PETIT LARCENY OUTRAGING PUBLIC DECENCY RAPE - FIRST DEGREE
A Payne County District Court judge
ruled that two Stillwater men be held in
jail without bond May 21.
Justin Michael Jay, 21, and Erajani
Peace Jones, 23, were arrested May 20
on complaints of assault and battery with
force likely to produce death in the attack
of their neighbor.
The victim’s girlfriend called Stillwater
police officers at 1 a.m. May 20 to report
she was assaulted and raped. She had a
cut below her left eye and a busted lip,
police say.
The woman also said two men hit her boyfriend for assaulting her and she was concerned
he might be dead. She led the officers to the 200 block of South Duncan Street, where they
found the victim lying on the couch in a pool of his own blood, according to the affidavit.
His arm and shoulder were broken and he had deformities on his right forearm and lower
left leg. Stillwater medical personnel noted fractures in his nose, cheek bones, ribs and eye
sockets. He also had a collapsed lung and BBs in his neck and hand, according to nurses at
St. Francis Hospital in Tulsa. One bullet was lodged in the front of his throat area.
Jones had blood on his right pants leg and boot, police said. He vomited several times
when police talked about the severity of the attack, according to the affidavit.
Jay told officers that he heard his neighbor’s girlfriend yelling and then saw her exit the
apartment through a window and wearing only a shirt. Jay then reportedly wrapped his
hands with boxing wrap, put on a black shirt that said “Police” and retrieved a replica .45
caliber Glock handgun, which was in reality a BB gun.
Jay’s original purpose was to intimidate the victim, he said. He reported that the victim
swung at him, so he started hitting and kicking him. The victim never attempted to fight
back, Jay said.
Jones and Jay remained in the apartment for a few minutes after the beating to ensure
thier neighbor was still breathing, according to the affidavit.
In addition to the assault charge, Jay was also booked on suspicion of impersonating a
police officer and possessing an imitation firearm after committing a felony.
Jones and Jay will next appear in court at 9 a.m. June 4.

Death Row
Sterling Williams
Williams was convicted of
stabbing to death 22-yearold LeAnna Hand and
assaulting her roommate,
Elizabeth Hill, in 1997 in
their Tulsa apartment.
Williams was a doorto-door meat salesman
and had sold Hand and
Hill meat on a previous
occasion. Williams stabbed
Hand with a butcher knife
and then kicked open Hill’s
bedroom door and attacked and battered her.
He received the death sentence for Hand’s murder
and a 99-year sentence for Hill’s attack.
A Kansas City psychiatrist testifi ed that he
diagnosed Williams with bipolar disorder. The
psychiatrist said Williams had fi xated on four
women and had intended to rape Hand, not kill her.
Williams had fi ve prior felony convictions in 1993
in Jefferson County, Ark. -- two for rape and one
each for kidnapping, burglary and battery. He
received a 10-year-sentence and 10 years’ probation
and was paroled in January 1996.

An illegal immigrant from El
Salvador is being held at the Payne
County Jail without bond on two
felony rape charges.
Edgar Alfredo Chicas, 34, was
arrested May 25 by Stillwater police
officers following a four-month
investigation into allegations that
he raped a 13-year-old girl.
The girl told officer Jeff Watts and
a child welfare specialist that Chicas
has touched her inappropriately
since she was six years old. She
would see him periodically during
weekends, and he touched her during visits with family, she
said.
On Christmas Eve last year, she said that he put his hand
inside her pants and other sex acts with her despite her efforts
to push him away, she said.
The following evening, he repeated his actions but also had
sex with the girl, she said. The victim told Watts she tried to
resist but Chicas held her down on the bed, according to the
affidavit.
She told a family friend about the assaults and the friend
made a report, she said. An initial filing shows that she spoke
with a counselor at her middle school.
In an interview, Chicas admitted sleeping in the same bed as
the girl but denied having inappropriate sexual contact with
her.
Rape is punishable by a minimum of five years in prison
with a maximum sentence of life without parole.
Chicas will appear in court at 9 a.m. June 4 on the preliminary
hearing docket.

Keithan Moore, of Wilmer, Texas, wrapped
a towel around his hands to make it appear
he was carrying a gun. He then walked into
a building, walked up to the counter and demanded money. Unfortunately for him, the
building he walked into was the Wilmer Police
Department. After offi cers wrestled him to the
ground, he told the cops it was all a joke. They
took it a little more seriously. He’s under arrest.
Christopher Stone, of Launceston, Tasmania,
wanted some chicken schnitzel... really wanted
some chicken schnitzel. However, he was a
little short of funds. So, he did what any bozo
would do, he stuffed the schnitzel in question
down his pants, threatened the cashier at the
supermarket with a gun and walked to his car.
One thing he didn’t plan on, however, was how
diffi cult it would be to drive with a large schnitzel in his pants. Police offi cers say he was attempting to adjust the schnitzel when he lost
control of his vehicle and rolled the car. He’s
busted!
From Newton Township, Pennsylvania
comes the story of an unidentifi ed pervert who
exposed himself to a woman. But it would seem
that he didn’t really want her to see what he was
showing. The place he chose for his crime was
the Bucks County Association for the Blind. Police are still looking for the suspect.
Joseph Wilkins, of Albuquerque, New Mexico, spotted a stereo in a parked car that he just
had to have. Seeing no one anywhere around,
he broke in but quickly found it was going to be
more diffi cult than he thought. After struggling
to remove the stereo he found it was locked
into the dash and the only thing he could pry
loose was the faceplate, which he took with
him. It was what he left behind that caused all
the problems. Apparently while wrestling with
the stereo, his wallet slipped out of his pocket.

Answer: The first
thing to understand in this discussion is that there is
only one race—the
human race. Caucasians, Africans,
Asians, Indians, Arabs, and Jews are
not different races.
Rather, they are different ethnicities of the human race. All human
beings have the same physical characteristics (with minor variations, of course). More importantly, all human beings are created
in the image and likeness of God (Genesis 1:26-27). God loved the
world so much that He sent Jesus to lay down His life for us (John
3:16). The “world” obviously includes all ethnic groups.
God does not show partiality or favoritism (Deuteronomy 10:17;
Acts 10:34; Romans 2:11; Ephesians 6:9), and neither should
we. James 2:4 describes those who discriminate as “judges with
evil thoughts.” Instead, we are to love our neighbors as ourselves
(James 2:8). All forms of racism, prejudice, and discrimination are
affronts to the work of Christ on the cross.
Jesus commands us to love one another as He loves us (John
13:34). If God is impartial and loves us with impartiality, then we
need to love others with that same high standard. Jesus teaches in
Matthew 25 that whatever we do to the least of His brothers, we
do to Him. If we treat a person with contempt, we are mistreating
a person created in God’s image; we are hurting somebody whom
God loves and for whom Jesus died.
Racism, in varying forms and to various degrees, has been a
plague on humanity for thousands of years. Brothers and sisters of
all ethnicities, this should not be. Victims of racism, prejudice, and
discrimination need to forgive. Ephesians 4:32 declares, “Be kind
and compassionate to one another, forgiving each other, just as in
Christ God forgave you.” Racists may not deserve your forgiveness,
but we deserved God’s forgiveness far less.
What does the Bible say about Anger?

child was removed from her care after
the child tested positive for cocaine.
According to Tulsa Police, Miller’s
latest child (born on March 31st)
tested positive for cocaine after she
admitted to using marijuana, cocaine
and alcohol every single day during
her pregnancy.
She also asked health officials
“what took you so long” when they
arrived to take the child into protective custody.
Investigators say seven children have been removed from Miller’s custody over the years because of her continued drug use.
In 2000, 2009, and 2010, Miller gave birth to children who
tested positive for cocaine and marijuana when they were born. In
2009, she asked a health services worker “So are you taking him or
what” during an investigation.
On three other occasions, Miller had children taken away by the
Department of Human Services on accusations of abuse. In 1997,
a three month old was taken because of a suspicious broken leg.
In 1999, a child was taken after police became aware of her drug
use and feared neglect. In 2006, officers caught Miller smoking
cocaine next to her four-month-old daughter in a vehicle.
Miller has also been been arrested several times on prostitution
charges. Investigators say she solicited an undercover officer in
February while pregnant.
Miller was booked into the Tulsa City Jail and charged with child
abuse and two counts of prostitution. Her bail was set at $250,500.

OK Jailbirds is cooperating with the efforts of Oklahoma
Department of Human Services to impact the huge social
problem of irresponsible parents who are not paying the
child supports ordered by our courts.
If these biological-only parents won’t honor the courts
order, perhaps public shame will get their attention.
If you know how to reach any of the Deadbeat Parents found on this page, please call the Oklahoma Department of Human Services
Child Support HotLine at 1-800-522-8014
It’s ALL about the KIDS!
Importance of Child Support
Children are our future and child support helps make sure they have a chance at a
productive life. Children have the right to get support from both parents and do not
lose this right when a parent leaves the home.
When children do not receive child support, they can:
Suffer both Emotionally and Physically
Live within a Reduced Standard of Living
Have their Basic Needs Unmet
Become Non-Supportive when they become Parents.
When one or both parents do not support their children, taxpayers often pay the cost
of raising children. When children receive public assistance and their parents pay no
child support, all taxpayers bear the cost of supporting the children.

Computer interconnectivity has produced enormous
benefits, but has also enabled criminal activity that exploits
this interconnectivity for financial gain and other malicious
purposes, such as internet fraud, child exploitation, identity
theft, and terrorism. The Internet can give identity thieves,
hackers, and scammers online access to your computer, financial and personal information and more. Additionally,
today’s mobile devices are well integrated with the internet
and have far more functionality than mobile phones of the
past. They are increasingly used in the same way as personal computers, potentially making
them susceptible to similar threats affecting computers connected to the Internet.
For youths, the internet often serves as a positive and powerful arena for socializing and
learning. However, the use of the internet also brings about risks to their safety, including
the dangers of sexual solicitation, online harassment and bullying, and exposure to illegal
content. By discussing responsible socializing and communicating, parents -- regardless of
whether they are technologically savvy -- can help their kids make better decisions about
online behavior.
Efforts to address cybercrime include activities associated with protecting networks and
information, detecting criminal activity, investigating crime, and prosecuting criminals,
. The Administration has taken significant steps to better protect America against cyber
threats and has developed a pragmatic and focused cyber-security legislative proposal for
Congress to consider. The proposed legislation is focused on improving cyber-security for
the American people, our Nation’s critical infrastructure, and the Federal Government’s own
networks and computers.

Summer is upon us, school is
out, and the time for recreation
and fun in the sun is here! With
summertime comes traffic to
and from the lakes, as well as numerous other endeavors that
you can enjoy across the state, including camping, riding horses,
motorcycles, and ATVs, and other activities too numerous to list
here. One thing that a lot of these activities have in common is
towing something to and from these locations. I am going to try and
touch on some of the basic safety issues to keep in
mind when towing a trailer.
One of the most important safety features that trailers come
equipped with are the safety chains or cables. These are required,
and must be in use when towing. These chains keep the trailer
attached to the vehicle should the coupling device break or otherwise
become disengaged. These chains or cables shall be of sufficient
size and strength to prevent parting from the towing vehicle. A
helpful hint when connecting your stay chains or cables is to cross
them under the tongue of the trailer. The stay chains or cables must
be attached in a manner to prevent the tongue from falling to the
ground, and crossing them allows the chains to catch it if it should
come off the coupling device.
Some larger trailers come equipped with an emergency breakaway
device. This device has a cable coming from it that must be attached
to the vehicle. If the trailer becomes disconnected from the vehicle,
when the cable is pulled tight, it automatically applies the trailer
brakes, preventing it from free-rolling. This device is required on
all trailers with a GVWR of 3000 lbs or more. Speaking of brakes,
state law requires that all brakes be maintained and in good working
order!
If you are breaking out this trailer for the first time since winter,
it’s a good idea to check the tires. Tires that sit for a long time
develop dry rot, flat spots, and lose pressure. Make sure that your
tires are in good working order, still have sufficient tread, and check
the pressure. Run the tires at the manufacturer’s suggested psi for
optimal performance.
Last but not least, we come to trailer lights. Make sure that all
your lights are functional. Plug them into the towing vehicle, and
check them all! Don’t assume that if they work in the daylight,
they will work at night, go ahead and check them with the towing
vehicle’s headlight switch turned on as well. If you are towing more
than one thing; in other words, towing in combination, only the
rearmost trailer’s lights must be operational.
Summertime is recreation time, and getting our toys to our
destination and back safely is the responsibility of every safe,
courteous driver. Lets all do our part to enjoy summer safely.
As always, thanks for reading, buckle up and be safe!

A Guthrie man and woman face
felony charges after police perform a
welfare check at the 300 block of South
1st Street May 20.
Deshannon Roshawn Smith, 32,
and Adele Elizabeth Burger, 19, were
arrested on complaints of possession of
crack cocaine with intent to distribute
and possession of marijuana in the
presence of a child under 12.
Guthrie police officer Jason Hamilton
said he smelled a strong odor of burnt
marijuana and arrived to see Burger’s
child lying on the couch receiving a diaper change. Burger
admitted she smoked marijuana prior to Hamilton’s arrival,
according to the affidavit.
She signed a consent form allowing Hamilton to search
her residence and said she and Smith were smoking in her
bedroom. Burger preferred to keep her drugs in the top drawer of
her nightstand, she said.
While searching the home, Hamilton found a light fixture globe
containing several burnt marijuana cigarettes sitting in a window
seal next to the baby’s crib. Burger said she used the globe as an
ashtray, according to the affidavit.
Hamilton also found a prescription bottle under the nightstand
containing individually wrapped rocks of crack cocaine. The
wrapping is consistent with packing narcotics for sale, Hamilton
said.
When Burger realized she was in trouble, she began to sob
uncontrollably and admitting seeing Smith with the pill bottle the
day before, the affidavit says.
The would-be drug dealers were then placed under arrest. During
a pat-down search, Hamilton found a bag of marijuana inside a
small novelty backpack in Smith’s pants pocket.
Smith has prior felony convictions of armed robbery, assault and
battery with a dangerous weapon, possession of ecstasy, trafficking
in crack cocaine and possession of marijuana. He pleaded guilty
to all charges and was sentenced to five years in prison.
Smith was most recently imprisoned from December 2008 to
April 2011 but also served time from October 2001 to March 2003,
court records show. He is on parole for drug charges from 2006.
Burger and Smith were released May 21 on $10,000 and
$20,000 bonds, respectively. They will appear in court at 2 p.m.
June 28.

Maintenance man: $5 for
forced oral sex, please
A Guthrie man is in jail on a $250,000
bond after receiving five felony sex
offense charges May 11.
Gerald Williams Perry, Jr., 60,
was arrested May 12 on accusations
that he reportedly raped five patients
starting in 2008 at the Westview Living
Center in Guthrie while employed as a
maintenance worker.
Each of the victims had a disability,
ranging from intellectual deficiencies
to muteness, according to the affidavit.
Perry faces charges of first-degree rape,
three counts of forcible oral sodomy and one count of rape by
instrumentation.
Staff at the living center became aware of the abuse in early
May after a patient reported Perry touched her inappropriately.
He entered a room intending to paint a door, saw the victim and
forced her to have sex with him, she said.
The allegations resulted in Perry’s suspension and an
investigation, which brought to light information from four other
women who claim he forced them to have oral sex with him.
One of the victims said she did the acts because she feared
Perry’s wrath if she denied, according to the affidavit.
Perry also is accused of putting a chair against the door of a
room to keep it shut while he assaulted a woman. He paid them
small sums of money for their silence, the affidavit says.
Logan County attorneys ordered Perry to undergo an
examination for venereal diseases and get tested for HIV on May
21, court records show.
Perry was previously convicted in 1994 of carrying contraband
while imprisoned in Michigan. He also has a pending felony
firearm possession charge from November 2011.
Perry will next appear in court at 2 p.m. June 28.

In the past few months, there have been many stories of high school teachers being arrested for having
sexual relationships with their students. Give us your
opinion: should teachers who have a sexual relationship with a student who is 17 or older be prosecuted?
Poll
Scarlet T: Yes they should be prosecuted, they are there to teach not have sex with
the kids, if they are still in school teachers
should have more control.
Mike M: YES, its not about the age but
the morality
Samantha W: not in the legal way like
registering as a sex offender.. but definitely a professional way such as being fired.
they ALL (teachers & students) know what
they’re doing is inappropriate & far from
professional, so some action should be
taken.. but when its consentual it should be
taken sooooooo extreme.
Jackilyn P: hell yes!! they should be
prosecuted!! they’re there to teach not have
sex.
Dakota M: Its supposed to be a professional business of teaching students, not
teaching students to have sex with them and
disobeying the law. If the student was done
and graduated then that’s their business but
not while in school.
Coby P: If they’re the age of consent and
it’s not taking place in a school then it’s not
anybody’s business.
Adrian B: Yes, there is a huge differential in power between a teacher and a
student. Teachers who take advantage of
students are violating the teacher/student
relationship. Its never okay for a teacher to
date their students, even if the students are
college age.
Bobbie A: When you keep God out of
places the devil tends to get in and take
over!
JoAnn S:I know one of these teachers
and it’s really a hard question to answer.
He is a really nice person and has a family.
He was really involved in his sons lives and
in sports with them. Just to know him, you
wouldn’t think he would do something like
that. But on the other hand, it is against the
law and anyone that breaks the law should
be punished. However, it is a sin and I believe that is between him and his God. AND
then there is the girl. She was 17. I was also
told it takes two. So if one is going to be punished then both parties should be punished.
Kari H: Of course. The question is
“Should the teacher who has sex with the
student be prosecuted”. Turn the question
around “Should the student who had sex
with the teacher be prosecuted” and most
would say “yes”.
Maria H: hell yes!! they should be prosecuted!! they’re there to teach not have sex.
Robert F: Most of you are talking about
two different things 1) criminality (2nd degree rape) and 2) morality. It is legal for
a 60 year old man to sleep with a 16 year
old girl. Why is that any better than a 23
year old teacher and a 17 year old? I don’t
see a meaningful difference. HOWEVER, it
should be a fireable offense.
Christina G: Yes so it can show ppl how
serious this is. First of all, how dumb can
a teacher b to even think about getting w a
student?Parents & caretakers have trusted
the school system by sending their kids to
school based on EDUCATION, not to form
a ‘special’ relationship with a teacher. And
imagine how things will b for the student,
as he or she gets older, the memory of the
‘relationship’ with the teacher will b forever branded n their mind....not Jen the
school cheerleader or Jon from band class
but a freakin’ teacher. BTW.....a teacher
n the Okemah school system resigned a
couple of weeks ago due to an inappropriate relationship with a student. The mother
showed text messages between the teacher
& student. But it was all hush-hush because
the teacher is related to somebody from the
local newspaper office. My nieces who knew
this teacher said she always got back massages from the guys....now this should not b
something you should hear about a teacher.
What happened to comments such as, ‘Mrs.
Smith was a great math tutor’ or ‘Mr. Smith
made biology so much more simple with his
methods.’ Maybe yearly psychological tests
should b done to teachers to avoid any more
mishaps.

Another Hallmark moment
Stroud Police Chief Clint Gaylord
received a phone call May 10 from
Chandler Police Chief Matthew
Mattheyer asking if the police
department had taken any reports on
some stolen fishing poles. Mattheyer
added that a man taken into custody
the day before had some fishing poles in
his vehicle. It was suspected they were
stolen.
Stroud Police Officer Michelle Lentz
told Mattheyer that she had received a
report that fishing poles were stolen from a vehicle that was
parked at the Stroud Hospital. The theft was caught on video
surveillance.
Gaylord went to the hospital and viewed the video. He saw a
man, later identified by Mattheyer as Jerry Hallmark, 29, enter
the victim’s car. He couldn’t tell if anything was taken at the
time, but Hallmark was driving the same vehicle the suspected
stolen poles were discovered in.
Gaylord left the hospital and went to the Lincoln County Jail
to interview Hallmark. Hallmark admitted he took the poles
from a car parked at the hospital and tried to sell them at a
local pawn shop for $40. He didn’t sell them because the pawn
shop clerk told him his price was too high.
The poles were still in Hallmark’s vehicle at his home, so
Gaylord and Mattheyer collected the poles and placed them in
evidence.
Lincoln County District Court filed its third second-degree
burglary charge against Hallmark on May 15. According
to court records, just about three weeks earlier, Hallmark
pleaded guilty to the same charges in an earlier incident. He
also pleaded guilty to another second degree burglary charge
in Sept. 2008.

A Chandler man was taken into custody
after he squared-off with a Stroud police
officer and his dog and eventually lost.
John Wesley Clark, 40, who has a lengthy
wrap sheet in Lincoln County, was arrested
May 12 and booked into the Lincoln County
Jail on complaints of assault and battery on
a police dog, assault and battery on a police
officer, resisting an officer, driving left of
center, and driving under suspension.
According to the police affidavit, Officer
Aaron Keeling received a call from dispatch
about a possible drunk driver heading
eastbound on Highway 66 from Old Stroud
Rd. When Keeling found the described
vehicle, he immediately saw the car travel over the center lane of traffic.
The car pulled over after Keeling activated his lights. The driver, who
was later identified as Clark, immediately became verbally abusive with
the officer and threw several f-bombs at him. He demanded to be let go
and that he did not have to obey any laws.
Suspecting Clark had had a few too many, he asked him to exit the
car. Another f-bomb was released by Clark and he declared he was not
drunk.
Keeling, realizing the situation was getting ugly, called for backup.
Suddenly, Clark got out of his car and bowed up at the officer with
clenched fists as if he was going to attack the officer. Clark must have
thought the better of it because he then turned away and started
walking. Keeling yelled at Clark to stop or he would deploy his K-9
partner, Laika. Of course, Clark kept going.
After another warning, Clark finally stopped walking away from the
officer, but he then pulled out a knife and turned to the officer, telling
him he would his him and his dog, too. Keeling immediately drew his
gun and released Laika. Laika lunged at Clark to bite and hold him, but
Clark struck her on the back with his arm and not the knife. Keeling
called the dog off, seeing the danger she was in.
About that time, backup arrived and they pounced on Clark, took him
to the ground, cuffed him, and transported to jail.
