A Duncan woman was arrested after she allegedly hit and bit her wife during
a dispute over a cellphone.
According to the affidavit, a Duncan police officer was contacted by a woman
who told him that her wife, 21-year-old Tylyn Rea Green, had taken her phone
from her while she was sleeping at their residence in the 400 block of N. J Street.
The woman said when she woke up, she took her phone from Green, and
Green started hitting and biting her.
The officer observed several visible bite marks on the woman’s arm, back and
nose. She had a cut on her thumb, toe and left side of her face, and a knot and
cut on the right side of her forehead that she said were all from Green biting her.
The officer went to their residence in an attempt to make contact with Green.
After knocking on the door several times and not receiving an answer, the officer requested that the victim come let her in the house. When she did, the officer located a woman and
asked her if Green was in the residence; she said she thought so.
The officer proceeded to check the rest of the house and found a woman hiding behind the shower
curtain in the bathroom. He asked her if she was Tylyn and she said she wasn’t. He asked her for her
name and she admitted that it was Tylyn Green.
The officer informed her that she was under arrest. Green attempted to pull away several times in an
attempt to flee several times while being escorted to the patrol car. She was eventually transported to
jail.
Green is being charged with domestic abuse and obstructing an officer. She was released on a $2,500
bond and is scheduled to appear in court on May 9, 2014.

A Duncan man was taken to jail March
5, after he blew out his tires while allegedly
driving under the influence of marijuana
across a golf course.
According to the affidavit, Duncan police
officers were driving southbound on Country Club when they saw a car stopped in the
roadway, blocking most of the northbound
side of Country Club.
The officers pulled up behind the vehicle
and a man they recognized as 20-year-old
Vincent Deshawn Sabedra exited the vehicle and attempted to walk away.
An officer told Sabedra to come talk to him; the officer noticed
Sabedra had a slow and unsteady walk and was acting very nervous.
Sabedra initially claimed that he was driving and texting when he
hit a curb and blew his tires out.
The officer didn’t believe that story since Sabedra had been driving northbound and both of his passenger side tires were flattened.
Apparently, the truth was far more interesting than a simple
bump of the curb. Passengers told police that Sabedra had run off
the roadway and drove onto the private property of a nearby golf
course. He almost drove onto the number two green before crossing the private drive and ending back up on Country Club with both
tires flattened.
Sabedra told the officer that he had been smoking marijuana earlier that day.
After field sobriety tests revealed that Sabedra was unfit to drive;
police placed him under arrest. On the way to the hospital for a
blood test, Sabedra told police he had huffed on air dust prior to
running off the road and driving through the golf course.
Sabedra is being charged with driving a motor vehicle while under the influence of drugs. He was released on a $1,000 bond and is
scheduled to appear in court on May 9,2014.

Unsolved Cases
On Dec. 15, 2009, Seminole police and fi refi ghters
responded to a travel trailer fi re in Seminole and
discovered the remains of Nathan Wade Parker,
32, inside.
An investigation into Parker’s death was launched,
but the case is still open.
The family of Parker, who believes he was
murdered, is off ering a cash reward for information
leading to the arrest and conviction of the person(s)
responsible for Parker’s death, if that is indeed the case.
“Nathan was a very special man,” said Andrea Parker, Nathan’s
sister. “He is missed by everyone who knew him. He blessed many,
many lives while he was here with us.”

The Bible does not specifically use the term
“child abuse.” There is no record of a single
instance in the Bible where a child is being abused.
What the Bible does tell us is this: children have
a special place in God’s heart and anyone who
harms a child is inviting God’s wrath upon Him.
When Jesus’ disciples tried to keep children from
coming to Him, He rebuked them and welcomed
little children to His side, saying, “Let the little
children come to me and do not hinder them for the kingdom of God
belongs to such as these” (Mark 10:14). Then He took the children in His
arms and blessed them (v. 16).
Children are abused and mistreated in several different ways, all of which
are abhorrent to God. Too many children are the victims of angry beatings
and other physical abuse as their parents take out their own anger and
frustration on their children. Anger is almost always sinful, and anyone
who abuses a child in anger commits multiplied sins. “An angry man stirs
up dissension, and a hot-tempered one commits many sins” (Proverbs
29:22). There is no place for unrighteous anger in the life of a Christian,
as Paul reminds the Ephesians: “In your anger do not sin: Do not let the
sun go down while you are still angry, and do not give the devil a foothold”
(Ephesians 4:26-27). Anger should be confessed to God long before it comes
to the point of physical abuse against a child or anyone else.
Psychological and emotional abuse is also forbidden in Scripture.
Ephesians 6:4 warns fathers not to “exasperate” or provoke their children,
but to bring them up in the “training and instruction of the Lord.” Harsh,
unloving discipline alienates children’s minds from their parents and
renders their instructions and corrections useless. In addition, it often leads
to sin against God, as it is difficult in the best of children to be angry and
yet not sin. Parents can provoke and exasperate their children by placing
unreasonable requirements on them, belittling them, or constantly finding
fault, thereby producing wounds that are far worse than any physical
beating can inflict. Colossians 3:21 tells us not to “embitter” our children so
they will not become discouraged. Ephesians 4:15-19 says we are to speak
the truth in love and use our words to build others up, not allow rotten or
destructive words to pour from our lips, especially toward the tender hearts
and minds of children.
So, even though the Bible does not specifically mention child abuse, it is
abundantly clear how God feels about the issue. Anyone who suspects a child
is being abused has the obligation to report it to appropriate authorities.

A Duncan man who tried to outrun police unsuccessfully was taken to jail after police found
illegal items in his vehicle.
On March 5, a Duncan police officer was on patrol when she saw a car approaching the stop sign
at the intersection of Fifth and Elder. According
to the affidavit, the officer noticed that the vehicle
did not have a working passenger side headlight.
The officer activated her emergency lights in an
attempt to pull the vehicle over, but the driver of
the vehicle apparently had other ideas.
The vehicle accelerated and continued to drive westbound on Elder.
The officer activated her siren and advised dispatch that she was in a
pursuit.
The suspect vehicle continued westbound on Elder before driving onto
U.S. Highway 81. Another officer positioned his vehicle blocking the inside southbound lane at Hickory and Highway 81.
The vehicle was traveling in the outside lane, however, and the driver
ran the roadblock and continued his attempt to elude police.
The suspect eventually came to a stop in the 600 block of Highway 81
and police approached the vehicle. The driver, later identified as William
Edward Crosby Jr., 43, exited the vehicle and police ordered him to get
on the ground.
Officers attempted to put handcuffs on Crosby, who pulled away and
refused to comply with orders. Police were eventually able to get cuffs on
Crosby and place him in a patrol vehicle.
During an inventory of Crosby’s vehicle, police found a backpack that
contained small jewelry baggies, three syringes and multiple alcohol
preps. A small baggy containing a white powdery residue was also found
in the driver’s seat of the vehicle. The residue later tested positive for
methamphetamine.
Crosby is being charged with possession of a controlled dangerous
substance and unlawful possession of drug paraphernalia. His bond was
set at $10,000 and he is scheduled to appear in court on April 30, 2014.

Spring is a time of new
beginnings, brought about by
spring rains that start quenching the winter thirst of all things
dormant through the winter. Although lately, things seem to have
been drier than usual, I’m writing this Tips in the hopes of maybe
bringing about some much needed rain by talking about it! If
you’ve lived in Oklahoma any period of time, you know that spring
rains usually bring spring flooding, which can significantly impact
travel in the state. I’m going to talk a little about the dangers that
roadway flooding can present, and some tips for avoiding them.
Every year that we have flooding, we get stories about
motorists who are stranded in water that has risen up over the
roadway. The news has the usual shot of one vehicle with its
hazard lights on not moving, followed by video of other vehicles
still driving through these flooded roads. The solution is very
simple, if you don’t want to be that vehicle that is stranded, don’t
drive through standing water! Most of the locations that typically
flood over in heavy rains are traditional places where this happens
year after year. The problem with this is that usually, the locals
think since they’ve been able to drive through it before, it shouldn’t
be any problem now. A lot of things can happen under water that
we can’t see though. Parts of the roadway could wash out, debris
could be covered up that can’t be seen, and other unseen hazards
could be present. All of these things can spell disaster for the
person who assumes it will be ok to drive through standing water
on the roadway.
Next, don’t drive around “Road Closed” signs. Every year
in these traditional flood areas, the public safety officials close the
roads for safety, and every year people drive around those signs
and end up needing rescued. Not only are those signs put up for
your safety, it is illegal to drive around them. They are Official
Traffic Control Devices, and as Oklahoma State Statute 47:11-201A
states: The driver of any vehicle shall obey the instructions of any
official traffic-control device...unless otherwise directed by a traffic
or police officer.
Last, be aware of your surroundings, so that you can find
an alternate route if needed. In today’s technology driven world,
this is easier than ever to do. Use that smart phone, tablet, or GPS
device to find a way around flooded areas. Also, when the potential
for floods can cause roads to be closed, give yourself extra time to
reach your destination, in case an alternate route is needed.
Hopefully, this spring will be full of showers that bring
out the green grass and flower blooms, instead of continued burn
bans. If those April showers bring those May flowers, now you’ll
have some tips for avoiding any of the pitfalls that inherently come

support from both parents and do not lose this right when a
parent leaves the home.

An Oklahoma City attorney is facing prison time after
being arrested inside the Oklahoma County jail. The Sheriff’s office says the investigation when a female inmate
told deputies the man she thought was her attorney was
engaging in sexual acts during visitations.
Deputies arrested Frank Kirk, 70, on Monday after setting up a sting that caught him on audio tape with the inmate. Investigators say the inmate originally contacted
Kirk in January about representing her, but it turns out
he never filed to be her attorney of record.
“Kirk told the victim that since she didn’t have the cash to pay for his services she could make it up to him by performing sexual acts instead,” said
Sheriff John Whetsel.
Sheriff Whetsel said the investigation revealed the Kirk only pretended
to represent the woman who was in jail on drug charges. She discovered
the ruse when the public defender’s office contacted her about her case.
That’s when the woman talked to deputies and agreed to assist in the investigation.
Investigators say the woman met with Kirk inside the jail and he is heard
on audio tape making advances towards her. The sheriff’s office says the
woman was told to use the phrase “my pants are too tight” to signal deputies to enter the room. “During his visit, Kirk furnished her with lubricating
jelly and a sex toy and as this began our investigators opened the door and
arrested Frank Kirk immediately.”
According to court documents the female inmate told investigators that
Kirk coerced her into performing sexual acts while he watched at least four
times.

A Chickasha man was taken to jail
March 8, after he unleashed a Jager
bomb on another vehicle, shattering its
windshield.
According to the police report, a
Chickasha police officer was dispatched
to a road rage incident in progress. Apparently, a Dodge Ram had been chasing a Chevrolet Silverado. The reporting
party told the officer that the occupants
of the Dodge were trying to fight him.
He said that someone from the Dodge threw a Jägermeister
bottle at his driver’s window and shattered it. According to
the man, he was trying to get away from the Dodge when the
bottle was thrown.
The officer looked at his vehicle and saw that it had obviously been shattered from the outside.
The officer spoke to the driver of the Dodge, 21-year-old
Shalyne Ray Sanders and told him that the Chevy’s window
had been shattered.
Sanders asked to see the window and the officer took Sanders to the Chevrolet and pointed out the busted window.
Sanders said it was probably from what he threw, and he
admitted to throwing an empty Jägermeister bottle at the
Chevrolet. He said when he threw the bottle, he was the passenger in the Dodge.
The officer was told that the attack happened in the intersection of 29th Street and Grand Avenue.
The officer placed Sanders under arrest and transported
him to jail.
Sanders is being charged with throwing or dropping an object on a moving vehicle. He was released on a $2,500 bond
and is scheduled to appear in court on April 4, 2014.

An intoxicated man was arrested in Amber after he was caught speeding down
Main Street.
On March 8, an Amber police officer
was on patrol, observing traffic and running stationary radar. He noticed a truck
driving east on Main Street that he estimated to be traveling faster than the posted speed limit of 30 mph. He activated his
radar and confirmed that the vehicle was
traveling 39 mph.
The officer initiated his emergency lights
and siren to initiate a traffic stop.
The vehicle came to a stop at the intersection of Main Street
and Highway 92.
The officer made contact with the driver, Patrick Owen Johnson, 54, and asked him for his information.
While speaking to Johnson, the officer could smell the strong
odor of alcohol. Johnson’s eyes also appeared red and watery,
and he had slurred speech.
The officer asked him how much he had had to drink, and Johnson replied, “A couple or a few.”
The officer asked him which one it was, and Johnson told him
probably four or so.
Johnson accompanied the officer to his patrol car while the officer checked his information. The odor of alcohol emanating from
Johnson was overwhelming to the officer, and he asked Johnson
to step to the front of the car for standard field sobriety tests.
Johnson didn’t do well, and the officer placed him under arrest.
While searching Johnson, the officer found a small baggy that
contained a green leafy substance. He asked Johnson what the
substance was, and Johnson told him it was marijuana.
Johnson is being charged with driving a motor vehicle while
under the influence of alcohol and drugs and possession of a controlled dangerous substance. He was released on a $1,000 bond
and is scheduled to appear in court on April 11, 2014.

Bad vibes
Cara Claffy, a 35-year-old New Mexico woman, was jailed after
she allegedly assaulted her own mother with a vibrator.
According to police, officers were dispatched to an Albuquerque
residence after Sheryl Claffy, 60, called to report that her
daughter, Clara, “struck her on the head with a vibrator” and
was attempting to flee the scene.
When officers arrived at the residence, Sheryl Claffy pointed
them towards a nearby truck and told them that she believed her
daughter was inside. Officers noted that the Sheryl Claffy was
“bleeding profusely” from her head.
Officers inspected the truck and found a male driver inside
with a vibrator laying on the passenger side floor. Cara Claffy was not inside the
truck, however, she was detained moments later as she exited a neighbor’s home.
During a police interview, Claffy admitted to arguing with her mother but denied
striking her with a vibrator. She then insisted that her mother’s injury was self
inflicted.
Officers interviewed Sheryl Claffy who stated that she and her daughter were
watching television when an argument ensued. That’s when her daughter allegedly
picked up a vibrator and struck her in the head with it.
Cara Claffy was booked into the Bernalillo County Jail and charged with aggravated
battery and domestic violence. Her bond has been set at $3,500.

A Chickasha man attempted to outrun an
officer on his bicycle, but apparently for him,
the bike was no match for the patrol car.
According to the affidavit, a Chickasha
police officer was driving northbound in the
400 block of N 12th Street on March 1, when
he saw a man in front of him riding a bike
in the middle of the roadway. The bicyclist
road his bike into an alleyway, and the officer turned on his lights, signaling the man
to stop.
The subject looked over his shoulder toward the officer but did not stop.
The man on the bike, later identified as Jimmy Dean Howell Jr.,
34, made a valiant effort to escape the officer, weaving in and out of
streets and fields. He eventually came to a stop, jumped off his bike
and took off running before diving into Line Creek.
The officer commanded Howell to come to him; Howell obeyed and
crawled up the bank.
The officer placed him under arrest and found a 5-inch knife in
Howell’s pocket. Howell explained that he was stoned and paranoid
and that’s why he ran.
The officer could smell the odor of alcohol on Howell and noticed
that Howell’s eyes were bloodshot and watery. Another officer transported Howell to jail.
About 10 minutes after Howell was booked into jail, the officer received a call. The jailer told him that during a search of Howell, the
jailer found a plastic pill bottle that he believed had been concealed
either under Howell’s scrotum or in his anal cavity. The jailer said
Howell had begged him not to do anything about the bottle.
The bottle contained pills, straws and a crystal-type substance. The
substance tested positive for methamphetamine.
Howell is being charged with possession of a controlled dangerous
substance, possession of paraphernalia, obstructing an officer and
carrying a concealed weapon. He is being held on a $75,000 bond
and is scheduled to appear in court on March 18, 2014.

Awareness Month
The Centers for Disease Control and Prevention (CDC) has released a special report, The National Intimate Partner and Sexual Violence Survey (NISVS): 2010 Summary Report, which expands upon
data from the original NISVS summary report released in 2012. The
complete report is available on the CDC’s website at http://www.cdc.

Below are some key sexual violence-related findings that the National Sexual Violence Resource Center would like to share:
PREVALENCE OF IPV
• Sexual violence is common among intimate partners. Nearly 1 in
10 women in the United States (9.4%) has been raped by an intimate
partner in her lifetime, including completed forced penetration, attempted forced penetration, or alcohol/drug-facilitated completed
penetration. (Page 1)
• Approximately 1 in 6 women and 1 in 12 men in the U.S. have
experienced sexual violence other than rape by an intimate partner
during their lifetime. (Page 13)
• The lifetime prevalence of rape, physical violence, or stalking by

Victim notification data corrupted
Attorney General Scott Pruitt issued a consumer alert for crime victims to re-register for notices after data in a Pardon and Parole Board
notification system was corrupted.
“It is important for victims of crime and their families to stay informed
about what’s happening with these violent criminals,” Attorney General
Pruitt said. “The Victim Services Unit at the AG’s Office is asking all victims of crime and their families to re-register their information to ensure they are notified of important court and hearing information.”
Due to a recent corruption of data in the board’s victim database, the
contact information used to provide victim notifications has been lost.
No confidential information has been compromised or stolen.
To continue to receive notifications on board hearings, offender protest deadlines and other information related to the board, please contact
the board as well as sign up for VINE, a victim notification system provided by the Attorney General’s Office.
