THE LIGHT OF DAY
A wanted Owasso man and his passenger were
arrested after leading deputies on a high-speed
pursuit through Claremore on April 4.
According to the affidavit, Rogers County deputies tried to stop the suspects’ vehicle on 510
Road near Highway 88. The car didn’t stop. Instead, the driver, later identified as 31-year-old
Bobby Ray Whisman, sped from deputies, reaching speeds in excess of 100 mph.
During the chase, Whisman caused multiple vehicles and a school bus to swerve out of his way.
Deputies tried to stop the man by putting holes in
the vehicle’s tires with stop sticks, but that didn’t
work. Whisman just kept on driving.
The pursuit eventually came to a stop near
Highway 66 and Lowry Road. When the car came
to a stop, Whisman jumped out of the vehicle. He
ran into a manufacturer, which was an occupied
workplace.
Whisman reportedly had warrants for his arrest.
When officers were trying to place the man in custody, he resisted and said, “I’ll never see the light of day again.”
Claremore Police Department and Oklahoma Highway Patrol also assisted in
the pursuit.
The passenger, identified as Shelby Walker, stayed in the vehicle. Officers also
placed Walker under arrest. He was arrested for suspicion of possession of drug
paraphernalia. Formal charges, court date, and bond information were unavailable for Walker at the time of publication.
Whisman is being charged with endangering others while eluding/attempting
to elude a police officer, destroying evidence, resisting an officer, obstructing an
officer, and speeding in a posted zone. He is scheduled to appear in court on
April 29, 2024. Bond information was unavailable at the time of publication.

On March 27, Arkansas City Police Department
officers executed a search warrant at Cowley College’s Kirk Dale Dorms, cumulating a month-long
counterfeit currency investigation.
Over the past month, officers have been getting
reports of a male individual going to a local business and paying or attempting to pay with what
was believed to be counterfeit currency.
Officers talked with employees and witnesses and developed a suspect, Lam
Gok Kuany, 20, of Nebraska.
ACPD officers, in cooperation with Cowley College Campus Security, executed a search warrant at Kirk Dale Dorms. Inside the room, they found over
$28,000 in different denominations in what is believed to be counterfeit currency.
Officers also located suspected illegal substances and items associated with
their use.
Kuany, a Cowley College men’s basketball player, was taken into custody on
March 28, 2024, without incident. He faces five counts of counterfeiting currency, four counts of theft by deception, possession of marijuana, and possession
of drug paraphernalia. His Bond is $17,500.

Farmer faces jail for breeding ‘massive mutant sheep’
A farmer has been caught illegally breeding “massive” mutant sheep
to sell to private hunting reserves for up to $10,000, a court in Montana
heard.
Arthur “Jack” Schubarth, 80, who owns a 215-acre ranch in Vaughn,
Montana, pleaded guilty to criminal charges of wildlife trafficking and
conspiracy to traffic wildlife at a court in Great Falls.
Prosecutors say he illegally used tissue and testicles from wild sheep
killed by hunters in Central Asia, and the US, to breed hybrid sheep
for sale.
According to court documents, Schubarth conspired with at least five other people between 2013 and 2021 to
create a larger hybrid species of sheep that would generate high prices from shooting reserves, where people pay
to hunt captive trophy game animals.
Schubarth’s ranch specialises in the purchase, sale and breeding of “alternative livestock” such as mountain
sheep, mountain goats and various ungulates, according to prosecutors. They claimed that Schubarth secretly
brought parts of the largest sheep in the world, the Marco Polo argali sheep from Kyrgyzstan, into America.
Marco Polo males, which are native to the mountains of the Pamir region of Central Asia, can weigh more than
22 stone with horns that span more than 5ft. They are protected species internationally and the court also heard
how they are prohibited in Montana to protect native sheep from disease and hybridisation.
Prosecutors say Schubarth sent genetic material from the Marco Polo’s body parts to a lab to create cloned
embryos. He then implanted the embryos in ewes on his ranch, resulting in a single, pure genetic male Marco Polo
that he named “Montana Mountain King” or MMK, the court heard.
Court documents stated that Schubarth worked with the others to use the Montana Mountain King’s semen to
artificially impregnate various other species of ewes and create hybrid animals. He agreed to sell one offspring to
two people in Texas for $10,000, the court heard.
To move the prohibited sheep in and out of Montana, Schubarth and others forged veterinary inspection certificates, falsely claiming that the sheep were legally permitted species, the court heard. Prosecutors said Schubarth
also sold semen from the Montana Mountain King directly to sheep breeders in other states.
“This was an audacious scheme to create massive hybrid sheep species to be sold and hunted as trophies,”
said Todd Kim, assistant attorney general. “In pursuit of this scheme, Schubarth violated international law and the
Lacey Act, both of which protect the viability and health of native populations of animals.”
The Lacey Act prohibits trade in wildlife that has been taken, possessed, transported or sold in violation of
federal or state law.
Schubarth also illegally purchased genetic material from a Rocky Mountain bighorn sheep, the largest wild
sheep in North America which stand around three feet tall and can weigh over 21 stone, to traffic to buyers in other
states. He paid $400 to a hunter for the testicles from one of the wild sheep, which had been shot in Montana, to
breed more of the species and crossbreed with the argali
sheep.
“The kind of crime we uncovered here could threaten
the integrity of our wildlife species in Montana,” Ron Howell,
head of state wildlife enforcement, said.
Each count carries a maximum penalty of five years in
prison and a $250,000 fine. Sentencing for Schubarth is set
for July 11.
On a Facebook page in his name which features numerous photos of livestock, Schubarth wrote two days ago:
“We have not been able to sell sheep for about three years

FORMER TEACHER SENTENCED FOR
SEXUAL ABUSE AND ENTICEMENT

A former South Coffeyville middle school teacher was sentenced for two counts of Sexual Abuse
of a Minor in Indian Country and Coercion and Enticement of a Minor in Indian Country, announced
U.S. Attorney Clint Johnson.
U.S. District Judge Sara E. Hill sentenced Harold Steven Moore, 41, of Kansas City, to 180
months imprisonment, followed by 12 years of supervised release. Upon his
release, Moore will also be required to register as a sex offender.
“Children trust their teachers and Harold Moore betrayed that trust,” said U.S.
Attorney Clint Johnson. “No child should ever have to question the motives of
an adult they interact with at school. I commend the courageous victims that
came forward.”
According to court documents, Moore was a teacher and coach at a South
Coffeyville middle school. He had sexual relationships with two separate minor
children beginning in 2006 and continuing through 2007. Both minor children
were under the age of 16 years old and students at the middle school. Moore
further admitted to enticing a third minor to engage in sexual activities while he
was her coach. Moore made inappropriate comments of a sexual nature and
engaged in improper touching.
Moore is a citizen of the Cherokee Nation and he will remain in custody pending transfer to the U.S. Bureau of Prisons.
The FBI, Cherokee Nation Marshal Service, and Montgomery County Sheriff’s Office in Kansas investigated the case. Assistant U.S. Attorney Scott Dunn
prosecuted the case.

AROUND THE STATE
On March 30, 2024, the Texas County Sheriff’s
Office requested the Oklahoma State Bureau of
Investigation to investigate the suspicious disappearance of 27-year-old Veronica Butler and
39-year-old Jilian Kelley.
Their vehicle was found abandoned near Highway 95 and Road L, south of
Elkhart, Kansas, in rural Texas County. OSBI special agents immediately began
investigating the vehicle and determined there was evidence to indicate foul play.
On April 13, 43-year-old Tad Bert Cullum, 54-year-old Tifany Machel Adams,
50-year-old Cole Earl Twombly, and 44-year-old Cora Twombly were arrested in
Texas and Cimarron Counties. All four individuals were booked into the Texas
County Jail on two counts of First-Degree Murder, two counts of Kidnapping,
and one count of Conspiracy to Commit Murder in the First Degree.
On April 14, the OSBI, FBI – Federal Bureau of Investigation, Texas County
Sheriff’s Department, and the Office of the Oklahoma Chief Medical Examiner
recovered two deceased persons in rural Texas County. Both individuals will be
transported to the Medical Examiner’s Office to determine identification, as well
as cause and manner of death. This is still an ongoing investigation. Anyone with

A 25-year-old man from Paris, Texas, was put
behind bars in Delaware County after he was
caught March 23 driving a stolen vehicle with
some guns.
According to the affidavit, an Oklahoma Highway Patrol trooper was working stationary traffic
on the eastbound side of US 412 when he saw
a red car traveling at a high rate of speed in a 55
mph construction zone. The trooper stopped the vehicle and made contact with
the driver, identified as Dawson Ray Huie. Huie told the trooper he didn’t have a
license or insurance.
While speaking with the man, the trooper noticed a gun on the floorboard.
Huie said the vehicle belonged to his friend, and the gun had just been in the car.
The trooper removed the loaded pistol and asked Huie to step out of the car.
The trooper then checked the man’s information and was advised that he had an
expired license. Dispatch also advised that Huie was a convicted felon.
The tag for the vehicle was registered to a residence in Weleetka.
Huie was unable to give the trooper any information about the car’s owner,
including the person’s name. He was also oddly wearing coveralls and a large
coat with no shoes. Due to the items inside the car, it appeared that the vehicle
belonged to an older woman.
Officers found two rifles in the back floorboard of the vehicle. They were both
loaded.
In the backseat, an Okfuskee County deputy found some loose jewelry and
papers with the car owner’s information. Huie said he didn’t know where the
stuff came from.
Officers went to the registered owner’s address. The home appeared to have
been burglarized. They also found a deceased individual in the home.
Huie is being charged with possession of a firearm after a former felony conviction, possession of a stolen vehicle, possession of a firearm during the commission of a felony, knowingly receiving/concealing stolen property, driving without a valid driver’s license, and speeding on a highway under construction. His
bond was set at $100,688, and he was scheduled to appear in court on April
19, 2024.

The passenger was identified as Jamarious Dequan Qualls, 29, of Russellville, AL. It was confirmed
that Qualls had misdemeanor warrants for
his arrest in the city of
Sheffield. During arrest agents located two plastic containers with 176 fentanyl pills inside and a plastic bag
containing 1oz of “spice”synthetic cannabis.
Qualls was charged with drug trafficking and unlawful
possession with intent to distribute a controlled substance. Qualls is being held in Colbert County Jail on a

YEARS IN PRISON FOR
SECOND DEGREE MURDER
Josiah Gammill, 21, was sentenced to 604 months
imprisonment, followed by 5 years of supervised release for Murder in the Second Degree.
According to court documents, in March 2021,
Gammill was driving with Hunter Majors. They pulled
off the side of a back road to use the restroom. Gammill retrieved a shotgun from the trunk of the car, shot
Hunter twice, and left him to die. Gammill drove to a park and attempted to dispose of
the shotgun and burn his clothes. Officers found Gammill hiding out at a hotel. After a
search of Gammill’s phone, officers found a message bragging that he “wiped Hunter
off the face of the earth.”
Gamill is a citizen of the Quapaw Nation and the victim was a citizen of the Choctaw
Nation. Gamill will remain in custody pending transfer to the U.S. Bureau of Prisons.
The FBI, Oklahoma State Bureau of Investigation, Craig County Sheriff’s Office, and
Tulsa Police Department investigated the case.

Miami man Michael Gene Rhines, 36, was
transported to jail after officers found a stolen motorcycle and a replica gun in his possession on
March 23.
According to the police report, Miami police officers were dispatched to investigate a noise complaint in the 1800 block of B ST NE. While listening for the loud music, they saw a motorcycle with
no headlight turn off of 18th Avenue and drive toward them.
An officer stopped the motorcycle and identified the driver as Rhines.
He asked Rhines where he got the bike from.
Rhines first said it was his mom’s motorcycle and he was on his way to her
house. He then told officers that the motorcycle belonged to a friend, and he
was going to take parts off of it to fix his mom’s motorcycle.
An officer noticed that the headlight to the bike had been broken off. A wire
harness was sticking out from where the headlight should have been, the brake
lever and ignition cluster were broken off, and someone had spray painted the
bike black.
An officer checked the motorcycle through dispatch. He was advised it came
back stolen from a Miami residence. It was reported stolen on March 20.
Officers searched Rhines and his belongings, and they found a black pistol
inside of a bag. The pistol wasn’t an actual handgun. It seemed to be some sort
of replica. It had black electrical tape on it and had been spray painted black in
an attempt to look more realistic.
Dispatch also advised that Rhines had several warrants for his arrest.
Rhines is being charged with possession of a stolen vehicle and possession
of a firearm after the former conviction of a felony. He was scheduled to appear
in court on April 19, 2024.
