A Shawnee man learned the dire consequences that can happen when you
break into someone’s car after a police
dog bit his ear.
According to the affidavit, a Shawnee
police officer was dispatched to the location of a local business in the early
morning hours of Nov. 27, in reference
to a man wearing a hoodie breaking into
vehicles.
When he arrived, the reporting party
pointed toward north of the property, and an officer was able
to locate the subject. The subject, later identified as Dustin
James Coggins, 23, was wearing jeans a hoodie, and gloves,
and was running near the fence of the gated property.
When police found Coggins, he was lying under a vehicle on
the property. An officer told him that if he didn’t get out from
under the vehicle, the officer would release his dog.
Coggins climbed out from under the vehicle, but refused to
put his hands behind his back, and attempted to hide them
underneath his body.
The officer released his dog to apprehend Coggins, and the
man tried to climb back underneath the car. The dog bit the left
side if Coggins’s face and he began to bled. He was transported
to the hospital and police spoke with the reporting party.
The RP showed police his vehicle, which appeared to be pried
open by the driver’s side door handle.
Police checked on Coggins at the hospital and once he was
released, they transported him to jail.
Coggins is being charged with second-degree attempted burglary. His bond was set at $10,000 and he is scheduled to appear in court on Jan. 7, 2014.

OBSTRUCTING OFFICER SPEEDING
A Shawnee woman and Tecumseh man were
arrested after a Shawnee police officer saw
them driving a stolen vehicle around town.
On Nov. 28, an officer saw a white Mercedes
traveling north on Kickapoo. In the car, the
officer saw a woman he knew to be Amanda
Marie Powell, 21, in the passenger seat. Neither Powell nor the male driver was wearing
a seatbelt. According to the affidavit, dispatch
advised the officer that Powell had six warrants for her arrest.
The officer attempted to locate the vehicle,
but could not find it, until dispatch advised
him of a suspicious looking car in the alley of
Kickapoo and Aydelotte. The officer drove to
the location, but the car was already gone.
The officer knew that Powell lived with her
mother, so he drove to the residence to see if
she was there, the affidavit states. When he
drove by the house, he saw the white car sitting in the driveway.
Police surrounded the house in their patrol cars due to Powell’s
history of running from law enforcement. She came out of the
house and started to walk toward the back yard. An officer yelled at
her and told her to stop, but she started running. She was eventually apprehended and placed into handcuffs.
The man that had been driving the car was identified as John
Douglas Stein, 31.
Dispatch advised that the car was stolen out of Oklahoma City,
and Stein was also placed under arrest.
Both Stein and Powell are being charged with possession of a
stolen vehicle. Powell was released on a $2,000 bond. Stein was
released on a $5,000 bond. They were both scheduled to appear in
court on Dec. 13, 2013.

The Bible does
not prohibit the
consumption of alcohol
but leaves that choice up
to the individual.
Opponents argue
against drinking by
citing the destructive
effects of alcohol
addiction, such as
divorce, job loss, traffic
accidents, breakup of
families, and destruction
of the addict’s health.
One of the most dangerous elements of drinking alcohol is setting
a bad example for other believers or leading them astray. The
Apostle Paul, especially, cautions Christians to act responsibly so as
not to be a bad influence on less mature believers:
Since an overseer is entrusted with God’s work, he must be
blameless-not overbearing, not quick-tempered, not given to
drunkenness, not violent, not pursuing dishonest gain. (Titus 1:7,
NIV)
As with other issues not specifically spelled out in Scripture, the
decision whether to drink alcohol is something each person must
wrestle with on their own, consulting the Bible and taking the matter
to God in prayer.
In 1 Corinithians 10:23-24, Paul sets down the principle we should
use in such cases:
“Everything is permissible”-but not everything is beneficial.
“Everything is permissible”-but not everything is constructive.
Nobody should seek his own good, but the good of others. (NIV).

VIOLATION OF COMPUTER
CRIMES ACT
By Lt. Jeff James
Oklahoma Highway Patrol
Well, winter is here! With this
most recent ice and snow storm
that gripped Oklahoma, there obviously were some significant
obstacles to safe driving. One that I have noticed, that doesn’t really
get a lot of attention, is the visibility that is obstructed by iced over
windshields and windows on vehicles. I’m going to touch on some
of that, to try to raise some awareness about it, and give some tips
to help us stay safe.
We’ve all seen it...a vehicle coming down the road with just a
small hole scraped in the windshield so the driver could see the
road. Every time I see it, I cringe! The law that governs this is
Oklahoma State Statute 47:12-404.C, which states: “No person
shall drive any motor vehicle with any sign, poster, other nontransparent material, or debris, including but not limited to snow,
ice, or frost upon the front windshield or the side wings, or side
or rear windows......which obstructs, obscures, or impairs the
driver’s clear view of the highway ahead or to either side or of any
intersecting highway.” What this means to the everyday driver is
that the little hole you scraped to drive by, just won’t cut it! While
compliance is the goal, the reason is safety! Obviously the chances
of an accident drastically increase as visibility decreases...so why
limit our vision to just a small hole out the front windshield?
There are several ways to clear those windshields, both
mechanically and chemically. A simple ice scraper has been the
preferred method for as long as most people can remember. They
are inexpensive, and easy to find. Another method is simply to go
out 10 minutes before you leave and simply start your car up, and
get the defroster going! When the windows are clear, you are good
to go! Still another way is to obtain any number of chemical deicing sprays that are available at most stores. Don’t pour hot water
on your windows, as the change in temperatures can cause your
window to crack or break!
While we are talking about it, lets not forget about those side and
rear widows. A significant percentage of accidents happen while
backing, so it stands to reason that we need to be able to see out our
back glass as well as the front. Side windows are no different, no one
wants to be struck by a vehicle they couldn’t see when they pull into
an intersection. After you finish with those side windows, go ahead
and hit those side mirrors as well!
All of these suggestions simply take a little extra time, and
sometimes money, but the time and money pale in comparison to
the impact on time and money that an accident will have on you, or
others. As a safe, courteous driver, you owe it to yourself and your
fellow drivers! Thanks for reading, buckle up and be safe!

Brian Hounslow, a 37-year-old Tulsa man, was jailed after he
was allegedly caught masturbating inside a women’s restroom.
According to police, a woman shopping at a Tulsa Walmart
was unpleasantly surprised when she walked into the women’s
restroom to find Hounslow masturbating in front of a mirror.
Investigators say Hounslow’s pants were down around his
ankles and he was masturbating his “fully exposed turgid
penis” when the woman walked in.
Hounslow reportedly got dressed and began walking toward
the store’s exit while the woman attempted to get help. When
the woman was unable to find someone who could address the
situation, she pulled out her cell phone and began recording
the man as he continued to walk toward the exit.
The video shows a man walking away from the woman as she proceeds to make
a public spectacle of him. At one point in the video, the man runs from the woman
when she begins shouting “stop that man, stop that man.”
Although the man succeeded in fleeing the scene, another shopper managed to get
Hounslow’s license plate number. He was arrested later the same day.
During a subsequent interview with police, Hounslow reportedly confessed to the
masturbation explaining that he thought that he was inside the men’s restroom.
Hounslow was booked into jail and charged with indecent exposure.

OK Jailbirds is cooperating with the efforts of Oklahoma Department of Human Services to impact the huge
social problem of irresponsible parents who are not paying the child supports ordered by our courts.
If these biological-only parents won’t honor the courts order, perhaps public shame will get their attention.
If you know how to reach any of the Deadbeat Parents found on this page, please call the Oklahoma Department of Human Services
Child Support HotLine at 1-800-522-8014
Importance of Child Support
Children are our future and child support helps make sure they
have a chance at a productive life. Children have the right to get
support from both parents and do not lose this right when a
parent leaves the home.
When children do not receive child support, they can:
Suffer both Emotionally and Physically
Live within a Reduced Standard of Living
Have their Basic Needs Unmet
Become Non-Supportive when they become Parents.
When one or both parents do not support their children,
taxpayers often pay the cost of raising children. When children
receive public assistance and their parents pay no child support,
all taxpayers bear the cost of supporting the children.

What you’re saying
about this on...
DeVocha H: People are sick
Cheryl T: eww
Cheyenna H: Out on
bond???????
Mary C: should have made his
bond higher
Eddie J: oh hell yea thats sexy
Bobby A: If they would just hang
one of these sick individuals that are
in to child porn, it might stop that
sh**t.
Aline L: Sick ass people wonder
how many camera’s they haven’t
found not much telling with a perv...
Annie B: Love he has federal
charges. The federal courts don’t
mess around and im sure in a federal
prison he will be passed around.
Bill F: I hope this guy rots in hell
if he is convicted. He can say good by
high paying federal job with excellent benefits.
Todd M: Sounds like he needs to
be taken on a hunting trip!!
Shaina B: He also looks like he
could b one of those people that may
b hiding a dead body n his basement
JS! Lol creepy!!!
Mary C: Of all the things to spy
on, and he spies on that? Sounds
like he was targeting people to me....
Creepy creepy stuff...
Carolyn H: Doesn’t deserve
bond
Heather G: Letting people out
on bond is so scary and in this case
disgusting. It’s basically letting him
free to hide and destroy as much evidence as he can...
Mariette W: Yeah...there is an
idea...lets put a man that has pedophilia images on his computer and
a sick mind back in the public while
he waits for a prison sentence...just
to give him a chance to act on his
feelings before it is too late. Making
sense to you? No, me neither
Jana S: He did this at the navy
base to my mom and great aunt who
work there so everyone who is saying
“my hero and that’s sexy” are sick.
He did this for months. How would
you like it if some perv was looking
at your mom or aunt?
Tuff H: They need to send him
down to boggy bottom.. Let us have
about 30 mins with him I can guarantee he won’t do it again
Mary S: Lovely..gets off on women using the restroom. Like we don’t
look for cameras these days!!! Jeez,
you can’t get away with that anymore
weirdo!
Belinda M: Considering this
same thing happened close to my
home of a store manager setting up
a hidden camara in the dollar general bathroom I am very skeptical to
use public restrooms !!! This jackass don’t need to be out with society
wow talk about rewarding him for
his behavior
Sherri C: Creeper. That is just
gross. Why would he get his jollies
watching people pee? Weirdo.
Aundria F: Sad on so many levels..it happened and will continue to
happen. So much for the law “protecting” us! By releasing him they
have put so many more in danger of
being violated. He is a sick sick man.
Brian M: Dude! I have walked
into the bathroom AFTER a woman
has used it, and based on that over
stimulating sensory horror I would
NOT ever want to see the events
leading up to that.
HIDDEN CAMERAS IN WOMEN ’S RESTROOM
A McAlester man was arrested and faces federal and state
charges after investigators say he put a hidden camera inside the
women’s restroom at the McAlester Army Ammunition Plant.
Kenneth Elkins, 55, was an employee at the plant.
Elkins is charged with three counts of federal video voyeurism, two counts of recording/transmitting obscenity. The state
is also charging him with two counts of using electronic equipment in clandestine manner.
Investigators say women were videotaped using the restroom
at the plant between July and August. They say Elkins captured very revealing
pictures of least three of the women.
When investigators searched Elkins home they found child pornography on his
computer and evidence he was recording inside a 16-year-old relative’s room.
Elkins is out on bond.

During a recent patrol for burglaries, police arrested a Wewoka woman
after she was acting suspicious and
carrying around a large bundle of
clothes.
According to the affidavit, a Seminole police officer was on a preventative patrol on Ocheese Street on Dec.
4, due to a string of burglaries that had
recently occurred in the area when he
saw a woman walking very fast and
carrying a large bundle of clothing.
Due to the recent criminal activity
in the area, the officer stopped his car
and asked her to approach the vehicle.
The woman told the officer that she was headed to see her boyfriend and needed to take the clothes to his house.
The woman was acting very hyper, kept swinging her arms, and
had trouble standing in one place. She was also sweating profusely, even though it was cold outside.
The officer asked to see her ID, and even though she told him
she didn’t have one, she proceeded to put her purple purse on the
hood of the patrol car, and dug through the purse until she found
her ID.
The ID identified her as Wanda Jaelena Lee, 55. The officer
asked her if she had any weapons or illegal substances on her person. Lee told him no, and began emptying her pockets, placing
items such as cash, plastic baggies and a lighter on the hood of the
patrol car.
She told the officer, “See, nothing,” and continued emptying her
pockets.
The officer told her to continue emptying her pockets and as she
did, the officer heard what sounded like a pill bottle.
Lee pulled her hand out her pocket, clinched it and told the officer, “There’s nothing.”
She then looked at her balled up hand, said, “S***,” and placed
a clear plastic container on the hood of the car.
The container contained several crystal-like rocks with what appeared to be meth. The officer placed Lee under arrest. As he did,
he found a blue pen that had been hollowed out to consume meth.
On the way to jail, Lee told the officer that she was in drug court
and had just consumed meth five minutes prior to him finding her,
because she wanted to sample the meth that she was delivering.
The crystal-like substance tested positive for meth.
Lee is being charged with unlawful possession of a controlled
drug with intent to distribute and unlawful possession of drug
paraphernalia. She is being held on a $250,000 bond and is
scheduled to appear in court on Jan. 2, 2014.

They say not to let your friends
drink and drive; obviously, a Seminole man’s friends were not looking out for him after a celebration
on Nov. 30. One too many drinks
of Everclear and a vehicle collision
proved to be consequential for the
man that apparently had just wanted to have a good time.
He was locked up after police arrested him for partying a little too
hard at a friend’s birthday party.
According to the affidavit, an
Oklahoma Highway Patrol trooper
was on patrol when he came in contact the hard partying man.
The trooper had found the man and pulled him over because
he had allegedly been involved in a two-vehicle collision on US
377 near I-40.
After making contact with the man, identified as 20-yearold Ryan Eli Hefner, the officer believed that Hefner had been
driving while intoxicated.
The officer smelled alcohol on Hefner’s breath, and noticed
that Hefner was unsteady on his feet, had red bloodshot eyes
and slurred speech. He told the officer that he had consumed a
few drinks that had contained Everclear at a friend’s birthday
party.
Due to the man’s behavior and his admission that he had
been drinking, the officer arrested Hefner and transported
him to jail.
Hefner is being charged with driving a motor vehicle while
under the influence of alcohol, aggravated, and failure to wear
a seatbelt. He was released on a $2,000 bond and is scheduled
to appear in court on Jan. 16, 2014.

John Posey, a 65-year-old Arkansas man, was jailed after he
allegedly entered a Radio Shack drunk and then proceeded to
urinate on the floor and various electronics.
According to Paragould Police, officers were dispatched to a
local Radio Shack after receiving a report of an intoxicated man
that the retailer wished to have removed from the premises.
Arriving officers spoke with the store clerk who pointed out
a puddle on the floor where Posey had just urinated and then
pointed officers in his direction.
Investigators then spoke with Posey who had blood shot eyes,
slurred speech and appeared to be unsteady on his feet. Posey
denied urinating on the floor and told the officer that he was
“just shopping” despite having an unzipped fly.
The officer placed Posey into a patrol car and then went back into the store to evaluate
the damage. Among the damaged items were several television sets, various recording
equipment and other audio equipment valued at about $800.
During a second interview, Posey admitted to urinating on the floor, explaining that he
“had to pee bad.” When the officer asked Posey why he didn’t ask to use a restroom, Posey
stated that “stores usually won’t let you, so I didn’t ask.”
Posey was booked into the Greene County Jail and charged with criminal mischief.

FACT:
If a victim does not say “no” or does not “fight back,” it is not
sexual assault.
False.Sexual assault victims may not say “no” or not fight back for
a variety of reasons including fear and confusion. Rape victims often
report being “frozen” by fear during the assault, making them unable
to fight back; other victims may not actively resist for fear of angering
the assailant and causing him to use more force in the assault.
Pressure to be liked and not be talked about negatively by a peer will
sometimes cause adolescents or children to avoid fighting back or
actively resisting.

A couple was arrested in Hughes County after a police discovered drugs in their vehicle.
According to the affidavit, a Holdenville
police officer was on patrol Dec. 4, when he
observed a vehicle driving down the road.
Neither the driver, later identified as Mark
Kimberly Clark, 53, of Seminole, nor the passenger, Tonya Osborne, 31, of Holdenville,
was wearing a seatbelt.
The officer conducted a traffic stop and
asked Clark for his driver’s license and insurance. Clark appeared to be very nervous and
his voice was trembling.
The officer asked him if there were any illegal item in the vehicle. Clark hesitated, but
told the officer that there was nothing in the
truck. The officer asked Clark a second time if
there was anything in the vehicle. Clark once
again hesitated, but insisted that there was
nothing in the truck.
The officer told Clark that he was going to conduct an open-air
sniff around the vehicle. The officer retrieved his K9 from the patrol car and walked around the vehicle. The dog alerted twice on
the driver’s side door and once on the passenger door.
The officer detained Clark and Osborn and conducted a search
of the vehicle. He located a piece of aluminum foil, which contained a crystal-like substance that tested positive for meth. Both
Clark and Osborn denied ownership of the illegal substance.
They are being charged with possession of a controlled dangerous substance (meth). Clark was released on a $5,000 bond. Osborn was released on a $3,500 bond. They are both scheduled to
appear in court on Jan. 7, 2014.
