An Owasso man who drove under the influence of methamphetamine and caused a crash
that killed another driver pleaded guilty in federal
court, announced U.S. Attorney Clint Johnson.
Bradley Wade Wofford, 35, pleaded guilty to
second degree felony murder in Indian Country
on June 15, 2022.
On June 10, 2019, Wofford was driving a Ford
F-150 on U.S. 412 near County Road 4180 when
an accident further down the road caused traffic
to slow. Wofford failed to follow suit and rear-ended victim Scotty Dilbeck’s Volkswagon, killing him.
The Oklahoma Highway Patrol calculated that
Wofford had been driving approximately 66 mph
when he struck Dilbeck, who was driving 11 mph.
Prior to the collision, Wofford had also been convicted of driving under
the influence.
The FBI and Oklahoma Highway Patrol conducted the investigation. Assistant U.S. Attorney Thomas E. Buscemi is prosecuting the case.

Oologah man Joseph Herbert was booked into
Rogers County Jail after a standoff involving multiple law enforcement agencies on July 7.
According to reports, Oologah police responded to the scene after they received reports of
shots fired. Herbert was allegedly intoxicated and
he shot some chickens at his house.
He also fired a gun at a family member.
Owasso police, Collinsville police, Oklahoma
Highway Patrol, and Cherokee Nation Marshals
all arrived at the location to assist. Officers tried to
negotiate with the man, but it didn’t work.
Officers then blocked off Lake Street to Pecan
Street. They tried to reason with the man using a
bullhorn, but Herbert wasn’t listening.
Eventually, officers had to fire tear gas into his home.
Before exiting the residence, Herbert fired his gun at SWAT team members. He eventually walked out and surrendered.
Formal charges, bond information, and court date were unavailable at
the time of publication.

CLAREMORE MAN SENTENCED TO 180 MONTHS
IN FEDERAL PRISON FOR 2018 SEXUAL ASSAULT
A Claremore man was sentenced July 8 in
federal court for raping a woman after she
withdrew consent during a sexual encounter in
2018.
U.S. District Judge Claire V. Eagan sentenced Travis Carl Condry, 30, to 180 months
in federal prison followed by five years of supervised release.
“Far too many perpetrators, like Travis Condry, rationalize their actions by saying ‘stop
doesn’t always mean stop’ during sexual encounters. This is unacceptable and the acts are
criminal. This office and our law enforcement
partners will bring to account those who commit such acts of sexual violence,” said U.S. Attorney Clint Johnson. “The
victim in this case was a key partner in Condry’s prosecution. Her courageous testimony helped secure the guilty verdict and resulting 15-year
prison sentence.”
As part of her victim impact statement, the victim said, “I hope that I’ve
helped pave the road for women who have ever or will ever be in the situation I was in. I want you to know you are not alone.”
On Feb.23, 2022, a federal jury convicted Condry of aggravated sexual
abuse by force and threat in Indian Country.
The victim and defendant knew one another prior to the crime, and on
Dec. 21, 2018, Condry violated the victim’s trust and raped her. The encounter was initially consensual, although the victim was hesitant. The victim quickly withdrew consent as he started to have sex with her. Condry
placed his phone on the bed and recorded the incident. The camera did not
capture video of the crime, but the audio recorded what occurred. During
the incident, the victim told Condry “you can’t do this,” “no,” “please stop,”
and “I’m serious.” Condry could also be heard saying “Don’t run away.”
The defendant continued to rape the victim while she repeatedly screamed
and pleaded for Condry to stop for almost five minutes.
The victim told Condry she felt like she had been assaulted and left immediately after the crime. As the victim left, Condry told her to “snap me,
text me, or don’t.”
The victim reported the assault to the Claremore Police Department.
Officers interviewed Condry the following day. During the interview, Condry
said that he had been drinking and the encounter was consensual sex. He
further told investigators that the victim told him to stop but he did not stop
right away. He stated that in his opinion “stop doesn’t always mean stop.”
At the trial’s closing in February, Assistant U.S. Attorney Steven Briden
reminded the jury that no means no, stop means stop, and crying and
pleading means stop. He suggested that Condry didn’t believe “stop
means stop” because it would prevent him from getting what he wanted.

We often receive calls asking if there is a price to keep
someone out of our publication. The short answer to that
question is NO! OK Jailbirds has never accepted money
or favor to not publish a photo.
We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a
person’s arrest information. OK Jailbirds never has and
never will. If an arrest doesn’t make our paper, it is only
because we didn’t receive it or we didn’t have a photo we
could match up.

MAKE MULTIPLE ARRESTS
Special Agents with the Oklahoma State
Bureau of Investigation (OSBI) Internet Crimes
Against Children (ICAC) Unit have arrested two
men on charges related to the sexual exploitation of children.
On June 28, 2022, OSBI ICAC Special
Agents, assisted by officers from the Grady
County Sheriffs Office and the Amber Police
Department, served a search warrant in the
200 block of East 1st Street in Amber. As a result of the search warrant, 32-year-old Carl Lee
Moore was arrested and faces multiple child
pornography charges.
The case originated in October of 2021, when
the National Center for Missing and Exploited
Children (NCMEC) forwarded a cyber tip they
received from an electronic service provider to
the OSBI. The IP address traced back to an
East 1st Street address in Amber. After further
investigation, the OSBI uncovered that Moore
had used his neighbors unsecured IP address
to upload and share child pornography.
Moore is charged with the following:
• Possession of Child Pornography
• Distribution of Child Pornography
• Violation of the Oklahoma Computer Crimes Act.
Also on June 28, 2022, William Bryant Pope, 48, was arrested by the
U.S. Marshals in Harrison County, Texas, on an arrest warrant out of Pittsburg County. The arrest warrant was for the following:
• Buying, Possessing or Procuring Obscene Material
The case against Pope began after a social media platform reported
NCMEC that a user was posting images that were flagged as child pornography. A search warrant for the social media platform was issued and
an OSBI ICAC Special Agent reviewed the material. The Special Agent
found several child sexual explicit materials. An arrest warrant was issued
in March 2022.
Pope was transferred back to Pittsburg County where he is being held
on a $260,000 bond.

Special Agents with the Oklahoma State Bureau
of Investigation (OSBI) Internet Crimes Against
Children (ICAC) Unit arrested 31-year-old Devean
Lamar Blake of Claremore on felony charges related to soliciting sexual contact with a minor.
On June 30, 2022, the OSBI ICAC Unit received
information from the Latimer County Sheriffs’ Office regarding a minor child that had received
multiple sexual messages on a social medial platform. Blake was identified as the suspect associated with messages. On July 8, 2022, Blake was
arrested without incident, at his place of employment, Thunderbird Youth Academy. Blake was
booked into the Mayes County Jail, where he is
currently being held on a $100,000, for the following charges:

Display of Material Harmful to Minors
Violation of the Oklahoma Computer Crime Act.

OSBI ARRESTS EPIC CHARTER SCHOOL FOUNDERS, FORMER CHIEF FINANCIAL OFFICER ON MULTIPLE FELONY CHARGES
On June 23, the Oklahoma State Bureau of Investigation (OSBI) is announcing the arrest of Epic Charter
Schools founders Ben Harris and David Chaney, and former Chief Financial Officer (CFO) Josh Brock. They were
taken into custody at approximately 10 a.m. and were
transported to the Oklahoma County Detention Center for
booking. Harris, Chaney and Brock are facing the following charges:
• Racketeering
• Embezzlement of State Funds
• Obtaining Money by False Pretense
• Conspiracy to Commit a Felony
• Violation of the Oklahoma Computer Crimes Act
• Submitting False Documents to the State
• Unlawful Proceeds
The OSBI investigation began in 2013 at the request of
then-Governor Mary Fallin based on a complaint from the
State Department of Education (SDE) of dual enrollment.
A second request was made in 2019 from a state legislator concerned about misappropriation of state funds that
were obligated to Epic Blended Learning Centers.
“This has been a very complex and arduous investigation with many roadblocks causing delays in getting to the
truth,” said Ricky Adams, OSBI Director. “Harris, Chaney
and Brock came up with a ‘get rich quick scheme’ that
lined their pockets with tax dollars that were to be spent
for the benefit of Oklahoma students. The OSBI criminal
investigation unraveled the intricate scheme layer by layer,
in spite of a lack of cooperation, legal obstacles and delay
tactics.”
Through Epic Charter Schools, Epic Youth Services
(EYS) and the Student Learning Fund, a complicated
criminal enterprise emerged that involved among other
things: co-mingling of funds, excessive and unnecessary
management fees, the use of Oklahoma tax dollars in
California, political influence, concealment of profits, submission of false invoices,
and the illegal use of employees. Over the years, the scheme resulted in a cost to
the state of Oklahoma in excess of $22 million.
“We are grateful for the assistance of State Auditor & Inspector Cindy Byrd and
multiple independent private audit agencies that helped throughout the investigation. I also want to thank District Attorney David Prater for pursing this case on
behalf of Oklahoma students, their families and the tax payers,” said Adams.
Harris, Chaney and Brock have a $250,000 bond.
The OSBI will not comment further on this investigation as it is now pending
prosecution.

ANGER ISSUES
A 47-year-old man from Arkansas wasn’t
so lucky at the Cherokee Casino on June 29.
After he allegedly broke into a vehicle and
stole a gun, he was arrested and booked into
jail.
According to the police report, a West
Siloam Springs officer was dispatched to a
parking lot at the casino to investigate a vehicle break-in and a stolen gun. A casino security personnel advised that the suspect was
still on the premises and in a hotel room.
The officer noticed that the passenger side
window of the truck was busted out and there
was glass on the ground. The victim told the
officer that someone had stolen his Glock 43
9mm handgun.
The officer spoke with the suspect, identified as Clifford Wayne Kunkle.
Kunkle said he knew why the officer wanted to speak with him. He admitted
to busting the window out of the truck with a rock and taking a bag from the
vehicle. He said he didn’t know there was a gun in the bag.
Officers went to the man’s hotel room and retrieved the stolen property. The
gun was returned to the owner.
Kunkle told police that he became angry with someone in the casino, because he thought they took the machine he was playing on. So, he went to
the parking lot and broke into a vehicle. The truck did not belong to the person he was mad at.
Kunkle said he made a mistake, and he was sorry for what he had done.
Kunkle is being charged with burglary in the third degree. He is scheduled
to appear in court on July 18, 2022.

MIAMI MAN PLEADS GUILTY TO MULTIPLE
DRUG AND FIREARMS VIOLATIONS
A man who was arrested three times since
2019 for methamphetamine and firearms violations pleaded guilty June 27 in federal court, announced U.S. Attorney Clint Johnson.
Richard Alan Stewart, 50, of Miami, pleaded
guilty to three counts of Felon in Possession of
Firearms and Ammunition; three counts of Possession of Methamphetamine with Intent to Distribute; Carrying a Firearm During and in Relation
to a Drug Trafficking Crime; Carrying, Using, and
Brandishing a Firearm During and in Relation to a
Drug Trafficking Crime; and Possession of a Firearm in Furtherance of a Drug Trafficking Crime.
Stewart, a convicted felon, brandished or possessed firearms on at least three different occasions along with methamphetamine that he intended to sell.
On Nov. 13, 2019, an Oklahoma Highway Patrol trooper stopped Stewart
for a traffic violation. The trooper conducted a search of the car which revealed zip-lock bags of methamphetamine and pills along with a Spike’s Tactical multi-caliber semi-automatic rifle, which is an AR 15. Later, a search was
conducted at Stewart’s home where law enforcement discovered 92 grams of
methamphetamine.
On March 18, 2021, task force officers conducted a search of Stewart’s
residence based on a tip that Stewart continued to traffic large quantities of
methamphetamine. When officers confronted Stewart in the home, he drew
a stolen Smith & Wesson .380 caliber pistol and pointed it at them. Officers
forcibly removed the gun from Stewart’s hand and arrested him. During the
search, officers found the following items:
-one black bag containing a large amount of methamphetamine, a loaded
Smith & Wesson .45 caliber revolver, digital scales, and a baggie with yellow
pills;
-one black bag with bundles of U.S. Currency totaling $39,350;
-one Heritage .22 caliber revolver
-two additional bags of methamphetamine
-glass pipes
-additional U.S. currency
In total, officers located 1.4 kilograms of methamphetamine.
Finally, on May 17, 2021, Grove City Police officer pulled Stewart over for
a traffic violation and conducted a search of the vehicle, which revealed 670
grams of methamphetamine, a glass pipe, a Ruger EC9s 9mm caliber pistol,
and seven rounds of ammunition.
In total, law enforcement recovered five illegally-obtained firearms, ammunition, more than 2 kilograms of methamphetamine, and more than $40,000
from the investigation.
Stewart did not cooperate with law enforcement during the investigations.
Stewart faces a 17-year sentence for the possession and brandishing of firearms charges and an additional 10 year sentence for distribution of controlled
substances. Once sentenced, Stewart will serve a minimum of 27 years in
federal prison.
