God’s purpose behind this law was an expression of mercy. The
law was given to judges and said, in effect, “Make the punishment fit
the crime.” It was not a guide for personal revenge. These laws were
given to limit vengeance and help the court administer punishment
that was neither to strict nor too lenient. Some people, however, were
using this phrase to justify their vendettas against others. People still
try to excuse their acts of revenge by saying, “I was just doing to him
what he did to me.”

A Shawnee woman was arrested on April 2 after she hit a motorcyclist while driving drunk.
According to the affidavit, Shawnee police were dispatched to the
area of Wallace and Harrison due to an accident with injury involving a car and motorcycle.
When an officer arrived, he saw a motorcycle and two individuals
lying on the ground. One subject appeared to be seriously injured.
Witnesses told the officer that the car was traveling eastbound
approaching Harrison, and the motorcycle was traveling southbound on Harrison when the car turned onto Harrison and hit the
motorcycle.
The officer spoke with the driver of the car, identified as Wendy
Michelle Lloyd, 28, and observed a strong odor of alcohol coming
from her person. He also noticed that Lloyd was unsteady on her feet and her eyes were
glassy.
Due to her presumably intoxicated state, the officer asked Lloyd to perform standard field
sobriety tests. She didn’t do well, and apologized for her poor performance. She told the officer that she was doing so badly because the wind was blowing.
He asked her how many drinks she had; she admitted to drinking a couple of beers.
The officer placed Lloyd under arrest and transported her to jail.
Lloyd is being charged with driving under the influence with a blood alcohol level of .08 or
more and driving a motor vehicle while under the influence of alcohol. She was released on a
$3,000 bond and was scheduled to appear in court on April 17, 2014.

A clueless Shawnee woman at least
knew she was in trouble when an officer asked if she had anything illegal
in her vehicle during a traffic stop on
April 1.
Her response? “Oh, no.”
According to the affidavit, a Shawnee police officer pulled over the vehicle of Lisa Marie Parker, because the
43-year-old failed to signal her intent
when turning. Her car also had a broken passenger side taillight.
When Parker came to a stop on 10th
Street east of Harrison Avenue, the officer noticed a lot of movement inside
the vehicle. When he made contact with Parker, he noticed that there
was a dog inside the vehicle. He wasn’t sure if it had been Parker or
the dog that he had seen moving around.
Parker seemed nervous and wouldn’t make eye contact with the
officer. When he asked her where she was coming from, she asked,
“Who me?”
She then told the officer that she was going to her son’s friend’s
house. He asked her where her son’s friend lived. She paused for a
moment before telling him Beard Street. According to the officer,
Parker sounded as though she was asking him if her son’s friend lived
there and that she wasn’t sure. She said that she didn’t know the address, but she only knew how to get there.
Dispatch advised the officer that Parker had five warrants for her
arrest of out Shawnee.
He placed her under arrest and requested consent to search her vehicle. She gave him permission.
Parker should have been worried. The officer found drugs and paraphernalia, including a substance that field-tested positive for meth,
hydrocodone pills and a smoking pipe.
Parker is being charged with possession of a controlled substance
and unlawful possession of drug paraphernalia. She was released on a
$5,000 bond and was scheduled to appear in court on April 16, 2014.

(Oklahoma City) The Oklahoma County Sheriff’s Office is making a
plea to anyone who might have historic pictures, or artifacts related to
our agency to share them with us.
“The Oklahoma County Sheriff’s Office is working on a history project.
If you, your family, friends or acquaintances have any old photos or artifacts related to OCSO would love to have them or a digital copy”, said
Oklahoma County Sheriff John Whetsel.
The Oklahoma County Sheriff’s Office has been in existence since the
1890’s well before Oklahoma became a state in 1907, and we have very
few items in house to document our history. “These items we are looking for could be from the 1890s, the 1900s, during the Oklahoma City
Bombing – just historical photos involving the Oklahoma County Sheriff’s Office including people, vehicles, etcetera”, said Whetsel.

A Custer County woman was arrested after she allegedly dragged her
husband out of his vehicle and hit him for spending too much money at the
casino.
On March 28, Weatherford police responded to a residence in the 1300
block of Meadow Lane in response to a family disturbance. En route to the
location, an officer was advised that the altercation had become physical,
according to the affidavit.
When police arrived, they spoke with the victim, who said that he and his
wife had got into an argument because he went to the casino and gambled away their money.
He said she hit him several times on the head, face and back with her fist.
The victim added that he went to his truck in an attempt to get away, but his wife pulled him
out of the vehicle, causing his head to hit the ground. The officer noticed the victim’s cheeks
were red and swollen.
Witnesses told police that they had seen the victim’s wife, Teresa Ann Middleton, 47, hit the
victim in the head and attempt to push him down the stairs. They also said that Middleton
had slapped the victim while he was lying on the ground by his truck.
Police spoke to Middleon, and she told them that she was upset at her husband for spending
their money at the casino. She denied hitting her husband or pulling him out of the truck.
Middleton is being charged with domestic abuse — assault and battery, second and
subsequent. She is being held on a $5,000 bond and is scheduled to appear in court on April
25, 2014.

Repair Fraud!
In Oklahoma, the wind and
rain that come with spring can
wreak havoc on our homes and
property. By being prepared
and being aware, consumers
can avoid being victimized.
Be alert to several clues that
might indicate a less-than-reputable repairman. Be wary of
anyone who solicits door-todoor, offers discounts for finding other customers or “just
happens to have” materials left
over from a previous job. Also,
be suspicious of a repairman who accepts only cash payments, pressures you for an immediate decision or asks you to pay for the entire
job up-front.
Remember the following tips:
-Ask people you trust for referrals.
-Whenever possible, deal with local firms with roots in the community.
-Check out the repairman with the Attorney General’s Consumer
Protection Unit.
-Ask for customer references.
-Get written estimates from several firms.
-Don’t do business without a written contract.
-Get all guarantees, warranties and promises in writing.
-Agree on start and completion dates and have them written into
the contract.
The same rules apply when dealing with lawn, landscape, swimming pool or any type of speciality work.
Whether doing weather-related repairs or just general property
updates or repairs, consumers need to exercise caution before opening up their homes and their wallets. We can keep scam artists at
bay-even if we can’t say the same thing about Oklahoma weather.

Tulsa Police arrested a 20-year-old man for a rape that they
say was filmed on a cell phone. Willie Donnell Jackson is being
held in lieu of a $75,000 bond on complaints of first degree
rape and rape by instrumentation.
Police say the victim went to her boyfriend’s apartment in
the 4800 block of South Darlington, agreeing to have sex with
him and another man. She drank about seven shots of alcohol
and smoked marijuana with them, an arrest and booking report
states.
“The victim stated at some point and time she passed out losing consciousness,”
the report states.
Police showed the woman cell phone video of Jackson having sex with her, and
the officer said the victim was shocked and very emotional, saying several times
that she did not give consent to having sex with Jackson.
She believed the marijuana cigarette had been laced with something because
“she did not remember a thing” that she saw on the video.
“The victim at the time of the sexual intercourse was unconscious of the nature
of the act,” the arresting officer said.
Police say Jackson would have been aware of her state because the men were
“physically moving her body into positions as well as turning her over onto her
back and stomach, and she appeared to be like a rag doll.”

We’ve all been there — you get a new cellphone number and receive
messages from people looking for the number’s previous owner.
Usually, it’s innocent, but two concerned citizens went to the Seminole Police Department on April 12 to let police know that their case of
mistaken identity wasn’t so harmless.
According to the affidavit, the citizens told police that they had recently got a new phone number and had been receiving text messages
from a number they didn’t know.
The individuals said they thought it would be funny to mess with the
person texting them, but they soon realized there was nothing funny
about it. The individuals told police they suspected the person on the
other end of the messages wanted drugs.
An officer was able to link the number to Tecumseh woman Tami
Blassingame Hyatt, 41. He found that Hyatt had a felony warrant out
of Okfuskee County.
The officer began texting Hyatt; she positively identified herself as
“Tami” and used code words associated with drugs. The officer arranged a meeting with Hyatt, and police soon had her in handcuffs.
The officer found the cash amount they had agreed on for the drugs in
her pocket.
The driver of the vehicle Hyatt had arrived in, Sonya Sue Feken, 37,
kept telling police that she knew it was a bad idea. She gave them consent to search her vehicle, but told them that everything in the passenger floorboard was not hers.
Police searched the items left behind by Hyatt and found scales, a smoking pipe with a burnt
residue, Phentermine pills and small plastic baggies in her purse.
Both women were transported to jail. Feken said she knew that they were going to Seminole
for meth, and she told the officer that she agreed to drive Hyatt in exchange for pills.
Hyatt said that the number had previously belonged to a friend. She admitted that she was
trying to get drugs. Hyatt also said that she told Feken she would give her some pills in exchange
for driving her to Seminole.
Both women are being charged with endeavoring to possess a controlled dangerous substance,
possession of a controlled dangerous substance and unlawful possession of drug paraphernalia.
Hyatt was released on a $10,000 bond and was scheduled to appear in court on April 18,
2014. Feken was released on a $6,000 bond and is scheduled to appear in court on May 1, 2014.

A Broken Arrow man tried to
lie his way out of being arrested by
telling an officer that he was a CIA
agent.
Not surprisingly, it didn’t work.
On April 7, a Seminole police officer was dispatched to the scene of
a vehicle accident near the intersection of state Highway 9 and Dartmouth. According to the affidavit,
the reporting party told police that
the driver of a black truck had been
driving recklessly when he lost control and crashed in the median.
When the officer arrived, he saw
the black truck sitting in the median. A male sitting in the truck allegedly began throwing items out of
the window when he spotted the officer.
The officer made contact with the driver, Michael Wayne Sanders, 36,
but Sanders didn’t seem able to make contact with the officer.
The officer described Sanders as “out of touch with reality” and noticed that the man had slurred speech, red watery eyes and appeared to
be unsteady on his feet.
In the floorboard of the truck, the officer saw an open can of beer. In
the bed of the truck, he found an open bottle of vodka.
Sanders smelled strongly of alcohol, and he admitted to drinking beer
at the lake. He told the officer that he was trying to get to Lawton, and he
thought he was almost there.
While speaking to the officer, Sanders became belligerent and at one
point, he tried to convince the officer that he was a CIA agent.
The officer didn’t buy it, and after sobriety tests revealed that Sanders
was definitely intoxicated, he placed Sanders under arrest.
Sanders is being charged with driving a motor vehicle while under the
influence of alcohol and impersonating a police officer. His bond was set
at $10,000, and he is scheduled to appear in court on May 1, 2014.

Holdenville woman Sabrina Marie
Leon, 44, was arrested for a warrant after a concerned citizen told police where
they could find her on April 11.
A Holdenville police officer was on patrol when a person asked him if he was
looking for Leon, the affidavit states.
The officer told him yes, and the informant told the officer that she was at a
residence in the 200 block of West Fifth
Street.
When the officer approached the residence, he saw a woman sitting inside the
house with the front door open. As he
inched closer to the house, someone shut the front door and turned
the lights off. The house’s lights then came back on and the door
opened.
As the officer walked up to the home, the door closed again and the
officer could hear someone locking it. He knocked on the door and
told the occupants that he needed to speak to someone.
A man answered the door, but denied that Leon was at the residence.
The officer asked for permission to search the house. The man said
yes, but he didn’t move out of the officer’s way. The man eventually
moved away from the door and yelled for Leon.
The officer recognized Leon’s voice coming from a back room.
When she walked into the living room, the officer asked her to step
outside so they could talk.
Once outside, he placed her under arrest for a warrant. In her bag,
the officer found Tylenol PM pills.
He asked her if she had anything else illegal, and she said no. He
felt something in her right front pocket and found a bag with a green
leafy substance that tested positive for marijuana.
Leon is being charged with possession of a controlled dangerous
substance. Her bond was set at $7,500, and she is scheduled to appear in court on April 22, 2014.

Tremane Wood
Tremane Wood was convicted of
stabbing a 19-year-old Montana man
to death in a motel room on New
Year’s Day 2002.
Prosecutors alleged that Wood
and his brother, Zjaiton Wood, 34,
robbed Ronald Wipf, 31, and another
Montana man, Arnold Jonathan
Kleinsasser, before the stabbing.
Zjaiton Wood was sentenced to life
in prison without parole and an
additional 120 years for the robbery
and killing.
Wipf and Kleinsasser were working on a harvesting crew at a
farm in Chickasha. The two men were members of the Hutterites
of the Riverview Colony, a religious sect in Montana, and had
returned to Oklahoma after spending the holidays with their
families.
Prosecutors alleged that Kleinsasser and Wipf met two women,
Lanita Sue Bateman and Brandy Lynn Warden, at a restaurant
on New Year’s Eve 2001 and that they off ered to have sex with
the pair for $210. But prosecutors alleged that the women were
setting the men up to be robbed.
Bateman, 29, was sentenced to life in prison plus 101 years
for her role in the crime. Warden, 30, pleaded guilty to a lesser
charge and testifi ed against Bateman in exchange for a 45-year
prison sentence.

A Kingston woman lost in Pontotoc
County flagged down an officer for help
while she was intoxicated, but she probably wasn’t expecting the kind of help
she received.
Instead of going home, she went
straight to jail.
According to the affidavit, a Pontotoc
County deputy was patrolling the area of
Sandy Creek Drive and CR 3530 on April
2 when a woman walked in front of his
car from the side of the road and started
waving her arms. He stopped his patrol
car and asked the woman if she was okay.
She identified herself as Patricia Ann Beard, 50, and told the officer
that she was lost and drunk.
She explained in slurred speech that she had just left her friend’s
house and had no idea how she had ended up at Sandy Creek Drive.
She said she was unsure of how to go home.
While she was speaking, the deputy noticed several signs of intoxication. Beard appeared to be unsteady on her feet, and she smelled
like alcohol.
The deputy asked her how much she had had to drink. She told him
she had only consumed one beer.
He then asked if she would perform standard field sobriety tests.
Beard agreed to the tests, but they just confirmed what she had already told the deputy.
She was drunk.
At least she was honest!
The deputy placed her under arrest and transported her to jail.
Beard is being charged with public intoxication. She was released
on a personal recognizance bond and is scheduled to appear in court
on May 6, 2014.

Life is just a game to some
Luis Matienzo, a 19-year-old Illinois man, was jailed after he
allegedly played a video game for hours while his 2-year-old
stepson cried out in pain from a broken leg.
According to police, Matienzo was watching his 2-year-old
stepson when the child suffered a broken right femur while
playing inside a playpen at the home.
Matienzo allegedly played the video game “Grand Theft Auto
V” for two and a half hours “while knowing that the child was
injured with a leg injury, later found to be a broken right leg,”
according to the arrest affidavit.
Investigators say Matienzo later admitted to knowing that the
child was injured, but left the boy in his play pen crying because he didn’t want to stop
playing the video game.
He eventually stopped playing when it was time to pick up his wife. That’s when the child
was brought to a local hospital for medical care.
Matienzo was booked into jail and charged with misdemeanor child endangerment.

As the weather starts to warm
up, recreational thoughts naturally
turn to the wonderful lakes
and other waterways in the state of Oklahoma. Along with the
increase of activity in and around the water, comes the potential
for drownings or near drownings, most of which can be prevented
with the use of Personal Floatation Devices. I’ve talked about them
before, but a refresher never hurts, so here goes!
First, let me just say that there are 5 types of PFDs. I’m not
going to get into their descriptions, just which types are required
for what situation. All PFDs must be U.S. Coast Guard approved,
and used in accordance with their label. The label will also state
the type. All vessels must carry one wearable (Type I, II, III,
or V) USCG approved PFD for each person on board or being
towed. In addition to that, vessels 16 feet in length or longer
must have one Type IV USCG approved PFD on board and readily
accessible. Oklahoma Law requires that all children under 13 years
of age wear an approved PFD whenever underway in a vessel less
than 26 feet in length. Each person on a personal watercraft or
sailboard must wear an approved PFD. Anyone being towed on
water skis or similar devices must wear an approved PFD. Ski belts
are not approved PFDs.
Now, besides being USCG approved, all PFDs must be: In good
serviceable condition. They must also be readily accessible. Readily
accessible means you must be able to put the PFD on in a reasonable
amount of time in an emergency. PFDs should not be stowed in
plastic bags, in locked compartments, or have other gear stowed on
top of them. They must also be of the proper size for the intended
wearer. Sizing for PFDs is based on body weight and chest size. A
good way to test this, especially for children, is to put it on, adjust
the straps, and have the wearer raise their arms up, and try to pull
it up off them. If it can come off, it is not the right size for the
wearer.
Those are the requirements, so now lets talk about the
suggestions. If you have children in or around water, make
sure they have a PFD on. Air mattresses, floaties, and other toy
floatation objects don’t count. There have been way too many
stories of toddlers near the water’s edge falling in and drowning,
and these could be prevented by following this suggestion. Also,
keep a watchful eye on those kids...even if they are only out of
your sight for a few seconds, its long enough for them to get in
trouble around the water. Last, wear one on boats even if you don’t
have to. In an emergency, you may not have enough time to put it
