A Shawnee woman who had been told to stay
away from Walmart was arrested March 24 after
she went to the store and attempted to steal some
stuff.
18-year-old Tylisha Monique Jones then tried
to lie about her name.
According to the affidavit, a Shawnee officer
was dispatched to the store in the 100 block of E.
Shawnee Mall Drive to investigate a larceny. He
was advised that the suspects, two women, had
fled the scene on foot.
Another officer located the women in the parking lot of a nearby restaurant. Both suspects gave
the officers their names, but one of them (later
identified as Jones) didn’t have an ID card.
Walmart employees told police the women
took a basketful of clothes to the self-checkout.
They proceeded to put all of the clothes in bags without paying for them.
The women then walked to the cellphone store inside of Walmart and purchased an item. When employees approached them about the theft, the women
took off running.
The officer gave one of the women a citation and allowed her to leave. He told
the other woman she was going to jail, since she didn’t have any identification.
One of the store employees told the officer she believed the suspect was lying
about her name.
She said the woman who was released was in the Walmart system several times,
and at every one of those incidents, Jones was with her.
The officer asked the suspect if her fingerprints would match the name she gave
them. She replied, “They should.”
When the officer inquired why she was uncertain about it, she admitted her
name was Jones.
Jones is being charged with larceny of merchandise from retailer, trespassing
after being forbidden and obstructing an officer. Her bond was set at $5,000, and
she is scheduled to appear in court on May 5, 2016.

Dewar man Brent Edward Vail, 24, and
18-year-old Dakota Blu Vance allegedly drove
around a couple of towns looking for stuff to steal
on April 4 and 5.
They didn’t get away with it though – an officer
caught them red handed.
According to the affidavit, an Okemah officer was dispatched to the 600 block of S. Third
shortly after 5 a.m. to investigate a suspicious
vehicle. He found a man standing by the truck
and asked if everything was okay. The man said
that they had a blowout, and his friend went to
his uncle’s house to get a spare tire.
The other man walked up shortly after. They
were identified as Vail and Vance.
The officer checked the men’s information
through dispatch. Everything checked out fine,
but the officer noticed that the men seemed to be very nervous and could barely
talk.
In the back of the truck, he saw a bike, several bags of tools, fishing poles, a
tackle box and other miscellaneous items.
He asked the men about the stuff. Both seemed hesitant to answer.
Vance admitted he took the bike and fishing poles from a residence.
The officer took them to the Okemah Police Department for questioning. Vance
and Vail told police that they met in Henryetta the day before. They wanted to
make some money, so they went driving around Colton Bottoms. When they
found a house, they kicked down the door and took some stuff. They loaded it up
and went to the Henryetta Walmart to use the Wi-Fi to sell the items they stole.
A woman contacted them and told them to come to her house so she could look
at the items. While they were there, they smoked some meth.
After they left the woman’s residence, they drove around Okemah looking for
more stuff to steal. They noticed a tire was blown out, so they pulled over. The
men said they started walking around looking for a spare tire. They didn’t find a
tire, but they did see a bike and some fishing poles.
They also took a bag and a purse out of a car, and another fishing pole and
tackle box out of another vehicle.
Both men are being charged with burglary in the second degree. Their bonds
were set at $50,000, and they are scheduled to appear in court on April 21, 2016.

Trooper Kenny Knight #440, Trooper Danny Upton #623
On Nov. 13, 2015, Troop C Headquarters dispatched Troopers Kenny Knight and Danny Upton to
an injury collision on the Muskogee Turnpike. This
was a one-vehicle crash where the driver had apparently fallen asleep and crashed into the concrete barrier wall. The driver was pinned and had sustained
serious, life-threatening injuries.
Troopers Knight and Upton arrived on scene within one minute, recognized the seriousness of the
situation, and immediately began emergency trauma
treatment, while calling for medical personnel. The
driver had severed one leg below the knee and was
losing a substantial amount of blood.
Trooper Knight retrieved a tourniquet but could
not apply it due to the damaged vehicle and the debris. Troopers Knight and Upton both crawled into
the vehicle and were able to keep the victim calm and
conscious. They had to use bolt cutters and a knife to
cut through debris and wiring, with Trooper Knight
operating the cutters while Trooper Upton gave verbal directions. In the same
manner, while Trooper Knight was blindly reaching into the crushed vehicle to
apply the tourniquet, Trooper Upton was giving directions.
The tourniquet was successfully applied and the victim was transported by helicopter to a hospital. Air Evac medic Robert Blankenship later notified OHP the
Troopers’ “proactive measure…without a doubt gave the [the victim] those few
valuable minutes he needed to survive.” Muskogee EMS Medic Chris Turner also
notified OHP that an unknown Trooper had save this victim’s life by applying the
tourniquet, and that all OHP personnel should be commended for their actions.
Without the assistance of power tools or any equipment other than protective
gloves, a tourniquet and borrowed hand tools, they entered a crushed vehicle and
cooperatively provided aid that saved a man’s life.
For their quick, proactive decisions and their inventive method of taking care
of this victim, we honor Trooper Kenny Knight and Trooper Danny Upton with
the Trooper of the Year Award for Humanitarianism.

Wewoka man Terry Lee Dowty, 47, was arrested on March 26 after he allegedly cut a woman
with a knife during an argument.
He tried to hide the weapon from the officer,
but another man at the scene recovered the hidden knife and handed it over.
According to the police report, a Seminole
County deputy was dispatched to a residence in
the 35800 block of EW 1240 shortly after 8 p.m.
The reporting party said a man at the residence
had a knife, and he was threatening to harm people.
When the deputy arrived at the residence, he
made contact with Dowty’s victim. The woman held her hand up, and the deputy
saw that she had a small cut between her thumb and first finger.
He asked her what happened. The woman said Dowty cut her hand while they
were arguing.
The deputy walked to the dining room and a man handed him a black pocket
knife. The knife had a small amount of blood on the blade. The man told the
deputy Dowty hid the weapon in the cabinet when he saw the patrol vehicle pull
up in front of the house.
The officer collected the knife and told Dowty he was under arrest. The man was
placed in handcuffs and transported to jail.
Dowty is being charged with assault and battery with a dangerous weapon. His
bond was set at $50,000, and he is scheduled to appear in court on May 27, 2016.

Ashleigh D: The U.S. Has more prisons and locks up more people than
any other nation. It has become a system fueled on profit, housing non violent
offenders like cattle. Maybe if more money went into other things like schools it
would be different here. Who knows.
Chris R: I am personally for releasing non-violent offenders before cutting
education. Cuts in education only increase the likelihood of increased prison populations in the future.
Winnie B: Build tent cities, issue extra blankets in the winter, feed them
baloney or cheese sandwiches, their tv viewing can be on the dining hall tent, post
8 guards w/orders to shoot any that cross the fence. Make prison time again mean

According to our interpretation of this article, it looks as if our prison system
will not undergo any budget cuts this year, but our schools still face budget cuts.

Agreement reached on tapping fund for
Oklahoma schools, prisons
Gov. Mary Fallin and legislative
leaders announced
in March an agreement on a plan to
withdraw nearly
$79 million from
the state’s Rainy
Day Fund to offset budget cuts to
schools and prisons.
Common Education will get $51
million, and $27.58
million will go to the Department of Corrections.
“I think all of us can agree that draconian cuts to education and the Oklahoma
Department of Corrections are unacceptable and something we are not going to allow happen in the state of Oklahoma,” Fallin said.
She announced the agreement in a news conference attended by key legislators
who said the approval process will begin quickly on bills to tap the state fund, which
was established to help with budget problems during times of economic distress.
“We don’t take this lightly, knowing full well that next year could be worse,” said
Senate President Pro Tem Brian Bingman. “It’s raining, and that’s what rainy day
funds are for.”
State revenues are in decline amid an oil bust and after a decade of income tax
reductions and increasing tax breaks for business.
The state is not taking in enough revenue to cover expenses, which has forced it
to make two rounds of cuts to agency allocations.
The first 3 percent cut was ordered in December, and a 4 percent cut was announced in March. Those cuts equate to $27.58 million for Corrections and $109.2
million for Common Education.
State schools Superintendent Joy Hofmeister said the money from the Rainy Day
Fund is sorely needed.

When an officer questioned 31-year-old Janessa Gayle Nowell about a shoplifting incident, she
lied and gave him her sister’s name instead of her
own.
The Ada woman later admitted she had warrants for her arrest.
According to the police report, an Ada officer
was advised that someone had shoplifted from
Walmart in the 1400 block of N. Country Club on
April 4 at approximately 5 p.m. On the way to the
scene, the officer learned that the suspects had
left the store and were traveling east on Lonnie
Abbott.
The suspect vehicle then turned north on Country Club.
The officer stopped the vehicle in the north parking lot of PEC, and police identified the five occupants. One of the passengers identified herself as Nowell -- with
a different first name.
When the officer told them why he stopped the car, Nowell admitted that she
stole a cellphone from Walmart. She said no one else in the car knew about it.
She handed an officer the phone before being placed in handcuffs.
As they were walking to the patrol car, Nowell admitted she lied about her
name. The officer asked her whose name she used. She said she used her sister’s
name. She admitted she the officer she had warrants through Pontotoc County
and Garvin County.
Nowell is being charged with falsely personate another to create liability. Her
bond was set at $25,000, and she is scheduled to appear in court on May 4, 2016.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money or
favor to not publish a photo.
We hear many times from people that the arresting
offi cer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.
