WHERE'S THE BEEF?
A Cuban man who was in the country illegally was arrested in Rogers County after he was
caught helping steal meat from area meat markets.
Claremore police arrested Walter Cadenas-Rodriguez for his role in the elaborate meat stealing
scheme in mid-July.
According to reports, Cadenas-Rodriguez was
the driver. He would pick up the stolen meat and
then drive it back to Houston.
The thieves would call meat markets and order several thousand dollars worth
of meat. They would pay for the meat with a credit card and pick up the meat.
After they picked up the meat, the thieves would call the bank and report that
the card was stolen. The bank would then cancel the payment.
This cancellation would result in the meat market losing out on the meat and
the payment for the meat.
Cadenas-Rodriguez was caught after a local business owner was targeted for
a $4,000 order.
When the thieves placed another order for $9,000, the business owner sent
them a fake receipt and waited.
When Cadenas-Rodriguez arrived to pick up the meat, the business owner
called Claremore Police.
Police officers arrived and placed the man under arrest.
During the investigation, authorities learned that Cadenas-Rodriguez helped
steal more than $13,000 from a Ponca City meat market and $4,000 from a
meat shop in Mayes County.
Officers also found more receipts on the man’s phone for other meat markets
in Oklahoma and Texas.

CHINESE NATIONAL SENTENCED FOR
POSSESSING MORE THAN 260 POUNDS
OF MARIJUANA
U.S. District Judge John D. Russell sentenced
Jin Kai Chen, 51, to 18 months imprisonment,
followed by three years of supervised release for
Possession of Marijuana with Intent to Distribute.
According to court documents, in Sep. 2023,
Chen was pulled over by the Bureau of Indian Affairs. Officers detected a strong odor of marijuana
coming from the vehicle. Upon search of the vehicle, Chen had 244 individual packages of marijuana, totaling 268.4 pounds.
Further search of the vehicle, officers found more than $100k in vacuum-sealed
bags.
Chen is a Chinese national and a permanent resident of the United States. He
will remain in custody pending transfer to the U.S. Bureau of Prisons.
The Homeland Security Investigations, Oklahoma Bureau of Narcotics, Bureau
of Indian Affairs, and Rogers County Sheriff’s Office investigated the case.

AFTER BEING FOUND GUILTY OF
CHILD ABUSE AND NEGLECT
In June of 2023, a federal jury found Joel Richard Smith
and Amanda Irene Smith guilty of Child Abuse in Indian
Country and Child Neglect in Indian Country.
On July 10, U.S. District Judge Sara E. Hill sentenced
the Salina husband and wife in separate hearings. Judge
Hill ordered Joel Richard Smith, 49, a Cherokee Nation
citizen to 180 months imprisonment, followed by three
years of supervised release. Amanda Irene Smith, 45,
was sentenced to 240 months imprisonment, followed by
three years of supervised release.
According to testimony and evidence presented at trial, Joel and Amanda Smith were legal guardians for the
9-year-old child victim. In April 2019, the Mayes County
Sheriff’s Office received a call about a child who escaped
to a neighbor’s home, was hungry, filthy, and in need of
medical attention.
At trial, the child victim testified about the abuse and
neglect that she suffered at the hands of the defendants.
She described being forced to do manual labor in the yard
with her hands, like digging holes and moving large rocks. She would be locked outside
for extended periods, even in poor weather. If the child was allowed to eat, she said it
was usually a bottle, oatmeal, or baby food. At night, she would crawl into the kitchen to
get food because she was hungry. After being caught, she stated she was handcuffed
to the pack-n-play she slept in. She described being forced to wear diapers instead of
being allowed to use the restroom, being hit with a broom that broke on her head, a belt,
and a horsefly.
Testimony from medical professionals revealed that the child entered the home of the
Smiths at age four and weighed 50 pounds. However, in April 2019, at age nine, the child
victim only weighed 41 pounds. Medical professionals testified about the child’s malnutrition, bruising, and infected handcuff wounds.
At sentencing, Joel Smith took responsibility for his actions and inactions. However,
Amanda Smith continued to deny any involvement.
Joel Smith will remain in custody pending transfer to the U.S. Bureau of Prisons. Amanda Smith was permitted to remain on bond and voluntarily surrender to the U.S. Bureau
of Prisons.

A jury deliberated less than two hours on July
12 prior to convicting Adam Joseph King, 35, of
Pryor, for Aggravated Sexual Abuse of a Minor
Under 12 in Indian Country and Abusive Sexual
Contact with a Minor Under 12 in Indian Country.
The minor victim is a citizen of the Cherokee
Nation.
“Today, a jury held Adam King accountable for
his abusive actions towards an innocent child,” U.S. Attorney Clint Johnson
said. “This guilty verdict resulted because of the courage of the child victim and
the collaborative work among local, state, and federal law enforcement partners,
demonstrating a commitment to the Justice Department’s Project Safe Childhood initiative.”
“A defenseless child suffered at the hands of Adam King. These cases are
among the most difficult for the FBI, but they are also the most impactful,” said
Acting Special Agent in Charge Jason Kaplan of the FBI Oklahoma City Field
Office. “Thanks to our partnership with the Catoosa Police Department and the
U.S. Attorney’s Office, this depraved individual will now face justice for his terrible
crimes.”
According to evidence presented at trial, from Nov. 2017 through Aug. 2021,
King knowingly engaged in a sexual act with a minor under 12. In 2017, King
rekindled a relationship with a former girlfriend with an eight-year-old daughter.
Shortly after the girlfriend moved in with King, he began sexually abusing the
child while her mother was at work.
During the trial, the child victim described the sexual abuse she received and
reported the abuse to a school counselor. Experts further testified that the evidence collected from King’s bedroom matched the DNA of the child victim.
The investigation showed that King and his girlfriend, the mother of the victim, denied any wrongdoing by King. Once the investigation began, the minor
victim was removed from the mother’s home and placed in the custody of her
grandparents.
King will remain in the custody of the U.S. Marshal Service. Sentencing will be
scheduled at a later date.
The FBI, the Catoosa Police Department, and the Oklahoma State Bureau of
Investigations investigated the case.

A LONG TIME COMING
A former Nowata County deputy is facing felony
charges after a years-long investigation into some missing firearms at the Sheriff’s office.
Thomas Jay Campbell, Jr., 45, was charged July 2
with Embezzlement in Nowata County District Court.
According to Oklahoma State Bureau of Investigation
(OSBI), on January 25, 2018, the Nowata County Sheriff’s Office requested the OSBI to investigate an embezzlement case.
In 2018, the Oklahoma State Auditor and Inspector’s
Office found that six firearms were missing from the
Nowata County Sheriff’s Office. During the investigation, evidence led OSBI special agents
to former Nowata County Sheriff’s Deputy Campbell’s residence.
On June 26, 2024, a search warrant was served at the property, where one of the missing
firearms was located.
On July 3, Campbell was arrested and booked into the Craig County Jail on charges
of Embezzlement. Bond was set at $5000 and he is scheduled to next appear in court on
July 29.

AROUND THE STATE
On July 21, the Tulsa Police Department posted
about a suspect who exposed himself and threatened a violent sex act. Thanks to all of the tips, we
were able to identify him and Officers with the IMPACT Unit located and arrested him.
The suspect, Joshua Milligan, was arrested at Admiral and Harvard at 12:30 p.m. on June 28. He was
brought down to Detective Division where he was
questioned about the incident.
Here are a couple of highlights from the interview:
• He admitted to being the person at the store and being told to leave
• Even though it was recorded on audio, when asked why he threatened to “Rape”
the store owner’s daughter, he claimed he said he was going to “Rake” her. He said
that’s a “Mafia” meaning to kill a person.
• When he was asked why he said he was going to “F--- Her”, he said he meant
to say “F--- Her Over”. (FYI “F---” is an expletive we’re redacting, in case you weren’t
picking up on that)
• As far as exposing himself, he said his pants were sagging.
Milligan was charged July 5 with indecent exposure and threaten an act of violence, in Tulsa County District Court. Bond was set at $10,000.

On July 18, around 5:00 p.m., the white male
wearing the OSU jersey caused a disturbance in
front of a business near 51st and Yale.
When the owner asked him to leave, the suspect aggressively got up in the owner’s face. The
owner pushed him back and pulled a gun out in
defense, The suspect briefly retreated.
The suspect continued to exchange words
with the owner, cursed at him, and threatened to
rape his daughter (who was present).
The suspect eventually walked away but not
before threatening to rape his daughter again
and pulled down his pants to expose himself.

Two people are being charged with grand larceny after they allegedly stole some air conditioners
from Lowe’s in early June.
According to the affidavit, a Lowe’s loss prevention officer contacted a Grove police officer on
June 21 and said he had some information about
a theft that occurred at the store on June 3 at approximately 7:40 p.m. Some suspects stole two
air conditioners, totaled at $1,299.
The loss prevention officer said 30-year-old Jeremy James Angel and Faith
Nichole Jones, 25, entered the store through the garden area and grabbed an
empty flat cart. James then went to aisle #24 and loaded up two air conditioners
on the cart. The couple then walked to the lumber area.
Jones spoke to a cashier as a distraction, and Angel exited the store without
paying for the air conditioners.
Angel and Jones are being charged with grand larceny. Their bonds were set
at $1,000.
A warrant was issued for the arrest of Jones on July 3, 2024.
Angel is scheduled to appear in court on July 22, 2024.

The OSBI Cold Case Unit is seeking information regarding the murder of 47-year-old Doyle
Watson.
In July of 1982, Watson was found deceased
in Cotton County, Oklahoma. The specific location was a quarter mile east of Highway 277 and
one mile north of the Texas border.
Investigators determined Watson sustained

LET THE FIREWORKS BEGIN
A Perkins man lost his independence after he mistakingly thought he could outrun the law near Big
Cabin on Independence Day.
Jonaton Stanley, 41, was charged July 15 with
felony eluding police officer in Craig County District
Court.
According to Craig County Sheriff Heath Winfrey,
early-morning on July 4, a Craig County deputy came
in contact with Stanley on Highway 69 in Big Cabin.
Stanley made contact with the deputy and was possibly intoxicated. The deputy attempted to initiate a
traffic stop, but Stanley fled in a maroon 2008 Chevy Equinox traveling Northbound
on Highway 69 in Big Cabin at a high rate of speed.
The Deputy pursued and Stanley crashed his vehicle after a short pursuit North
of CR 310 on Hwy 69. Stanley exited his vehicle and fled on foot with an unknown
direction of travel.
Law enforcement conducted a search of the area and he was located in Big Cabin.
OHP, Cherokee Nation Marshalls, Craig County Technical Task Force were involved
in locating Stanley.

Two people were put behind bars for drug trafficking and manufacturing after authorities found an
illegal grow operation on June 26.
According to the police report, agents with the
Oklahoma Attorney General’s Office, Oklahoma
Medical Marijuana Authority, Oklahoma Bureau of
Narcotics, Ottawa County Sheriff’s Officer, and the
Miami Police Department executed a search warrant
on the 1000 block of D Street in Commerce. While
at the location, two agents saw a woman in a white
car pull into the parking lot of Jumping Joey’s. A silver truck then pulled into the parking lot and a man
excited the vehicle.
Agents made contact with the suspects, identified
as Seattle man Marko Masanovic, 31, and 34-yearold Olivera Tmusic from Las Vegas.
Masanovic said he didn’t know anything about the
marijuana business. He said he was doing repairs.
However, prior to the search warrant, the man was
seen on surveillance cameras entering the building
on multiple occasions.
Tmusic also denied being involved with the operation.
While searching the building agents found 807 illegal marijuana plants. They also
located scales, drug ledgers, packaging, a heat sealer, electronic surveillance equipment, and other marijuana packaging materials.
Tmusic admitted that she initially lied about her involvement, but then told agents
that she was involved with the grow operations.
Agents also found more ledgers and bulk cash in her vehicle.
They searched Masanovic’s vehicle and found more ledgers, bulk cash, and some
other documents.
Agents looked through Tmusic’s phone and found text messages and other information that indicated she had some kind of managerial position at the grow.
Both Tmusic and Masanovic are being charged with manufacture of a controlled
dangerous substance/possession of material with intent to manufacture, unlawful
possession of a controlled dangerous substance with intent to distribute, and trafficking in illegal drugs. Their bonds were set at $250,000, and they are scheduled to
appear in court on July 25, 2025. ANNA

Ice, ice, baby
A Dumfries, Va., man’s morning of mischief was literally put on ice after a crash at a Stafford County (Virginia) convenience store.
On July 14th at 2:57 a.m. Deputies S.A. Edwards,
D.S. Jett and C.M. Sterne responded to a single vehicle crash at the Valero at 620 Cambridge Street. They
arrived to find an Acura MDX had driven over the curb
and caused significant damage to the ice machine at
the side of the
business. The driver continued to reverse and pull
forward until deputies activated the lights and sirens on the patrol cars.
The driver was identified as Eric McDonald, 36,
and he refused to exit the vehicle. McDonald was
extracted from the vehicle and deputies noticed he
had a strong odor of alcoholic beverage as well as
glassy, bloodshot eyes and slurred speech.
McDonald was charged with DUI second offense in 10 years, three counts of obstruction,
felony destruction of property, refusal, no insurance and no registration. He was also found to be
wanted for a contempt of court charge from Stafford General District Court. McDonald was placed
in the Rappahannock Regional Jail pending his
ability to participate in a bond hearing.
