A high-speed pursuit through Rogers County on December 11 ended with a Claremore man facing firstdegree murder charges after his brother drowned in a
pond.
According to reports, Claremore police responded
to a report of some business burglaries at approximately 3:45 a.m. When they arrived at the scene, they
saw a suspicious vehicle. They tried to stop the vehicle, but the driver, later identified as 22-year-old Nazra
Michael Daly, sped off from the scene and led officers
on a chase.
The vehicle pursuit came to an end when the driver crashed into a guardrail. The driver and passenger fled the scene on foot.
Daly was arrested a short distance later.
While searching for the 23-year-old passenger, officers heard screaming
and found him in a pond. Officers on scene saw the man struggling before
he went under water and never resurfaced.
Daly is being charged with murder in the first degree, possession of a
stolen vehicle, endangering others while eluding, driving without a valid
driver’s license and failure to stop/yield at proper place. His bond was set
at $750,000, and he is scheduled to appear in court on February 5, 2020.

Bristow Man Found Guilty of Coercion and Enticement of a Minor
A federal jury convicted a Bristow man on
December 17 of coercion and enticement of a
minor, announced U.S. Attorney Trent Shores.
Arthur James Mann, 34, was found guilty of
communicating with an individual he believed
to be 13 years of age but who was an undercover officer. From July 29 to Aug. 17, 2018,
Mann communicated with the “girl” on Facebook, telling her that his name was Andrew
Mason and he was 16 years old. Mann initiated
multiple sexual conversations with the girl and
requested nude photos. Mann further suggested the two meet in order to
have sex on Aug. 17, 2018. Mann arrived that night in his pajamas and
slippers to meet the 13-year-old girl. Instead, he was met by officers from
the Bristow Police Department and taken into custody.
“The jury has spoken, and Arthur Mann is guilty as charged of attempting
to coerce and entice a minor via Facebook. Parents must be aware that
sex predators like Mann use social media to find, groom, and entice their
prey. In this case, we were lucky the defendant was talking to an undercover law enforcement officer and not a 13-year-old child. Key evidence
in this trial included a cell phone and communications on Facebook. The
ever-present threat of online child predators underscores the importance
of lawful access by law enforcement to various tech devices and social
media platforms,” said U.S. Attorney Trent Shores.
“I hope the public understands that law enforcement gains “lawful access” to cell phones and social media accounts through warrants and
wiretaps approved by impartial judges,” Shores continued. “‘Warrant proof
encryption’ or ‘end-to-end encryption’ touted by some social media platforms actually facilitates and protects the criminal acts of pedophiles and
others online. Bottom line, when technology prevents law enforcement
officials from having lawful access, it puts our children and communities at
risk. Thankfully, law enforcement officials in this case were able to search
Mr. Mann’s cell phone to obtain critical evidence.”
U.S. District Judge Gregory K. Frizzell set sentencing for March 2020.
At that time, Mann faces a minimum penalty of 10 years in prison, supervised release of not less than five years up to life, and a fine not to exceed
$250,000.
The Bristow Police Department conducted the investigation. Assistant
U.S. Attorneys Edward Snow and Scott Proctor are prosecuting the case.

A Bartlesville man with a history of domestic violence was arrested for firearm charges at his residence
following an alleged domestic violence incident.
Reports state Nowata police were dispatched to investigate a domestic disturbance involving a firearm
around 9:45 p.m. on December 6. When officers arrived on scene, the suspect had already left the area.
While investigating the incident, officers discovered
the wanted man lived in Bartlesville.
The suspect, 30-year-old Shawn Fredrick Stierwalt,
also had previous convictions of domestic assault
with a deadly weapon and was a convicted felon.
Officers obtained a search warrant for the man’s residence and went to
the location with assistance from Bartlesville police. The two law enforcement agencies executed a search warrant at the residence and placed
Stierwalt under arrest.
While on location, they seized the pistol used in the incident. They also
took other firearms and ammunition from the residence.
Stierwalt is being charged with feloniously pointing firearm and possession of firearm after former felony conviction. His bond was set at
$100,000, and he is scheduled to appear in court on January 29, 2020.

Jay man Wesley Dylan Thomas, 29, allegedly
huffed some stolen spray paint and assaulted
officers on the afternoon of December 15 – he
also yelled something random about fruit.
According to the affidavit, Jay officers were
dispatched to the Dollar General because a
man had stolen two cans of spray paint. The
cashier said a man came in, grabbed two cans
of spray paint and ran out of the building. He
had spray paint on his face and clothing, but
she wasn’t sure if he had it on his face when he
first entered the store or if he sprayed his face
in the back.
Officers found the man near his parent’s address on N. Seventh Street. When they tried to
talk to him, he said, “This is another country,
you can’t be here.” He kept yelling expletives at the officers and had a rusty
axe in his hands at one point.
Officers were eventually able to get hold of the man, but he refused to comply with their demands. He refused to get into the patrol car and kicked the
officers several times. He also tried to head-butt them.
A deputy arrived on scene to assist.
Thomas continued to be combative, but he was eventually transported to
jail. On the way, he kept screaming and banging his head on the glass.
When they arrived, Thomas became combative again and started screaming out random fruit names.
An officer pulled out a taser and Thomas screamed, “Do you see this
badge?” He then grabbed an officer’s vest, who then hit the man in the side
of the head.
Thomas told him, “OK, I’m done.” The man was then booked into jail.
Thomas is being charged with two counts of battery/assault and battery on
police officer, obstructing an officer, petit larceny and public intoxication. His
bond was set at $25,150, and he is scheduled to appear in court on January
10, 2020.

sex offender facing new charges of
Sexual Abuse of a Child
A federal grand jury returned an indictment
in December, 2019, charging a man from
Quapaw with sexually abusing a child under
the age of 12, announced U.S. Attorney Trent
Shores.
Wilkie Bill Burtrum, 60, is charged with aggravated sexual abuse of a minor under 12 in
Indian Country and with abusive sexual contact with a child under 12 in Indian Country.
The indictment alleges that from August,
2018, to October, 2019, Burtrum knowingly
touched the child sexually on multiple occasions. At a hearing held on December 12,
U.S. Magistrate Judge Paul J. Cleary ordered
the defendant to be detained pending trial.
“We’ve made an effort to focus on crimes involving child victims this year,
including in Indian Country. Sadly, there seems to be no end to the number
of child predators we encounter. But law enforcement and child advocates
remain undeterred,” said U.S. Attorney Trent Shores. “It takes courage for any
victim – especially child victims – to come forward to disclose sexual abuse.
We are proud to stand with victims to pursue justice in the courtroom to hold
accountable their abusers.”
Burtrum was previously convicted of aggravated sexual abuse with children
committed within Indian Country in 1993. He was scheduled to end his sex
offender registration on January 5, 2020, according to the Oklahoma Sex Offender webpage.
The Quapaw Tribal Marshals Service and Miami Police Department conducted the investigation.

Man arrested after
strip club brawl
Grove man Braydon Scott Wilson, 20, was
carted off to jail after a night at a gentleman’s
club for allegedly pointing a gun at bouncers
who cut his friend off from drinking on December 6.
According to the police report, an Ottawa
County deputy was dispatched to the club on E.
120 Road in Miami at approximately 11:45 p.m.
to investigate an altercation. Dispatch advised
a man had pulled out a gun and threatened a
bouncer.
Officers stopped the suspect vehicle at Highway 69 and 150 Road in Afton. The deputy
asked the occupants to step out of the vehicle.
One of the passengers was Wilson – he was
identified as the suspect.
Officers searched the truck and found the pistol in the passenger floorboard. Dispatch advised the gun had been reported stolen.
The deputy asked the driver and female passenger what had happened.
They both said the woman had been cut off by bouncers, so they were asked
to leave. Wilson was angry and started arguing with the bouncers. As they
were leaving, Wilson somehow started fighting with a man on crutches, due
to having one leg.
The bouncers started yelling at them, so they left.
The woman said she thought Wilson mentioned having a gun, but she
didn’t remember if he pointed it at anyone.
The deputy then spoke to the bouncers at the club, who said they cut off
the woman, which upset Wilson. The bouncers said when Wilson walked
outside, he pushed down a man who was on crutches and started fighting
him, so they stepped in and told Wilson to leave. Wilson went to the truck,
grabbed a pistol and pointed it at one of the bouncers. Another bouncer
knocked the gun out of Wilson’s hand into the floorboard of the truck.
Wilson is being charged with feloniously pointing firearm. His bond was set
at $10,000, and he is scheduled to appear in court on February 3, 2020.
