Three Shawnee residents are facing charges of robbery and kidnapping for the alleged assault of a woman
on December 23.
According to the affidavit, a Shawnee police officer
spoke to a woman shortly after 9 a.m. who looked “beat
up.” She said Timothy Michael Looper, 54, took her to
his residence in the 1000 block of N. Hobson. When
she entered the residence, a woman, later identified
as 37-year-old Ieasha Da Chai Evans, started assaulting her. Looper and Austin Michael Looper, 18, started
kicking her when she was on the ground. She added
that Timothy Looper chased her from the house with a
hatchet, and Evans took her cellphone when she tried
to call 911.
On December 5, the victim had been identified as a
suspect in a burglary that took place at the same residence.
Officers went back to the residence around 10:43
a.m. with a search warrant. It was evident a struggle
had taken place inside the residence. The officer found
a hatchet. They also found a purse possibly belonging
to the victim.
Paperwork belonging to both Looper men and Evans
was also found in the residence.
The trio was later stopped in a gray car. During an
inventory of the vehicle, officers found two syringes, a
straw with a white residue, plastic bags, a glass pipe
with residue that tested positive for meth, digital scales,
and a clear pipe.
Austin Looper told police he didn’t know much about
the altercation, but the victim had stolen from them.
He later insinuated that he knew about the assault but
didn’t want to talk about it.
Timothy Looper admitted to being with the victim, but
he said he never took her to his house.
Evans also denied knowing anything about a fight
taking place at the Loopers’ residence.
Timothy Looper is being charged with robbery with a
weapon and kidnapping. His bond was set at $500,000, and he is scheduled to
appear in court on February 11, 2020.
Austin Looper is being charged with robbery in the first degree and kidnapping.
His bond was set at $500,000, and he is scheduled to appear in court on March
3, 2020.
Evans is being charged with kidnapping, robbery in the first degree, possession
of controlled dangerous substance, unlawful possession of drug paraphernalia,
driving with license suspended, and preventing emergency telephone call. Her
bond was set at $300,000, and she is scheduled to appear in court on March 3,
2020.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

A Boswell police officer was taken into custody
on an embezzlement complaint after he allegedly
pawned several of his department-issued firearms.
Shawn Karr, 33, was charged January 6, 2020,
with one count of felony embezzlement in Choctaw County District Court.
According to the Oklahoma State Bureau of Investigation, OSBI agents arrested Karr, who was at
the time a Boswell Police Officer, after allegations
arouse that he pawned his departmental-issued
firearms. The investigation began on December
13, 2019, when the Choctaw County Sheriff requested OSBI investigative assistance after receiving information that Karr pawned four of his department firearms.
The investigation resulted in Karr’s arrest at Boswell City Hall. He was
taken to the Choctaw County Jail and his bond was set at $10,000.

Fast and furious through Seminole
A 36-year-old Seminole woman was
locked up after she allegedly led an officer
on a pursuit through town.
According to the affidavit, a Seminole police officer was headed southbound on Harvey Road near the intersection of Harvey
and Wrangler at approximately 1:40 a.m. on
December 19 when he saw an SUV make
an unsafe lane change – another driver had
to hit his brakes to avoid hitting the SUV.
The officer turned on his red and blue
lights to stop the SUV. The SUV came to
a stop, and the officer approached the
passenger window. When he knocked on
the window, the driver, later identified as
Maream Mandy May Butler, sped off.
The officer jumped back in his patrol vehicle and took off after Butler,
who was driving 75 mph in a 40 mph zone. Butler approached the intersection of Strother and Main and drove straight through the stop sign as
she turned onto Main. She continued to a red light at the intersection of
Main and Broadway – once again, she just drove straight through the intersection without stopping.
Butler eventually stopped her vehicle near the intersection of Main and
Osage. She wasn’t waiting for the officer, however. She jumped out of the
SUV and took off running.
The officer deployed his taser twice before the suspect eventually fell to
the ground. He placed her in handcuffs.
Butler explained she ran because she had warrants for her arrest. The
officer confirmed that she had warrants through multiple agencies, including Seminole and Pottawatomie counties.
Butler is being charged with eluding/attempting to elude police officer
and obstructing an officer. Her bond was set at $4,000, and she is scheduled to appear in court on January 21, 2020.

Ada Woman Sentenced To 36 Months Probation For
False Statement In Acquisition Of A Firearm
Reagan Sydney Clark, age 22, of Ada, was
sentenced to three years probation for False
Statement In Acquisition Of A Firearm. The
charges arose from an investigation by the
Ada Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives.
The Indictment alleged that on November
30, 2018, Clark knowingly made a false and
fictitious statement intended and likely to deceive Gunrunners, a licensed dealer of firearms, as to a fact material to the lawfulness
of the sale of a Walther, Model CCP, 9x19mm
caliber semi-automatic pistol, a firearm, in that
the defendant represented she was the actual
transferee/buyer of the firearm.
Cases like this are sometimes referred to as “lie and buy” or “straw purchase” cases. Investigating and prosecuting these crimes is consistent with
the principles of Project Guardian, the Department of Justice’s signature initiative to reduce gun violence and enforce federal firearms laws. Initiated by
the Attorney General in the fall of 2019, Project Guardian draws upon the
Department’s past successful programs to reduce gun violence. A key principle of Project Guardian is enhancing coordination of federal, state, local, and
tribal authorities in investigating and prosecuting gun crimes to ensure that
federal resources are directed at the criminals posing the greatest threat to

The Honorable Ronald A. White, U.S. District Judge in the United States
District Court for the Eastern District of Oklahoma, in Muskogee, presided
over the hearing. Assistant United States Attorney Dean Burris represented
the United States.
