Its no coincidence that in the very first
Tips From a Trooper article I wrote about
Oklahoma’s Move Over law. It is one of the
single most important laws on the books for the safety of our Emergency Response
professionals as they do their jobs on and around the roads of Oklahoma. Due to
several recent incidents, I want to re-introduce everyone to this law! I’m talking
Oklahoma State Statute Title 47, Chapter 11-314: Approaching a stationary
emergency vehicle, wrecker, or tow vehicle displaying flashing lights. What
this law states is that when approaching an emergency vehicle such as a law
enforcement vehicle, ambulance, fire truck, wrecker or tow truck, which has its
emergency lights activated (red and blue lights, or any combination of), you, the
courteous driver, shall do the following:
On roadways with more than one lane traveling in the same direction, you shall
move to the adjacent lane if possible. This means if you have two lanes available
to you, when you approach an emergency vehicle with lights activated, you will
move from the lane closest to the emergency vehicle to the lane farthest away from
the emergency vehicle, provided you can do so safely. Usually this will be from
the right hand lane to the left hand lane, because the most common occurrence
of this will be when you are passing a Trooper or other Law Enforcement Officer
who has a driver stopped on the shoulder of the roadway. If you are not able to
change lanes to move away from the emergency vehicle, perhaps because there
is already a car occupying that lane next to you, then you shall reduce your speed
and proceed with caution.
On roadways that have only one lane of travel for each direction, in other
words, your basic two lane highway or road, you are required to simply reduce
your speed in your lane and proceed with caution.
If you are found in violation of this law, the fine currently is $211.50.
Just this year, we have had several Troopers hit, and Trooper Nicholas Dees
lost his life while working an accident on I-40 to a distracted driver who did
not obey this law. Trooper Keith Burch was seriously injured in the same tragic
accident, and has a long recovery ahead. Most recently, Trooper Gary Sanders
was hit while on a traffic stop by another distracted driver, and nearly lost his
life. Aside from being a law, this just makes common sense. Part of being a safe
and courteous driver means looking out for others on or near the roadway. Pay
attention and MOVE OVER or SLOW DOWN, those are some easy things to do to
put emergency service professionals at ease! Thanks for reading, buckle up and

A Shawnee man became upset when his girlfriend
refused to get him more beer. So upset in fact, that he
wound up getting himself arrested.
30-year-old Billy Ray McCalip was taken to jail after
allegedly hitting his girlfriend when she told him she
wouldn’t take him to the liquor store.
According to the affidavit, a Shawnee officer was dispatched to the 3400 block of N. Market around 3:30
p.m. A woman at the residence told him her boyfriend,
McCalip, was mowing the grass when he asked for the
car keys. Knowing he had been drinking, the woman refused to give him the keys.
McCalip then asked her to take him to the liquor store so he could get more
booze. When she told him no because she was waiting for her family to arrive, he
then started yelling and screaming at her. He also hit her in the face and grabbed
her arm.
The victim’s face was red and swollen, and her arm was bruised.
The woman called her mom, who told the officer she could hear “a smack” and
McCalip yelling in the background.
When the victim’s mother and sister arrived at the residence, she said McCalip
started yelling and screaming at them to leave the house. He also threatened to
get a gun and beat them up.
The victim said McCalip never took out a gun, but he had some in a safe.
McCalip is being charged with domestic abuse assault and battery. He was released on a $3,000 bond and is scheduled to appear in court on June 4, 2015.

Recent Arrests For Okfuskee County
Oklahoma Game Wardens Michael Zimmerman (Grady Co.) and John Grellner
(Caddo Co.) were patrolling Ft. Cobb Lake
when they observed a suspect in an inflatable kayak with a gill net. The suspect attached the gill net to one of several jugs and
stretched it out. Later, the suspect was observed removing fish from the net, bringing
them back to shore.
Wardens made contact with the suspect
and seized a 150 ft. long gill net from the lake,
along with the kayak and numerous Channel
Catfish, Striped bass hybrids, White bass and
an assortment of non-game fish.
Charges are pending, in District Court,
including multiple counts of illegal take of
game fish and illegal take of non-game fish.

The OSBI is posting up to a $5,000
reward for information leading to the
arrest and conviction of the person(s)
responsible for the murder of an Okemah woman.
On March 15, 2015, Elizabeth Magness was found dead of a gunshot
wound inside her Okemah home at
814 North 4th Street. Her husband
found her at approximately noon and
called police.
The Okemah Police Department
requested OSBI assistance with the
case.
Since that date, OSBI agents and
other local law enforcement officers have collected information and evidence
about what happened to Magness. Days after her death, the medical examiner
ruled the 31-year-old woman a homicide victim.

A confused Eufaula man didn’t quite understand
what being banned means.
Robert Kristopher Nickell, 27, told police he knew
he was banned from Walmart, but he didn’t know that
meant forever.
Nickell just couldn’t stay away from those low prices!
On April 5, a Walmart employee called Seminole police around 9:47 p.m., and told them that banned man
Nickell had been spotted in her store. According to the
affidavit, Nickell had been charged with petit larceny.
The employee advised Nickell had left the building on
his bike.
The officer spotted Nickell on his bicycle and stopped him at Meadow Lane and
Morningside. He asked the man if he had been in Walmart. Nickell said, “I was
just walking around looking for deodorant, and then realized I forgot my bag of
money, so I placed the deodorant back.”
The officer asked him if he had been arrested at Walmart. Nickell said yes.
The officer then asked him if he signed a criminal trespass form. Nickell replied, “Yes, but I did not know that meant forever.”
When Nickell went to retrieve his ID, he pulled a small plastic bag out of his
pocket. The officer noticed it had a white crystal residue.
Although Nickell said there was nothing illegal in the bag, the residue fieldtested positive for meth.
Nickell is being charged with possession of controlled dangerous substance
and trespassing after being forbidden. He was released on a $7,500 bond and is
scheduled to appear in court on May 7, 2015.

A sexual assault occurs every 2 seconds in the United States. While both
men and women are susceptible to becoming victims of sexual violence, a
CDC survey revealed that 1 in 5 U.S. women have been raped during their
lifetime and 1 in 2 have encountered some form of sexual violence.
Unfortunately, sexual assault incidents are reported less frequently than
any other violent crime as only a small percentage of victims are willing
to step forward to report their experience and involve the criminal justice
process.
Protecting yourself by being informed about the dangers in your area
and understanding preventative measures are critical to prevent victimization.
The National Crime Prevention Council and AlertID offer the following
9 tips to help protect women from becoming victims:
1. Be aware of your surroundings - become a member of AlertID
for free at www.AlertID.com to stay informed of the sex offender, current
crime alerts and up to the minute warnings from neighbors in any area
important to you.
2. Avoid walking or jogging alone – particularly at night. Additionally,
vary your route and stay in well-traveled, well-lighted areas.
3. Walk with confidence - the more confident you look, the stronger
you appear.
4. Be wary of isolated spots –underground garages, offices after business hours, and apartment laundry rooms.
5. Have your key ready to use before you reach the door – this includes
home, car, or work.
6. Drive on well-traveled streets with doors and windows locked.
7. Trust your instincts - if you feel uncomfortable in your surroundings, leave the area immediately.
8. In the event you have car trouble - call for help on your cell phone or
if you don’t have a phone, put the hood up, set road flares, lock the doors,
turn on the hazard lights, and wait for a public service worker to assist you.

What’s a man to do when his wife
leaves with his debit card? Well, if you’re
49-year-old Tony Miller, you chase her
out of the house.
The Holdenville man was arrested April
4 after witnesses say he hit and shoved
his wife in an alley.
According to the police report, Holdenville officers were dispatched to the 200
block of North Hinckley due to a domestic assault. When they arrived, they saw
a shirtless man walking down the street.
The man was identified as Miller.
When an officer asked him what was going on, he responded, “My
wife tried to run off with my money card.”
A crowd of people approached the officers and said they saw Miller
hit and shove a woman in an alley. One of the witnesses said Miller
knocked the woman to the ground. He said he tried to help the woman, but Miller then turned on him.
While the witness was speaking to the officer, Miller squared his
shoulders, pushed out his chest and gave the witness an intimidating
look. The witness told him, “You don’t scare me.”
Miller threatened to “smoke” the witness’ ass, but the officer told
him there wasn’t going to be any smoking while he was there.
The man’s wife declined to press charges for the assault. She told
police he became upset when she started to leave the house with his
card. He then chased her out of the house into the alley.
The officer placed the man under arrest and took him in for the
threats he made to the witness.
Miller is being charged with threaten to perform act of violence.
He was released on a $2,500 bond and is scheduled to appear in
court on May 15, 2015.

Sarah S: I was at work. The Federal Employees Credit Union was my banking institution. On April 18, I called Kathy and told her to mail me a check. That afternoon I called her
back and told her to hold it and I would drive up from Anadarko and be there by 9:00 am
to pick it up. I normally just have them mail it but I thought if I left around 7:30 I would
get there, pick it up and head back home. On April 19, I went to work at 6:00 am and told
my manager I needed to leave around 7:30. No later than 8:00. He said okay, but he asked
if I would do a short task before I left. I got detained and lost track of time. I called Kathy
and told her I would be a few minutes late. She said “no problem” she would hold it for me.
Next thing I knew, people in the office were all talking about the catastrophe. I just slowly
sat down in the nearest chair and started crying. I’ll never forget that day or all my FECU
friends.

set off all the alarms on the cars in the parking lot. Stayed in library all day watching on

Sandra J: Working at Daylight Donuts in Bristow when I heard. I was very sad because I knew many of those that worked in that building and lost their lives. I had previously worked for a CPA firm just a few blocks away. It is a day I will never forget.

Thought someone had driven through the front of our building. That’s how close it felt.

class. I was standing next to the cafeteria and felt the boom. I heard the windows and pots
and pans rattling. We all thought it was Tinker Air Force base. Was we wrong.

it and heard the boom of it over the vacuum......the bombing happened the day after my
birthday.

leaving. I made light of it when I got to work when I was asked why I was late. I said I was
setting off a bomb. No one knew what I was talking about nor did they know I was joking.
I know. I shouldn’t have joked about it, but that’s my memory of that day.

school longer that day but classes stopped, we watched the news too

only hear about a bomb. we didnt realize the devastation that had actually happened; we

Most people know not to post crazy things on Facebook, because nothing is truly private on social media.
Not Tiffany Lynette Craft.
The 39-year-old Ada woman was taken to jail after
she threatened to kill a woman on her Facebook page.
That was definitely a post police didn’t “like.”
According to the affidavit, Craft blamed a woman for
calling the police on her son. The victim said Craft’s
son was her ex-fiancé, and he was arrested for stealing
her dog. He now had pending felony charges.
Even though her son allegedly committed a crime,
Craft apparently didn’t take too kindly to people messing with her baby boy; she
let all of the internet know it.
She posted things such as “Murder is in the future! Don’t f--- with my child. I’m
ready to kill!” She also called the woman the “c” word and compared herself to
Charles Manson.
Craft also let friends and family know that she was on a warpath: “If no one
here’s [sic] from me, I’m in jail for murdering a bitch!”
One of the victim’s friends saw the posts on Craft’s page on April 9, and she
urged the victim to call the police. When police made contact with Craft, she was
intoxicated, but she admitted to posting the scary things on Facebook. She told
officers she wouldn’t follow through with the threats.
Craft is being charged with unlawful use of computer. Her bond was set at
$25,000, and she is scheduled to appear in court on June 17, 2015.

When a mugger tried to rob her friend, 92-year-old Eileen Mason just had her mobility
scooter – and her no-nonsense attitude.
Eileen and 75-year-old Margaret Seabrook, both from Swindon, Wiltshire, England,
were returning home from a lunch club meeting when a thief appeared from behind a
fence and eyed up the contents of Margaret’s basket.
But the robber didn’t know who he was dealing with.
‘Oh no you don’t!’ was Eileen’s battle cry as she accelerated on her scooter.
The would-be thief ‘went flying’, said Eileen, who has four children, 10 grandchildren
and 13 great-grandchildren.
‘We went through the war and all the bombings. We won’t let a weasel like that hold us
back.’
Crocs plastic shoes left tread marks that helped link a 22-year-old Fairbanks man to
downtown burglaries, authorities said.
The owner of a building where some break-ins occurred provided surveillance footage
to police, who posted it on the department’s Facebook page. Roland Huntington Grace
name was among several mentioned by tipsters, according to authorities.
According to the court documents, Grace wore Crocs during a police interview and the
shoes matched the tread pattern found at the scene.
Grace faces charges of burglary, theft and criminal mischief in connection with the burglaries reported earlier this month, the Fairbanks Daily News-Miner newspaper reported.
Online court records don’t have an attorney listed for him. Charging documents say
Grace admitted to the burglaries.
The owner of The Crepery reported on April 1 that someone stole about $400 from a
cash register after breaking into the restaurant. A minister at the Church of Christ reported April 2 that someone stole about $30 after prying open several locked doors. Another
burglary at The Crepery was reported April 3, with $5 in change taken. A worker at the art
gallery across the hall told responding police that there was a burglary at that shop as well,
and that $1,000 of artists’ jewelry was taken.
According to authorities, two necklaces matching the description of jewelry taken from
the gallery were recovered from Grace.
A New Jersey man has been accused of stealing a friend’s car to avoid missing a court
hearing on drug charges.
Twenty-one-year-old Jorge Ramirez-Sierra, of Riverdale, has been charged with unlawful taking of a means of conveyance and driving while suspended, among other counts.
Police tell NJ.com the new charges came after a man reported his car missing. Police say
the man told officers Ramirez-Sierra had said the night before that he didn’t know how he
would get to Paterson for the court hearing.
While officers were talking with the owner, Ramirez-Sierra called to say he was returning with the vehicle. He was taken into custody after arriving.
NorthJersey.com reports that Ramirez-Sierra had been arrested on drug charges in
March.
Ramirez-Sierra’s telephone number couldn’t be located Monday.

When a would-be bank robber arrives at his
heist destination by taxi, there’s a pretty good
chance the holdup is going to go awry.
Plus, it probably doesn’t help if he’s extremely
drunk, too.
That’s exactly what happened when Stanley
Geddie rolled up to a Tallahassee, Fla., bank in a
cab, told the manager he had a .357 handgun AND
C4 plastic explosives, and demanded $100,000.
Other employees grew concerned when the
manager closed his office door while speaking
with Geddie and that’s when police were contacted.
First, cops approached the taxi driver, who said Geddie was a hot mess. Not
only was the 46-year-old wasted, but he also didn’t pay the $25.50 fare.
Then, officers surrounded the bank and told Geddie to surrender. When he
refused, police tased him. Court records state that when he was told that he
would be shot if he made any sudden movements Geddie said “well then kill me.”
Thankfully, Geddie was lying about the gun and explosives.
The unsuccessful thief was arrested and charged with robbery, petty theft and
resisting arrest.

The Oklahoma State Bureau of
Investigation is off ering up to a $5,000
reward for information that leads to the
arrest and conviction of the person(s)
responsible for murdering Richard
Piersall 14 years ago.
Piersall was shot during an armed
robbery of the Kum-N-Go convenience
store in Wagoner, April 9, 2001.
Piersall, 59, worked as a clerk at the
store.
Investigators developed several
suspects during the investigation but
more information is needed from
witnesses in the area. Investigators
believe several citizens in Wagoner have
information vital to the prosecution of
this case.
