AROUND THE STATE
ROBBERY ARREST -- Suspect bites clerk,
steals cigarettes, then tries to outrun Officers
on a bicycle.
On Jan. 9, around 1:55 a.m., Officers responded to a larceny in progress at a convenience store near 71st and Riverside.
The caller said a man, later identified as
Jeremiah Wooten, was behind the counter
stealing cigarettes and assaulting a clerk.
Video of the incident showed Jeremiah
Wooten walk behind the counter and grab
multiple packs of cigarettes attempting to
steal them.
The clerk tried to stop Wooten, and the two
got into a fight where Wooten struck the clerk
multiple times and bit him in the chest. Eventually, Wooten got away and left
with a tote bag filled with stolen cigarettes.
Officers swarmed the area and found Wooten riding a bicycle near 6800 S.
Rockford. When Officers tried to stop Wooten, he began to pedal faster and
started weaving between the patrol cars.
Eventually, Wooten turned down a dead end street and ran on foot. He
climbed a fence and ran into a backyard where he was taken into custody.
The tote bag with 15 packs of cigarettes was recovered and returned to
the store.
The clerk had multiple injuries, including a possible broken nose.

Deputies of the Johnston County Sheriff’s Office were out working
criminal interdiction last month. A
deputy conducted a traffic stop for
a traffic violation, and during the
course of the investigation, it was
discovered the driver was in possession of marijuana. Deputies conducted a probable cause search of
the vehicle which yielded just under
150 pounds of vacuum-sealed marijuana.
The male driver, a Chinese National and Oklahoma resident, was arrested and is incarcerated in the Johnston County Jail for trafficking CDS
marijuana. The street value of this load is estimated between $250,000 and
$500,000. Deputies have evidence this suspect was trafficking marijuana
from central Oklahoma to the north Texas area. Not all information is being
released at this time as this is still an ongoing investigation.

“‘Girls Gone Wild’ hot tub party”
Patrol officer Maegan Hall, who is married, was
fired last month for engaging ‘in a sexual relationship’ with multiple men on the La Vergne police force
Four police officers from the Nashville suburb of
La Vergne were fired for allegedly having sex on duty
with a female cop, who was also fired and accused
of taking off her top at what the local mayor called a
‘Girls Gone Wild’ hot tub party.
Patrol officer Maegan Hall of La Vergne Police Department is at the forefront of the investigation after
it was revealed in December that she ‘engaged in a
sexual relationship’ with at least four male officers.
Fellow patrol officers Juan Lugo-Perez, Lewis Powell, detective Seneca
Shields and Sgt. Henry Ty McGowan admitted to the accusations, according
to the report, with Shields claiming he had oral sex with Hall in the department’s gym while on duty.
It’s unclear if any of the officers will appeal.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that

We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

Matthew Onesimo Armstrong, 33, of Seminole, was sentenced for his role in two separate homicides. Armstrong was
sentenced to life in prison for Murder and Kidnapping and 10
years imprisonment for Possession and Distribution of Methamphetamine, to run concurrently, in connection with the murder of Nicole Owl. Armstrong was also sentenced to 10 years
imprisonment for Assault with a Dangerous Weapon with Intent
to do Bodily Harm in Indian Country and 10 years imprisonment for Use, Carry, and Discharge of a Firearm During and in
Relation to a Crime of Violence, to run consecutively, in connection with the murder of Scotty Candler.
The charges arose from investigations by the Seminole Nation Lighthorse Police Department, Seminole County Sheriff’s
Office, Oklahoma State Bureau of Investigation, and the Federal Bureau of Investigation.
On October 20, 2021, Armstrong pleaded guilty to Murder
in Indian Country, Kidnapping, and Possession with Intent to
Distribute Methamphetamine for the 2017 murder of Nicole Owl. According to court documents, in
2017, Armstrong was involved in the smuggling of methamphetamine and other contraband for the
Indian Brotherhood into various prisons. Sometime during the weekend of April 14-16, 2017, Armstrong had a dispute with Nicole Owl who was staying with Armstrong at his residence. On April 16,
Armstrong and another individual took Owl into a wooded area behind Armstrong’s residence and
Armstrong tied Nicole Owl to a tree. Armstrong and the other individual then left Nicole Owl tied to
the tree for several hours into the evening. Armstrong, with a rifle, and the other individual then returned to the tree where Nicole Owl was tied. Armstrong asked the other individual if he wanted to
shoot Nicole Owl. The other individual said “No.” Armstrong then shot Nicole Owl twice, killing her.
On October 20, 2021, Armstrong also pleaded guilty to a two count Information charging him
with Assault with a Dangerous Weapon with Intent to do Bodily Harm in Indian Country and Use,
Carry, and Discharge of a Firearm During and in Relation to a Crime of Violence, for his role in the
2015 murder of Scotty Candler. According to court documents, in May 2015, Armstrong received
orders from the Indian Brotherhood to question Scotty Candler about an unrelated homicide. Armstrong and another individual went to Scotty Candler’s residence carrying firearms. Scotty Candler
opened the door to his residence and his two dogs ran out. Armstrong fired two shots outside
Scotty Candler’s home. According to Armstrong, the other individual then went inside and shot
Scotty Candler, killing him.
The United States Attorney’s Office for the Eastern District of Oklahoma, along with the Criminal
Division’s Human Rights and Special Prosecutions Section, prosecuted these cases because the
defendant is a member of a federally recognized Indian tribe and the crimes occurred in Seminole
County, within the boundaries of the Seminole Nation Reservation and within the Eastern District
of Oklahoma.
“Today’s sentencing of Matthew Armstrong to life imprisonment ensures that a violent member of
the Indian Brotherhood will be held accountable for his involvement in the deaths of two victims and
that he will never step outside the confines of a federal penitentiary to victimize others in the Eastern
District of Oklahoma or elsewhere,” said United States Attorney Christopher J. Wilson.
“Matthew Armstrong is a callous and violent criminal who left permanent scars on his community
and the families of his victims,“ said FBI Oklahoma City Special Agent in Charge in Edward J. Gray.
“Thanks to the partnership and hard work of all law enforcement agencies involved in this investigation, he will spend the rest of his life in prison.”
“OSBI Agents, Analysts, and Criminalists worked tirelessly with our partners at the FBI,U.S. Attorney’s Office, and the Justice Department’s Criminal Division to ensure justice for Ms. Owl,” said
OSBI Director Aungela Spurlock. “The investigation and prosecution of Armstrong is an example of
law enforcement in Oklahoma, post the Supreme Court McGirt ruling, working together on behalf of
victims of violent crime. We look forward to the success of these continued partnerships.”
The Honorable Ronald A. White, U.S. District Judge in the United States District Court for the
Eastern District of Oklahoma, in Muskogee, presided over the hearings. Armstrong will remain in
custody pending transportation to a designated United States Bureau of Prisons facility to serve his
non-paroleable sentence of incarceration.

NEW YEAR’S DISSOLUTION
Staci Marie Bungard and her 37-year-old
husband, Joshua Averill Bungard, were arrested in the early morning hours of New Year’s
Day after they got into a physical altercation at
a local bar.
According to reports, Staci Bungard has
been employed as the city of Ada’s community
development director since April.
Reports also state Ada police officers were
dispatched to the Elk’s Lodge in the 3800
block of Arlington at approximately 1:20 a.m.
The bartender told police that a married couple, identified as the Bungards, were arguing
inside the bar. At one point, Joshua grabbed
Staci’s hair and pulled her head back.
The bartender separated the couple and
Joshua then allegedly punched her in the face.
The bartender took off her glasses. An officer noticed a red mark across the bridge of her
nose that was consistent with being hit in the
face.
The bartender also said that she took a gun
away from Staci and removed the bullets.
When an officer spoke with Staci, he noticed
that she smelled like alcohol, and her speech
was slurred. She said her husband had had a

The woman admitted to having a gun, but she said she gave it up voluntarily and didn’t load it.
The officer advised her that having a gun in her possession while intoxicated was a crime. Staci said she wasn’t aware of that. She told the officer
that she was just scared for her life.
Joshua told police that he wasn’t abusive. He said he never hit his wife
or the bartender.
Staci Bungard was arrested on complaints of public intoxication and
carrying a weapon while under the influence of alcohol. No formal charges
have been filed in her arrest.
Joshua Bungard is being charged with domestic abuse - assault and
battery. His bond was set at $1,000, and he is scheduled to appear in
court March 3, 2023.
