Legislation approved by the Oklahoma House of Representatives
would provide greater safeguards for children in potentially abusive
situations.
House Bill 2300, by state Rep. Pam Peterson, would allow Oklahoma courts to consider additional information and deny requests
for family reunification in cases where a child’s parent has been convicted of sexual child abuse.
“Obviously, children should not be forced to live in a home with
a registered sex offender,” said Peterson, R-Tulsa. “Frankly, I was
shocked that this was not already law.”
House Bill 2300 allows courts to consider whether a parent has
been found to have “committed sexual abuse against the child” or
a sibling when deciding if reunification of the family should be pursued.
In the same situation, the bill also allows the courts to consider if one parent has been
required to register as a sex offender under the federal Adam Walsh Child Protection and
Safety Act of 2006. This will make Oklahoma law comply with the federal Child Abuse Protection and Treatment Act (CAPTA).
“To force a child to live in a home with a sex offender does nothing but dramatically increase the likelihood that the child will be terribly abused,” Peterson said.
House Bill 2300 passed the Oklahoma House of Representatives on a 77-0 vote March 7. It
now proceeds to the state Senate.

On Dec. 3, 2009, Tony Day, 47,
disappeared from Jones. The truck
he was driving for Kimray was found
abandoned in the area of 63rd and
Henney Road in Oklahoma City. At
the time of his disappearance, Day was
wearing Wrangler blue jeans, a denim
short sleeve shirt, a black jacket lined in
gray with “KIMRAY” logo, and tan work
boots.
Day is a white male, with brown hair,
blue eyes, approximately 5 feet 10 inches
tall, and weighs about 200 pounds. He
has a Harley Davidson symbol tattoo on
his left arm with the name Lori on it. On his right shoulder, Day has a
red and yellow tattoo of a Woody Woodpecker’s head.
OSBI agents have run dozens of leads in the past year. Agents
continue to work the case as a missing person since no evidence has
been collected to indicate Day is a homicide victim.

A Shawnee man was arrested after leading several law enforcement
agencies on a wild, high-speed chase along westbound Interstate 40.
Police arrested Ernest Terell McDade, 19, and charged him with larceny of an automobile, endangering others while attempting to elude
a police officer, running a road block, and two counts of assault and
battery with a dangerous weapon.
According to the police affidavit, Shawnee Police Cpl. Kim Dibble
was stopped in a turn lane near a convenience store just before 7 a.m.
March 1 when she heard tires squalling and a woman screaming that
her truck had just been stolen. Dibble whipped her car around and
activated the emergency lights.
At first, it seemed as if the truck would pull over, but after a few moments, the driver, McDade, took off, tires smoking.
The chase headed north on Kickapoo Street, to Kickapoo Spur, to U.S. 177 and then to I-40,
running lights, fishtailing and nearly crashing along the way.
Sgt. Jon Arnett joined the chase at 177 and tried a tactical move on McDade to no avail.
When OHP joined the chase on I-40, McDade tried to ram the trooper several times.
Just past the Acme Rd. overpass, McDade crossed the center median and went airborne
off the hill. He quickly got back into the median and began spinning the truck around, doing donuts as he was flipping off the officers. McDade got back on the highway and sped
off, plowing into an OHP trooper and sending him into the guardrail. His next target was a
Durham school bus, which he ran off onto the shoulder.
At Hwy 102, McDade suddenly veered off onto the exit, but officers were waiting for him
there. He tried to turn around in the middle of the bridge, but hit the bridge abutment. Before law enforcement officers could box him in, he took off again on I-40.
Traffic was beginning to get heavy and McDade was running cars off the road left and right.
More tactical moves were tried, and just before Peebly Rd., McDade tried to ram Arnett’s
patrol car full force. Arnett fired two shots at McDade, which diverted certain disaster, and
McDade turned around and got back on I-40 eastbound.
Officers were finally able to run McDade into the cable barrier on I-40. They drew down on
him and ordered him at gunpoint to exit the truck. He refused, so officers broke out the back
glass and pulled him out.
McDade was transported to PCSC and booked in. His bond was set at $250,000.

Selsor was convicted and
sentenced to death for the fi rstdegree murder of Clayton Chandler,
55, and life imprisonment for
shooting with the intent to kill
Ina Morris, 20, on Sept. 15, 1975.
According to the report, Chandler
suffered six gunshot wounds
and was killed during a robbery
of a Tulsa convenience store.
Morris survived after being shot multiple times by Selsor’s
accomplice, Richard Eugene Dodson, 71.
In 1976, Selsor was tried by a jury and sentenced to death.
Later that same year, Oklahoma’s death penalty was ruled
unconstitutional by the U. S. Supreme Court and the
Oklahoma Court of Criminal Appeals adjusted Selsor’s
sentence to life imprisonment. In 1996, the U.S. Tenth Circuit
Court of Appeals overturned Selsor’s conviction. During a
retrial in 1998, Selsor was again convicted of fi rst-degree
murder and sentenced to death.
Dodson was acquitted for the murder of Chandler. However,
he was convicted of robbery and shooting with intent to
kill Morris after a former felony conviction. Dodson was
sentenced to 50 years for armed robbery, and 199 years for
shooting with intent to kill.
Attorney General Scott Pruitt requested the execution date
on Feb. 21 after the U.S. Supreme Court denied the inmate’s
fi nal appeal.

A Shawnee man, confused on the whereabouts of his mother,
was taken into custody March 7 after he became combative towards employees at a local gun shop.
Misdemeanor assault and battery, obstructing an officer, and
public intox charges were filed March 19 against Johnny Little,
27, in Pottawatomie District Court, according to court records.
Jack Barrett, owner of the BDC Gun Room, told OKJailbirds
that he was in his store that afternoon when Little walked in and
began asking where his mother was. He wasn’t talking to anyone
in particular and began looking in random rooms, including Barrett’s office, the break room, and finally, in the stock room.
Barrett said he knew straight away something wasn’t right
about the guy, and when he went into the guns and ammo room,
Barrett knew drastic steps had to be taken for everyone’s safety.
“I yelled at him to come out and drew my gun on him,” Barrett said, “but all he would say
was ‘Where’s my mother? Where’s my mother?’”
Little finally came out and Barrett holstered his pistol.
About that time an employee came through the door and Barrett asked him to escort Little
outside, but when the employee tried to show him out the door, the fight was on. Another
employee, a customer, and Barrett were soon involved in the struggle.
“This guy was definitely on something,” Barrett added. “I had almost 100 pounds on the
guy and the three other guys wrestling around with Little were big, too. He was trying to do
MMA moves on us, and he was able to push me into a peg board.”
As the receptionist picked up the phone to call police, Tribal Officer James Woolbright
pulled up and helped subdue Little. A few seconds later, Shawnee police officers arrived.
“Apparently, he was causing trouble down the road,” Barrett explained. “I later found out
that he had gone into the Firelake Convenience Store and caused trouble, then to CPN tag
agency, and then jumped in and out of traffic hollering for his mother. The tag agency had
called the police and let them know that Little was here at the Gun Room.”
Officers finally got the cuffs on Little, but that didn’t slow him down one bit. He kept
screaming about his mom, kicking and resisting at the safety center, he bit and spit blood on
an officer.
After much more ado, Little was transported to Pottawatomie County Safety Center, where
he continued to give law enforcement a run for their money. No bond or court date had been
set at press time.

CREDIT AT TULSA HOTEL
TULSA, Oklahoma - A 27-yearold Sand Springs teacher was arrested for first degree rape March
17 after she was found with a student at a Tulsa hotel.
According to an arrest report,
Erin Kathleen Queen was taken
into custody at the Candlewood
Suites, 10008 E. 73rd Street,
where she was found with a male
student from one of her classes.
The student’s age was not released by Tulsa Police. Queen is employed at
Charles Page High School.
She is listed as “English Queen” on her Facebook profile page.

the young man was very likely actively seeking the relationship, while
a young female with a male teacher

possibly be as aggressive as a male

Seminole County Deputy Anthony Regian
was cruising down Highway 56 just before
midnight on March 14 when he noticed a vehicle approaching him from behind at a high
rate of speed. He pulled his patrol vehicle
over to the side of the road and a Ford F-350
King Ranch pick-up zoomed on past him. He
then saw that the King Ranch crossed over
the center line three times so he decided to
initiate a traffic stop.
When Regian walked up to the driver’s
side of the cab, he immediately smelled the distinct odor of burnt
marijuana. He asked the driver, Vincent Coats, 33, of Holdenville, to
step out of the truck. Seeing his bloodshot, glossy eyes, Regian asked
Coats if he could search his truck. Coats said okay, and the deputy
immediately found a glass pipe. Coats admitted he had smoked marijuana and had a beer before he left his work site.
Regian continued his search and found several rounds of ammunition scattered throughout the truck, and a partial box of .22 magnum
bullets.
“Do you have a gun?” Regian asked.
“No,” Coats replied.
Regian looked under the back seat and found a camo gun case that
had a Henry .22 Magnum repeating rifle inside.
“I forgot to take it out after shooting the other day,” Coats explained.
Coats was placed under arrest for DUI-D and possession of paraphernalia.
“Can I talk to you?” Coats asked Regian.
“What is it?”
“I have some s**t in my shorts,” Coats admitted.
“Marijuana?”
“No, meth.”
Regian took the cuffs off Coats and he retrieved a vile containing a
white substance that later tested positive for meth.
Coats was then re-cuffed and transported to Seminole County Jail.

Seminole County Deputies Michael
Bruner and David Hanson were dispatched late March 2 to the 35000 block
of EW 141 outside Konawa in reference
to a noise complaint.
When he arrived, he immediately noticed Roman Cosar, who was just hours
from his 27th birthday, walking to his
pick up at the residence. Cosar grabbed
a jacket and a bottle wrapped in a paper
bag and started to walk back to his residence; the deputies told Cosar to stop.
Cosar turned and looked at the deputies,
then turned back around and started to
run to his residence. They didn’t know if Cosar was running into the
residence to get a weapon or what, so they chased after him, telling
him several more times to stop.
Cosar ran up onto the porch and Hanson grabbed Cosar to stop
him from going inside. Cosar continued to try to pull away from
Hanson and ended up dragging both of them into the house.
Once inside, Hanson and Bruner were forced to take Cosar to the
floor.
Cosar was then taken into custody for obstruction and eluding and
was transported to the Seminole County Jail for booking.
“Why did you run?” Bruner asked Cosar.
“I didn’t want to be arrested for public intox,” Cosar answered.
“We weren’t going to and have not arrested you for public intoxication,” Bruner explained. “Our intentions were to tell you to quiet
down because it was disturbing the neighbors, to stop peeling out
your vehicles on the roadway, and to go inside for the night if you
had been drinking.”
Cosar said he was sorry and said he thought that if he got back into
his residence he would not be arrested for public intoxication.

Holdenville Police were dispatched to Davis Correctional
on a complaint that they found
a woman bringing contraband
into the prison.
According to the affidavit,
Margaret Mattingly, 44, was
caught bringing marijuana
into the facility via a hairpiece
on her head.
Mattingly was placed under
arrest for bringing contraband
into a penal institution and transported to Wewoka
Jail where she was booked in.
Bond was set at $7500 and was ordered back to court
April 17 at 9 a.m.
