Stillwater man Brian Dominic Wallace, 44, is
being charged with trafficking illegal drugs after
an officer found meth in his electric scooter on
September 26.
According to reports, Stillwater police officers
conducted a search warrant at Wallace’s apartment in the 100 block of West
Elm. He was allegedly selling methamphetamine out of the apartment.
While officers were at the location, Wallace rode up to the apartment complex
on an electric scooter. Wallace told officers that he was a “smoker.” He said he
didn’t sell drugs.
While speaking to an officer, however, he eventually admitted that he had hidden a “zip,” or an ounce of meth, inside of his scooter. When the officer opened
the scooter, he found a plastic baggy inside the metal frame. The officer seized
a total of 25.5 grams of meth from the man.
Wallace was arrested and transported to jail.
This wasn’t the first time Wallace was arrested on drug related charges, according to online records. In 2022, an officer arrested the man for possession of
methamphetamine with intent to distribute and possession of a firearm during
the commission of a felony. The man received a 10-year suspended sentence
for those charges. Since that arrest, officers had received numerous tips that the
man was selling meth in Stillwater.
Wallace is being charged with trafficking illegal drugs. His bond was set at
$100,000, and he is scheduled to appear in court on November 6, 2023.

Holy guacamole!
A Richmond, Indiana, woman attempted to prevent police officers from searching her for drugs by faking a heart
attack, court documents reveal. The effort ended up being
in vain as jail staff later found an “avocado-size” sandwich
bag concealed in her privates that contained meth, fentanyl and crack cocaine.
Amanda Smith, 41, was arrested and charged with
dealing methamphetamine, a Level 2 felony; dealing in a
narcotic drug, a Level 2 felony; dealing in cocaine, a Level 3 felony, and dealing in a controlled
substance, a Level 6 felony.
This is the second time this summer Smith has been charged with multiple felony counts.
In early July, police accused Smith of luring a woman to a Richmond home under the guise
of selling her a ring. Instead, Smith allegedly assaulted the woman, punching her in the face
multiple times before stealing her wallet and phone.
Smith was arrested for the alleged assault and charged with robbery resulting in bodily
injury, a Level 3 felony, and criminal confinement, a Level 3 felony. She did not stay in jail long,
however, posting two separate cash bonds in July in order to be released from Wayne County
Jail — a move that would be repeated with her most recent charges.
Smith’s latest encounter with law enforcement occurred in September after a Wayne County
Sheriff’s deputy noted Smith interacting with known drug users at a Philipp 66 gas station in
Richmond. Being familiar with Smith, the deputy followed the woman’s vehicle and initiated a
traffic stop after Smith failed to use a turn signal and drove down the center of the road.
According to the deputy’s report, Smith would end up faking a heart attack after a K9 alerted
police to the presence of drugs. Smith reportedly began yelling and screaming that she was
having a heart attack but refused to let Richmond EMS hook her to monitors or give her a
medical evaluation.
After being taken to the hospital, Smith refused to change out of her clothes and insisted
on using the bathroom. Police believed Smith was concealing drugs and were aware that she
was likely trying to prevent herself from being searched while trying to find ways to dispose of
the hidden drugs.
Smith eventually agreed to change in the presence of nurses and admitted to having fentanyl hidden in her underwear. While changing, however, nurses spotted what appeared to be a
plastic sandwich bag concealed within her privates, documents detail.
According to the court documents, Smith continued to deny there was anything hidden
inside her even after the jail performed a body scan that showed an “abnormality in her pelvic
area.”
Eventually, Smith admitted to concealing drugs inside her privates and removed an “avocado-size plastic sandwich bag” from inside her, according to the documents.
Police ended up testing the contents of the bag and said 38.9 grams of meth, 10.4 grams
of crack cocaine and 9.2 grams of fentanyl — along with an untested fine white powder — had
been separately wrapped and shoved inside the plastic bag.
A search of Smith’s vehicle unveiled even more pills and substances including Gabapentin,
Naloxone and buprenorphine, court documents said. A ledger was also found in the vehicle
that contained names, weights, dollar amounts and drug types.
Police also found $5,845 in cash in Smith’s wallet and said four cell phones were seized
from the vehicle as evidence. According to the deputy’s report, three of the cell phones kept
ringing throughout the course of the investigation with calls coming in from known drug users.
Despite being charged with six felony counts over the last three months, Smith once again
posted bail after a brief stay at Wayne County Jail. Court records show Smith paid a $4,500
bond the day after her arrest (a $45,000 surety bond). In July, Smith paid two separate cash
bonds totaling $3,500 to avoid jail.

SENTENCED ON SEX
CRIMES AGAINST A CHILD
A Sapulpa man was sentenced last month in federal
court for committing sex crimes against children, announced U.S. Attorney Clint Johnson.
Kenneth James Loftin, 26, of Sapulpa, plead guilty
on July 13, 2022, to one count of receipt of child pornography, one count of possession of child pornography in Indian Country, and one
count of abusive sexual contact of minor children in Indian Country.
On Oct. 24, 2023, U.S. District Judge Raul M. Arias-Marxuach sentenced Loftin to
three 120 month sentences to run concurrent followed by lifetime supervision. Following
his release from prison, Loftin is required to register as a sex offender. Judge Arias-Marxuach further ordered Loftin to pay $3,000 in restitution.
In his plea agreement, Loftin admitted to downloading and viewing numerous images
and videos of child pornography from the internet. He also admitted to sexually abusing
a child who was under the age of 12.
Loftin is a member of the Cherokee Nation. Homeland Security Investigations and Tulsa
Police Department conducted the investigation. Assistant U.S. Attorneys George Jiang
and Valeria Luster prosecuted the case.
“The sentence[s] handed down this week demonstrate that our justice system will not
tolerate those who victimize children,” said U.S. Attorney Clint Johnson. “These terrible
crimes cause tremendous physical and psychological trauma on children, our most vulnerable victims. Federal prosecutors and our law enforcement partners will do everything
in their power to protect child victims and bring to justice those who exploit children in
anyway.”
These cases were brought as part of Project Safe Childhood is a unified and comprehensive strategy to combat child exploitation. Initiated in May of 2006, Project Safe
Childhood combines law enforcement efforts, community action, and public awareness.
The goal of Project Safe Childhood is to reduce the incidence of sexual exploitation of
children. There are five essential components to Project Safe Childhood: (1) building partnerships; (2) coordinating law enforcement; (3) training PSC partners; (4) public awareness; and (5) accountability. The Department of Justice is committed to the safety and
well-being of our children and has placed a high priority on protecting and combating
sexual exploitation of minors.
More than 100,000 children and
youth in the U.S. foster care system
are awaiting permanent families.
National Adoption Month is a time
to raise awareness about the adoption of children and youth from foster care.
The Children’s Bureau in partnership with AdoptUSKids and Child
Welfare Information Gateway sponsors the initiative each November as a way to focus public attention on the
urgent need for adoptive families for children and youth waiting in foster
care for a permanent family. This year’s focus, “Partnering for Permanency,” builds on the social media theme from last year. A special web page
on Information Gateway’s website helps child welfare professionals, prospective adoptive parents, and youth partner for permanency. The website
contains resources, stories, and videos on topics such as getting started
with social media, how to build a recruitment campaign, and how social
media impacts child welfare and adoption. The website can be found at

At approximately 10:00 pm on June 6, 1998,
16-year-old Dena Dean left the Marvin’s Food
Store located in the Town West shopping center
in Tulsa. Dean was never heard from again.
Dean’s vehicle was discovered in the parking
lot of the Marvin’s Food Store. Almost a week later, her body was found in a
wooded area a few miles away near Berryhill.
No has been arrested in the case.

UNLUCKY DECISION
A 50-year-old woman from Chandler was put
behind bars after visiting the casino when an observant officer saw her drive out of the parking lot,
visibly intoxicated.
According to the affidavit, the Iowa Tribe Police
Department officer was conducting a routine patrol of the Ioway Casino on October 20 when he
saw a man and woman standing behind a vehicle. The woman, later identified as Angela Rachelle Brown, was bracing herself
against the vehicle as she looked through her purse. The man with the woman
told the officer she was trying to find her keys.
The officer remembered the woman drinking alcohol in the casino. He illuminated the inside of her purse so she could find her keys. Brown smelled like
alcohol, and her speech was slurred.
Since the man with her appeared sober, the officer assumed that he was the
designated driver. He left the area and continued his patrol. Shortly after, however, he saw the woman get into a vehicle and drive away.
The officer followed Brown and watched as she traveled east on Highway 66,
going slower than the posted speed limit. She also swerved across the lines
several times. He stopped the woman’s vehicle in the area of Highway 66 and
County Road 910.
The officer made contact with Brown, who said she didn’t have a driver’s
license. She gave the officer her passport instead. The officer checked her information and learned that the woman’s license was revoked.
When he asked her if she had been drinking, she said she had two glasses of
wine at the casino.
The woman agreed to standard field sobriety tests, but she didn’t pass.
After he determined that Brown was indeed under the influence of alcohol, he
placed her under arrest.
The officer later asked Brown’s male companion why he didn’t drive her home.
The man said that he knew she was too drunk to drive and he tried to take her
home, but she insisted on driving herself.
Brown is being charged with driving a motor vehicle while under the influence
of alcohol and driving with license canceled/suspended/revoked. Her bond was
set at $5,000, and she is scheduled to appear in court on November 6, 2023. JAMES

been the victim of an unreported vehicle burglary in the area of I-35 and State Highway 33

a disturbance located approx. $8k-10k worth of stolen goods in the possession of Richard Butts, 01/13/1987, who was arrested on several felony
counts related to the thefts. It is believed the items recovered were taken

A Guthrie man is facing felony charges after
he was caught with child pornography.
Wyatt Bartels, 27, was charged October 13
with aggravated possession of child pornography and violation of Oklahoma Computer
Crimes Act, in Logan County District Court.
OSBI stated that on October 11, the OSBI Internet Crimes Against Children
Task Force, along with other agencies, conducted a search warrant at a residence in rural Logan County regarding a child pornography case.
Based on the evidence obtained during the search, Bartels was arrested
and booked into the Logan County Jail. Bond was set at $250,000 and he
was ordered to next appear in court on November 16.

is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
