A man who allegedly beat a woman, shot her
in the foot, and then fired a gun at deputies was
placed under arrest last month after neighbors
called the police.
According to reports, Rogers County deputies
were dispatched to a home near Highway 20 and
4120 Road in Claremore. Neighbors had called
911 and reported that a man was beating a woman in the yard in front of the home. The neighbors
also reported hearing shots.
The suspect, identified as Andre Harris, allegedly fired a gun twice at the first deputy to arrive at
the location. He tried to run from the scene, but he
was caught and placed under arrest by deputies.
Reports state that the man’s brother, Eric Harris, was mistakenly shot
and killed by a former Tulsa County reserve deputy. Due to the death of
his brother, Tulsa County paid Harris and his family a $6 million settlement.
Formal charges, bond information, and court date were unavailable at
the time of publication.

Professor charged with starting numerous California wildfires
A 47-year old man is being held on suspicion of starting
numerous fires in Northern California, including three near
the massive Dixie Fire. Dr. Gary Stephen Maynard has officially been charged with starting the Ranch Fire northwest
of Susanville, CA on August 7. However, an intensive investigation has implicated his involvement in at least five fires.
The former lecturer at Sonoma State and Santa Clara University is being held without bond in a Sacramento County
Jail and has been charged with felony arson. However the
investigation is ongoing and may result in further charges. A
preliminary hearing is scheduled for August 24.
The efforts by federal investigators linking Maynard to the
Conard, Ranch, Moon, Everitt, and Cascade Fires are nothing short of incredible. As reported by Wildfire Today, the use of near-real-time cell phone
tracking and vehicle tracking allowed responders to follow Maynard’s movements over
weeks. By keeping an eye on any suspicious activity such as long stops in remote areas,
each of the five fires was extinguished before growing beyond 1 acre. Responders were
able to suppress them before the dry conditions created by persistent drought enabled
them to grow out of control.
Maynard first became known to authorities on July 20. A US Forest fire investigator,
Brian Murphy, found him with his vehicle stuck in a ditch on the side of an unmaintained
forest service road. Murphy was responding to reports of a fire in Shasta-Trinity National
Forest, later named the Cascade Fire. Maynard was only 200 yards from the fire and
acting suspiciously. Murphy photographed the car and took measurements and further
photographs of tire tracks near the fire.
The next day, July 21, similar tire tracks were discovered near the site of the Everitt
Fire on the west side of Mount Shasta. Investigators declared the cause of that fire to be
arson as well. At that point, Murphy applied for warrants for near-real-time phone tracking and vehicle tracking for Maynard’s phone and vehicle. California Highway Patrol used
the cell phone data to find and pull him over, allowing Murphy to attach a tracking device
to his vehicle.
Using this tracking data, investigators were able to follow Maynard’s movements hundreds of miles to an area north of the PCT community of Chester, which narrowly survived
the advancing Dixie Fire. On August 5, a US Forest Service officer responded to the Moon
Fire minutes after Maynard drove through the area. With the help of an engine crew, the
fire was kept to just a few dozen square feet. The cause was determined to be arson.
Two days later on August 7, investigator Murphy hiked into an area where tracking
showed that Maynard had been parked for 28 hours. There he discovered the billowing plume of the Ranch Fire, less than one acre in size at the time. After extinguishing
the blaze, investigators with Cal Fire deemed its cause to be arson. Nearby tire tracks
matched Maynard’s.
Further scrutinizing the tracking data, six minutes after leaving the sight of the Ranch
Fire, Maynard made a 30-minute stop at a place where investigators later found the
1-acre Conard Fire. The cause of this fire was also determined to be arson.
Maynard was finally apprehended when he returned to the site of the fires a few hours
later. He was brought to Lassen County Jail and charged with entering a restricted area
(closed due to the Dixie Fire). Later, a felony arson charge was added for starting the
Ranch Fire, according to the criminal complaint.
Maynard is being held in Sacramento without bond due to the ongoing risk presented
by an at-large serial arsonist. As stated in his detention memo from August 10, obtained
by Wildfire Today, “arson is a dangerous crime and it is a crime for which it is particularly
difficult to fashion conditions of release. Here, the nature of the circumstances of Maynard’s arson offense show that he is particularly dangerous, even among arsonists.”

OSBI SEEKS INFORMATION IN 1974 COLD
CASE; OFFERS REWARD
The Oklahoma State Bureau of Investigation
(OSBI) is offering a $10,000 reward for information
that can assist agents in the 1974 murder of Tina
Mae Duffell. The Ottawa County Sheriff’s Office
requested OSBI assistance after Duffell (37) was
found on October 18, 1974. She was submerged
by timber and brush in Prairie Dog Pond a half mile
northwest of Quapaw, Okla. Investigators believe
Duffell was either abducted or left with someone
from the C and D grocery store in Quapaw where
she was working at the time of her murder. The
autopsy revealed she had stab wounds to her neck.

ILLEGAL MARIJUANA GROW DISCOVERED
IN NOWATA COUNTY
On August 6, 2021, at about 2:30 p.m., the Nowata County Sheriff’s
investigated a report of an illegal commercial marijuana grow located in
the southeast corner of Nowata County near the Craig County line. The
Nowata County Sheriff’s Office found this growing operation did not have
all of the required licenses to grow medical marijuana. Five people were
arrested and booked into the Nowata County Jail for Cultivation of Marijuana.
With the assistance of the Nowata County Emergency Response Team,
a total of 453 marijuana plants were destroyed and two firearms were
seized and held for evidence. Arrested were: Va Vue, 51, female of Owasso, Pao Vue, 56, male of Claremore, Wa Vang, 55, male of Michigan, See
Vue, 51, female of Michigan, and Kha Vang, 44, male of Wisconsin. These
individuals were later released on bond.
The Nowata County Sheriff’s Office is checking grows that are operating
in Nowata County and will investigate/arrest anyone growing marijuana or
manufacturing any controlled dangerous substance illegally. If you have
any suspicious activity to report, contact the Nowata County Sheriff’s Office. As with any legitimate business, the Nowata County Sheriff’s Office
will support the legal medical marijuana business.

amount due. The town is offering two options at this time. If you would like a pay order, you

a pay order is signed, the warrant will be recalled and the collection agency will be paid. If
you want to pay the warrant and collection fee, a discount on the warrant will be given for a

MAKING A MOUNTAIN OUT OF A MOLE HILL
A 36-year-old Afton man allegedly assaulted an
officer after he was stopped for speeding on Highway 59 on August 1.
According to the affidavit, a Delaware County
deputy was traveling southbound on Highway 59
when he saw a white SUV traveling at a high rate of
speed in the opposite direction. The deputy turned
on his emergency lights, and the suspect pulled
into the parking lot at Cherokee Grove Casino.
When the deputy made contact with the driver,
identified as Justin Kane Ruhl, he advised the man
that he had been traveling 74 mph in a 55 mph
zone.
Ruhl became irritated and told the deputy there
was no way he was traveling that fast. He also accused the deputy of illegally
stopping him. He yelled at the officer and said he couldn’t detain him for
speeding.
When the officer asked the man to step out of his vehicle, Ruhl rolled up his
window and called someone on his phone, yelling that he had been illegally
stopped.
The deputy turned on his mounted dash camera. When he returned to
Ruhl’s vehicle, he noticed that the man had partly rolled down the window.
The deputy noticed that the man had unlocked the doors, so he opened the
door as Ruhl kicked at the door and yelled, “No!”
The deputy tried to undo the man’s seatbelt as Ruhl fought back. The deputy was able to remove the man from the vehicle.
A Cherokee Casino security guard assisted in placing the man in custody.
At one point, Ruhl kicked the deputy in the groin. He also fought back as the
officers placed him in the patrol vehicle. He yelled and screamed and told the
deputy that he was going to rape the deputy’s wife.
On the way to jail, Ruhl continued to scream and tried to spit on the deputy.
Ruhl is being charged with assault and battery on a police officer after the
former conviction of two or more felonies and driving without a valid driver’s
license. His bond was set at $7,000, and he is scheduled to appear in court
on September 9, 2021.

State murder charges have been dropped and
federal charges were filed against Welch man Daijon Marque Welch.
Welch was indicted on charges of Second Degree Murder in Indian Country; Felon in Possession of a Firearm. He is charged with the second
degree murder of Cameron Maurice Wilson in Tulsa by shooting him multiple times in the back, hip,
chest and right hand. Welch is also charged with
being a felon in possession of a Ruger 9mm Luger
semi-automatic pistol. The FBI and Tulsa Police
Department are the investigative agencies.

We hear many times from people that the arresting officer of someone at the jail told them all they have to do
is pay us money and we will not publish their photo. This
is NOT true. We feel that taking money in exchange for
not publishing an arrest photo is extortion and, as such,
should be a crime.
There are companies who do take money to remove a

BEAR GANGS ON THE RISE ALL
ACROSS THE COUNTRY
It seems like an easily solvable situation. All
people have to do is lock their car doors.
But apparently that act is too strenuous for a
number of individuals in Estes Park, Colorado, as
a bear — or a gang of bears — broke into eight
vehicles over the last month in search of food.
The Colorado Parks and Wildlife department reported that there were paw prints on the handles
of numerous other cars as well, but those cars
were locked and bears haven’t figured out how to
use “Slim Jims” yet (a tool to unlock cars — not
the beef jerky).
“Unfortunately for the bear, it did receive some
food rewards which only encourages this sort of
unnatural and unsustainable behavior,” Officer
Frank Rylands said.
He also said the owners of the cars were “extremely fortunate” the bear(s) didn’t destroy the
cars.
One hungry bear in Tennessee ripped apart a car earlier this year after it locked itself
inside of the vehicle.
The owner of the car, watched in disbelief as the black bear demolished the vehicle
as it tried to find a way out.
“It was like that scene in Tommy Boy where the elk woke up and thoroughly trashed
the vehicle,” Officer Duke Snyder told a local TV station. “Except this car wasn’t drivable after the bear got done with it.”
“Every time I think about it, I start humming ‘Eres Tu,” the officer said, noting the
song Chris Farley and David Spade sang while driving the vehicle during the movie.
Regardless, the Colorado Parks and Wildlife department is urging all car owners to
start locking their doors.
“Make it a routine to lock all your windows and doors for both your vehicle and
home. This is for your safety and for the lives of these amazing and resourceful creatures,” Rylands said.
Noted Wyoming outdoorsman Paul Ulrich said this shouldn’t surprise anyone as
bears are “very intelligent animals.”
“A couple summers ago, I witnessed a bear using a car’s remote control to open the
hatch of a vehicle,” Ulrich said. “People need to quit being idiots and remember to lock
their doors and not keep their keys out.”

A registered sex offender was put back in jail
after he failed to let law enforcement know that
he was staying at a new address – the Miami
man was also trying to avoid a warrant for his
arrest.
According to the police report, 38-year-old
Benjamin Cody McVay is a “level 3” sex offender who is required to register for life. On June
17, 2021, he registered an address at a Quapaw residential facility. An Ottawa County deputy went to the location on July 1 – although
McVay was not at the facility, staff verified that
he was staying there.
On July 8, two deputies went to the location for another compliance check. They were
advised that the man left the facility on July 6.
The deputies also discovered that McVay had
a warrant for his arrest, and that’s why he left the facility.
Deputies confirmed that the man had an active warrant and that he had not
yet registered a new address. They tried to contact McVay’s father, but they
were unable to speak with him.
On July 5, five deputies went to the father’s address in the 600 block of O NW.
No one came to the door. Several people in the area confirmed that someone
matching McVay’s description had been staying at the residence. They said
that the man was outside working on a vehicle, but he should still be inside the
house.
Deputies continued to knock on the door. Eventually, McVay answered. They
informed him about his warrant, which he said he was aware of. The deputies
placed him under arrest.
When a deputy asked McVay about his failure to register a new address, the
man said he had been staying with his father. He said that he was just trying to
get his warrant taken care of first.
McVay is being charged with failure to register as a sex offender. His bond
was set at $5,000, and he is scheduled to appear in court on August 16, 2021.

September is National Campus
Safety Awareness Month
The Fall Semester is here and hopefully you had an enjoyable summer. As we
return to our offices and classrooms, it is important to remember that campus safety
should be an important part of our daily activities. September has been designated as
National Campus Safety Awareness Month. NCSAM received the unanimous support
of Congress in 2008. Each September, the Clery Center for Security On Campus partners with colleges, universities, and other agencies to offer campus safety programming – National Campus Safety Awareness Month.
Campus safety requires active participation from everyone. Do you know the name
of the head of your campus police or security department? Do you know the emergency and non-emergency numbers to the police/security department? Do you know
where you can find your college’s safety & fire policies and statistics? Thanks to the
Clery Act the answers are simple.
As a result of the horrible murder of 19-year-old Lehigh University freshman Jeanne
Ann Clery who was raped and murdered while asleep in her residence hall room on
April 5, 1986. Jeanne’s parents, Connie and Howard, discovered that students hadn’t
been told about 38 violent crimes on the Lehigh campus in the three years before
her murder. They joined with other campus crime victims and persuaded Congress
to enact this law, which was originally known as the “Crime Awareness and Campus
Security Act of 1990″.
During your daily endeavors you travel around your campus and speak with students, staff and faculty. If something doesn’t look right, sound right or feel right contact
campus safety. Believe your gut reaction. It is much better for campus safety officials
to come and find that there is nothing wrong than for a crime to occur. Sometimes
crimes can be prevented and offenders can be caught in the act because of quickthinking community members just like you.
