Two convicted sex offenders have recently registered their addresses in Payne County.
William Keel, 29, has registered his address as 6845 Oak Forest
Circle, southeast of Stillwater, and Justin Pogue, 46, has registered
his address as 2520 S. Cimarron Rd., Lot 9, west of Stillwater.
Keel was convicted in 2011 of lewd acts with a child, two counts of
possession of child pornography, two counts of possession of marijuana, and unlawful possession of paraphernalia.
In a narrative by Prosecutor Jill Tontz, dated Sept. 13, 2011, she
pleads with the state to keep Keel in jail as long as possible. She
writes:
“Although our office (D.A.) rarely writes out the D.A. narrative,
I felt it important to do so in this case because Mr. Keel is such a
danger to society...” because Keel “... refused to admit responsibility
for his crimes.”
Keel is currently employed as an assistant at Sooner Legal Services
on 19th Street in Stillwater.
Pogue was convicted of indecent exposure in 1996 in Ottawa
County. He also has a long history of crimes including drug possession, assault and battery, domestic abuse, malicious injury to property, distribution of a controlled drug to a minor, to name a few.
His sex offender registration for Payne County, dated July 1, 2013,
stated he is currently unemployed.

A Stillwater man’s ill-fated plan to get attention landed him a
trip to the county jail for theft June 14.
Just before 6 a.m. that day, Stillwater police officer Chris
Houston went to the Valero at the 2900 block of North Perkins
Road after receiving a report of a man holding a gun to his head.
The man was wearing a tie dye shirt and was sitting next to a
parked car, the caller said.
Once Houston arrived with another officer, they parked on
the opposite side of the building and saw James Dilts, 27, on
the north side. He was holding a black pistol in his right hand,
Houston said. The other officer came forward, identified himself and repeatedly asked Dilts to drop the gun, but he refused
to do so for 15 minutes.
Eventually, Dilts gave up and threw the pistol on the ground.
A check of the serial number showed the gun, a Glock 9 mm, was reported stolen from a
woman. Also, Dilts had a municipal warrant and another outstanding warrant from the
Payne County Sheriff’s Office.
Dilts faces a charge of knowingly concealing stolen property. His outstanding case, a possession of drug paraphernalia charge, alleges he had a marijuana pipe in his car last year. He
did not appear for his scheduled appearance in December and the warrant had been active
since then, records show.

The OSBI is off ering up to a $10,000
reward for information leading to the arrest
and conviction of the person or persons
responsible for the homicide of Carina
Saunders. The 19-year-old’s body was found
in the fi eld west of the Homeland Grocery
Store at the intersection of Rockwell and N.E.
23rd Street in Bethany October 13, 2011. The
Bethany Police Department worked the case
until recently when it requested OSBI take
over the investigation.
After a thorough review of the case fi les produced by Bethany
P.D., the OSBI agent assigned this case has determined more
work can be performed – through interviews, forensics, and other
investigative tools. However, the OSBI will need the public’s help
in developing further leads and expanding current ones. Therefore,
if anyone has any information, knows of any evidence in this case,
they are urged to call 1-800-522-8017. The $10,000 reward is the
maximum state law allows OSBI to off er.

An outstanding warrant was just one
of the problems a Cushing man had
June 5.
Around 10 a.m. that day, officer
Daniel Nack went to serve Jason Lacy,
38, an outstanding warrant for a larceny charge at his home. Nack coordinated with a Cushing police officer,
who told him he saw Lacy at the Billz
EZ Out convenience store, which was
two blocks away from his house.
The officers went to the store and arrested Lacy on the warrant. During the
arrest, they noticed Lacy had items in
his hand, which he said he bought from the store. A search of his
person turned up three candy bars, which Nack said he believed
were stolen. Worse still, Lacy told Nack he left his 4-year-old son
at home alone.
The officers and Lacy went back to his home so Lacy could make
arrangements for the child. Nack uncuffed him so he could make
his call. During the call, Nack saw a metal pipe cleaning rod and
two pill boxes on the table, which were in easy reach of children.
Once the child was taken care of, Nack told Lacy to put his hands
back behind him, but he refused. The pair got into a short fight, and
the officer had to grab him by the arms to recuff him.
A test of the metal rod showed evidence of marijuana use, so
Nack asked for and got a search warrant for the house. The search
revealed a marijuana pipe, a bag of marijuana and a plastic heartshaped container with methamphetamine residue on his headboard.

2013 for some reason seems to
be the year of the drowning. There
seems to have been a large number
of drownings so far on Oklahoma lakes and waterways, the majority
of which could easily have been prevented. I am going to cover
some of the rules on wearing Personal Floatation Devices, as well as
some strong suggestions regarding them, in the hopes that we can
slow down this alarming trend!
First, let me just say that there are 5 types of PFDs. I’m not going
to get into their descriptions, just which types are required for what
situation. All PFDs must be U.S. Coast Guard approved, and used
in accordance with their label. The label will also state the type. All
vessels must carry one wearable (Type I, II, III, or V) USCG approved
PFD for each person on board or being towed. In addition to that,
vessels 16 feet in length or longer must have one Type IV USCG
approved PFD on board and readily accessible. Oklahoma Law
requires that all children under 13 years of age wear an approved
PFD whenever underway in a vessel less than 26 feet in length. Each
person on a personal watercraft or sailboard must wear an approved
PFD. Anyone being towed on water skis or similar devices must
wear an approved PFD. Ski belts are not approved PFDs.
Now, besides being USCG approved, all PFDs must be: In good
serviceable condition. They must also be readily accessible. Readily
accessible means you must be able to put the PFD on in a reasonable
amount of time in an emergency. PFDs should not be stowed in
plastic bags, in locked compartments, or have other gear stowed on
top of them. They must also be of the proper size for the intended
wearer. Sizing for PFDs is based on body weight and chest size. A
good way to test this, especially for children, is to put it on, adjust
the straps, and have the wearer raise their arms up, and try to pull it
up off them. If it can come off, it is not the right size for the wearer.
Those are the requirements, so now lets talk about the suggestions.
If you have children in or around water, make sure they have a PFD
on. Air mattresses, floaties, and other toy floatation objects don’t
count. There have been way too many stories of toddlers near the
water’s edge falling in and drowning, and these could be prevented
by following this suggestion.
Also, keep a watchful eye on those kids...even if they are only out
of your sight for a few seconds, its long enough for them to get in
trouble around the water. Last, wear one on boats even if you don’t
have to. In an emergency, you may not have enough time to put it
on.

Tulsa police arrested a man accused of holding his exgirlfriend’s children hostage for $100.
Police said the children’s mother called them and
said she was fighting with her ex-boyfriend, Cody Lee
Panther, and he took both of her children without her
permission.
She told police Panther then started texting her that
he would not bring the kids back if she did not pay him
$100. Police arrested Panther on two counts of child
stealing.

A Guthrie teen’s felony crime spree
came to a dramatic end at the Petty’s Pit
Stop June 19.
Officer Tom Kutay received a report
just before 10 a.m. that day, which involved a man who said he found his previously stolen Magnum revolver. The
man said multiple vehicles were broken
into in the Whisper Glen addition of
southern Logan County. Kutay looked
further into the allegations and found
out several people reported their items
stolen in the neighborhood, with the
caller claiming his Camel cigarettes and
watch were gone in addition to the gun.
Eventually, Kutay met the man at Petty’s Pit Stop, where he received information about David Ellis, 18, admitting to stealing a gun
and selling it to someone. The man went with Ellis to a home, where
he showed him the stolen handgun belonging to him.
Later, Kutay went to a fireworks stand, which had a nearby camper
Ellis was staying at while he worked there. A search under the mattress in the camper turned up change and a silver watch, which the
fireworks stand owner said wasn’t his or Ellis’.
Kutay eventually found Ellis at the pit stop and arrested him for
the gun theft. In an interview, Ellis said he didn’t think he would
be charged if he gave the man his gun back. However, Ellis showed
Kutay around the Whisper Glen neighborhood, indicating which
cars he broke into. Many of the owners of the cars said they wanted
Ellis to be prosecuted.
A juvenile was also put in investigative detention and released to
his mother, Kutay said.
Ellis faces eight charges of second-degree burglary and one count
of attempted second-degree burglary. He remains in custody on a
$20,000 bond.
Ellis will appear in court at 9 a.m. July 25.

Police arrested a Sulphur woman in
Logan County June 19 after an officer
said she led her on a chase and assaulted her.
Around 5:45 that day, sheriff’s deputy
Brittany Harris picked up a man at his
home for a ride-along. While they were
driving, Harris noticed a green Neon car
turning on the wrong side of the road,
almost hitting the patrol car head on.
Harris backed up to avoid a collision,
but the Neon drove around her, barely
missing the front. The woman, Ashley
Wallace, 22, mouthed “sorry,” but then
clipped the back of the patrol car.
Harris followed Wallace and saw her car wrecked in a wooden area,
but no sign of her. Eventually, she heard Wallace moving around in
the woods, shouting for help. With the help of the person in the ridealong, they found Wallace in a ditch yelling “Help, please come get
me.” She was wearing ripped pajama bottoms and a tank top, and
was bleeding all over her arms, Harris noted.
However, when Harris tried to help her sit and wait for an ambulance, Wallace bit Harris’ arm, drawing blood, despite Harris’ requests to stop. Wallace began fighting Harris, but the deputy got the
upper hand with the ride-along’s assistance.
The reason for Wallace’s behavior may have been caused by the
items in her Neon. A search turned up a small yellow bag of methamphetamine in her purse. Also, Wallace told Harris she was diabetic
and needed a shot.
Wallace was arrested and faces charges of assault and battery on a
police officer, possession of controlled substances, attempted escape,
attempting to elude, leaving the scene of an accident, driving while
suspended and driving with expired tags. She was convicted of possession of a controlled substance in Cleveland County in April 2011,
receiving a six-year suspended sentence.
Wallace has court set for 9 a.m. July 25. She is in an area crisis
center on court order until her court date.

Two men have been arrested after a 41-year-old Kansas man was
found dead in a Chandler motel.
Sam Brock, of Mankato, Kans., was found dead in his motel room
on June 7th after stopping along Route 66 for a night’s rest.
Reports say that when Brock had not checked out of his room at
checkout time the motel manager went to investigate. Upon entrance
in the room, the manager discovered Brock’s body and notified local
law enforcement. The proabable cause affidavit stated that there was
blunt force trauma to Brock’s head as well as a knife wound.
Authorities have arrested two men, Dominique Gill, of Oklahoma
City, and Kevin Jimmy Hallmark, of Chandler, as suspects. Gill reportedly fled from the motel in Brock’s pickup and was arrested in
Sapulpa after wrecking the vehicle. Police also searched his pockets
finding a bottle of hydrocodone, a knife and a key to the victim’s motel
room.
Investigators say Brock mistakenly walked into the suspects’ motel
room. Although the suspects stole several items from the victim the
motive remains unclear. District Attorney Richard Smothermon says
it appears to be a crime of opportunity.

An Agra man was arrested June 9 after he robbed a Chandler motel using a camouflaged knife as a weapon to demand
money.
According to the affidavit, an officer with the Chandler Police
Department received a call from dispatch regarding an armed
robbery that had just occurred at a local motel.
The clerk that had been on duty during the robbery gave police a description of the vehicle and the burglary suspect. The
officer gave dispatch the descriptions and told fellow police officers in surrounding areas to be on the lookout for the subject.
Police located the vehicle and suspect that matched the description west on Hwy 66. They asked the subject, 24-year-old
Keith Dale Dye Jr., if he had any knives on his person.
He told police no, but that he had some in his car.
The officers followed Dye to his car. He retrieved a gray box
knife out of his car and then told police, “Oops, I do have one in my pocket.” Dye then pulled
out a knife with a camouflaged handle out of his pocket.
Police placed Dye in handcuffs and transported him to the motel where the robbery had
taken place. The clerk identified Dye as the suspect that had committed the robbery and the
camouflage-handled knife as the weapon used in the crime.
Dye was taken to the Lincoln County Jail.
Dye is being charged with first-degree burglary and his bond was set at $35,000. He is
scheduled to appear in court on July 11, 2013.
