Samantha Heine was placed under arrest after she
allegedly refused to stop her vehicle for a police officer on November 16. She also ran from officers and
tried to hide in the woods to avoid being arrested.
According to reports, a Pottawatomie County deputy tried to stop the woman at Leo and Highway 177.
She didn’t stop, however. The deputy followed her
as she traveled south on Leo from Independence.
During the pursuit, Heine almost hit a car and she
forced another motorist off the road. She then drove
past Benedict Street. When she came to a dead
end at Leo near Farrall, her vehicle blew a tire. She
jumped out of the car and took off running across
Highway 177 and into some nearby woods.
Using a drone, the Pottawatomie County Emergency Management located
the woman. Officers placed her under arrest.
Reports state the woman was wanted on a parole violation and for felony
warrants out of the state of Kansas.
Heine is being charged with eluding while endangering others, no seatbelt,
and driving under suspension. Her bond was set at $7,500. Court date was
unavailable at the time of publication.

Graham Price of South Wales ripped off the bank where he worked, but he wasn’t
completely duplicitous. He left a note in the safe: “Borrowed, seven million pounds”—
signed “Graham Price.”
A Good Samaritan noticed an elderly man being robbed, so he jumped in and
punched the thief. The thief was so upset, he called the police to complain.
When Stephan Crane broke into the Ravelli Republic (Montana) newsroom, he used
the computers to watch porn and check Facebook. Then Crane doused the offi ce with
a fi re extinguisher, took some candy, and left. It wasn’t diffi cult to fi nd him, however; the
police just followed the trail of stolen M&Ms that led to his sister’s place across the way.
When police in Vancouver, Canada, asked to search Jason Pauchay’s apartment
for drugs, he was not a suspect—in fact, they were looking for someone else. That all
changed when they got a look at how his name was listed on his cell phone: “Jason
Pauchay Drug Dealer.”
Two men decided a back-to-school event at an offi ce supply store would be the perfect time to do some shoplifting. After all, store clerks would be busy helping an infl ux of
shoppers. The sale happened to coincide with the annual “Shop with a Cop” day when
about 60 police offi cers show up to help children pick out school supplies.
Adan Juarez Ramirez had it all fi gured out—he could be a cop without having to take
the boring test. But he was arrested in Grapevine, Texas, after pulling over a driver in his
pickup truck, outfi tted with fl ashing lights. He even had an ID badge, which he’d made
by blacking out a restaurant gift card and etching in the word “POLICE.” However,
he’d kept the restaurant’s logo, a jalapeño pepper surrounded by the words “Chipotle
Mexican Grill.”
A Target store in Augusta, Georgia, agreed to take back a printer from a dissatisfi ed
customer. Then the clerk noticed some work the customer forgot to remove from the
machine: Counterfeit bills.
Two machete-wielding men barged into a Sydney, Australia, bar demanding money.
They didn’t know the club was hosting a bikers’ meeting at the time. One of the robbers
ended up in the hospital, the other hog-tied with electrical wire.
In Mesa, Arizona, a home break-in was foiled when the burglar jumped through the
bedroom window—and got trapped in a clothes hamper. Cops took it from there. (That
defi nitely wasn’t the kind of clean getaway he had planned.)

Presumed Innocent Until Proven Guilty 9 | DECEMBER 2022 JOHNSTON COUNTY
NO LONGER IN HARM’S WAY
On October 28th, Johnston County Sheriff’s Sergeant Alyson Orr-Dodd learned of an
infant at Mercy Hospital in Tishomingo who
was reportedly malnourished. Sgt. Orr-Dodd
responded and witnessed a two-month-old infant in wretched conditions. The infant suffered
from not only malnourishment, but from several other deplorable (but preventable) medical
conditions and was not receiving adequate
care.
Through the investigation, we learned another law enforcement agency responded to
a welfare check on the infant in a neighboring
county in the early morning hours. Indian Child
Welfare and Department of Human Services were contacted and a family
member was allowed to take the infant. This family member then brought
the infant to our emergency room here in Tishomingo.
The mother, which left the scene of the original call, was able to be
located and contact was made with Cheyene Michele Vivier, the infants
mother. Vivier traveled from Ada to Tishomingo where Sgt. Orr-Dodd, and
Deputies Chris Boston and Ty Richeson conducted a traffic stop on the
mother. Vivier was subsequently placed under arrest for Child Neglect
and Possession of CDS-Methamphetamine. Vivier was transported to the
Johnston County Jail and charges were submitted through the Chickasaw
Nation Tribal Courts. Vivier remains incarcerated in the Johnston County
Jail on a $30,000 bond.
The infant was transferred and spent several days at OU Children’s Medical Center. We are happy to report, the child has since been released from
the hospital, is doing much better, and is in a safe environment.
While this crime happened within another county, once the child was
brought to the hospital here and the crime was brought to our attention,
we began a criminal investigation. With the mother and child being Native
American, and the crime, although taking place in another county, the
crime still occurred within the Chickasaw Nation. The Sheriff and Deputies
of the Johnston County Sheriff’s Office hold commissions as Police Officers
with the Chickasaw Nation Lighthorse Police, and Federal credentials as
Special Federal Police Officers with the Bureau of Indian Affairs. With these
commissions, this gives our deputies law enforcement authority throughout the Chickasaw Nation and with BIA anywhere in Indian Country.
“I’m am very proud of the Deputies of the Johnston County Sheriff’s
Office and the aggressive and proactive measures they take to protect
children and go after those who would harm a child. This is also another
example of how partnerships in law enforcement helps to expand authority across jurisdictions, strengthen public safety and makes sure citizens,
especially our most vulnerable are protected”.

The former Wewoka middle school principal is could be facing a felony charge after a
student accused him of sexual assault.
According to OSBI, on October 27, at 3
p.m., Special Agents from the Oklahoma
State Bureau of Investigation (OSBI) arrested 33-year-old Cody Barlow on child sexual
assault charges. Agents arrested Barlow at
his home in Wewoka without incident and
booked him into the Seminole County Jail.
Barlow was the principal at the middle school
in Wewoka until he was placed on leave on
October 12, 2022.
The OSBI investigation began at the request of the District Attorney’s Office after
being notified that a student was assaulted by Barlow in his office. The male
child reported to authorities that Barlow had inappropriate contact with him
on multiple occasions this school year. The behavior escalated in September
when the child was sexually assaulted.
In addition to being the middle school principal, Barlow was also a youth
pastor at a local Wewoka church.
Barlow Lewd Acts with a Minor
Barlow was arrested on charges of Lewd Acts with a Minor, but as of press
time, formal charges have not been filed. He was later released on a $100,000
bond.
If you think your child had inappropriate contact with Barlow, please contact the OSBI at (800) 522-8017 or email [email protected].

DEADLY SHOOTING INVESTIGATION
On Sunday, November 6, OSBI began an
investigation into a deadly shooting in rural
Seminole County, between the towns of Sasakwa and Wewoka.
According to OSBI, the Seminole County
Sheriff’s Office had received a 911 call regarding a shooting that occurred at that location. Upon arrival, deputies located Russell
“Rusty” Bolen, 33, deceased at the scene. An
additional individual, Robie Watters, 52, had
also been shot, and was transported from the
scene.
Daniel Sisco, 46, reported Bolen and Watters pointed firearms at him, and he shot at
them, striking both of them. OSBI agents responded to the scene, interviewed individuals, and conducted a thorough
crime scene investigation.
As a result of the OSBI investigation, on Sunday, November 13, OSBI agents
arrested Watters after his release from the hospital. Watters was arrested on
an arrest warrant for the charges of Carrying Weapon Under the Influence of
Alcohol, Felony Pointing a Firearm, Second Degree Murder (Felony Murder),
and Assault and Battery with a Deadly Weapon- Shooting with the Intent to
Kill. He was booked into the Oklahoma County Detention Center and then
transfered to the Seminole County Jail.

AROUND THE STATE
Gotta catch ‘em all!
For the past several months, the Tulsa
Police Department has been investigating a
fraudulent Pokémon Card Scam.
Detectives were contacted by five victims
across the United States. Victims in Hawaii,
Arizona, Texas, Colorado and Ohio all reported buying rare and high value Pokémon
cards from the suspect in Tulsa, identified as
Michael McCoy.
Each victim purchased the cards for thousands of dollars only to find out the cards
they received were fake.
During the investigation, Detectives partnered with a special prosecutor with the Tulsa County District Attorney’s Office
who specializes in intellectual property and trademark infringement. Through
collaborations with Nintendo Corporation, a representative determined that
the Pokémon cards were in fact counterfeit. The cards that were sold by the
suspect had little to no value on their own, however were being sold as “rare
collectors cards” for $350 per card.
On November 1, Officers arrested Michael McCoy at a local Post Office as
he was in the process of mailing more counterfeit cards to another potential
victim.
McCoy is now charged with:
- Obtaining Merchandise by False Pretense over $1000 x 5
- Violation of Trademark Anti-Counterfeiting Act
McCoy also had warrants for his arrest out of Arkansas.
This is an arrest, not a conviction.

BUSTED BURSAR
A 53-year-old Ada man who previously
served as the bursar for East Central University, is being charged with embezzlement after stealing hundreds of thousands of dollars
from the university.
Brian David Hampton was also a fugitive for
two and a half years.
Reports state Hampton allegedly stole approximately $320,000 by using the school’s
computer system to change financial transactions. Originally charged with embezzlement in March 2020, he stole from the university for several months in 2019 before being
caught in November 2019.
After an audit conducted by an outside party, the university discovered Hampton received $13,831 in cash and $206,547
in checks after he was suspended from his role as bursar. A total of $98,765
was still missing.
Hampton told police that he stole the money because he was trying to help
a female friend who was in need. He added that he planned to pay back the
money.
The man then went on the run for two and a half years.
On November 7, the U.S. Marshals Eastern Oklahoma Violent Crime Fugitive Task Force arrested the man at an Ada residence.
Hampton is being charged with embezzlement and computer fraud/unlawful use of computer/system. He is scheduled to appear in court on February
9, 2023. Bond information was unavailable at the time of publication.
