not just chit-chat
A 24-year-old Cushing teacher was arrested
after he was caught trying to meet up with his
13-year-old student on October 8.
According to the affidavit, the student’s parents contacted police around 5:45 p.m. and
said that their daughter’s teacher, Seth Robert
Swaim, was asking their child for nude pictures
via Snapchat. He was also attempting to meet
up with her that evening.
The victim’s parents gave police her phone
so they could read through the conversation. A
Snapchat user named “*funny nigga*” asked the
victim to take some nude pictures of herself and
send them to him. He also asked the girl if she
could hang out at his house where they could kiss.
The user was identified as Swaim.
Officers took over the conversation and planned to meet up with the man at
the park at 9th Place and Highland Avenue. An officer, acting as the student,
asked Swaim to send a picture of his face. The man did, and the student told
police he drove a white truck with a dent in the passenger side door.
Officers went to the location in an unmarked car. They watched as Swaim
slowly drove around the park in his white truck. He messaged the girl that he
was going to another location because he was scared off by a truck that had
driven past him.
Swaim told the “girl” to walk north on Highland Avenue and meet him on
8th Avenue. A Cushing officer who was in a marked patrol car met Swaim and
placed him under arrest. He refused to speak to officers without an attorney
present.
Swaim is being charged with engaging in sexual communication with minor
by use of technology. His bond was set at $50,000, and he is scheduled to
appear in court on November 5, 2018.

charges filed in perkins shooting
Perkins man Jerry Ray Craine, 36, was put in jail after he
allegedly shot and killed his father on July 29. He claimed
it was self-defense.
According to the police report, officers were dispatched
to the 100 block of Payne Street at approximately 5:13
p.m. due to gunshots in the area. When they arrived,
Craine met them outside and told them, “I shot at him. It’s
self-defense. He shot at me. That mother [expletive] shot
at me first, man.”
Officers entered the home and found the body of
Craine’s father facedown on the floor. An autopsy revealed
he had been shot twice.
Craine told police he and his wife were shopping in
Stillwater and their son was at home with Craine’s father
playing at a neighbor’s house. The neighbor called them and said Craine had a gun.
Instead of calling police, the couple drove back home. Craine said when he walked
into the house, he saw his father holding a gun. He claimed his dad told him, “If you
come in, I’m gonna shoot you.”
Craine said he went to his car, grabbed a pistol and loaded a 12-round magazine.
He went back into the residence, where he exchanged fire with the victim that resulted
in the death of the victim.
Craine said he didn’t call police as a matter of “honor,” and that he should be able
to protect his family and his property. He also said his father hated cops, and he was
afraid the man might shoot an officer. He explained that he protected his neighbors
and the police from his dad, and he wouldn’t do anything differently if he had the
chance.
Evidence from the scene contradicted Craine’s account of events. He was placed
under arrest for the death of his father on October 24.
Body camera footage from a previous encounter with the man showed Craine telling
officers that he was part of a gang that was trained by Green Beret and Navy Seals.
He also said officers were getting ambushed in the US, and it would eventually happen
in Perkins. He told police that only “cowards” called police, and that insurgency and
revolution was coming to Oklahoma.
Craine is being charged with manslaughter in the first degree. His bond was set at
$100,000, and he is scheduled to appear in court on November 1, 2018.

A South Carolina man was caught rubbing buttered toast all over his
neighbor’s SUV window. Seems like a foolproof plan, how did he get
caught? According to MSN, He just dropped the toast a few feet away
from the car and made his departure, causing a nearby woman to notice and call the police. The police charged the now hungry man with
“malicious damage to property” and estimated the cost of damage to
be about $1.
What’s the hottest you’ve ever been? Temperature-wise of course, because if it was in physical terms, we all know we were the hottest at our
5th grade, bowl-cut, chubs stage. But really, to what extent would you
go to cool off?
Hopefully not so far you’d get arrested, but this is exactly what a group
of four young men in Germany did. On a hot day, they decided to make
their own pool in a car. In a BMW no less. A policeman noticed a very
strange convertible driving down the road. Upon closer viewing, it appeared that the bathing-suit clad men were splashing around in the water-filled car, clearly intoxicated. Though there was no law against driving
around with a pool in someone’s car, they were probably charged for
driving without a permit. Talk about hot water.
What do you guys think about sausage? I suppose it’s better than a
hot dog, which in turn is better than bologna (which is basically giant hot
dog slices?). And no matter what, it has to be better than Lunchables
*shudder*.
No matter your opinion, sausage was a huge disappointment for this
Phoenix man. He attempted to rob two large businesses, first an Ace
Hardware and then a Safeway. He put his hand under his shirt to look
like a gun, but the cashier was not fooled and calmly said “no” to his request for money. Equally unsuccessful was his attempt to rob a Safeway,
which resulted in him being escorted out of the building. He waited a few
minutes before returning into the store to snag a small breakfast sausage
and was therefore charged with shoplifting. I guess all that failing worked
up an appetite.
Sometimes people don’t want their babies. Throughout history, these
people have found convenient ways to get rid of them. In the middle
ages, a popular solution was to leave a swaddled infant on the doorstep
of a misfortunate new parent. Worse for the child, another option was an
orphanage. In later times, parents could even put their kid in the circus
for life. The last one, I’m actually jealous of.
It might not have been this Florida woman’s goal to give away her child,
but that’s sure what it looked like. She had gone shopping at Dillard’s,
and tried to shoplift $260 worth of clothing using her baby stroller. When
a police officer followed her out to her car, she flipped out and eventually threw her baby in its little carseat at him. The baby was not injured.
The shoplifter received three charges, including “resisting a police officer
without violence”. Um. What would be violent, throwing her entire family?

A Sapulpa man, accused of stabbing his wife,
turned himself into authorities on October 10.
Randall Webster Enlow, 56, was charged October
10 with two counts of domestic assault and battery
with a dangerous weapon and domestic assault and
battery with a dangerous weapon, in Creek County
District Court.
Coording to Sapulpa Police Department, on October 4, Sapulpa officers were dispatched to the Creek
County Ambulance headquarters to investigate a
stabbing. Officers arrived and found a 42-year-old
woman that had been stabbed/cut in the arm and
also appeared to have been physically assaulted.
The woman stated that she and her husband, Randy Enlow, were involved in a domestic dispute where he assaulted her and then produced a
knife and stabbed/cut her. She said she was able to escape their residence
and run to the Creek County Ambulance headquarters for help.
Officers went to the residence and were unable to locate Enlow.
Enlow turned himself in to the Creek County Justice Center on October
10. His bond was set at $300,000.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
Thank you and God Bless

AG Hunter Calls on the FCC to Adopt New Rules to
Crack Down on Robocalls and Sca m Phone Calls
Attorney General Mike Hunter and a bipartisan coalition of 34 state attorneys general have sent a letter
to the Federal Communications Commission (FCC),
calling on the commission to adopt new rules to allow telephone service providers to block robocalls and
scam phone calls before they reach consumers.
The added authority sought by the attorneys general
will allow service providers to use new technology to
detect and block illegal robocalls – even those coming
from what appear to be legitimate, local phone numbers. Service providers will be ready to launch this new authentication method in
2019.
Attorney General Hunter said the Consumer Protection Unit in his office received
over 4,000 phone calls in the last year regarding phone scams, more than half of
all the calls the unit received.
“Illegal robocalls are irritating and disconcerting, and phone scammers are successfully able to steal personal information, leaving Oklahomans susceptible to
identity theft,” Attorney General Hunter said. “It is time to take more action and give
service providers more tools in order for them to protect consumers from these
scams. I appreciate my colleagues for continuing this fight to protect our families,
neighbors and loved ones across the Unites States. Working together with state
partners, the federal government and law enforcement personnel, we will find a
way to end these calls and give Oklahomans protection and peace of mind.”
In the formal comment sent to the FCC, attorneys general write about the difficulty of enforcement efforts and why more authority needs to be given to service
providers.
“Our respective Consumer Protection Offices receive and respond to tens of
thousands of consumer complaints each year concerning the disruptive and abusive nature of these calls,” the letter reads. “We then attempt to identify and target
potential wrongdoers. However, it is common for our efforts to be frustrated, as
these types of calls travel through a maze of smaller providers. If the calling party is
found at all, he or she is most often located overseas, making enforcement difficult.
Due to the nature of this problem, investigations and enforcement actions cannot
serve as the sole solution.”
Attorneys general also explain how scammers have found ways around the Call
Blocking Order the FCC implemented last year. Despite new authority given to
service providers, which increased their ability to block robocalls, the problem is
still getting worse.
Last year, reports reflect that American landline and wireless subscribers received an estimated 30.5 billion illegal robocalls, up from the 2016 estimate of
29.3 billion calls, attorneys general write. By the end of this year, industry experts
estimate more than 40 billion robocalls to be made to consumers.
First Orion, a tech company that provides phone carriers and their customers
caller ID and call blocking technology, predicts nearly half of all cellphone calls next
year will come from a scammer.
Attorney General Hunter was joined on the comment by the attorneys general
of Arizona, Arkansas, Connecticut, Delaware, District of Columbia, Florida, Illinois,
Indiana, Iowa, Kansas, Louisiana, Maryland, Massachusetts, Minnesota, Mississippi, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico,
New York, North Carolina, North Dakota, Oregon, Pennsylvania, Rhode Island,

Presumed Innocent Until Proven Guilty 19 | NOVEMBER 2018 LINCOLN COUNTY
maybe, just maybe...
Carney woman Aleisha Denise Grammer
just can’t seem to keep her hands to herself. The 20-year-old was put in jail after
she allegedly stole two vehicles, a trumpet, and some cash within the same week.
According to the affidavit, a Lincoln
County deputy was dispatched to a residence in Stroud on September 24 to take
a vehicle theft report. A man told him that
sometime after midnight, someone took
his car, which was unlocked and had the
keys inside.
The vehicle was recovered the next day.
The victim said his son’s trumpet was missing from the back of the
car. Grammer and her boyfriend were named as possible suspects.
The deputy spoke to the homeowner, where Grammer lived,
on September 28. The man said Grammer and her boyfriend had
shown up at the house a few nights before in a small car. The next
day, he found a trumpet in his living room. The serial number on the
trumpet matched the one stolen from the car.
On September 26, another car was reported stolen. This time,
a woman said Grammer spent the night with her the night before.
When she woke up, Grammer, the victim’s car, and the victim’s
purse were missing.
Grammer had left a note that said, “went shopping, be back.”
The victim said she contacted the woman, and they arranged to
meet at the casino. Grammer’s mom was driving the victim’s car.
Money was missing from the victim’s purse. She told police that
Grammer had taken the vehicle, and she admitted that she never
heard anyone give her daughter permission to drive the car.
Officers eventually spoke to Grammer on October 10 regarding
the crimes. She blamed the first theft on her boyfriend.
Regarding the second, she told police she took the vehicle to get
some bill money for her brother. She added that the victim’s purse
“may have” been in the car, and she “may have” taken some money
out of it.
During the investigation, Grammer also admitted to some other
vehicle thefts in the area.
Grammer is being charged with unauthorized use of a vehicle, larceny of automobile and knowingly concealing stolen property. Her
bond was set at $2,500, and she is scheduled to appear in court
on October 29, 2018.

More than 100,000 children and youth
in the U.S. foster care system are awaiting permanent families. National Adoption
Month is a time to raise awareness about
the adoption of children and youth from
foster care.
The Children’s Bureau in partnership
with AdoptUSKids and Child Welfare Information Gateway sponsors the initiative
each November as a way to focus public
attention on the urgent need for adoptive families for children and youth
waiting in foster care for a permanent family. This year’s focus, “Partnering for Permanency,” builds on the social media theme from last year. A
special web page on Information Gateway’s website helps child welfare
professionals, prospective adoptive parents, and youth partner for permanency. The website contains resources, stories, and videos on topics such
as getting started with social media, how to build a recruitment campaign,
and how social media impacts child welfare and adoption. The website
can be found at http://www.childwelfare.gov/adoption/nam/.
