That pursuit ended in the parking lot of the Choctaw Nation
Casino and Resort located at 1516 U.S. Highway 271 when the
man exited a pickup truck he had stolen and then raised a rifle at
officers. William Lee Honea, 33, of Texas, was shot multiple times.
Two Hugo officers and two Choctaw County sheriff’s deputies fired
their weapons. Honea was transported to a local hospital where he
was pronounced dead.
OSBI agents spent much of the day Thursday at the scene
gathering information and evidence. Today, agents will continue
conducting interviews. Once the investigation is complete, agents will provide the district attorney with
the facts of the case. The district attorney will determine if the shooting was justified.

Attorney General Warns Oklahomans
of IRS Phone Scam
Oklahoma Attorney General Scott Pruitt is warning
to keep watch of a phone scam making its way across
the state.
The Attorney General’s Office has received a number
of complaints from citizens who received phone calls
from someone claiming to be a representative of the
IRS.
The caller claims the IRS has a case against an
individual and if he or she did not contact the number
given within 24 hours, that person would be arrested.
This particular scam targets the most vulnerable
Oklahomans who may not readily be aware of the
IRS’s procedures.
“It is beyond frustrating that scams like this
continue to be rampant. Unfortunately, we typically
see these types of scams spike during the holidays.
While this is meant to be a season of celebration, Oklahomans should keep their guard
up to protect themselves from such crimes,” Attorney General Pruitt said. “A simple tip
you should always remember, the IRS will never call about a payment or taxes owed
without sending it in writing first.”
Here are some tips to protect you from these types of scams:
• The IRS will always notify you in writing first. They will never contact you by phone
without first mailing you a bill.
• You will never be required to use a specific payment method.
• Never give your credit or debit card numbers over the phone.
• You will not be threatened with being arrested by local law enforcement for not
paying.
If you have been a victim of a scam, report the incident to local law enforcement and
to the AG’s Office immediately. For more tips from the IRS you can visit their website at

Two inmates are facing even more charges after they assaulted police officers during an in-jail
riot on December 12.
Why were they rioting, you ask? They were
unhappy with the Logan County Detention Center’s mail policies.
According to the affidavit, a Logan County
deputy was contacted at 11:35 p.m. about the
riot. A jailer told the deputy during her shift,
she entered the D-pod while conducting a head
count. She noticed a lot of the inmates were out
of their bunks, walking around and making a
lot of noise. The officers were immediately confronted by inmates who were complaining about
a variety of procedural issues regarding mail.
Guthrie inmate Gary Eugene Smith, 48, yelled
at the other inmates, “Let’s get them!” Edmond
inmate Kyle James Gound, 22, joined in, yelling
at the staff and threatening to bash their heads
in. He even removed his T-shirt, so you know
things were getting real.
Smith kept yelling and approaching staff. He kept his hand up as
though he was going to hit someone with his fist. At one point, Smith
blocked a jailer from exiting the room. The inmates continued to yell
threats and riot, so the staff retreated and called for backup.
On December 13 at 12:50 a.m., officers went back to the pod, ready
to control the unruly inmates. They yelled for ringleaders Smith and
Gould, who were promptly handcuffed and placed into holding cells.
The rest of the inmates lost their television privileges for two days.
Smith is being charged with inciting a riot, assault on a police officer, malicious injury to property and threatening an act of violence.
His bond was set at $10,000, and he is scheduled to appear in court
on January 22, 2015.
Gould is being charged with assault on a police officer. His bond
was set at $3,000, and he is scheduled to appear in court on January
9, 2015.

An Oklahoma City man with a confusing story and no driver’s
license was arrested for meth after police found him stuck in a
ditch on December 18.
According to the affidavit, the rear wheels of the truck were in
the ditch and the front of the truck was in the front yard of a vacant
residence in the 300 block of North Dawson. The truck’s engine
was running and its headlights were on.
A Meeker police officer saw a man exit the vehicle and asked him what happened. The
man, identified as Jose Angel Lopez, 29, said he missed his turn, and when he tried to
turn around on Veterans Drive, he got stuck in the ditch. When the officer asked Lopez
for his driver’s license, he said he didn’t have one. Dispatch confirmed Lopez did not have
a valid license.
The truck came back registered to a Meeker woman and, according to the system, it did
not have valid insurance.
Lopez told the officer he knew the woman, but he didn’t know the truck belonged to
her. He said it belonged to his friend. Lopez told the officer he was visiting a friend, but he
was unable to give the officer the friend’s last name or his exact address. He said he had
driven the truck from Oklahoma City.
The officer placed Lopez under arrest for not having a valid license or insurance. While
waiting for a wrecker to arrive, officers conducted an inventory of the truck Lopez was
driving. They found some plastic wrap tied in a knot that contained a white crystal substance. The substance field-tested positive for methamphetamine. Police also found a vehicle VIN changing tool used to alter VIN numbers and two cellphones.
Lopez told the officers he knew he shouldn’t have been driving without a license and he
knew the truck didn’t have insurance, but he insisted he didn’t know anything about the
meth. An officer asked Lopez if he had ever been arrested for drugs. Lopez admitted he
had been arrested for a “little marijuana.”
Lopez is being charged with possession of a controlled dangerous substance, driving
without a driver’s license and failure to carry insurance verification form. He was released
on a $15,000 bond.
