parents -- regardless of whether they are technologically savvy --
can help their kids make better decisions about online behavior.
Efforts to address cybercrime include activities associated
with protecting networks and information, detecting criminal
activity, investigating crime, and prosecuting criminals, . The
Administration has taken significant steps to better protect America
against cyber threats and has developed a pragmatic and focused
cyber-security legislative proposal for Congress to consider. The
proposed legislation is focused on improving cyber-security for
the American people, our Nation’s critical infrastructure, and the
Federal Government’s own networks and computers.

An Oklahoma City woman
could face prison time after she
was arrested on drug charges
April 27.
Tecumseh police officer Trey
Baker was on patrol at 8:45 p.m.
April 27, at the stop sign at Harrison Road, when he saw a vehicle driving 15 mph more than
the speed limit. Baker conducted
a traffic stop soon after and confronted Nicole Byers, 32.
Baker was going to give Byers
a verbal warning, but things
changed once Byers agreed to
let Baker search her car. During
the search, Baker came across a
brown duffel bag in the back. Byers said the bag belonged to her. In
the bag, Baker found a black coin purse with marijuana inside.
Moreover, there was a green container with a syringe and digital
scales in the purse, as well as rolling papers in her wallet, records
show. Worse still, he found a purple pill container with six clonazepam pills inside. Byers was arrested for the contraband and taken
to the county jail. There she admitted she sold narcotics to support
her drug habit.
Byers was convicted in 2009 of unlawful possession of controlled
substances with intent to distribute. In that case, she had methamphetamine and marijuana in her possession and received a five-year
deferred sentence.

A Tecumseh man and his friend thought
they would get away with stealing from an oil
field, but the crime caught up with them May
6.
In January, Pottawatomie County sheriff’s
deputy Anthony Lee said he received a report
from dispatch about stolen oil field equipment.
The man said someone stole 4,000 feet of
metal tubing, which created a $12,000 loss. At
the time, police had no leads or suspects, but
things heated up in the case the next month.
In early February, Lee was dispatched to a house near the oil field
site after hearing of a domestic disturbance. He arrived to see a man
and his girlfriend fighting over ownership of a vehicle. The girlfriend
said Billy Meeks, 43, and her boyfriend James Burk, 41, stole the
piping and brought it to the house. The pipe was buried in a trench
on her property, she said.
The woman also said Meeks and Burk killed someone and then
buried her under the pipe, adding that they killed the girl because
she threatened to tell police about the theft. The boyfriend denied
knowledge of either the theft or the supposed body.
A consented search turned up the stolen piping, and Burk said
Meeks left it on his property. He decided to bury it after Meeks left
it there for a long time, he said.
Eventually, a full search turned up 14 pipes, with several being
shorter than 30 feet. Lee then learned Meeks cut up a large chunk
of the pipe to sell to a local supply store. Despite finding the stolen
pipe, police never found a body on Burk’s property.
More interesting still is that when police looked at old surveillance at the supply store, they saw Burk sold pipe in April 2012 using Meeks’ car.
Burk and Meeks face charges of knowingly concealing stolen
property. Meeks turned himself in May 9, but his partner has a warrant for his arrest.
Meeks will appear in court at 1:30 p.m. May 28.

Oklahoma Highway Patrol
Oklahoma has a lot of rural
areas, and is crisscrossed with
county roads. In those rural areas,
these county roads are traveled extensively, and as a result, around
50% of all accidents occur on them. The majority of those are due to
unsafe speeds. Most of these roads don’t have a posted speed limit,
so how is a driver to even know what the legal speed is? I’m going
to try and give some insight into that.
First, by state law, the speed limit on all county roads in the
state that aren’t otherwise posted is 55 miles per hour. Wait, you
might say...I heard the speed limit in my county on county roads
is 35, or 45. You are probably correct. The reason some counties
have a speed limit that is different on their county roads is because
the Board of County Commissioners for that county can set by
resolution a maximum speed limit for their roads. So how do you
know what the speed limit is for each county?
Posted on the county line marker, wherever a state highway
enters a county, and at all off-ramps where Interstates or Turnpikes
enter a county, there is a sign advising the driver of the speed limit
for non-posted county roads which will read as follows: ENTERING
________ COUNTY, COUNTY ROAD SPEED LIMIT _____MPH
UNLESS POSTED OTHERWISE.
Keep your eyes out next time you cross a county line, and see if
you see a sign like this, because they are out there. Now, if you don’t
see the signs, that means that in that particular county, the County
Commissioners did not change the speed limit on those county
roads, and the speed limit is 55 MPH as set by state law. For those
of you that would like to see this information, you can find it in the
Oklahoma State Statutes, Title 47-11-801F.
Now that we know the speed limit on these roads, lets talk about
the unsafe speeds that usually result in accidents. Most are due to
driving too fast on the type or roadway, specifically gravel, or on a
curve or turn. Just because the speed limit is 55, doesn’t mean that
you have to go that fast, and you should adjust your speed to the
conditions...if its gravel, and you are sliding around, you are going
too fast. Gravel is tricky, it doesn’t have the same grip as pavement,
and the depth and type of gravel all play a role in the traction you
have, which affects your stopping ability. If you are unfamiliar with
the road, be aware that it could be a T intersection, or a 90 degree
turn on the back side of a hill... adjust your speed to your abilities,
the conditions present, and potential conditions you may not know
about!

The NTSB (National Transportation Safety
Board) is looking into lowering the legal limit
for drunk driving from its current BAC .08 to a
lower tolerance of BAC .05 They say this move
could save many lives each year. Tell us what

April 24 wasn’t the best day for Paul Alan Jones, 32, of Seminole.
Jones was driving along the streets of Seminole when police noticed his windshield had a large number of cracks in the
driver’s field of view. The officer activated his emergency lights
in order to pull over Jones’s vehicle. Jones began to pull over,
but then seemingly changed his mind and pulled back into the
road and continued driving. The officer turned on his siren in
addition to the lights and noticed the driver and his female
passenger kept looking back at the cop car.
After a 1.1-mile “chase,” Jones finally pulled into the driveway of a residence. The officer exited his patrol vehicle and
ordered Jones to get on the ground. Jones complied and was
placed into handcuffs. Apparently under a false assumption,
he told the officer he could not tow his vehicle because it was
now on private property. Jones apologized to the officer, but explained he did not want to
have his vehicle impounded.
Another officer arrived on the scene and police discovered Jones was a member of drug
court. Jones was asked if there was anything illegal in the home and he told officers there was
not and to “feel free to check.”
While inspecting the home, police found several items of drug paraphernalia in multiple
rooms in the home and what appeared to be synthetic marijuana and a salt-like substance
Jones referred to as “vitamin supplement.”
Jones asked if he could tell officers the truth about the items found and explained he was
having a hard time working because the drug court would not allow him to live in Missouri
where he used to work. Jones said he had a friend in Oklahoma City that would bring him
$60 worth of “potpourri,” and Jones would sell it around town for $10 a gram. Jones insisted
that he only sold the potpourri and never smoked it, but used the “vitamin supplement” by
injection as an alternative to meth.
Police asked Jones to fill out a statement about what he had told them, but Jones later

In Florida, a woman was arrested for embezzlement after throwing her boss a surprise
party. The expensive celebration aroused suspicion, and it was discovered that the woman
had been skimming money off the company for 10 years, and eventually accumulated 182
dollars. How punk rock is that? She was charged with two first degree felonies. Maybe the
boss shouldn’t risk having any more birthdays for a while.
Do you have to be high to enjoy certain video games? Apparently yes to Pac-Man, hence his
never-ending hunger. In South Carolina, a 40 year old man attempted to smuggle pot around
in his vehicle. How? By stuffing it all in a Pac-Man arcade game. The vehicle was impounded.

Twenty-five-year-old David Haney, of Seminole, found out that slicing tires ends with a trip
to the slammer.
On May 5, Seminole police were dispatched to
a residence to check out a call that vehicles had
been damaged. When police arrived, the victim
of the alleged vandalism told police he was in his
home when he heard a loud crash outside. He
went outside to see what all the commotion was
about and discovered the tires on both of his vehicles had been cut. The victim told police he saw a small silver car
leave the area after the incident and a short time later, he noticed a
male subject walk past his residence.
After checking out the area where the vehicles were damaged,
police located a broken knife blade with partial fingerprints on the
ground near the right rear tire of one of the vehicles.
As though slicing his tires wasn’t enough, Haney reportedly continued to linger around the residence of the victim. The victim spotted the same small silver car drive by his residence multiple times
and later called dispatch again, because Haney had returned and the
two men were engaged in an altercation.
The victim told police he was outside when he spotted a man lurking in the shadows. Who other than the vandal himself stepped out
of the shadows and approached the victim. The victim recognized
Haney because he had been making threats toward him and others
who were friends with Haney’s girlfriend. When the victim recognized Haney, he attempted to detain him, but after a scuffle, the tireslicing suspect got away.
Police found a gray Nike beanie on the ground where the fight took
place.
On an unrelated call, police later discovered that the small silver
car belonged to Haney’s girlfriend.
Haney was arrested and transported to the Seminole County Jail
and booked in on complaints of malicious injury to property over
$1000. Bond was set at $50,000 and he was ordered to back to court
for a status conference on June 6.

On the morning of May 13,
OSBI agents arrested Franklin Combs, 53, for the murder
of Gayland Moore. Combs was
booked into the Hughes County
Jail on a complaint of first degree manslaughter. A 911 call
was made from Combs’ home
early this morning. When officers arrived at 218 S. Walnut,
they found Moore dead. An autopsy determine cause and manner of death, but it does appear Moore died of a gunshot
wound. The Holdenville Police Department requested
OSBI assistance with this investigation.

Davis & DeRosa Execution Dates Set
The Oklahoma Court of Criminal Appeals set June
18 as the execution date for LeFlore County death row
inmate James Lewis DeRosa, 36, and June 25 as the
execution date for Kay County death row inmate Brian
Darrell Davis, 38.
In October 2001, DeRosa was found guilty and
sentenced to death for the fi rst-degree murders of
Curtis Plummer, 73, and Gloria Plummer, 70, both of
Poteau.
DeRosa was briefl y employed by the Plummers and
told several friends on multiple occasions he thought
the elderly couple would be an easy target to rob.
DeRosa’s friend Eric Castleberry, 21, agreed to help
with the robbery and Castleberry’s friend, Scotty White,
18, agreed to drive.
After being welcomed into the Plummers’ home,
DeRosa and Castleberry brandished knives. While the
couple begged and struggled for their lives, DeRosa
proceeded to stab the Plummers multiple times and
slit their throats. DeRosa and Castleberry left the scene
with $73 and the couple’s pickup truck. The truck was
ditched in a nearby lake.
Castleberry testifi ed at DeRosa’s trial in exchange for a
sentence of life without the possibility of parole. White
was charged with accessory after the fact to murder and
received two 25-year sentences with the last seven years on probation.
Davis was found guilty by a jury in January 2003 for the November 2001 fi rstdegree murder and rape of his girlfriend’s mother, Jody Sanford, 52, of Ponca
City. He was sentenced to death for the murder and 100 years for rape.
In November 2001, Davis was living with his girlfriend, Stacey Sanford. They
had ended the relationship, but he refused to move out.
The night of the murder, Stacey stayed at a hotel after Davis had been
drinking. Davis called Stacey’s parents looking for her and Jody Sanford
became concerned. Unable to locate her daughter, Jody Sanford went to
Stacey’s apartment.
While at the apartment, there was an altercation between Davis and Jody
Sanford. The next morning, Stacey found her mother’s body. She had been
beaten and stabbed six times. DNA evidence also showed Jody Sanford had
been raped.

On May 14, the Holdenville Police Department requested OSBI assistance on a missing person’s case. Eric Stephens, 33, was reported missing by his mother. Information gathered from interviews indicate foul play is possible
in this case.
Investigators obtained a search warrant for a home at
1000 S. Broadway in Holdenville. A person of interest in
this case lives at that residence. Due to a possible high risk
entry into the home, OSBI has requested assistance from
the Oklahoma Highway Patrol Tactical Team. The Oklahoma Highway Patrol Tactical Team made entry into the
residence just before 6 o’clock the next evening. Team members determined no
one was inside the home. OSBI crime scene agents spent the evening searching
for evidence.
On May 16, Stephen’s body was found in Seminole County on the side of the
road near Highway 56 and East West 1390. An OSBI latent print examiner made
a positive identification from the victim’s fingerprints. Although the medical examiner will determine the cause and manner of death, trauma to the body indicates Stephens is a homicide victim.
OSBI agents, Holdenville police, and District 22 Narcotics Task Force members are working to identify and locate possible witnesses, persons of interest,
and suspects.
