4 | NOVEMBER 2022 PAYNE COUNTY Presumed Innocent Until Proven Guilty
18 AND LIFE TO GO
An 18-year-old Rogers County man was
arrested at his residence and transported
to the Payne County Jail after he allegedly
caused the death of two men on October 14.
According to the police report, Luke Christopher House was driving a white Ford Mustang eastbound in the westbound lanes
of State Highway 51 toward Country Club
Road. At approximately 4:15 a.m., House hit
a Chevy Impala head on and continued traveling eastbound.
Debris from the collision hit an occupied
vehicle in the OnCue parking lot. It also hit
some vehicles in a dealership parking lot.
House was flown to a hospital for treatment
and released the next day. The driver of the other vehicle is currently hospitalized.
House’s passenger, Ryan Begnaud, 18, of Austin, Texas, was killed in
the crash. Also killed in the crash was the passenger in the Chevy Impala,
40-year-old Jeremi Smith of Oklahoma City.
While investigating the collision, officials discovered House was traveling in
excess of 150 mph.
The Rogers County Sheriff’s Office went to the man’s home on October 20
and placed him under arrest. He was later transported to the Payne County
Jail.
House was charged with two counts of second degree murder in Payne
County District Court. His bond was set at $100,000 and is scheduled to
appear in court on November 7 for his preliminary hearing.

WOMAN PLEADS GUILTY FOR KIDNAPPING
VICTIM AT KNIFEPOINT
A Bristow woman pleaded guilty on October 11 for
kidnapping a victim at knifepoint at a Sapulpa gas station and forcing her to drive to Kellyville, announced
U.S. Attorney Clint Johnson.
Kimberly Nichole Biglow, 44, was convicted of kidnapping in Indian Country and assault with a dangerous weapon with intent to do bodily harm in Indian
Country.
“Federal prosecutors and our partners at the Sapulpa and Kellyville Police Departments and the FBI remain committed to pursuing individuals who commit
acts of violence within the Northern District of Oklahoma,” said U.S. Attorney Clint Johnson. “Kimberly Biglow has now been brought to justice for the harm and
emotional distress she caused to the victim in this case.”
On Nov. 12, 2021, shortly before 6 am, the victim was at a Sapulpa gas station
fueling her silver Ford F-350 when Biglow approached her wearing pink pants and
a hoodie. The victim described her as acting and speaking strangely.
The victim believed the defendant was asking for a ride and told her she was
unable to provide one. She continued fueling the vehicle and believed Biglow had
walked into the convenience store.
Instead, when she entered her truck, she saw Biglow in the passenger’s seat
pointing an open folding knife with a silver blade at her. Biglow demanded the
victim take her to a location in Sapulpa. The victim complied and initially drove
around Sapulpa before being directed to drive south toward Kellyville on Highway
66.
The victim then told Biglow that her family had likely already contacted authorities since she had not answered their call. Panicked, Biglow directed the victim
to stop and exited the vehicle near a Phillips 66 gas station on Highway 66 in
Kellyville.
The victim called 911 and drove back north where she met with a responding
Sapulpa police officer. Biglow was located outside the Phillips 66 in Kellyville and
taken into custody.
The FBI, Sapulpa Police Department, and Kellyville Police Department conducted the investigation. Assistant U.S. Attorney Alex Scott and Spencer Willson are
prosecuting the case.

he tried to crack it open. That’s when he was confronted by the home’s occupant—a
police offi cer.
Is there no honor among thieves? While two suspects were being questioned by
Ogden, Utah, police about shoplifting from a store, someone broke into their car and
stole a stereo and several other items.
How convenient! Only a few months earlier, a man from Iowa City, Iowa had his driver’s license stolen. Then who should show up at the bar where he worked as a bouncer,
but the thief brandishing the bouncer’s very own license as his form of ID.
Anthony Kenneth Mastrogiovanni was impersonating a police offi cer when he pulled
over another car for speeding. The driver quickly sussed out that Mastrogiovanni was
fi bbing since he, too, was a cop, but in his case, the kind of cop who doesn’t have to
pretend he’s a cop because he really is a cop. Mastrogiovanni was arrested for impersonating a police offi cer.
A San Francisco thief pedaled his bike up to a woman on the sidewalk, snatched
the iPhone out of her hands, and rode away. Unknown to him, the woman was in the
middle of demonstrating the iPhone’s new GPS tracking device, which worked—the
thief was captured minutes later.
Following a dispute, Craig Aylesworth, of Bithlo, Florida, allegedly tossed a Molotov
Cocktail at his neighbor’s trailer home … just as the winds shifted, sending embers on
to his own trailer. Luckily, he was arrested, since he no longer had a home of his own
to return to.
Callie Rough of Middletown, Ohio, was picked up for shoplifting from a Dollar General
store with her two young children in tow. Among the booty was a book, 101 Ways to
Be a Great Mom.
Don’t you hate it when you suff er a heart attack and think you’re going to die, so you
confess to a 17-year-old murder, only to fi nd out you’re not going to die and then get
sentenced to life in prison as a result? Yeah, so does James Washington, of Nashville,
because it happened to him.
Clive Halford thinks big! The British career criminal stole a truck and loaded it with
18 pallets of stolen nickel and copper worth around £150,000 (about $250,000). Yes,
the haul was huge—too huge. Cops arrested Halford after the truck’s suspension collapsed under the weight. Earlier, Halford had stolen a car, overloaded it, and broken its
suspension too.

LITTLE GREEN APPLES
A 46-year-old Chandler woman, fueled by
Green Apple Smirnoff, was arrested following
a vehicle accident for assaulting two officers.
On October 11, a Lincoln County deputy
was dispatched to a single vehicle accident
near East 930 Road and South 3400 Road
in Chandler. He was advised the driver was
intoxicated.
According to the affidavit, when he arrived
at the location, two Chandler officers were already at the scene. A woman, Cheryl Lynn
Manning, was on the ground in handcuffs.
She was also very angry - she kept screaming and yelling that she wanted to fight the
two officers.
One of the officers said Manning told him
she wrecked because of the loose gravel. The
vehicle was resting on its top. The officer also said he noticed that Manning
smelled like alcohol and he asked her if she had been drinking.
She said yes - too much.
The officer noticed a six pack of Green Apple Smirnoff next to the woman.
Manning said she had consumed a six pack of the same drink before meeting
with officers.
At some point, she said she wanted to drink another beer, and she grabbed
a bottle and started to drink it. When the officers tried to stop her, she became
combative.
The officers put the woman in handcuffs, but she kicked them and spit at
one. Manning also tried to kick out the back passenger window as she was
being put into the patrol car. She was transported and booked into jail.
Manning is being charged with two counts of assault and battery upon a
police officer, placing bodily fluids on a police officer, and drinking an alcoholic
beverage in a public place. Her bond was set at $3,000, and she is scheduled
to appear in court on November 10, 2022.

14 | NOVEMBER 2022 Presumed Innocent Until Proven Guilty LOGAN COUNTY
A Florida man was arrested after allegedly storming
the field and attacking a 9-year-old boy during football
practice.
Escambia County Sheriff’s deputies arrested David
Alan Taylor, 41, last month in Pensacola.
Deputies said that Taylor’s son was taking part in
one-on-one tackling practice with another player, when
Taylor’s son was overpowered and started crying.
That’s when witnesses said Taylor ran out on the field,
put a helmet on his head, got into a football stance and
then charged the victim, intentionally hitting the boy in
the chest with the helmet.
Deputies said Taylor then grabbed the victim by the arms and pushed
him to the ground.
Witnesses said the boy was crying, but was not seriously hurt and did
not require medical attention.
Deputies said Taylor then yelled, cursed and approached the coaching
staff in an aggressive manner before he was finally stopped.
Taylor was arrested and booked into the Escambia County jail. He was
charged with aggravated child abuse and disorderly conduct, and has
since bonded out of jail.

GUTHRIE, OK
KEEP ON TRUCKIN’
A 30-year-old Kansas man hitched a ride
on the back of a semi-truck on October 3. He
told deputies he was trying to find his wife.
According to reports, officials began receiving calls from motorists around the state line
of Oklahoma and Kansas early that morning.
They reported seeing a man holding on to the
back of a semi-truck’s door.
The driver had left a Wichita shipping yard
and headed southbound on I-35. He had
no idea that the man was hanging on to the
back.
The Logan County Sheriff’s Office was dispatched to investigate the reports shortly before 2:30 a.m.
The truck driver eventually came to a stop 7 miles outside of Guthrie after
another semi-truck and a vehicle flashed their lights at him to alert him about
his extra cargo. When he came to a stop, Dustin Michael Slocum was standing on the rear rails of the trailer. The man had held on to the back of the truck
for nearly 130 miles.
Slocum explained to deputies that he was trying to find his wife, who was
in Kansas. He said he had tried to get the driver to stop, but he didn’t. The
driver had no idea that the man was even on his truck.
Slocum was booked into jail shortly after 4 a.m.
Slocum is being charged with joyriding and drunk or intoxicated in public.
His bond was set at $2,000, and he is scheduled to appear in court on November 10, 2022.
