A former Bethel High School teacher has
been charged with three felony counts of sexual
misconduct after the student and his mother
reported she allegedly had sex with the teen
back in July.
Wendy L. Hickman, 40, of Shawnee,
was arrested at her home August 22 after
Pottawatomie County deputies served her
a search warrant. She was transported to
the Pottawatomie County Safety Center and
booked. She now faces charges of seconddegree rape, forcible sodomy, and soliciting
sexual conduct or communication with a minor
by use of technology in Pottawatomie County District Court.
According to the police affidavit, the 16-year-old male told deputies he
and Hickman, his former English teacher, had sex at his home in July
and that it happened just once. He also said Hickman had been sending
him text messages and nude photos of herself from her cell phone. One
image of Hickman was retrieved.
Hickman resigned her position as a freshman English teacher on
August 21.
Bond was set for Hickman for $15,000 and she was ordered back to
court October 9 for her preliminary hearing.

An Oklahoma City man was jailed after a woman told police
he tried to get into her car while he masturbated on a street
corner.
Joshua Allan Hocking, 28, was arrested on an indecent
exposure complaint, according to a police report.
The woman said she was dropping her boyfriend off at
his job about 6:30 a.m. at SW 5 and MacArthur Boulevard
when they saw a man wearing pajama pants and no shirt
masturbating.
After the woman dropped off her boyfriend, she pulled back
up to the light and the man approached her car and tried to
open the passenger side door while continuing to masturbate.
He then started pounding on the window. The woman sped
away and called police.
When officers arrived, they found Hocking still at the street corner wearing the
clothing the woman described. He was arrested and taken to the Oklahoma County jail.
Police said Hocking has a prior conviction for indecent exposure and is a registered
sex offender. Records from the state Corrections Department show Hocking also was
convicted of sexual battery in 2006.

An Oklahoma City man has been charged
with raping and molesting a 15-year-old girl
on or about September 3rd.
Nery I. Ortiz, 31, was charged with firstdegree rape, rape by instrumentation, and
lewd acts on September 18 in Pottawatomie
County District Court.
According to court records, Ortiz is accused
of having sex with and molesting the girl
against her will through the use of force and
fear.
Ortiz appeared before a Pottawatomie
County judge September 18 with his attorney
Scott Anderson. A preliminary hearing was set for November 6 and
bond was set at $25,000.
If convicted, Ortiz could face punishment by death or imprisonment
in the State Penitentiary not less than five years for the first-degree rape
charge. For the rape by instrumentation charge, he could be punished, if
convicted, by imprisonment for not less than five years without parole,
and the lewd acts charge is punishable for up to three to 20 years.

Anthony Banks
A federal appeals court has rejected the
appeal of an Oklahoma death row inmate
convicted of fi rst-degree murder for the
slaying of a woman more than 30 years ago.
The 10th U.S. Circuit Court of Appeals
ruled in the case of Anthony Banks, who
was convicted of the June 6, 1979, killing of
24-year-old Sun Travis.
Travis was abducted and raped and her
partially clad body was found near a trash
heap. She had been shot in the head.
Banks was convicted largely on the basis of DNA evidence found on
Travis.
Banks is also serving a life sentence for the 1978 murder of a Tulsa
convenience store clerk. He wasn’t in custody when Travis was slain.

Oklahoma Highway Patrol
One of the things that is becoming
more prevalent, and with the
passing of the new open carry law,
will only continue to rise, is the number of people walking and driving
around armed. For law enforcement, this obviously creates some
challenges in our dealings with the public. I am going to attempt to
explain what we would like from the citizens who choose to go armed,
and what they can expect from us.
First, all people who wish to carry a gun on their person are
required to attend an approved concealed carry class. This goes for
those who wish to carry concealed or open. Upon completion of the
course and the requirements needed, you will be issued a Concealed
Carry License, or CCL. Let me point out, that having a CCL is a
privilege, not a right. It is issued by the state, and with it come some
responsibilities.
One of those responsibilities, and the one that is most important
to us law enforcement professionals, is the obligation to notify us
IMMEDIATELY upon contact. Lets say you get stopped for speeding
and you are a CCL holder and are armed, whether it is on your person
or just in your vehicle. The Trooper gets out of their car and asks
you to step back to them with your driver’s license and proof of
insurance. You should, before anything else, declare that you have
a CCL and are armed. Don’t wait until we see the CCL in your wallet
to tell us....that’s too late! They will then instruct you on what they
would like you to do to address this situation. There are several
things we may do at this point to accomplish this.
We may ask you to say (not reach for or move towards) where
the weapon is. Simply say the location, keeping your hands on the
steering wheel or where they can be seen. If its on your person, we
may wish to disarm you for the duration of the traffic stop, and will
give instructions accordingly. We may simply separate the weapon
from the ammunition and make the weapon safe, and then leave it
in your vehicle. Each officer will handle this in the way that he or
she chooses in order to maintain their own safety. None of these
methods are meant to infer that we feel threatened by a CCL holder,
or that we think you are a criminal or bad person. They are simply
ways that we can deal with the issue of a gun being present in order
to maintain our safety and the safety of others.
Hopefully, this will give you some guidelines on what we are
expecting when you come in contact with us while carrying a
firearm. With respect and understanding, we can all feel safe with an
armed citizen, while respecting that citizen’s right to carry. Thanks

have to be taken to the er from swats

spanking as child abuse? But their doing it in
school? Im all for a butt whoopin if my children
are not acting right, these days if you spank your
child in public its abuse and will scar the child
for life with embarrassment and could get dhs
involved, beating and disciplining the child is
two diff things! I know my children will not grow
up acting like fools, that’s what’s wrong with
this world kids get away with anything, have no
boundaries or rules plus no guidance, i for one
will not let the school do my job in disciplining
my child, they can get suspended and get their
punishment when they get home, whether it is a
spanking, grounding or sentence writing.
Tina: I chose my kids not to be spanked and
here is why...... The DHS steps in if they hear we
are spanking our kids, so why should the school
be able to? As for this case, Had that been the
parents who spanked that kid and left a bruise
and someone at school seen it, you bet your
bottom that the DHS would be involved and the
parents investigated so it is not “ O, they chose
for their kid to be spanked so it is what it is”
Those parents and that kid trusted that person
enough to believe he would be spanked the right
way, and that does not include bruises folks.

hitting them hard enough to leave marks and

The mother of an Oklahoma elementary
student said her son was left bruised in a
recent paddling last week.
Linda Drew said her 6th grade son was caught
fighting at Cordell Elementary.
She and her husband were given the option of
suspension or swats.
They gave the school permission to spank
their child because they thought suspension
or detention would have hurt his grades and

A Shawnee teen was arrested August 29
after he allegedly admitted to Seminole
County deputies he had caused quite a bit
of damage around Varnum.
Ashton Yetter, 19, was charged September
7 with two counts of felony malicious injury
to property over $1000 in Seminole County
District Court.
According to the police affidavit, Yetter
was brought into the Seminole County
Sheriff’s Office to be interviewed about
property damage in Varnum. Yetter was
read his Miranda Rights and admitted he
and two others went to Coach Jon Hadley’s house and “bashed his
mailbox.” He then said they went to Coach’s father’s house and did the
same thing.
But Yetter wasn’t done yet. After that, he said he went to the baseball
field at the school and turned on the water in an attempt to flood the
field. Yetter said he then dumped all the trash onto the field and then
drug everything out of the dugouts and threw it onto the field.
Yetter was placed under arrest and booked into the Seminole County
Jail. His status conference is scheduled for September 27.

A 24-year-old Seminole man was pronounced dead at a Shawnee
hospital after an deputy was forced to shoot him when he pulled a
knife.
According to the OSBI, the Seminole Police Department requested
OSBI investigate a police-involved shooting in Seminole August
25. At approximately 7 p.m., a Seminole County law enforcement
officer attempted to serve a felony warrant for Randall Palmer at
his home at 1931 Killingsworth, when Palmer’s 24-year-old son
confronted the officer with a knife. That officer fired once striking
Aaron Palmer in the chest. Palmer was transported to a hospital in
Shawnee where he died.
Randall Palmer fled the scene and was arrested the next by a drug
task force in Shawnee, reports say, and then taken to the Seminole
County jail.
OSBI agents conducted numerous interviews at the scene including a Seminole police officer
who was also helping serve the failure to comply with drug court warrant. That warrant had a
$100,000 bond attached.
At the conclusion of the OSBI investigation, the district attorney will determine whether the
shooting was justified.
The Seminole County law enforcement officer is on routine administrative leave. His name will
not be released by the OSBI unless he is arrested, charged, or indicted.

The nose knows
Lluvia Rodriguez, a 29-year-old Houston
woman was jailed September 8 after she
allegedly bit her sister’s nose off after a
night of clubbing.
According to Houston police, Rodriguez
and her husband began arguing after the
couple and Rodriguez’s sister returned
from a night at several area clubs.
When the argument became heated,
Rodriguez’s sister attempted to intervene,
which angered Rodriguez. That’s when
Rodriguez bit her sister on the arm and
then proceeded to bite the woman’s nose
off.
The victim was rushed to Ben Taub
hospital, where doctors were able to reattach her nose. Rodriguez was
apprehended more than a month after the alleged incident happened.
The victim stated that she forgave her sister, but she did not want her
to be released from jail anytime soon.
Rodriguez was booked into jail and charged with aggravated assault
of a family member. Bond has not yet been set in the case.

A Wetumka couple face an animal cruelty charge each after a sheriff’s deputy found a dog on
their property in very sad shape.
According to the probable cause affidavit, on September 4, Deputy Marcia Maxwell was at the
residence of Katherine Bragg, 51, and Larry Hunt, 61, outside Wetumka when she observed a
Great Pyrenees dog with severe injuries to its neck from being chained up. It also appeared very
malnourished. Maxwell also saw several smaller dogs in pens with no food or water, along with
several underweight goats.
Bragg told the deputy that all the animals belonged to her, but she did not have the money to
buy them food and that was Hunt’s responsibility. She added some horses had starved to death
over the past several months and that
there were 15 more dogs in a barn
behind the house.
Formal felony charges against the
couple were filed September 13 in
Hughes County District Court. Bragg
was booked into the Hughes County
Jail September 14 and released on
a $1500 bond. Hunt was arrested a
few days later and also released on a
$1500 bond. Bragg was ordered back
to court October 2 for a conference
hearing.

A 20-year-old Holdenville man was arrested
September 8 after allegedly spray-painting his
girlfriend’s father’s Waverunner back in July.
Zane Dylan Rogers was charged September
5 with second-degree burglary and malicious
injury to property in Hughes County District
Court.
According to the police affidavit, on July 28,
Holdenville Police Officer Kyle Murray took a
report from a man at a residence in Holdenville
that someone had taken a can of black spray
paint and vandalized his Waverunner by spray
painting both mirrors and gauge cluster, both
the trailer’s tail lights, his garage door, a portable
stereo, and some contents inside a freezer.
The victim told Murray he believed the perpetrator was his daughter’s
boyfriend, Rogers.
Murray made contact with Rogers and Rogers denied knowing anything
about the vandalism and provided Murray with a written statement.
About a week later, Rogers confessed that he indeed was the one who entered
the victim’s garage and vandalized the property with a can of black spray paint.
Estimates to fix the Waverunner and trailer ran about $1175, the portable
radio was $145, and the damage to the garage and other items came to about
$1500, for a grand total of (cha-ching) $2819.
Bond was set at $5000.

Criminal Investigations Division is
seeking information on a homicide
that is currently unsolved.
On April 28, 2003 at 1255 hours
members of the Norman Fire
Department and Norman Police Department were dispatched
to a possible house fi re at 907 East Eufaula Street. Upon there
arrival they found that the fi re had already extinguished itself
and located a deceased victim, Donna Conn, inside the residence.
Upon investigation of the fi re it was determined that the victim
died as a result of the fi re and that the fi re was intentionally set.
