Presumed Innocent Until Proven Guilty PAYNE COUNTY 5 | SEPTEMBER 2022
A 60-year-old Tulsa man was placed under arrest
after he allegedly called in a bomb threat for Stillwater
High School on July 18.
According to reports, officers with the Stillwater Police Department were dispatched to the high school
shortly after noon to investigate the bomb threat. A
school employee answered the phone - the caller allegedly made the threat before hanging up the phone.
The employee told police the man called a second
time from the same number. The suspect was a male
with a raspy voice.
Officers evacuated the building and searched the campus. Thankfully,
they didn’t find anything suspicious on the school grounds.
A detective who investigated the incident identified Larry Donnell Thomas as the suspected caller.
The Tulsa Sheriff’s Officer placed the man under arrest at his home on
August 16.
Thomas is being charged with using access to computers to violate
Oklahoma statutes after the former conviction of a felony and threatening
a violent act. His bond was set at $50,000, and he is scheduled to appear
in court on September 12, 2022.

The following individual has been charged with
violations of United States law in indictments
returned by the Grand Jury. The return of an indictment is a method of informing a defendant

be proven in a court of law beyond a reasonable
doubt to overcome a defendant’s presumption of
innocence.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
Thank you and God Bless

A South Carolina man was caught rubbing buttered toast all over his neighbor’s SUV
window. Seems like a foolproof plan, how did he get caught? According to MSN, He
just dropped the toast a few feet away from the car and made his departure, causing
a nearby woman to notice and call the police. The police charged the now hungry man
with “malicious damage to property” and estimated the cost of damage to be about $1.
What’s the hottest you’ve ever been? Temperature-wise of course, because if it was
in physical terms, we all know we were the hottest at our 5th grade, bowl-cut, chubs
stage. But really, to what extent would you go to cool off?
Hopefully not so far you’d get arrested, but this is exactly what a group of four young
men in Germany did. On a hot day, they decided to make their own pool in a car.
In a BMW no less. A policeman noticed a very strange convertible driving down the
road. Upon closer viewing, it appeared that the bathing-suit clad men were splashing
around in the water-filled car, clearly intoxicated. Though there was no law against driving around with a pool in someone’s car, they were probably charged for driving without
a permit. Talk about hot water.
What do you guys think about sausage? I suppose it’s better than a hot dog, which
in turn is better than bologna (which is basically giant hot dog slices?). And no matter
what, it has to be better than Lunchables *shudder*.
No matter your opinion, sausage was a huge disappointment for this Phoenix man.
He attempted to rob two large businesses, first an Ace Hardware and then a Safeway.
He put his hand under his shirt to look like a gun, but the cashier was not fooled and
calmly said “no” to his request for money. Equally unsuccessful was his attempt to rob
a Safeway, which resulted in him being escorted out of the building. He waited a few
minutes before returning into the store to snag a small breakfast sausage and was
therefore charged with shoplifting. I guess all that failing worked up an appetite.
Sometimes people don’t want their babies. Throughout history, these people have
found convenient ways to get rid of them. In the middle ages, a popular solution was
to leave a swaddled infant on the doorstep of a misfortunate new parent. Worse for the
child, another option was an orphanage. In later times, parents could even put their kid
in the circus for life. The last one, I’m actually jealous of.
It might not have been this Florida woman’s goal to give away her child, but that’s
sure what it looked like. She had gone shopping at Dillard’s, and tried to shoplift $260
worth of clothing using her baby stroller. When a police officer followed her out to her
car, she flipped out and eventually threw her baby in its little carseat at him. The baby
was not injured. The shoplifter received three charges, including “resisting a police officer without violence”. Um. What would be violent, throwing her entire family?

DON’T BOTHER KNOCKING
A 36-year-old Tahlequah man was arrested
in Stroud after he allegedly assaulted a child
and broke into a home on August 22.
According to the affidavit, a Stroud police
officer was dispatched to the 300 block of
E. Second Street at approximately 9:16 a.m.
When he arrived, he saw Grant Christopher
Cooper sitting on a couch on the front porch.
The man’s mother was standing beside him
and trying to calm him down.
Cooper was bleeding profusely from his right
arm. He also had a deep laceration on his left
arm.
EMS arrived on scene, but Cooper was uncooperative. He refused to go
to the hospital. Fearing the man could die from his injuries, the officer put
handcuffs on the man. He was then put into an ambulance and transported to the hospital.
A woman who lived at the residence with her four kids told the officer
she was talking to Cooper on the front porch when he became belligerent
and started yelling in her face. Her 3-year-old came to her defense, and
Cooper hit the child in the face and knocked him to the ground.
The officer noticed that the child’s cheek was red. He also noticed fresh
blood on the woman and two of her children.
The woman said after Cooper hit her child, she grabbed all of her kids
and took them inside the residence. She locked the front door. Cooper
then busted the glass window on the front door, cutting his arms on the
glass, and entered the residence through the door.
Another woman who lived at the residence said she saw the Cooper
trying to enter the house. She took the kids to a back room and grabbed
her husband’s gun. Cooper made his way to the back. The woman said
she waved the gun at him and told him to get out.
The officer went inside the residence and saw the busted glass. He noticed that the front door had been forced open - the door frame was busted and the locking chain was still attached to the door. There was blood
spattered all over the front door and porch, and throughout the residence.
Cooper is being charged with burglary in the first degree and two counts
of assault and battery. His bond was set at $100,000, and he was scheduled to appear in court on September 1, 2022.

FORMER COMANCHE COUNTY DETENTION OFFICER
ARRESTED FOR 2ND DEGREE RAPE
Special Agents from the Oklahoma State Bureau of Investigation (OSBI) arrested Kevin Warren
Buttler, 49, after a female inmate reported being
sexually violated by the former detention officer.
The OSBI investigation began at the request of
the Comanche County Sheriff’s Office on July 25
after the inmate reported the incident to jail staff
the day before. The inmate stated that Buttler
came into her cell to deliver lunch. While inside
her cell, he unzipped his pants, pulled out his genitals and motioned for her to come over to him
and perform a sexual act. She was performing the sexual act for about five
seconds when Buttler heard a noise and zipped up his pants. The inmate’s
cellmate was present during the incident.
Buttler was questioned by OSBI Special Agents on August 4 at the Comanche County Sheriff’s Office. After being interviewed, he was arrested
and booked into the jail. He is facing a charge of Second Degree Rape.
