RESISTING EXECUTIVE OFFICER
Shawnee man Phillip Joseph Peacore, 27, was arrested in
McCloud on November 19 when his friend came to a sudden
stop in front of a police officer. The stop wasn’t the reason for
his arrest -- the drugs were.
According to the affidavit, a McCloud officer was traveling
northbound on McCloud Road at approximately 11 p.m. when
he saw a gold SUV in front of him. The vehicle came to an
abrupt stop on the side on the road, driving over the curb and
parking halfway on the grass. The officer stopped and made
contact with the driver.
The driver said he stopped, because he had missed a turn
while watching the patrol car. The driver and his passengers
appeared to be nervous. One of the passengers was identified
as Peacore.
The officer checked Peacore’s information and was advised
the man had warrants for his arrest, one of them for possession of marijuana. The officer
asked Peacore to step out of the vehicle. As the man got out of the SUV, the officer saw a pack
of rolling papers. He asked Peacore what his warrants were for. Peacore said failure to pay for
petit larceny. The officer asked him about the possession of marijuana warrant.
Peacore admitted he had been caught with weed, but he denied having any on him or in the
vehicle. The officer asked him what the rolling papers were for. Peacore told him he was going
to roll cigarettes, but he had run out of tobacco.
The officer asked the driver if he could look in the backseat where Peacore had been sitting. The driver gave him permission. The officer found the rolling papers, a cigarette box
containing a green leafy substance that smelled strongly like marijuana and a smoking pipe
with burnt residue.
Peacore admitted the items were his. The officer placed him under arrest and asked him if
there was anything else illegal in the vehicle. Peacore told him there was a digital scale behind
the backseat that he uses when buying marijuana to make sure he doesn’t get ripped off.
The driver and other passenger were searched and released from the scene.
Peacore is being charged with possession of a controlled dangerous substance and unlawful possession of drug paraphernalia. He was released on a $1,000 bond and is scheduled to
appear in court on February 5, 2015.

Attorney General Warns Oklahomans
of IRS Phone Scam
Oklahoma Attorney General Scott Pruitt is warning
to keep watch of a phone scam making its way across
the state.
The Attorney General’s Office has received a number
of complaints from citizens who received phone calls
from someone claiming to be a representative of the
IRS.
The caller claims the IRS has a case against an
individual and if he or she did not contact the number
given within 24 hours, that person would be arrested.
This particular scam targets the most vulnerable
Oklahomans who may not readily be aware of the
IRS’s procedures.
“It is beyond frustrating that scams like this
continue to be rampant. Unfortunately, we typically
see these types of scams spike during the holidays.
While this is meant to be a season of celebration, Oklahomans should keep their guard
up to protect themselves from such crimes,” Attorney General Pruitt said. “A simple tip
you should always remember, the IRS will never call about a payment or taxes owed
without sending it in writing first.”
Here are some tips to protect you from these types of scams:
• The IRS will always notify you in writing first. They will never contact you by phone
without first mailing you a bill.
• You will never be required to use a specific payment method.
• Never give your credit or debit card numbers over the phone.
• You will not be threatened with being arrested by local law enforcement for not
paying.
If you have been a victim of a scam, report the incident to local law enforcement and
to the AG’s Office immediately. For more tips from the IRS you can visit their website at
irs.gov.
If you have a question about a possible scam, contact the AG’s Public Protection Unit
at (405) 521-2029, (918) 581-2885, by e-mail at [email protected] file a
complaint online at www.ok.gov/oag.

Recent Arrests For Okfuskee County
Two people were taken into custody after a woman, concerned she was getting burglarized, called
and reported the pair on her property.
Stanley Coleman, 60, of Weleetka, was charged
Dec. 9 with with possession of CDS and possession
of paraphernalia, and bringing contraband into jail,
and Margaret Sands, 35, of Choctaw, was charged
with possession of CDS and possession of paraphernalia in Okfuskee County District Court.
According to the affidavit, on Dec. 4, around 5
a.m., a woman called the sheriff’s department concerning a vehicle parked on her property near Weleeka. She added she was scared her
home was going to be broken into. When a deputy arrived at the home, he saw a silver
Ford pickup leaving the residence.
The deputy activated his emergency lights and the truck pulled over. The driver got
out and immediately began throwing items into the nearby pasture. The deputy then
made contact with the driver, Coleman, and his passenger, Sands, and detained both
of them so he could get the items he saw Coleman toss.
During his search, the deputy found meth and paraphernalia tucked inside a sock.
He then called for a drug-sniffing dog, and when it and another deputy arrived, the
dog alerted to more drugs in the truck. The deputies found more meth, paraphernalia,
and marijuana.
The truck was impounded and Coleman and Sands were hauled off to jail. While jail
personnel was helping Coleman change into his jail garb, Coleman dropped a glass
pipe that he had concealed in his pants.
Sands is scheduled to appear for her preliminary hearing on Jan. 8, 2015. Coleman’s
preliminary hearing is scheduled for Jan. 15, 2015.

OK Jailbirds is cooperating with the efforts of Oklahoma Department of Human Services to impact the huge
social problem of irresponsible parents who are not paying the child supports ordered by our courts.
If these biological-only parents won’t honor the courts order, perhaps public shame will get their attention.
If you know how to reach any of the Deadbeat Parents found on this page, please call the Oklahoma Department of Human Services
Child Support HotLine at 1-800-522-8014
Importance of Child Support
Children are our future and child support helps make sure they
have a chance at a productive life. Children have the right to get
support from both parents and do not lose this right when a
parent leaves the home.
When children do not receive child support, they can:
Suffer both Emotionally and Physically
Live within a Reduced Standard of Living
Have their Basic Needs Unmet
Become Non-Supportive when they become Parents.
When one or both parents do not support their children,
taxpayers often pay the cost of raising children. When children
receive public assistance and their parents pay no child support,
all taxpayers bear the cost of supporting the children.

Seminole man Jeffery Dale Welch, 55, is being held
without bond after a child in his care somehow ingested
methamphetamine.
According to the affidavit, a Seminole police officer responded to a residence in the 12300 block of NS 3580
on November 30 to check on a child. The caller told him
he had picked up his granddaughter during a custody exchange at 6 p.m. He said he noticed the child was “not
acting normal,” so he took her to the emergency room.
Doctors advised the man that his granddaughter tested
positive for methamphetamines.
The man said there was another child living at the residence and Welch might be there. Police went to the residence and when they knocked, a woman looked through
the window, then immediately disappeared. They
knocked again, and Welch answered the door.
The officer told him he was there to check on the other
child. He asked Welch who else was in the house besides
him and the child; Welch said no one.
Police found the woman who first looked through the window flushing something down
the toilet. They brought her into the living room, where they found the child sleeping on the
couch. Directly below her on the floor was a small green smoking device with reside. Welch
told the officer, “It must have fell out.”
On the coffee table directly in front of the child, officers noticed a bags of synthetic marijuana, seeds “that appeared to me marijuana related” and two bags of rolling papers. Welch
told the officer he was a member of drug court.
An officer placed him under arrest and took him to jail.
The child’s mother spoke to the officer at the police department. She said she wasn’t sure
how her child got ahold of meth. She said she let Welch frequently watch her child.
Hopefully that changes.
The other child tested negative for drugs.
Welch is being charged with two counts of possession of a controlled dangerous substance,
destroying evidence, child neglect/child abuse and unlawful possession of drug paraphernalia. He is being held without bond and is scheduled to appear in court on December 18, 2014.

A polygraph test led to the arrest of a Wetumka man who
allegedly stole money from the city of Holdenville earlier this
month.
On December 3, Holdenville police were advised that three
bank deposit bags with cash totaling $17,603.32 had been stolen out of the city clerk’s desk. During the investigation, police
decided to bring in Douglas W. Settles for questioning -- and a
polygraph test. Settles had initially denied taking the money.
Before Settles arrived at the station on December 10, he was
advised of the lie detector test.
He didn’t seem to be bothered by the truth machine, and he
told police, “OK, let’s get it done.”
The results of the test? Settles was lying about not taking the
money.
Settles then wrote out a statement that said he removed the money from the city clerk’s
desk and put it in his sweatpants. He told police he still had the money at his residence.
Police took him to his home, where they discovered more than just $ 2,728 of the stolen
money.
At first, Settles told police the money was in his drawer. They found a loaded pistol, but not
the money. Settles then asked his girlfriend what she had done with the money. She told him
it was in the closet. She pulled out a shoe and handed over the cash.
Both Settles and his girlfriend gave police permission to search their residence.
Officers found a green leafy substance that later field-tested positive for marijuana and
Xanax pills. Settles said the marijuana and pills were his.
The man was placed under arrest and taken to jail.
Settles is being charged with grand larceny, possession of a controlled dangerous substance
and unlawful possession of a controlled dangerous substance without a prescription. His
bond was set at $10,000, and he was scheduled to appear in court on December 16, 2014.

The Choctaw County Sheriff’s Office requested OSBI investigate
an officer-involved shooting near Grant on Dec. 4. The incident
began with a foot pursuit of a subject by numerous law enforcement
agencies.
That pursuit ended in the parking lot of the Choctaw Nation
Casino and Resort located at 1516 U.S. Highway 271 when the
man exited a pickup truck he had stolen and then raised a rifle at
officers. William Lee Honea, 33, of Texas, was shot multiple times.
Two Hugo officers and two Choctaw County sheriff’s deputies fired
their weapons. Honea was transported to a local hospital where he
was pronounced dead.
OSBI agents spent much of the day at the scene gathering
information and evidence. Agents will continue conducting
interviews. Once the investigation is complete, agents will provide the district attorney with the facts
of the case. The district attorney will determine if the shooting was justified.

What you’re saying
about this on...
Taylor D: I think I’m tired of hearing about it.
Karen H: I’m with @taylor
Justin A: I’m in amazement that 2
comments into this post there was an
agreement.
MeMe E: Being a former Police officer myself and being highly trained
and educated, dealing with these split
second decisions, protecting the public as well as yourself...this officer was
justified totally and completely without
a doubt...i watched his interview and
he was consistent and truthful...it was
proven that witnesses lied and are being prosecuted for it...I think the media
is completely making this whole thing
around the world to be something it
isn’t...and to incite a riot is illegal and
all those involved should be prosecuted...an opinion is one thing but to get
people all fired up to the.point of burning down a town is despicable and set
us all back 100 years...ridiculous is
what it is...
Amy F: I don’t think any American
citizen should die at the hands of a societal pawn for selling loosies.
Okjailbirds: So, Amy F, what
should they have done differently?
Kevin G: Aren’t cigarettes a atf issue to begin with? And yes im tired if
hearing about it..stay vigilant .and kind
to one another
Jerry R: Seriously Kevin? These
men were both breaking the law and
when confronted both chose to resist
arrest! I don’t necessarily agree with the
officer using a choke hold when it was
not proper department procedure to do
so and its a shame either man had to
die as a result of their choices but, they
made the choice to not comply with the
law. It’s ridiculous that it’s been made
into a racial issue. I think the media
feeds off of it and really pushes the issue.
Janice M: I believe justice was
served in both of these cases, but I worry about unbiased reporting from ALL
of the media.
Shiela H: I feel if you didnt see it
dont judge but heres one hands up dont
shoot pants up dont loot
Keith S: Okjailbirds trolling the internet.
Jesse C: I guess I would ask exactly
what the rioters wished to accomplish?
If they really have an agenda what is it?
They’re hurting innocent businesses
to punish police? How is this justice in
anyone’s eyes?
Jay C: I think they’re doing their
Christmas shopping.
Edwin L: I doubt the cop actually
broke the law there. But the cop isn’t
the problem,it’s the law. Anything those
guys do in the line of duty is basically
lawful because of statutes like qualified immunity and other’s. There is no
accountability for actions,no reason to
practice restraint because both policy
and law protect them from mistakes or
rash actions. The problem is that the legal system is not a justice system.
Frank K: An old girlfriends father
who was a cop, once told me, the best
thing you can do when you see the police is walk the other way, or there is
going to be trouble. .. In other words,
if you see the cops get the hell out of
there.
Lisa H: I can promise you this; if I
were placed in situations where I felt
my life or the lives of my family were
in danger, someone would not survive!!
The police have only seconds to react.
Everyone who is griping, if you think
you can do the job better, jump on it!!
Meg W: Ferguson, yes, justice was
served. NY, no
Merlin K: I back the police, don’t
resist don’t get shot. Brown was a thug.
Garner I don’t agree with. He said he
could not breathe 11 times. It was criminal not to pay attention to his pleas.
In light of the recent media attention surrounding
the Ferguson, MO., shooting and the NY police chokehold incident, do you believe
justice has been served with
the outcomes? On what do
you base that belief? Do you
think the media is reporting
both sides of the stories?
What’s your opinion

An Ada woman who didn’t really lie about her drug use told
police she did after she was arrested for a weed pipe she handed
over on December 10.
According to the affidavit, a Pontotoc County deputy made
contact with Tanya Leann Presley, 44, at 7:37 p.m., due to her
speedy driving. He stopped her vehicle on Tower Road, .8 miles
west of Country Club, because she was driving 62 mph in a 45
mph zone.
While speaking to Presley, the deputy smelled marijuana
coming from the inside of her vehicle. He asked her to exit her
vehicle, have a seat in his patrol car, and if she had any illegal
items in her car. She told him there was a “one hitter” for weed
in the center console. The deputy retrieved the pipe.
He conducted standard field sobriety tests, and Presley
“showed several signs of intoxication for drug use.”
When the deputy placed her under arrest, Presley made an “excited utterance” and told
him she had been lying the whole time, and she had just used some meth right before the
stop. She told him she had a meth pipe in her boot. The deputy retrieved a glass pipe with
white residue from the woman’s shoe and transported her to jail.
Presley is being charged with possession of a controlled dangerous substance and driving
a motor vehicle while under the influence of drugs. She was released on a $1,000 bond and
is scheduled to appear in court on January 21, 2015.
