Presumed Innocent Until Proven Guilty PAYNE COUNTY 3 | MARCH 2019
Stillwater man Christian Dion Bellows, 28, was put
in jail after he allegedly entered a fraternity house on
OSU’s campus with intent to steal some stuff.
The man was already out on bond for some 2018
burglary charges involving another fraternity house.
According to reports, Bellows went into the Sigma
Nu fraternity house around 2 a.m. and tried to open
some locked doors. When a resident approached him
on the third floor, Bellows said he was just trying to
find his friend’s wallet.
The man was escorted from the residence.
After he left the house, an OSU police officer stopped him after recognizing him from dispatch’s description. He was placed under arrest.
Reports state that members of Sigma Nu had noticed some things going
missing over the past couple of weeks. Bellows seems to have a think for
robbing fraternities. He was also arrested at the Beta Theta Pi fraternity
house in May 2018, after he went into a resident’s room around 4 a.m.
The man also has two prior burglary convictions.
Bellows is being charged with burglary in the second degree. His bond
was set at $10,000, and he is scheduled to appear in court on March 4,
2019.

Sapulpa couple in jail for burglaries
A Sapulpa couple is behind bars after police say
they might have been involved in more than 30
burglaries in the local area.
According to reports, a woman called police on
February 10 and said that someone had taken
some jewelry, a TV, and an iPad from her house.
The woman’s brother started calling pawn shops
the next morning, looking for the missing items.
While he was speaking to a jeweler at one of the
shops, a man walked in and started trying to sell
some of the missing jewelry. The store owner
called police, who immediately went to the location investigate.
While officers were in the store, the suspect,
40-year-old Gary Lee Gilmore Jr., walked back
into the store with some of the stolen jewelry, even
though there was a police vehicle parked out front.
Officers arrested the man at the store and obtained a search warrant to search the RV he
shared with his girlfriend, 36-year-old Heather M.
Harper. They found several other items in the RV
that appeared to be stolen, including several totes
filled with random stuff.
Reports state officers believe this arrest may help
them solve more than 30 cases of theft and burglary that have recently happened around town.
Harper is being charged with burglary in the second degree. Her bond was
set at $50,000.
Gilmore is being charged with four counts of burglary in the second degree.
His bond was set at $50,000.
They are both scheduled to appear in court on February 26, 2019.

ESCAPE AFTER LAWFUL ARREST
Presumed Innocent Until Proven Guilty 15 | MARCH 2019 CREEK COUNTY
around the state
A 35-year-old Tulsa man entered a guilty
plea today in U.S. District Court for digitally
producing images depicting the sexual abuse
of children and distributing almost 500 other
graphic image and video files of the sexual
abuse of children, announced U.S. Attorney
Trent Shores.
At the plea hearing, Jerry Matthew Berry admitted to producing obscene visual representations of the sexual abuse of children and distributing child pornography in 2017 and 2018.
Cyber Crimes detectives from the Tulsa Police
Department and agents from Homeland Security Investigations discovered Berry’s illicit activities during a peer-to-peer file sharing undercover investigation. After executing a search warrant on Berry’s apartment,
investigators also discovered hundreds of additional images and videos
of child pornography on his phone. Berry, a former private school teacher
in Oklahoma City, admitted to distributing child pornography on file sharing programs. He also admitted to downloading pictures of children from
Facebook and digitally altering the photographs to depict himself sexually
assaulting and physically harming the children.
“Tulsa Police Department Cyber Crimes detectives and Homeland Security special agents are resilient and committed to the fight to defend our
children from online perpetrators. Their dedicated efforts enable the U.S.
Attorney’s Office to bring child sex offenders to justice,” said U.S. Attorney
Shores. “These days, parents must be ever vigilant because predators
like Mr. Berry are lurking about on the internet. The facts of this case are
a stark reminder that parents should check their privacy settings on social
media and be aware when posting photos of their children.”
U.S. District Judge Claire V. Eagan accepted Berry’s guilty plea and set
sentencing for May 7, at 10 a.m. At that time, Berry faces a mandatory
minimum sentence of 5 years and up to 20 years in federal prison, at least
five years and up to life of supervised release, and a $250,000 fine for each
count. He remains in custody.
The Tulsa Police Department’s Cyber Crimes Unit and Homeland Security Investigations conducted the investigation. Assistant U.S. Attorney
Christopher J. Nassar prosecuted the case.
This case is part of Project Safe Childhood, a nationwide initiative
launched in May 2006 by the United States Department of Justice to
combat the growing epidemic of child sexual exploitation and abuse. Led
by the United States Attorney’s Offices and the Criminal Division’s Child
Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.

A man in Florida stole some medication out of his roommate’s lockbox. They
were labelled Hydrocodone. But, they weren’t. They weren’t opioids. They were
laxatives. And yes, he did find out the hard way. His roommate called the cops
when the pills went missing. He admitted he stole them and then threw the rest
out. So, not only did he get a horrible stomach ache, he was publicly humiliated... and arrested.
Also in Florida, a guy was with his wife. She was upset over an issue she was
having with a family member. She wanted to talk about it with him, but he went
into Taco Bell and got himself lunch instead. When he got back, he tried to give
his wife a burrito. But he was dangling it in front of her, making fun of her for
being so upset. That wasn’t a smart move... she grabbed it and threw it on the
floor. Apparently, that’s a fighting act. He picked up the burrito and shoved it in
her face and up her nose. He was arrested for battery... by a burrito.
In Kansas, a family was playing Monopoly and wound up getting into a fight.
It escalated and as two cousins were arguing, one guy’s girlfriend hit the other
cousin and shoved him into a mirror. Then she took off running. The guy went
to the hospital for stitches but they are still looking for the girlfriend who is now
wanted on assault charges. And you know, when they catch her, she will have
to go directly to jail... without passing go... and without collecting her 200 dollars.
A guy was pulled over in Florida for having a light out. But, he was on probation and driving with a suspended license so he decided to make a run for
it. He ditched his car and tried to hide from police under a tree in a field. And it
may have worked if it weren’t for some crime fighting horses. There were three
horses that apparently didn’t like him in their field and started chasing him. He
hopped a fence, where he was promptly taken into custody.
A man was caught on surveillance footage sitting in front of a porterhouse
steak, a lobster tail and a 20-ounce beer in a California restaurant before pocketing the hunk of meat and walking out.
“What type of person will take a steak and watch the juice drip off and then
wrap it in a linen napkin?” said House of Beef lead server Denise Loya. “It’s just
highly unusual.”
Loya said the man dressed in a suit came into the Oakdale restaurant and
asked for a table for four. She said he looked like a villain from an ‘80s movie.
“Definitely a used car salesman or bad real estate agent. Slimeball,” she told
KTXL.
His actions were just as animated. The video shows his eyes shifting constantly as he looks up at the surveillance camera and over his shoulder.
“Just keep your eyes on this person ‘cause his eyes, you can see him, you
know, he’s watching,” said the restaurant’s owner, Steve Medlen.
One last look into the camera and the man picks up the slab of meat then
folds it into the napkin lifted from the bread basket. He’s unethical,” Medlen
said. “He’s out to commit a crime.”
Medlen said he decided to post the video on social media to catch the steak
smuggler.
“The monetary part is not part of the equation,” he told KTXL. “The part that
we want to do is take this person off the street.”
In the final moments, the man picks up his haul and walks away, all while a
little girl watches in his direction.
“Be great if he would come in and pay his bill and apologize but I highly doubt
that’s gonna happen,” Loya said.
The staff said if he had truly been starving they would have helped.
“We always help people,” Loya said. “When they come in off the streets, we
will buy them a bowl of soup or a sandwich.”
The staff says that was a $56 meal. The owner did file a police report with the
Oakdale Police Department but no arrests had been made.

March is National Youth Violence
Prevention Month
The National Association of Students
Against Violence Everywhere is a nonprofit
aiming to provide safer environments for
our youth. Its mission is to decrease the
potential for violence in our schools and
communities by promoting meaningful student involvement, education and service
opportunities.
SAVE’s Vision: Schools and communities will be safer and more secure, free of
fear and conducive to learning as a result of
students being actively involved in meaningful violence prevention efforts.
How It Got Started: SAVE was started by students in Charlotte, North Carolina in 1989 after the tragic death of a classmate who was trying to break up a
fight at an off-campus party. A group of students who did not want this death
to be “just another statistic” took action and created a violence prevention
program.
Chapters: SAVE has evolved into a national association with chapters in
elementary, middle and high schools as well as at colleges and community organizations across the country. Today, there are more than 200,000 students
involved nationwide.
Activities: Student members take the lead in planning chapter activities by
using the three SAVE Essential Elements: conducting crime prevention activities, conducting conflict management activities and providing meaningful service through projects in schools and communities. SAVE chapters also plan
safety rallies and safety awareness campaigns, engage in peer mentoring to
younger students, and conduct fun and educational meetings.

A 28-year-old Prague man was taken into

According to the affidavit, a Meeker police

vehicle report. The victim said he had located
his vehicle in front of a residence in the 700
block of W. Carl Hubbell Boulevard.
The man showed the officer photos of the
stolen truck.
The officer went to the location, where he
saw Mick Devin Vancuren sitting in the front
seat of the stolen vehicle. When Vancuren
saw the officer, he jumped out of the truck and ran inside the house.
Other officers arrived for backup, and they entered the home with the owner’s permission. Vancuren had apparently escaped to the second floor of the
residence, which was an old hotel.
The man’s girlfriend was able to get him to come down and officers immediately placed the man under arrest.
An officer removed a temporary tag from the vehicle that said 01/05/19.
Vancuren saw the tag and told the officer, “Yeah, I just make copies of it.”
The owner of the vehicle told police there was also a computer scanner that
had been in the truck when it was stolen -- it was now missing.
Vancuren is being charged with possession of stolen vehicle and obstructing officer. His bond was set at $5,000, and he is scheduled to appear in court
on June 3, 2019.

OSBI Arrests Crescent couple on Valentine’s
Day for the Production of Child Pornography
A Crescent couple is in the Logan County jail
after authorities said they were producing child
pornography.
On February 20, James Reed, 53, was charged
with Procuring Minor’s Participation in Child Pornography and Engaging in Sexual Communication with Minor by Use of Technology, and Rachel
Frost, 48, was charged with Procuring Minor’s
Participation in Child Pornography, in Logan
County District Court.
OSBI stated that on February 14, the Crescent
Police Department requested OSBI investigative
assistance on a child sexual exploitation case.
An OSBI Agent responded and investigated the
allegation. Reed and Frost were arrested by the
OSBI Agent and Crescent Police Department on
that same day.
Reports state Reed denied the charge that the
videos and pictures he took of an 8-year-old girl
was pornographic- he claimed it was art.
Frost participated in videos and photos with the
young girl, and at least one time, they were wearing nothing but an apron and they were filmed
cooking together.
Investigators also found several conversations
between Reed and the child, such as “You relaxing in bathtub?”, “Tell [her] it’s
time for her to get naked and bake cookies”, and “Are you cooking tomatoes
naked?”.
Reed’s bond was set at $250,000 and Frost’s bond was set at $100,000.
