KEEPING YOU SAFE
If you see an increase of Deputies in and around the Blue River Public Fishing and Hunting Area
there is a good reason. Our call volume in and around Blue River has increased. This is to be expected during the warmer months as an increase of people coming to enjoy Blue River. However, we
have seen a dramatic increase of violence within the past six months. We have had three Deputies
assaulted while making arrest in and around the Blue River Public Fishing and Hunting area.
The weekend before last we had two Deputies assaulted south of the main entrance on Bullard
Chapel. These assaults happened while arresting a violent wanted male fugitive out of Texas. During
this same ordeal Deputies also rescued a two year old child, which was part of a parental kidnapping
from another State. An adult female was also arrested with the male subject, both of which were
charged with child endangerment and several other charges. The female had previously been indicted for human trafficking in Texas. During the course of the investigation we discovered they were on
their way to the Blue River PFHA.
Our wonderful partners and friends of the Oklahoma Department of Wildlife Conservation do an
outstanding job maintaining the Blue River PFHA for all to enjoy! We will not let criminals come in
and destroy their efforts and ruin outdoor experiences for others who are coming to enjoy Blue River
and the great outdoors. I have also had several conversations with residents who live around the
Blue River PFHA, which have voiced concerns over an increase of strange behavior from individuals
which appear to be involved in nefarious activities.
We have also learned through intelligence gathering and interviews, criminals are using social
media to look for areas where they believe the camping is free and places they can hide out. This
is NOT the case at Blue River PFHA, nor will we allow it to become a haven for criminals. To enjoy
this area you must have a valid Oklahoma fishing license, hunting license or wildlife conservation
passport, all of which can be purchased online. There are some exceptions so please research it
online before visiting.
We love that folks from all over come and enjoy one of Johnston County’s and the State of Oklahoma’s most beautiful nature areas. However, if you are a criminal looking for a free ride, a place to
hide out or commit more crimes, you should look for another place to go.
If you see crimes happening or suspicious activity in or around the Blue River PFHA contact the
Johnston County Sheriff’s Office. If you are reporting wildlife crimes you can contact the Game Wardens or the Johnston County Sheriff’s Office.

ABUSE CHARGES
A Holdenville man is facing multiple felony
charges after Holdenville Police received a call
about a child sexual abuse allegation.
Dylan Gray, 22, was charged June 6 with rape,
first degree (victim under age 14), sodomy- victim under 16 years, two counts of lewd or indecent acts to a child under 16,
and two counts of performing lewd act in presence of minor.
Reports state that on early on May 30, Holdenville Police received a call
about a child sexual abuse allegation that occurred at a home in the 900
block of South Creek in Holdenville. During the investigation, it was discovered that there was enough evidence to arrest Gray on the allegations.
At Gray’s probable cause hearing and bond hearing on June 6, he was ordered to have no contact with minors and bond was set at $250,000. At his
initial hearing on June 20, he was ordered to reappear in court July 18 for a
status conference before Judge Smith.

70-year-old David McCoy Madkins allegedly shot his son
the morning of June 4.
The Wewoka man said he was cleaning his shotgun and
it was an accident.
According to the police report, a Wewoka officer and
OSBI agents investigated the shooting, which occurred at
a residence in the 400 block of South Eufaula. Madkins and his son were playing dominos. At
some point, Madkins allegedly became upset and grabbed a gun and shot his son.
Madkins told police he and his son were drinking and playing dominos early that morning.
After playing dominos, he said he started to clean his gun. He didn’t realize it was loaded. The
gun was pointed toward the hallway.
Madkins said the victim got up to check on his 6-year-old son. When he was walking to the
bedroom, Madkins said he shut the gun, and the gun fired, hitting his son.
The victim told police that he and his son went to Madkins’ residence. The men started drinking, and Madkins became drunk. They played dominos for a while. He said he told his dad he
was going outside to make a phone call. His dad said something to him, but he wasn’t sure what
he said. When he turned around, he said Madkins shot him. He told police that he didn’t know
why his dad shot him. He wasn’t cleaning a shotgun when it happened.
Madkins is being charged with assault and battery with a deadly weapon and possession of
a firearm after a former felony conviction. His bond was set at $500,000 and he is scheduled to
appear in court on July 6, 2023. FLOYD

An Ada man will be spending the next two decades
in prison after he was sentenced last month in federal
court.
Timmie Lee Runnels, 33, of Ada, was sentenced to
20 years in prison for tampering with a witness in a federal case, and 10 years for being a felon in possession of ammunition, to run concurrently.
The charges arose from investigations by the Ada Police Department, the Coal County
Sheriff’s Office, the Oklahoma State Bureau of Investigation, and the Federal Bureau of
Investigation.
On April 18, 2022, Timmie Lee Runnels pleaded guilty to one count of Tampering with
a Witness and one count of Felon in Possession of Ammunition.
During the plea hearing, Runnels admitted that on January 5, 2021, he was involved
in an altercation in Ada, during which Runnels fired a gun at another vehicle. Officers
searched Runnels’ vehicle and located 41 rounds of ammunition. Runnels was a convicted felon at the time of the incident. Runnels also admitted that from April 2021 to
September 2021, while in jail awaiting trial, he made telephone calls with the intent to
keep a witness from testifying in his case.
“The defendant knowingly interfered with a federal investigation by attempting to prevent his victim from testifying,” said FBI Oklahoma City Special Agent in Charge Edward
J. Gray. “The FBI and our law enforcement partners will continue to hold offenders like Mr.
Runnels accountable, while ensuring victims are heard and supported.”
“The defendant, a violent felon, used a firearm and was found in possession of ammunition, then attempted to avoid prosecution by intimidating a witness,” said United
States Attorney Christopher J. Wilson. “This type of behavior cannot—and will not—be
tolerated. The twenty-year sentence imposed by the Court ensures that Runnels is off the
streets and no longer a threat to the residents of the Eastern District.”
The Honorable Patrick R. Wyrick, U.S. District Judge in the United States District Court
for the Western District of Oklahoma, sitting by assignment, presided over the hearings
in Muskogee.
Runnels will remain in custody of the U.S. Marshal pending transportation to a designated United States Bureau of Prisons facility to serve a non-paroleable sentence of

DNA MATCH HELPS SOLVE RAPE
AND KIDNAPPING CASE FROM 2007
On June 2, charges were filed against 40-yearold Isaias Barron in a rape case dating back to
2007.
In 2007, the Tulsa Police Department investigated a reported rape with the following details: The
victim stated that she was walking and was offered a ride by a man in a truck.
She did not know the man, but she felt safe because the truck looked nice and
clean. The victim reported that the man introduced himself as ‘Jose’ and offered
her money in exchange for sex. The victim stated that ‘Jose’ continued to attempt to persuade her to have sex with him for money, and she continued to tell
him no. She said that she became concerned when he was not taking a direct
route to where she wanted to go. She said that she tried to get out of the car
while at a stop light, and that ‘Jose’ reached across her and held her against the
seat, telling her that she wasn’t going anywhere. The victim reported that ‘Jose’
parked the truck and raped her while holding a knife.
The Tulsa Police Department was recently made aware of a CODIS hit in this
case. The DNA recovered from this case in 2007 matched to a known profile of
Isaias Barron. Barron had been previously arrested in July of 2020 for Attempted
Rape, First Degree Burglary, and Sexual Battery. In that case, the 83-year-old
victim reported that she was in her house when she heard the doorbell ring.
When she opened the door, the suspect forced his way into her home and
sexually assaulted her. That suspect was later identified as Barron, and he was
convicted in Tulsa County District Court after a jury trial and sentenced to 16
years in prison.
Barron was interviewed in prison by Special Victims Unit Detectives about the
2007 case. Barron denied ever having met the victim, denied ever picking up a
prostitute, and stated that he did not know how his DNA was on her. Barron is
now charged with 1st Degree Rape and Kidnapping in the 2007 case.
Barron remains in the Davis Correction Facility in Holdenville for his previous
conviction.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
