An Inola man was arrested on the evening of April
2 for the repeated rape of a teen girl at his home.
According to reports, Jerry Horton repeatedly raped the 13-year-old girl over a period of two
years. Specialists spoke to the girl after it was discovered she and Horton had the same sexually
transmitted infection.
The victim told investigators that Horton made
her do things she didn’t want to do; she just wanted it to end.
She had also previously reports the rape to an
adult, but the adult ignored her.
When police spoke to Horton, he admitted to
sexually abusing the young girl. He admitted to investigators that he took
videos of the sexual assault on his phone and also took nude photos of
the girl.
Horton was arrested for 17 complaints. Those charges included procuring child pornography and lewd molestation of a child under 16.
Formal charges, bond information, and court date were unavailable at
the time of publication.

FEDERAL JURY CONVICTS PRYOR MAN OF
SEXUALLY ABUSING TWO OF HIS CHILDREN
A Pryor man was convicted in federal court for
repeatedly sexually abusing two of his daughters
for approximately 10 years, announced U.S. Attorney Clint Johnson. In 2020 when the two victims were adults, they came forward to report the
abuse.
A federal jury found Keith Duane Parnell, 49,
guilty of three counts of aggravated sexual abuse
of a minor under 12 in Indian Country and four
counts of sexual abuse of a minor in Indian Country.
Parnell began sexually abusing the two minor
victims at approximately five years of age. The
victims described Parnell as a good dad who was
trusted and was always “nice about the sexual
abuse.” Over the next ten years, the abuse escalated and included Parnell
repeatedly forcing the victims to perform oral sex on him and also penetrating
the victims’ genitals with his penis and fingers. Neither child knew the other
was also being abused. They had hoped by enduring the abuse, they were
protecting their siblings. As a teenager, one of the victims tried to tell a relative
about the sexual abuse. A witness for the prosecution, who was there the
night the disclosure occurred, corroborated the victim’s account. At trial, the
victim testified that multiple relatives told her it was too late for police to do
anything and that it was a family embarrassment, eventually resulting in her
recanting the allegations.
The two victims struggled to cope with the abuse they endured from Parnell,
and as teenagers, each attempted suicide. Neither victim reported the abuse
to authorities until they were adults.
In August 2020, one of the victims described in detail the abuse both victims
endured as children in a Facebook post. A Pryor Police detective was alerted
about the post, began an investigation into the allegations, and interviewed the
two victims and others.
In closing, the defense called into question the victims’ motives and surmised the claims were lies and mudslinging made up in an attempt to get back
at Parnell due to a recent rift that was forming between Parnell and one of the
victims. He also questioned why they did not go to authorities and why they
maintained a relationship with their abuser.
Prosecutors argued in closing statements that the victims could be believed-- that their first sexual experiences, starting at the age of five, were
sexual assaults committed by their own father. They stated that much of the
victims’ testimony was corroborated by witnesses for both the defense and
prosecution. Prosecutors further described a home in chaos where the victims
did not feel safe and lived in constant fear of losing their family or being punished. They were afraid of their parents but also afraid to lose their siblings,
the parents they did have, and their home. Prosecutors stated the victims’
accounts were credible and asked the jury to find Parnell guilty.

SUSPECTS SENTENCED IN OSBI OIL FIELD
THEFT IN ALFALFA COUNTY
Two suspects in an Oklahoma State Bureau
of Investigation (OSBI) oil field theft investigation
have received a combined sentence of 57 years
in prison.
The OSBI was requested by the Alfalfa County
Sheriff’s Office to assist with the investigation on
July 21, 2021. Two days before, the sheriff’s office had arrested 50-year-old Neal Scrimsher and
34-year-old Harold Willson after receiving a tip
that the pair was driving around the county with a
trailer full of oil field equipment and copper wire.
Because of ongoing oil field thefts in Alfalfa and
Grant counties, the sheriff requested assistance
from the OSBI’s Special Investigations Unit (SIU).
In January of 2022, Scrimsher plead no contest to one charge of Knowingly Concealing
Stolen Property. In March he received a 27-year
sentence to be served in the Oklahoma Department of Corrections. Willson plead guilty to one
charge of Knowingly Concealing Stolen Property in March 2022 and received a sentence of 30
years to be served in the Oklahoma Department
of Corrections.

A 45-year-old Bernice man is being
charged with burglary after he allegedly broke
into a dispensary and stole some marijuana in
the early morning hours of March 10.
According to the police report, the owner
of the dispensary contacted police at approximately 7:30 a.m. and said her business had
been broken into and most of her inventory
had been stolen. She was also missing a pistol that she kept in her office. She added that
the burglar turned the power to the business
off before breaking in, disabling the cameras.
The officer noticed that someone had torn
through an interior wall to access the inventory.
On March 12, shortly after noon, a man advised that his father owned a property in the
100 block of Myron Oak Street. They had found an unresponsive man in an
abandoned trailer house on the property. Officers went to the residence and
recognized the unresponsive man to be Garry Lamont Toomey. Toomey woke
up, but he was unsteady on his feet and had trouble communicating.
In the trailer, officers found glass jars matching ones found at the dispensary. They also found packages that were from the dispensary.
An officer asked Toomey if he had broken into the dispensary a couple of
days earlier. Toomey said yes. Officers found the stolen pistol in his front left
coat pocket.
Toomey told police that he went to the dispensary around 1 a.m., turned
off the breaker box, and threw a rock through the glass door before walking
inside. He said he kicked some sheet rock down to enter a back room. He put
everything in the room in a trash bag, including some glass pipes, some marijuana, and some marijuana products. He then left through the broken glass
door and took the stolen goods to the abandoned house he was staying in.
Toomey is being charged with burglary in the second degree and possession of a firearm during probation.

VINITA MAN CONVICTED FOR ATTEMPTING TO
SEXUALLY ENTICE A MINOR
A Vinita man was convicted in federal court for
attempting to sexually entice an individual he believed to be a 14-year-old boy.
“John Flechs attempted to groom a child for
sexual abuse via social media, but instead, was
messaging an undercover officer with the Rogers
County Sheriff’s Office,” said U.S. Attorney Clint
Johnson. “Law Enforcement’s online undercover work is vital to unmasking predators who may
have already reached out to a child or plan to do
so in the future. Because of his conduct, Flechs
was convicted of attempted coercion and enticement of a minor.”
At trial, federal prosecutors argued that John William Thomas Flechs, 37,
attempted to persuade, induce, entice, or coerce the “teenager” through
common grooming tactics such as flattery, joking, and the introduction of
sexual topics, that escalated over several days of messaging.
Starting on Jan. 15, 2021, Flechs initiated a conversation with the undercover officer. In Kik messages, Flechs complimented the “teenager” and
asked him to send photographs on three occasions. Flechs further described sexual encounters he had with male relatives, introduced graphic
sexual topics that would allude to sexual acts on the boy, discussed the
boy’s penis size, and asked if he had ever had anal sex. He then suggested they meet.
Still posing as the 14-year-old boy, the undercover agreed to meet Flechs
at a skate park. Flechs was taken into custody when he arrived at the park.
The Rogers County Sheriff’s Office conducted the investigation. Assistant U.S. Attorneys Julie A. Childress and Edward Snow are prosecuting
the case.
The case was brought as part of Project Safe Childhood. In 2006, the

Could she be a tater hater?
On April 9, at 10:00 p.m., Tulsa Police Officers were called out to the Sonic near 59th
and S. Lewis in Tulsa for an assault with a
weapon.
After investigating and talking with multiple
witnesses, officers learned the incident started with Stacy Minihan sitting in a Ford Expedition at one of the stalls at Sonic.
When the carhop delivered Minihan’s food,
Minihan became very upset because the
order took too long. As the carhop tried to
explain the restaurant was short staffed, witnesses saw Minihan get out of the car, slap
the tray of food out of the carhop’s hand, then
punch the carhop in the chest.
Another witness followed Minihan attempting to get her license plate. Minihan then pulled over her car, got out, and shot that witness in the face with
her Kimber Pepperblaster pepper ball gun. This victim was hit multiple times
and bleeding from the head.
Minihan drove to a nearby Quiktrip where Officers caught up with her and
placed her under arrest. Officers recovered the pepper ball gun (pictured),
nearly 30 grams of meth (pictured), and other drug paraphernalia.
Minihan was arrested for:

This is an arrest, not a conviction.

GET IN THE ZONE
A 24-year-old man from Anderson, Missouri, was
put behind bars in Ottawa County after he allegedly led police officers on a pursuit from Missouri on
March 17.
According to the affidavit, a Wyandotte Nation
police officer was contacted by an officer from
Seneca, Missouri at approximately 11:36 p.m. The
Seneca officer said he was in pursuit of a vehicle
headed westbound on Highway 60 near Highway
10 and 60 junction in Wyandotte.
About a minute later, Wyandotte officers spotted
the suspect vehicle. They tried to stop the driver,
later identified as Kody Michael White, but he kept
driving at a high rate of speed, running a roadblock
and passing other motorists in no passing zones.
White eventually turned onto E. 165 Road, then north onto S. 590 Road.
Around 11:42 p.m., White stopped in a driveway at the corner of S. 590
Road and E. 145 Road. He jumped out of the vehicle, leaving it running and
still in drive.
Officers found the man’s wallet in the vehicle, along with a cash out voucher
from River Bend Casino dated for the same day. They also found a small bag
containing methamphetamine in the car.
Shortly after midnight, officers made contact with the vehicle’s owner, who
was identified as White’s mom. She said her son took the car to Seneca for
an unknown reason.
Wyandotte Nation surveillance told police they had a video of White cashing
the ticket that was found in the vehicle. They also had footage of him driving
away from the casino.
White is being charged with two counts of burglary in the second degree,
one count of burglary in the third degree, knowingly receiving or concealing
stolen property, endangering others while eluding/attempting to elude a police
officer, running a roadblock, reckless driving, and possession of a controlled
dangerous substance. His bond was set at $11,500, and he is scheduled to
appear in court on April 15, 2022.
