State and local law enforcement cut a large
Mexican methamphetamine supply line into
central Oklahoma.
On Wednesday, June 27th, the Oklahoma Bureau of Narcotics, along with officers
from the Drug Task Forces for District’s 22,
23, and 24 served 15 Search Warrants and
40 Arrest Warrants at several locations
throughout central Oklahoma as part of a
5-month long undercover investigation.
Linda Ellis, 48, and Steven Faulkner, 53,
were the apparent local leaders of the operation. In all, 39 people were arrested.
Mark Woodward, Spokesman for the OBN says the majority of the warrants were executed
in Pottawatomie County and Lincoln County.
“In February, we identified a large group of individuals bringing significant quantities of
Mexican-produced methamphetamine into central Oklahoma for distribution,” Woodward
said. “These shipments would include as much as two pounds of meth several times a week.
So, this group had the capability of supplying an extremely large amount of meth on the
streets of Oklahoma.”
Woodward says the meth shipments would come into central Oklahoma and would be
divided and resold in several communities, including Shawnee, Tecumseh, Ardmore and
Oklahoma City.
OBN Director Darrell Weaver says it’s critical these sources of supply be identified and
removed.
“This is a significant dismantling of a major ring of violators who have made economic gain
by peddling their hideous drugs,” Weaver said. “These major cases can only be made by cooperative efforts and partnerships like we have with District Attorney Richard Smotherman’s
drug task force and other local departments. We must stay vigilant against these violators
who want to destroy the good we seek in Oklahoma. Nothing can destroy a community faster
than the illicit drug trade.”
Woodward says all of the defendants arrested were transported to the Pottawatomie County Jail where they will face a variety of charges including Conspiracy to Traffic Methamphetamine.

Shawnee police are on the lookout for a 27-year-old woman
who has been missing more than a month.
Samantha “Sam” Weaver was last heard from June 15 when
she texted her children’s father, saying she was on her way to
pick them up. She never showed.
Leona Dohren, Weaver’s mother, said her daughter “also texted she needed help.”
Dohen traveled from Nebraska when she discovered her daughter was missing. She and other family members and friends hung
missing person posters around town in hopes someone knows
something about Weaver’s disappearance.
Dohren believes at least one person who knows first hand
where her daughter may be. Police have no evidence that he
was involved with Weaver’s disappearance.
“From what I understand, there are possibly two other
victims of this man’s past actions,” Dohren said. “One has
moved out of state because she is afraid of him, and the other
did not go to police immediately because of what he might do
to her if she reported him.”
Dohren said investigators told her it was improbable they
would find Weaver alive. She is not dissuaded.
“I will never give up hope,” Dohren said, choking back the
tears.
Weaver is described as a white female, 5’ 5 1/2” tall, has hazel-brown eyes , brown hair, and has a tattoo of a care bear sitting on a cloud on her upper back and a turquoise with a moon
and stars Indian art on her lower back just above the waistline.
She also a rose on her shoulder.
The family and police would appreciate any information you
can give as to her whereabouts. If you see her please ask her to
call her mother, father, or sisters, or brothers. Any information
can be given to Detective Wilson at 405-878-1632, Crime stoppers 405-273-0989, 877-525-6950 or any police or sheriffs office, and ask them to contact
the Shawnee Criminal Detectives. Possible rewards depend on value of information.

Glen Jarman, 3, on Dec.
7, 1993. Hooper shot each
victim in the head twice and
buried their bodies in a shallow grave in a secluded fi eld.
The victims had been missing for several days before
being discovered.
The truck that Cynthia had been driving also was
found abandoned and burned. Police records, including
domestic violence reports, show that Hooper and Jarman
had previously been in a physically violent relationship.
The 10th U.S. Circuit Court of Appeals upheld Hooper’s
convictions in 2002, but overturned his death sentences.
Hooper claimed his legal counsel made mistakes during
the second stage of his trial. In a 2004 hearing, Hooper
was once again sentenced to death.
Attorney General Scott Pruitt requested the execution
date on June 4, after the United States Supreme Court
denied the inmate’s fi nal appeal.

Jacole Prince, a 29-year-old Missouri woman was jailed Friday after she allegedly
starved her daughter nearly to death - forcing her to live in a urine and feces soaked
closet
According to police, officers were dispatched to Prince’s apartment complex after
receiving a report that a little girl was being forced to live in a closet.
When officers arrived at the residence, two neighbors informed them that Prince
left her apartment a short time earlier with her “two daughters.” The two neighbors
did not realize that Prince had three daughters, because they had never seen her
eldest 10-year-old daughter.
After performing a forced entry into the apartment, officers followed a strong
odor of urine and feces to a small utility closet that was barely large enough to hold
the hot water heater inside.
The closet door had been tied shut, and a portable baby crib had been pushed
against the door to keep it closed.
When officers asked if anyone was inside the closet, the little girl locked inside answered “yes.”
Investigators say police discovered a 10-year-old girl inside who was standing in a puddle of her own feces
and urine. The girl was severely malnourished, weighting just 32 pounds.
Detectives are not sure how long the victim had been confined to the closet, but neighbors did not know
about the girl during the five-year period they had been acquainted with Prince.
Prince has two additional daughters that are 3 and 8 years old. She admitted to detectives that she locked
her daughter in the closet because she was embarrassed over how the child looked and was afraid that child
protective services would be called.
The victim was taken to Children’s Mercy Hospital for treatment in what will be a very long recovery process, according to experts.
Prince was booked into the Jackson County Jail and charged with felony counts of assault, child abuse and
endangering the welfare of a child. Prince’s bond has been set at $200,000.

Summer time can be a time of
fun, whether its at the lake, pool,
or any of the numerous other
activities to be found throughout this great state, but it is also
a time of serious heat. With temperatures reaching into the
100’s many times already, and more to come, I thought I would
touch on the way heat can affect your traveling plans, and some
tips to help you beat the heat!
First, be prepared. Cars suffer in the heat just like we do. If
and when they break down, you’ll want to be ready. Be familiar
with your emergency equipment in your vehicle. This means
learn where your jack, spare tire, and tire tool are. Learn how
to use them. Figuring that out on the side of the road at 102
degrees is no fun at all. The owner’s manual of your vehicle
has a section on roadside emergencies that can help you figure
out where the emergency equipment is stored, and tips on
how to use it. Learn the steps to change a flat! Although we
will be happy to help you if you are broken down, we aren’t
always close, and may not be able to get to you for a long period
of time. If you know how to get yourself out of a roadside
emergency, that’s less time you’ll spend in the heat.
Take lots of water with you if you are going on a trip, especially
if it’s a long one. Have a cell phone with you so you can call
for help if you need it. Be aware of your surroundings when
driving, so you can give the person you call for help an accurate
location for where you are. Also, if you can get your car to a
place of shade, do so. Temperatures can be up to 20 degrees
cooler in a place of shade such as an overpass or large trees.
Lastly, make sure your car is maintained properly. Ever
notice how many pieces of tires you see on the roadway during
the summer? The heat is hard on tires, so make sure they are
properly inflated and have good tread. If your tread is worn,
get them replaced! The pavement those tires are rolling on is
even hotter than the thermometer is showing! Visually check
your belts, and make sure all your fluids are filled up. That
ounce of prevention can keep you from being stuck on the side
of the road in 100 plus temperatures.
Preparing for roadside emergencies in the heat is just as
important as it is in the winter, but it seems like we just don’t
prepare the same for it. Just a few minutes of learning how to
change a flat, packing in a case of water, and being aware of
your surroundings can keep a bad day from being a whole lot

On July 12, Agents from the OSBI Internet Crimes Against
Children Unit and Child Abuse Response Team arrested
Theodore Kevin Booker, 40, for multiple sex crimes.
Booker was arrested at the OU Medical Center in Oklahoma
City where he worked as a cook.
The case was initiated in response to a complaint from the
victim’s family and a request for assistance from the Warr Acres
Police Department.
A family member reported a minor female was talking with
Booker on Facebook and cell phone text messaging, when she
sent him nude pictures of herself. Several computer related
items and cell phones were seized and forensically examined by
the OSBI Computer Crimes Unit agents.
Booker was booked into the Oklahoma County Jail on complaints of Violation of
the Oklahoma Computer Crimes Act, Possession of Child Pornography, Rape II,
Forcible Oral Sodomy, Solicitation of a Minor, and Violation of the Oklahoma Alcoholic
Beverages Act.
Bond was set at $263,000.

A ceremonial signing
held June 22nd recognizes
the passage of an important new law that will allow
Oklahomans to obtain lifetime victim protective orders, according to the bill’s
author, state Rep. Wade
Rousselot (D-Okay).
House Bill 2396, authored by Rousselot, extends the time in which a
victim protective order remains in effect from three
to five years and allows for
a continuous victim protective order under certain conditions.
“Oklahoma, along with the rest of the nation is plagued with
domestic violence,” said Rousselot. “The victims of this mental
and physical abuse are usually, but not always, women. When
a victim fears for their safety because of escalating threats or
even instances of violent behavior, they seek a form of protection, just as any of us would. A protective order sets boundaries between the victim and their tormentor. If violated, the
tormentor goes to prison.”
Rousselot said in order to renew a protective order, a victim
has to face their tormentor in court. Extending the length of
time in which the order remains in effect and allowing for a
continuous protective order in certain cases, places less of a
burden on the victim, he said.
“The continuous protective order ensures the victims who
have the most egregious tormentors do not have to face them
every five years in court in order to renew the order,” said
Rousselot.

These are all common rationalizations, but the truth is that
they are all lies. Satan, the ruler of the world, plants these
thoughts in our heads. He, and anyone who follows his ways,
is an enemy of God (1Peter 5:8). Satan is a deceiver and often
disguises himself as someone good (2 Corinthians 11:14), but
he has control over all the minds that do not belong to God.
It is a lie to believe that God doesn’t care about small sins or
that hell is reserved for “bad people.” All sin separates us from
God, even a “little white lie.” Everyone has sinned, and no one
is good enough to get to heaven on their own (Romans 3:23).
Getting into heaven is not based on whether our good outweighs our bad; we will all lose out if that is the case. “And if
by grace, then it is no longer by works; if it were, grace would
no longer be grace” (Romans 11:6). We can do nothing good
to earn our way to heaven (Titus 3:5).
“Enter through the narrow gate. For wide is the gate and
broad is the road that leads to destruction, and many enter
through it” (Matthew 7:13). Even if everyone else is living a
life of sin in a culture where trusting in God is not popular,
God will not excuse it. As sinners, we couldn’t reconcile ourselves to God on our own. So God made a way that we could
be united with Him in heaven. “For God so loved the world
that he gave his one and only Son, that whoever believes in
him shall not perish but have eternal life” (John 3:16).
Most people believe in God, even Satan does. But to receive
salvation, we must turn to God, form a personal relationship,
turn away from our sins, and follow Him. We must trust in
Jesus with everything we have and everything we do. “This
righteousness from God comes through faith in Jesus Christ
to all who believe. There is no difference” (Romans 3:22).
The Bible teaches that there is no other way to salvation than
through Christ. Jesus says in John 14:6, “I am the way, the
truth, and the life. No one comes to the Father except through
me.”
Jesus is the only way of salvation because He is the only One
who can pay our sin penalty (Romans 6:23). No other religion
teaches the depth or seriousness of sin and its consequences.
No other religion offers the infinite payment of sin that only
Jesus Christ could provide. No other “religious founder” was
God become man (John 1:1,14) – the only way an infinite debt
could be paid. Jesus had to be God so that He could pay our
debt. Jesus had to be man so He could die. Salvation is available only through faith in Jesus Christ! “Salvation is found in
no one else, for there is no other name under heaven given to
men by which we must be saved” (Acts 4:12).

The criminally incarcerated … where did they come from?
What led to their downfall? Many counselors have traced this
criminal cycle to decades of abuse in the homes they were raised.
At some point, having unbearable memories of pain, the victims began to self-medicate - turning to alcohol or marijuana -
discovering the temporary relief becoming weaker and weaker,
leading to the use of stronger drugs. A slack in their job performance normally followed, getting them fired.
But a drug user needs money to maintain his/her chemical addictions and lifestyle. The user may resort to robbery or more serious crimes, wanting to stop but can’t. And until he/she reaches
a point of dealing with their past abuse, they will never be able
to quit and find ‘change’. Both counseling and ‘forgiveness’ is a must in starting a new and healthy
cycle for their life.
It was many years before I could reach that point of ‘forgiveness’ regarding my own abusers. Even
when seeking answers, I didn’t fully understand what it would take to find counsel and healing, until

I gasped for breath as her arm pressed tighter and tighter against the plastic bag covering my nose
and mouth. Suddenly the probability of death overpowered all fear of a beating. For the first time in
my life, panic replaced all dread of violence and pain. Gasping and choking, my fingers clawed at the
bag. My mom grabbed at my hands as she struggled to keep the plastic over my nose and mouth. My
weak, undernourished body was no match against my tall, powerful, and very determined mother.
Fighting for breath within the tomb of plastic, I felt her grip tighten even more against my face.”

An Oklahoma City mother has been charged with
child abuse after she “whooped” her 3-year-old
daughter for opening the refrigerator after 7 p.m., investigators said. An arrest warrant is expected to be
issued for Nortesha Harmon, 28, of Oklahoma City.
On July 4, Harmon was dropping off her 3-yearold daughter when she told the child’s father that
she had whooped their daughter with an extension
cord for getting a drink after 7 p.m., court documents
revealed. On July 11, investigators interviewed the
child and noticed bruises on her face and body, investigators said.
The child’s father told investigators that he and the child’s mother did not
have a legal custody agreement, but he allowed her the mother to see the
child whenever she wanted, according to court document. The child was
treated at Children’s Hospital in Oklahoma City.

A Wewoka man was taken into
custody after he tried to take his
baby momma’s car away from her.
Zachary Maples, 19, was charged
with assault and battery with a
dangerous weapon and eluding/attempt to elude a police officer June
18 in Seminole County District
Court.
According to the police affidavit, Seminole County Deputy David Hanson was dispatched to a
rural Wewoka home concerning a
domestic in progress. When he arrived, he met with the victim, who
is Maples’ baby momma. She said
she was leaving her home when she
saw Maples driving up to her at a high rate of speed. She tried to
drive around him but he cut her off with his truck. He then ran into
the rear driver’s side of her car, causing damage. Maples then got out
of his truck and took her keys from her and she struggled with him,
attempting to get them back.
As the victim and deputy were talking, the victim informed him
that Maples was coming back down the road toward them. When
Hanson turned, he saw a silver Dodge truck. When Maples spotted
the deputy, he turned around and the chase was on.
Hanson pursued Maples for several miles, sometimes going speeds
in excess of 110 mph. Several cars were forced off the road due to
Maples’ careless driving.
At Highway 56, Hanson lost sight of Maples. As he was heading
south on the highway trying to catch up with Maples, his transmission overheated. He was forced to give up the pursuit and radioed
Maples’ info into the county.
Maples was arrested June 28. His bond was initially set for
$100,000, but was later reduced to $25,000. His next court appearance is set for August 16.

The Oklahoma State Bureau of
Investigation is offering up to $10,000
for information related to the murder of
Carol Mowrer. The 66-year-old woman
was brutally killed inside her home at
6409 W. Lake Estates near Tishomingo
in Johnston County on October 26,
2011. A home healthcare worker found
the body. Mowrer, who was in poor
health, died of lacerations to her neck.
The Johnston County Sheriff’s Offi ce
requested OSBI assistance in this
case. Offi cials quickly noticed items
missing from the victim’s home including two small safes. One is
a SentrySafe Fire Safe model 1100 BK. The second is much like
model 1170 shown in attached photographs. Mowrer stored her
prescription drugs in one safe and valuables in the other. Also
missing from the victim’s home was a custom-made emerald
pendant, also shown in a sketch attached to this release.

A Seminole County sheriff’s deputy
arrested a 20-year-old woman after
she resorted to desperate measures in
order to keep her victim at home.
Heather Richards faces charges of
malicious injury to property in Seminole County District Court.
According to the police affidavit,
Deputy David Harmon was called to
a home outside Seminole about someone who had caused damage to a vehicle. When Harmon arrived at the
home, the victim told him he was having a dispute with a family member,
and while he was inside the house,
someone stabbed his driver’s rear tire with a knife.
Harmon spoke to Richards and she admitted she stabbed the victim’s truck tire with a knife to prevent him from leaving the house.
Richards was placed in cuffs and transported to Seminole County
Jail where she was booked in.
The damage to the victim’s vehicle was estimated around $100.

If a victim does not say “no” or does not “fight
back,” it is not sexual assault.
False. Sexual assault victims may not say “no” or not fight back
for a variety of reasons including fear and confusion. Rape victims
often report being “frozen” by fear during the assault, making
them unable to fight back; other victims may not actively resist
for fear of angering the assailant and causing him to use more
force in the assault. Pressure to be liked and not be talked about
negatively by a peer will sometimes cause adolescents or children
to avoid fighting back or actively resisting.

Make your home look lived in. This can be making sure lawn
is mowed, lights come on and off, etc. A vacant home is a prime
target for crime
Install locks on all gates and entryways
If you are traveling cancel any paper subscriptions, hold
mail, etc so would-be thief will not assume a vacant home.
Know your neighbor. If you know your neighbors, you will
have extra eyes to watch any strange happenings in your area
Light up your property. Install motion sensor lights.
If you have security system, use it! Be sure to update your
contacts.
If you are planning an extended vacation, be sure to notify
police and neighbors.

A Wetumka man was arrested July 17 after employees at a
nearby business saw him bashing out the window of a downtown flower shop.
The man, who the employees knew as Jarren Bear, 23, was
charged July 18 with malicious injury to property in Hughes
County District Court.
Wetumka Police Captain Ronnie Berry was dispatched to
N. Main Street on a report that employees at the Red Hawk
Gaming Center said they saw Bear bust out a window at the
From the Heart Flower Shop.
After Bear did damage to the flower shop, he moved his
rampage to the gaming center and started beating on their
window, the police affidavit states.
Berry had a hunch where Bear may have gone, so he went
to a home in the 200 block of W. Broadway. He asked the
resident if she’d seen Bear, but she had not and he was free
to check the house.
Berry did not find Bear in the house, but checked a travel trailer in the back yard and found
him sprawled out on a couch inside, reeking of booze.
Bear was positively identified by the gaming employees as the man who busted out the
flower shop window. He was then transported to jail and booked in on the above charges.
