Perkins Man Who Killed His Father Sentenced
to 10 Years for Possession of a Firearm
Defendant Committed Federal Crime by Possessing
a Firearm After a Misdemeanor Crime of Domestic
Violence
Jerry Ray Craine, 37, of Perkins, has been sentenced to ten years in federal prison for possessing
a firearm after a misdemeanor conviction of domestic violence, announced U.S. Attorney Timothy J.
Downing.
According to an indictment filed on January 15,
2019, Craine possessed a 9mm semi-automatic
handgun in Payne County on July 29, 2018. Because of his March 2018 misdemeanor conviction
in state court for domestic assault and battery in the
presence of minor children, his firearm possession was a federal crime.
According to court filings, Craine killed his own father with the firearm he
possessed illegally. On July 29, 2018, he learned that his mentally unstable
father had gained access to another firearm Craine possessed at his residence in Perkins. After his father threatened to shoot him, Craine retreated
to his vehicle and retrieved the 9mm semi-automatic handgun, along with
two magazines of ammunition. He then went back into the house, where his
father shot at him and he returned fire. After shooting a dozen rounds, Craine
retreated, reloaded, and killed his father by firing more shots. On October
24, 2018, the Payne County District Attorney’s Office charged him with manslaughter in the first degree.
On March 6, 2019, Craine pleaded guilty to the federal firearm charge. Citing a recent Supreme Court case, he later asked permission to withdraw his
guilty plea because he claimed he did not know his misdemeanor conviction
made it illegal for him to possess a firearm. The court denied his motion because that case did not change the principle that a prohibited person commits
a federal crime by possessing a firearm, even if unaware of the prohibition.
On December 12, U.S. District Judge Stephen P. Friot sentenced Craine
to ten years in prison, to be followed by three years of supervised release.
During the sentencing hearing, the court found that a cross-reference to firstdegree murder applied under the United States Sentencing Guidelines.

Sapulpa man Arrested During Operation
Independence Day Pleaded Guilty
Two men, one of Sapulpa, have pleaded guilty
in U.S. District Court to child sex crimes charges, announced U.S. Attorney Trent Shores.
The two defendants were arrested as part
of Operation Independence Day, a month-long
operation led by the FBI to apprehend child
predators and recover victims of child exploitation and sex trafficking. The operation was executed during the month of July.
“There is no more righteous cause than protecting our children from sex predators. Investigators and prosecutors are ever vigilant and
act with urgency to bring these predators to justice,” said U.S. Attorney Trent Shores. “Operation Independence Day was a success because
of the men and women of law enforcement who
came together in a common cause and mission.”
Jason Ray Smith, 40, of Sapulpa, pleaded guilty Dec. 10, 2019, to attempted coercion and enticement of a minor. Smith admitted to using a social
media app to communicate with a person he believed to be 14 years of age
but who was an undercover officer. He arranged to meet the “girl” in Tulsa
with the intent of engaging in sexual activity with her. Smith was arrested on
July 3, 2019. U.S. District Judge Gregory K. Frizzell scheduled sentencing for
March 5, 2020.
The other man, Carnell Lovette Matthews, 43, of Tulsa, pleaded guilty Dec.
5, 2019, to receipt of child pornography.
Operation Independence Day is part of the broader Project Safe Childhood
initiative. PSC combats the growing epidemic of child sexual exploitation and
abuse and was launched in May 2006 by the Department of Justice. Led by
United States Attorney’s Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal,
state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue
victims.

Bristow Man Found Guilty of
Coercion and Enticement of a Minor
A federal jury convicted a Bristow man on December 17 of coercion and enticement of a minor,
announced U.S. Attorney Trent Shores.
Arthur James Mann, 34, was found guilty of communicating with an individual he believed to be 13
years of age but who was an undercover officer.
From July 29 to Aug. 17, 2018, Mann communicated with the “girl” on Facebook, telling her that
his name was Andrew Mason and he was 16 years
old. Mann initiated multiple sexual conversations
with the girl and requested nude photos. Mann further suggested the two meet in order to have sex
on Aug. 17, 2018. Mann arrived that night in his
pajamas and slippers to meet the 13-year-old girl.
Instead, he was met by officers from the Bristow
Police Department and taken into custody.
“The jury has spoken, and Arthur Mann is guilty as charged of attempting to coerce and entice a minor via Facebook. Parents must be aware that sex predators
like Mann use social media to find, groom, and entice their prey. In this case, we
were lucky the defendant was talking to an undercover law enforcement officer
and not a 13-year-old child. Key evidence in this trial included a cell phone and
communications on Facebook. The ever-present threat of online child predators
underscores the importance of lawful access by law enforcement to various tech
devices and social media platforms,” said U.S. Attorney Trent Shores.
“I hope the public understands that law enforcement gains “lawful access” to
cell phones and social media accounts through warrants and wiretaps approved
by impartial judges,” Shores continued. “‘Warrant proof encryption’ or ‘end-toend encryption’ touted by some social media platforms actually facilitates and
protects the criminal acts of pedophiles and others online. Bottom line, when
technology prevents law enforcement officials from having lawful access, it puts
our children and communities at risk. Thankfully, law enforcement officials in this
case were able to search Mr. Mann’s cell phone to obtain critical evidence.”
U.S. District Judge Gregory K. Frizzell set sentencing for March 2020. At that
time, Mann faces a minimum penalty of 10 years in prison, supervised release of
not less than five years up to life, and a fine not to exceed $250,000.
The Bristow Police Department conducted the investigation.

meth and heroin in his vehicle on November 25.
According to the affidavit, a Prague officer was
on patrol near Kevin Road and State Highway
99 when a vehicle with no taillights passed him
around 8:46 p.m. The officer stopped the vehicle
and made contact with the driver, Dustin Lynn
Stein.
Stein said he had been in Tulsa visiting some
friends and was headed back to Tupelo. The
officer checked the man’s information and was
advised that he had an extensive criminal history
that included narcotics violations.
The officer conducted a free air sniff with his
K9 around the man’s vehicle. The dog alerted to the presence of drugs. Stein
said there was nothing illegal in his vehicle.
The officer asked him to step out of the car. While searching the man, he
felt a bulletproof vest. Stein said he was wearing it because he had a lot of
enemies from prison.
When the officer tried to place the man in investigative detention, Stein took
off running. The K9 apprehended him, and he was placed under arrest.
Another search revealed a leather holster on the man’s waistband. The officer searched the Stein’s vehicle and found a fully loaded .45 caliber pistol
under the driver side seat. The serial number on the gun was unreadable.
In a black backpack, he found a package containing a crystal-like substance that field-tested positive for meth. Another package in the backpack
contained a substance that field-tested positive for heroin.
Stein is being charged with aggravated trafficking in illegal drugs, possession of firearm after former felony conviction, possession of firearm during
commission of felony, transporting loaded firearm in a motor vehicle, altering
firearm serial number, wearing body armor in committing felony and obstructing officer. His bond was set at $200,000, and he is scheduled to appear in
court on January 2, 2020.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

merry mischief and mayhem
The Guthrie Police Department has reported
via a press release on their Facebook page that
they have apprehended a mischievous little
person that caused “merry mayhem” throughout Guthrie in mid-December.
Authorities say Eddie Elf was arrested on a
charge of Elf Mischief late night on December
17. Police were called after Eddie was found
at a local nursing home tuning all the radios to
“Grandma Got Run Over By A Reindeer.” At the
time of his arrest, police say that he appeared
to have consumed eggnog WAY beyond the
legal limit.
Further investigation revealed that he had been busy all night. Police
suspect him of the following:
Randomly replacing bottles of water with snowman urine
Shorting out a single random bulb in strings of
Christmas lights across the city
Numerous charges of stalking and spying
Snorting snowflakes
Stealing tinsel to support his sparkly underwear sidebusiness
Bail was set at 300 candy canes and he was ordered to be placed on
the Naughty List for not less than one year. A very fuzzy green “man” and
his antlered dog posted Eddie’s bond within hours.
Police urge you to contact them if you have additional information about
Eddie’s nefarious activities.
“We love to serve and strive for it to show every day,” Guthrie PD reported via the release.
No charges have been filed as of press time. 😉
