Things got serious when a drunken Shawnee man showed
up at his mom’s business to use a cellphone on January 7.
A fight broke out, a hand was broken, and the drunk man
stole his father’s truck.
A Pottawatomie County deputy was dispatched to the
scene of the disturbance on Highway 102 shortly after 7
p.m. When he arrived, a man told him that his brother,
Blaine Thomas Parsons, 37, had left in the scene in his dad’s
truck.
According to the affidavit, the man said an intoxicated
Parsons arrived at their mother’s store, and he demanded
to use his brother’s cell phone. The men started arguing,
but the verbal argument soon turned physical. The victim
said he asked Parsons to calm down; in response, Parsons
attacked him.
The officer noticed that the man had some cuts on his
face.
The victim’s wife told the deputy she tried to get Parsons off her husband when the fight
broke out, but Parsons punched her in the face. Her hand also appeared to be broken.
The men’s father said he was at work when his wife called him and told him his sons were
fighting. He went to the location to look for Parsons, and he left his truck running in front of
the store. The man said that Parsons jumped in his truck and drove away. He said he tried to
stop Parsons from driving away by grabbing onto his son. Parson then ran into a telephone
pole, throwing the man to the ground.
The man said his son did not have permission to take his truck.
At that time, the deputy was unable to locate Parsons, but it wasn’t long before he had the
alleged brother-attacker, woman-hitter, and truck-stealer in custody.
At approximately 11:10 p.m., dispatch notified the officer that Parsons was at a residence on
Clear Pond Lane. The officer went to the location and placed the man under arrest.
Parsons is being charged with two counts domestic abuse assault and battery and unauthorized use of a vehicle. He was released on a $10,000 bond, and he is scheduled to appear
in court on March 5, 2015.

January 5, 1981, started as a happy day for Tracey Neilson. She was
celebrating her 21st birthday that day. The OU student ran several
errands in Moore that morning. Eyewitnesses put her home just before
noon. After noon, several friends and family called to wish her a happy
birthday. She never answered the phone.
At 5 o’clock that evening, Jeff Neilson, Tracey’s husband of only fi ve
months, found her dead inside their apartment at the Jamestown Square
Apartments in Moore. Tracey had been stabbed numerous times. Moore
police responded to the scene and began investigating. The next day,
the Moore Police Department requested OSBI assistance with the case.
During the next 34 years, dozens of OSBI agents would work on the case
following more than 1500 leads.
One of the best pieces of evidence in the case was a fi ngerprint. In the 1980s, matching latent
prints was time consuming and extremely diffi cult without a suspect print to compare with the
unknown print. In 1994, Jeff Neilson’s family helped OSBI convince Oklahoma legislators to
pass a law to fund the state’s fi rst Automated Fingerprint Identifi cation System. This system
could scan a database full of latent prints searching for matching characteristics. We all had great
hope this new fi ngerprint technology would identify that print. Sadly, to this day, no match has
been made to that print. But AFIS has helped solve hundreds of violent crimes in Oklahoma.
In the past few years, the OSBI laboratory began a cold case initiative. This project had agents
and criminalists looking through old cases to determine if evidence existed that new DNA
technology could produce fresh leads. Several items of evidence were recently tested – several
more are in the process of testing. But we don’t want to wait one more day to try to solve this
case. That’s why we are here today asking for the public’s help. One piece of evidence could give
this case new life.
For decades, agents have worked to identify the owner of a cable trouble assignment ticket
book. The last ticket in the book is for work at Tracey’s home at 11:51 the morning she was
murdered. On the bottom left corner of the book is a box for the employee name. We want to
identify the three letters written in that box.
OSBI is also off ering up to a $5,000 reward for information leading to the arrest and conviction
of the person who killed Tracey. The Moore Police Department is putting in another $1,000 and
Tracey’s family is off ering an additional $5,000 for a total reward of up to $11,000.

Recent Arrests For Okfuskee County
An Okemah man has been
charged in connection with the
death of a 22 month-old little
boy back in November of 2013.
William Hunter Magness,
28, of Okemah, was charged
with Murder in the First Degree-Child Abuse on Jan. 13,
2015, in Okfuskee County District Court.
Paramedics were dispatched to Magness’ home on Nov. 11, 2013, after the boy became unresponsive. It was noted the boy had bruising on his nose, chin, left rib cage,
shoulder and genital area.
According to the probable cause affidavit, the boy was taken to the Pediatrics Intensive Care Unit at St. Francis Hospital in Tulsa. The boy’s “principal diagnosis included: severe traumatic brain injury, coma, respiratory failure, bruising on the body,
subdural hematoma, diffuse cerebral edema, bilateral retinal hemorrhages, and suspicion of child abuse.”
The child died the following day, Nov. 12, 2013, from his injuries.
An autopsy was completed on Aug. 15, 2014, and the medical examiner stated that
the probable cause of death was “Blunt Force Injuries of Head with Acute Intracranial
Hemorrhage. Manner of death was unknown,” according to the affidavit.
Saint Francis Hospital Neurosurgeon, Douglas Koontz, M.D., stated in the affidavit
that he believed the boy’s head trauma was consistent with “Shaking Baby Syndrome,”
and was not accidental and a “sudden event.”
A warrant was issued Jan. 13, 2015 for Magness and he was taken into custody Jan.
15, 2015. He is being held without bond in the Okfuskee County jail.

A self-admitted “stupid” 21-year-old Seminole
man was arrested January 1 after he drunkenly
ran into a mailbox and tried to drive away from the
scene.
Shortly after midnight, a Seminole police officer
was dispatched to the 500 block of Reid in response
to a vehicle hitting a brick mailbox. He was advised
that the driver of the vehicle had left the scene, but
the suspect vehicle had heavy damage and was moving slowly.
When the officer arrived to the scene, he saw the
vehicle sitting in a parking lot at the intersection of
Reid and Milt Phillips. The vehicle had severe damage to the front passenger side.
As the officer approached the vehicle, he noticed
that it was still running. He went to the driver’s side
of the vehicle and told the driver to get out. When
the man stepped out of the vehicle, he was unsteady
on his feet and almost fell to the ground. He identified himself as Tyler Ray Marcel.
While they were speaking, the officer noticed Marcel smelled strongly of alcohol. He asked
the man how much alcohol he had consumed. Marcel said six beers.
The officer tried to administer sobriety tests, but Marcel was way too intoxicated to complete them. He asked Marcel if he knew he had hit something up the street. Marcel said yes,
and he told the officer he didn’t stop “because I’m stupid.”
The officer placed Marcel under arrest and conducted an inventory of the man’s vehicle. He
found a package of cigarettes containing a pipe that smelled like burnt marijuana.
Marcel was taken to jail, where he agreed to the state’s breath test.
The test results revealed that his breath alcohol level was .28.
He is being charged with driving a motor vehicle while under the influence of alcohol aggravated, leaving scene of accident involving damage, possession of a controlled dangerous
substance and unlawful possession of drug paraphernalia. Marcel was released on a $3,500
bond and is scheduled to appear in court on January 5, 2015.

A Wetumka man was arrested
January 23 after a police officer became very suspicious of his fashion
sense.
According to the affidavit, a Wetumka police officer went to assist
with a traffic stop at Highway 9 and
Wewoka Street at approximately
8:30 p.m. When he arrived, he made
contact with the officer conducting the traffic stop. He said he had
stopped the vehicle because the driver was speeding.
While they were speaking, the officer saw the front passenger of the
vehicle sink down in his seat. He then started moving around “a lot.”
Due to the man’s odd behavior, the officer conducted a free air sniff
around the vehicle with his K9. The dog alerted on the passenger
side of the vehicle, where the peculiar acting man was sitting.
The officer went to the door and asked the man, identified as Randolph Lee Scott, 48, to step out of the car. As Scott exited the vehicle and walked back to the patrol car, the officer noticed one of the
man’s pant legs was tucked in his boot, while the other was not. He
patted down Scott to check for weapons, and he felt a round, solid
object in the tucked pant leg. He removed the item; it was a small
pipe wrapped in some gray cloth. The pipe contained a white powdery residue the officer believed to be meth.
Scott was placed under arrest and taken to jail.
He is being charged with possession of a controlled dangerous
substance. Scott was released on a $3,500 bond and is scheduled to
appear in court on January 27, 2015.

Authorities say a woman in China got angry
after finding out he was having an affair, so
she chopped off his penis twice.
According to the New York Post, the man,
32, used his wife’s cell phone to send his mistress a steamy love note.
He failed to log out of his account and his
wife found the message later.
The New York Post reports that the woman
snapped, grabbed a pair of scissors, then cut
the man’s penis off while he slept.
The man was taken to the hospital and doctors successfully reattached his penis.
However, the man’s wife somehow managed to get into his hospital room and
hacked his penis for a second time, then tossed the appendage out the window.
Authorities conducted a thorough search but were unable to find the man’s
missing penis.
The man’s wife was arrested.

When Ada police responded to a call at the Sleepy Hollow
Trailer Park on January 12, they found Kelvin Dewaine Perkins, 35, allegedly burning his wife’s clothes in the front yard.
According to the affidavit, police were dispatched to the
trailer park at approximately 5:51 p.m. due to “a male outside
burning someone’s clothing.” When they arrived, they found
Perkins standing by a fire and a visibly distraught woman
standing nearby.
The woman identified herself as Perkins’s wife, and she
told police that her husband was burning her clothing. She
said Perkins was acting “erratically” because he was off of his
medication.
An officer told Perkins there wasn’t much he would do
about her burning clothing since Perkins was her husband.
She began crying more and said the police never helped her.
She explained that she had called 911 earlier that day, but not one had responded to her call.
The officer called dispatch to confirm, but they didn’t have any records of any 911 calls coming from that area.
The woman told police she was sleeping on the couch around 1 p.m. when Perkins started
accusing her of cheating on him. She said he grabbed a metal folding chair and hit her in the
middle of the back. The woman said Perkins also grabbed her arms, ripped her clothes and
tried to choke her.
She said she called 911 and told them she needed help. She said she hung up, and Perkins
broke her cell phone.
The woman said Kelvin grabbed a knife and starting scratching himself on the stomach. He
told her, “If I go to jail, you’re gonna go to jail too. I’ll tell them you cut me.”
The woman told police this wasn’t the first time Perkins had done something like that. The
victim had marks on her throat and bruises on her back and arm.
Perkins was placed under arrest and taken to jail. He is being charged with domestic assault and battery by strangulation. His bond was set at $50,000, and he is scheduled to appear in court on February 18, 2015.

Another New Year has come,
and with it, millions of people
have made resolutions to improve
some aspect of their lives. Some of these resolutions are doomed
from the start for a multitude of reasons. Even though successfully
sticking with and accomplishing a New Year’s resolution goal may
not seem to directly relate to driving safely, I’m going to try and
give some tips on increasing your ability to stick to a resolution,
and tie it in to how it could actually make you a safer driver!
Some of the more popular resolutions are to lose weight, get in
shape, or quit smoking. Each one of these are great goals. So to
achieve a goal, a person must clearly define the actual goal. For
quitting smoking, that one is pretty clearly defined as it is. For the
other, some more clarity is needed. How much weight do you want
to lose? How long are you giving yourself to get there? Once you
define these goals and time lines, write them down somewhere! Put
them somewhere that you are reminded of them each day. Make
sure your goals are reasonable, and attainable. It won’t do any
good to set goals that are unrealistic!
Next, we need to write down how exactly we plan to accomplish
our goals. For smoking, are you going cold turkey, using the patch,
or incrementally cutting down how many cigarettes you smoke a
day until you aren’t smoking at all? For losing weight, write down
your workout program, and schedule. Write down your diet goals
and track it religiously. Try to find someone who will join you in
your workouts and diet. Having someone to count on and someone
counting on you is a great support system for you in your efforts.
Last, tell as many people as you feel comfortable. Get people on
your side to support you, and hold you accountable to your goals
when you have moments of weakness! Believe in yourself! Have a
positive attitude about what you are trying to accomplish.
So how do accomplishing these goals help you be a safer
driver? Studies have shown that people who exercise and eat
right have sharper mental focus. Since a significant percentage
of accidents are caused due to inattention, improved focus will
obviously pay off while driving! Exercise will help improve handeye coordination, which is a big positive while driving! A healthy,
smoke-free body minimizes the risk of heart attack and other
medical issues that could be tragic anytime, not just behind the
wheel.
So there you have it. Successful accomplishment of some of
the most popular New Year’s resolutions will not only have you
slimmer, healthier, and happier, but can have an impact on your
ability to be a safer, courteous driver! Thanks for reading, buckle
