MAIL CALL
Two suspects accused of mail theft were arrested in Rogers County late last month after
police say they stole mail from victims in Rogers, Mayes, and Tulsa Counties.
According to reports, the duo, Jason Daniel
Sitsler and Teresa Lee Gillum, stole mail from at
least 23 victims in the three counties.
Sitsler and Gillum were arrested on January
22 after multiple people reported a suspicious
white truck. The callers advised that people in
the truck were driving around and stealing mail.
Reports state the suspects targeted mailboxes on county roads. They only took checks
and credit cards. They threw out the rest of the
mail.
One of the victim’s bank statements was
found in a ditch.
When deputies caught up to the couple,
they discovered several hundred-dollars worth
of power tools that Sitsler bought with stolen
credit cards.
Deputies had been looking for the truck for
two weeks. Sitsler had led deputies on a pursuit after he tried to steal a trailer.
Gillum is being charged with porch piracy, a pattern of criminal offenses, conspiracy
to commit a felony, attempted grand larceny,
bringing contraband into a jail/penal institution, possession of a credit card
belonging to another, possession of a controlled dangerous substance,
and knowingly receiving or concealing stolen property. She is scheduled
to appear in court on March 28, 2022.
Sitsler is being charged with porch piracy, a pattern of criminal offenses,
conspiracy to commit a felony, attempted grand larceny, possession of a
credit card belonging to another, possession of a controlled dangerous
substance, knowingly receiving or concealing stolen property, eluding/attempting to elude a police officer, and obstructing an officer. A warrant was
issued for his arrest on February 10 due to his failure to appear in court –
his bond was set at $32,000.

Malcolm Penney was sentenced to life for 2nd-degree murder and 10
years for leaving the scene of a fatality with the 2 sentences running consecutively.
Penney caused the death of Marissa Murrow on October 3, 2020 while
driving the wrong way on the Kilpatrick Turnpike in Canadian County while
DUI. Penney fled the scene on foot after the collision.
Murrow’s family was pleased with the outcome and appreciative of the
work of members of the OHP.

JURY CONVICTS BIG CABIN MAN OF
SEXUAL ABUSE AND STRANGULATION
A Big Cabin man was found guilty for sexually assaulting and strangling a former dating partner, announced U.S. Attorney Clint Johnson.
The jury convicted Christopher Michael Guinn, 23,
of aggravated sexual abuse by force and threat in
Indian Country and of assault of an intimate/dating
partner by strangling and attempting to strangle in
Indian Country.
“Violent acts of sexual and physical abuse such
as those committed in this case will not be tolerated,” said U.S. Attorney Clint Johnson. “Christopher
Guinn preyed on this victim and has now been held
accountable by a jury of his peers.”
“The FBI will continue working with our law enforcement partners to hold violent offenders accountable for threatening the safety of the communities we serve throughout the
state of Oklahoma,” said Edward J. Gray, FBI Special Agent in Charge of the Oklahoma City Field Office.
At trial, the United States alleged that in the early morning hours of March 17,
2019, Guinn sexually assaulted and strangled a former dating partner. During the
assault, Guinn held the victim down and grabbed her around the neck. Guinn
applied varying degrees of pressure to the victim’s neck and at several points, left
the victim gasping for air. The victim testified that Guinn threatened her by saying
that if she and her children did not move back in with him, he would find them. He
also told her that if she reported the sexual assault, he would come to her mother’s
house while the victim was sleeping and rape the victim again. She also believed
that Guinn had a gun under the mattress.
After Guinn fell asleep, the victim fled and contacted law enforcement. Deputies
with the Mayes County Sheriff’s Office responded and met the victim at the hospital. They documented the victim’s injuries and interviewed her. The Tulsa Police
Department conducted a SANE exam.
When interviewed by law enforcement, the defendant stated the incident was
not rape but consensual sex and theorized the victim was lying because she was
jealous of him being with another woman at a party.
The United States showed Guinn had a history of exerting control over women
and sexually assaulting them. Two additional women who previously dated Guinn
testified about similar assaults they endured by the defendant. They also testified
that Guinn physically abused them and isolated them from friends and family. Both
had protective orders against the defendant.
In closing, Assistant U.S. Attorney Gina Gilmore said both the victim and defendant revealed who they were by their actions. She reminded the jury the victim
reported the crime, filed for a protective order, and consistently and repeatedly
shared details to both state and federal authorities. Gilmore said the defendant also
revealed who he was by his history with women. She said the evidence showed
Guinn was controlling, isolating, and took what he wanted despite being told “no.”
The jury returned guilty verdicts on both counts.

Zachariah Barnes is in custody.
Barnes peacefully surrendered himself over to
the Nowata County Sheriff Jason McClain and
two deputies at a residence in the Childers area
of Nowata County on January 31, 2022 at about
1:00 PM.
Barnes is jailed for two Nowata County warrants
for failure to appear for Domestic Violence and
Possession of Controlled Dangerous Substance.
Barnes is also likely facing charges for running
from a deputy over the weekend. Barnes is jailed
on a total bond of $27,000. Barnes also has a no
bond warrant out of Montgomery County, Kansas.
The Nowata County Sheriff’s Office would like to
thank all of the agencies that assisted in the search for Barnes over the
weekend of January 29-30.

NO HIDING IN THE SHE-SHED
Siloam Springs, Arkansas, man Jeremiah
Eugene Allen Mills, 31, was arrested when
deputies found him hiding in a woman’s shed
on January 19.
According to the police report, a Delaware
County deputy was dispatched to a residence
on East 510 Road in Colcord at approximately 2:28 a.m. The caller advised that Mills was
on her property, going through her shed, and
she did not want him there. She also advised
that Mills was armed with a handgun.
The deputy and a Colcord police officer
went to the property and started searching
for the man. When they tried to open the
shed door, it wouldn’t move.
The officer looked inside the shed and saw Mills holding the door closed.
They told the man to exit the shed, but he refused their commands.
The deputy was eventually able to open the door. He held Mills at gunpoint
while the officer placed the burglary suspect in handcuffs. The man had a
small loaded semi-automatic handgun in his pocket.
While checking the man’s information through dispatch, the deputy learned
that Mills had several warrants for his arrest through other counties. He was
also a convicted felon.
Mills is being charged with burglary in the second degree, possession of a
firearm during the commission of a felony, and obstructing an officer.

On January 19, 2022, Game Warden Larry Green was alerted to three duck hunters
whose boat had capsized while out on the
water at Kaw Lake.
Warden Green immediately went into action
by retrieving a boat from the Kaw office and
requesting an ambulance. The conditions at
the time had made a turn for the worse with
winds gusting 25 - 30 mph with temperatures
falling into the low 30’s.
Warden Green met with Corps of Engineers
Ranger Aaron Brown at the boat ramp who
assisted with unloading the boat. At the time
they launched the boat the lake had waves
up to 4’ and Warden Green, who is recognized as one of the agency’s most accomplished boat operators, was able to
pilot the boat across to reach the three duck hunters.
All three hunters were displaying signs of hypothermia from being in the
water for an extended period of time. Ranger Brown assisted with loading
the hunters into the boat while Warden Green maintained the position of the
boat. All three hunters were returned successfully to the boat ramp where the
ambulance was waiting to tend to them.
Warden Green along with Ranger Brown put their lives on the line by treading into harsh conditions, and we want to commend Game Warden Larry
Green and Crops of Engineer Ranger Aaron Brown for their efforts in this
rescue.
This is a good reminder to be prepared for anything while outdoors and be
keen on changing weather conditions.

TIP OF THE DAY
A 38-year-old Arkansas man was put behind bars in Ottawa County after he admitted
to stealing a tip box from a Wyandotte casino
on January 19.
According to the affidavit, Indigo Sky Casino security advised an Eastern Shawnee
Tribal police officer that a man had taken a
tip box off the wall at approximately 5:32 a.m.
They quickly located the suspect, who was in
a car in the parking lot.
The officer found the man, later identified as
Jason Davis, sitting in a black car. He asked
the man to step out of the car. After checking
him for weapons, the officer put handcuffs on
Davis.
The officer asked the man if he knew why he was getting cuffed.
Davis replied, “Yes, because I took the tip box off the wall and came out
here.”
The officer looked in the man’s car and saw the tip box in the rear floorboard
behind the passenger seat. He retrieved the box and took it back to the casino – it contained $4,797.60.
Davis is being charged with grand larceny. His bond was set at $5,000, and
he is scheduled to appear in court on February 23, 2022.
