On March 6, 1969, the first woman placed on the FBI's
Most Wanted list goes before an Oklahoma City judge after
her true identity is discovered a day earlier by OSBI fingerprint specialists.
Ruth Eisemann-Schier was wanted for her role in the kidnapping of Barbara Mackle from an Atlanta, GA, motel December 17, 1968.
Schier was using an assumed name when picked up at a
Norman drive-in restaurant several months later where
she worked as a car hop. Schier was living under the name
Donna Willis when she applied for a job at the Central State
Hospital in Norman. As stated in an article printed by The
Daily Oklahoman,
“As a routine procedure, she was fingerprinted and her fingerprints were sent to the crime bureau for a check against
criminal records. They were received Tuesday night. Mrs. Jean Price, a fingerprint technician at the crime bureau two years, noticed Wednesday morning that the prints matched
those of Ruth Eisemann-Schier.”
FBI Director J. Edgar Hoover sent a letter of appreciation to the OSBI applauding the efficient work and cooperation with the FBI by OSBI Bureau Chief Carl Tyler; Chief Agent Tom
Puckett; Paul Boyd, head of the identification division; and Mrs. Jean Price.

Duncan man Shawn Allen SamutTagliaferro, 28, allegedly attacked his
girlfriend and threatened police officers
during an alcohol-induced rampage on
March 5.
It all apparently started because his
concerned girlfriend went looking for
his drunk --
According to the affidavit, Duncan police were dispatched to the 200 block of
W. Hickory shortly after 10 p.m. They
found an “irate” Samut-Tagliaferro
standing at the top of the stairs yelling
at a woman. Dispatch advised the man
had a Stephens County Warrant.
When police asked Samut-Tagliaferro to come down the stairs, he
told police to come upstairs if they wanted to fight. He then said, “I’ll
just come down there and kick all your asses.”
He started walking down the stairs and assumed an “aggressive
stance,” but once an officer threatened him with a Taser, SamutTagliaferro let police handcuff him.
The woman on scene told police her boyfriend had left the residence while intoxicated, and she went looking for him. When he got
back home, he was angry she had been out looking for him, so he
grabbed her by the hair and threw her up against a wall. He also
dragged her around the living room and punched her in the face.
The woman had noticeable injuries on her lip, nose and eye.
After Samut-Tagliaferro unsuccessfully tried to hit his head on the
patrol car, police transported him to jail, where he continued to be
belligerent and combative. He tried to punch jail staff and pull away
from officers.
After he got tazed in the chest, Samut-Tagliaferro finally calmed
down enough to be placed into a cell.
Samut-Tagliaferro is being charged with domestic abuse assault
and battery. His bond was set at $5,000, and he is scheduled to appear in court on May 19, 2015.

they know and trust than

A violent boyfriend with a penchant
for drug use was arrested March 10 after
he just couldn’t seem to leave his girlfriend alone.
Shortly after 10 a.m., Marlow police
were advised of a disturbance at a residence in the 300 block of S. Fifth Street.
They made contact with two women at
the residence.
One of the women told officers that
her boyfriend, Marlow man Darrell Scott
Crawford, 54, had assaulted her, and the
other woman, her friend, was consoling her. She said Crawford had come to
the apartment earlier that day and beat on the door, yelling for the
woman to come outside.
Both women said they were “very scared,” according to the affidavit, so they called police. The officer told the women to call 911 if
Crawford returned to the residence.
At 12:09 p.m., dispatch advised the officer that the victim had
called again. She said Crawford was at the residence again, and he
was beating on the front door.
The officer found Crawford standing in front of the door.
Crawford immediately started walking toward the officer, and the
officer secured him and did a pat down search of his person.
During the search, the officer smelled marijuana and alcohol coming from the man’s person. The officer also felt an unusually “large,
square, hard” bulge in Crawford’s pocket. It was a “tennis ball” sized
piece of a green leafy substance. There was also a pill bottle containing pills identified as Diazepam and Clonazepam and a baggy containing a white powdery substance in the man’s pockets.
The substances later tested positive for marijuana and methamphetamine.
Crawford allegedly admitted to police that the drugs and pills
were his.
Crawford is being charged with possession of controlled substance within 1000 feet of a school. He was released on a $75,000
bond and is scheduled to appear in court on April 9, 2015.

A Duncan man told police he was “always
accused of breaking into places” when he
was questioned about about a break-in on
February 28.
Charles Kyle Kenneth McKinnis, 26, was
arrested for the break-in after the victim
positively identified him as the suspect.
According to the police report, a Duncan police officer was was dispatched to a
residence in the 900 block of W. Stephens
shortly after 10 a.m. due to a possible burglary. The victim told him McKinnis forcefully kicked down his front door and entered his residence. He said
there was a couch in front of the door for security purposes, but it
was no match for McKinnis.
The victim said McKinnis tipped the couch then proceeded to tip
over a coffee table that was in the living room. The victim said he approached McKinnis, and the man took off running.
Police found McKinnis hiding in a closet at a residence in the 900
block of W. Park. McKinnis told an officer he was hiding because he
had a warrant in Comanche County for a bogus check.
When police asked him why he thought they were looking for him,
he replied, “Probably because you thought I broke into a house...I’m
always accused of breaking into places. I just figured that was it.”
Dispatch confirmed McKinnis had a warrant.
The man denied breaking into the residence, although the victim
positively identified him as the suspect. The two men apparently had
“negative issues” in the past.
Police took McKinnis to jail. He eventually admitted to entering
the residence, but he continued to deny breaking into the residence.
He said the victim thought he stole pills from him, and he wanted to
make it right.
McKinnis is being charged with two counts of breaking and entering dwelling without permission. His bond was set at $2,500, and he
is scheduled to appear in court on March 27, 2015.

A 26-year old Cushing resident who flagged down police is probably wishing he hadn’t.
Thomas Plummer flagged down two Cushing police
officers as they made their rounds near 2nd and Steele
Street early March 15th morning.
The officers ran Plummer’s name and found that he
had four outstanding warrants in Payne County.
When they tried to arrest him, police say Plummer
raised his hands above his head as he backed away and
told them, “I gotta show you something.”
The officers grabbed Plummer’s arms and secured
them.
When asked what he wanted to show them, Plummer told the officers that he
had a gun in his jacket pocket.
A search revealed a loaded revolver containing three live 9mm rounds, a folding
knife with brass knuckles, and a homemade glass smoking pipe that contained a
chalky residue. The residue tested positive for methamphetamine.
The entire incident happened less than 500 feet from a park.
Plummer was arrested and taken to the Cushing Police Department, where he
was held on a complaint of possession of a controlled dangerous substance within
1000 feet of a park, possession of drug paraphernalia, possession of a firearm
while in the commission of a felony, possession of metal knuckles, along with the
four outstanding Payne County warrants.

A 36-year-old Tuttle woman allegedly stole some items from Walmart,
returned to the store when she couldn’t
find her car, and took some more stuff
while waiting on an employee to help
her find her vehicle.
On February 26, Chickasha police officers were dispatched to the store in
the 2000 block of S. First Street due
to a shoplifter. According to the police
report, an employee told an officer he
caught Ryan stealing from the store. He
said he saw Gina Nicole Ryan walking
around the parking lot pushing a shopping basket full of merchandise. She then walked back into the store
and asked for help because she couldn’t find her car.
While waiting on someone to help her, the employee said Ryan put
some more grocery items in her shopping cart.
The employee told the officer he thought Ryan was acting weird, so
he reviewed security footage.
Sure enough, Ryan put merchandise in her cart and walked straight
past the registers to the parking lot, before returning to the store because she couldn’t find her car. When she returned to the store, she
also went to the deli and ordered food.
When the officer made contact with Ryan, she was confrontational
and spoke in a loud voice – much of what she said didn’t make sense.
She also smelled like booze.
Police placed the intoxicated woman under arrest and took her to
jail.
Ryan is being charged with larceny of merchandise and public intoxication. Her bond was set at $1,500, and she is scheduled to appear in court on April 8, 2015.

An Oklahoma City man tried to slip a Minco police officer
a Benjamin after he and his lady friend were pulled over for
drinking a wee bit too much booze.
On March 9, shortly after midnight, the officer spotted the
speeding vehicle at the intersection of Highway 81 and Caddo
Street. He stopped the vehicle just north of the entrance of Bill
Johnson Park.
The driver, 58-year-old Randy Eugene Bagley, asked the
officer how his night had been, and the officer immediately
smelled a strong smell of alcohol. The passenger was identified
as Marie Estelle Schoenleber, 57.
While looking for his insurance, Bagley kept dropping papers, then would again look at the officer and ask him in slurred
speech how his night had been. He also kept asking the officer,
“What can I do for you?”
Bagley admitted to drinking at the casino. The officer asked
him to step out of the vehicle.
Bagley was unsteady on his feet, and his clothes were disheveled -- there was a dried ketchup stains on his pants and a wet
spot on his groin.
The officer conducted sobriety tests, but he stopped them because Bagley wasn’t, well, sober. Schoenleber also smelled like
alcohol. She admitted to drinking as well.
The officer noticed a plastic cup in a cup holder in the passenger door -- Schoenleber said she didn’t know whose it was.
Bagley said it wasn’t his either. He said Schoenleber probably took it out of the casino.
The officer told Bagley he was under arrest. As he went to place the man in handcuffs,
Bagley turned around and asked, “Is there anything I can do?” He showed the officer a $100
bill.
The officer told him the only thing he could do was put his hands behind his back, because
he was being arrested. Schoenleber was also placed under arrest.
On the way to jail, the couple argued with each other and Bagley told the officer that he
“didn’t give a s--- about them.”
Schoenleber kept asking the officer why he pulled them over.
The couple was eventually booked into jail.
Schoenleber pled guilty to the charge of public intoxication.
Bagley is being charged with driving a motor vehicle while under the influence of alcohol.
He was released on a $5,000 bond.
They are both scheduled to appear in court on April 8, 2015.

Tuttle man Seth Charles Wessels, 23, caused a disturbance the evening of March 3 after he tried to fight a friend, threatened officers, and
threw a fit after his dad refused to come pick him up.
Police were going to let him go, but wasted Wessels just wouldn’t
stop.
According to the affidavit, Wessels’s mom called the Grady County
Sheriff’s Office at approximately 10:30 p.m. because her son was trying
to fight with his friends. She told deputies Wessels and his friends had
been drinking. During the party, Wessels became angry and started
trying to fight one of his friends.
When police got to the residence, they found a broken whiskey bottle
in the kitchen floor and a flat screen TV on the floor that also appeared to be broken.
When deputies made contact with Wessels in his bedroom, he clenched his fists and said,
“F------ taze me.”
After a few more f-bombs, Wessels reluctantly followed police commands and got on the
floor with his hands behind his back. A deputy advised the man he wasn’t under arrest, and
he asked him how much he had to drink. Wessels replied, “Too much.”
He told the deputy that he and his friends were drinking, and they started to argue. He kept
telling the deputy that his ex-girlfriend ruined his life.
The deputy asked Wessels if he would remain calm if he took off the handcuffs. Wessels
said yes. He was lying.
The intoxicated, angry man’s mom walked into the room and asked Wessels to just go to
bed. He then became angry again and stood up with an “aggressive posture” and acted as
though he was going to hit a deputy.
He asked his mom if he could call his dad to come get him, but when his dad said no, he
became angry again.
He told police he wasn’t going to bed because he wasn’t tired. Wessels also told them he
was going to tear up the house when they left.
Police didn’t give him the chance. When Wessels stood up yet again acting like he was going to fight, a deputy placed him under arrest. As he was placing Wessels in the patrol car, he
noticed a truck in the driveway that had a busted out window. On the front seat was a rifle
that appeared to have been thrown through the window.
Wessels pled guilty to the charge of disturbing the peace. He is scheduled to appear in court
on April 5, 2015.

Overnight on March 3, the Sallisaw Police Department requested OSBI
agents assist with a homicide case.
Just before midnight, officers were dispatched to a call of a woman deceased in her car in the area of 800 Ruth Street. Officers found Karen
Gregg, 56, dead inside her vehicle with what appeared to be a gunshot
wound to the head.
A witness driving by the area saw a man standing outside the vehicle
and then heard a loud pop the witness believed was a gunshot. That witness was able to give officers a description of the man.
Agents and officers recovered several items of evidence at the crime
scene which linked back to Gregg’s son, Jessie Mosby, 35, as did the eyewitness description. Investigators located Mosby at the home he shared
with his mother for the past several months.
Evidence located in the room where he was found relate back to the murder weapon. The possible
murder weapon was found that morning in a yard on Druery Lane.
Mosby was arrested for the first degree murder of his mother and booked into the Sequoyah
County jail.

With this most recent ice
and snow storm that gripped
Oklahoma, there obviously were
some significant obstacles to safe driving. One that I have noticed,
that doesn’t really get a lot of attention, is the visibility that is
obstructed by iced over windshields and windows on vehicles. I’m
going to touch on some of that, to try to raise some awareness about
it, and give some tips to help us stay safe.
We’ve all seen it...a vehicle coming down the road with just a
small hole scraped in the windshield so the driver could see the
road. Every time I see it, I cringe! The law that governs this is
Oklahoma State Statute 47:12-404.C, which states: “No person
shall drive any motor vehicle with any sign, poster, other nontransparent material, or debris, including but not limited to snow,
ice, or frost upon the front windshield or the side wings, or side
or rear windows......which obstructs, obscures, or impairs the
driver’s clear view of the highway ahead or to either side or of any
intersecting highway.” What this means to the everyday driver is
that the little hole you scraped to drive by, just won’t cut it! While
compliance is the goal, the reason is safety! Obviously the chances
of an accident drastically increase as visibility decreases...so why
limit our vision to just a small hole out the front windshield?
There are several ways to clear those windshields, both
mechanically and chemically. A simple ice scraper has been the
preferred method for as long as most people can remember. They
are inexpensive, and easy to find. Another method is simply to
go out 10 minutes before you leave, start your car up, and get the
defroster going! When the windows are clear, you are good to go.
Still another way is to obtain any number of chemical de-icing
sprays that are available at most stores. Don’t pour hot water
on your windows, as the change in temperatures can cause your
window to crack or break!
While we are talking about it, lets not forget about those side and
rear widows. A significant percentage of accidents happen while
backing, so it stands to reason that we need to be able to see out
our back glass as well as the front. Side windows are no different,
no one wants to be struck by a vehicle they couldn’t see when they
pull into an intersection. After you finish with those side windows,
go ahead and hit those side mirrors as well!
All of these suggestions simply take a little extra time, and
sometimes money, but the time and money pale in comparison to
the impact on time and money that an accident will have on you, or
others. As a safe, courteous driver, you owe it to yourself and your
fellow drivers! Thanks for reading, buckle up and be safe!

Investigative Services Division of the
Oklahoma Department of Agriculture, Food
and Forestry and the Oklahoma Highway
Patrol apprehended individuals for violation
of the Feral Swine Control Act.
Acting on an anonymous tip received on
Sunday, March 15, 2015, Investigative Services agents stopped multiple vehicles that were illegally transporting feral swine from Texas
across the Oklahoma border.
The feral swine in question had been purchased at a two-day Texas hog baying event and were
being taken into Oklahoma to be released. Illegal importation of feral swine into the state is a
felony.
The 120 feral swine that were confiscated by the Oklahoma Department of Agriculture, Food,
and Forestry were euthanized and properly disposed of. Over 50% of the feral swine tested positive for pseudorabies and brucellosis.
The Investigative Services Division of ODAFF is currently conducting the criminal investigation with the intent to present felony charges to the District Attorney in McCurtain County for
violation of the Feral Swine Control Act. The case has also been referred to USDA-APHIS for
Interstate Transport Violations.
In 2008 the Feral Swine Control Act was passed in Oklahoma as a way to address feral swine
facility and transporter licensing. Feral swine pose a serious threat to agricultural producers
and property. They will eat and destroy crops such as corn, milo, wheat, hay, watermelon and
peanuts. Known predators, they will also prey upon young livestock and other small animals.

Texas and Southwestern Cattle Raisers Association
Special Ranger Ben Eggleston is seeking information
on the theft of 1,121 head of Holstein/Jersey cross
steer calves from a Braum’s dairy farm in Follett,
Texas.
Employees at Braum’s Farms noticed the steer
calves, weighing from 300 to 750 pounds, were
missing after doing their 2014 yearly inventory. The
dairy farm is located on the border of Lipscomb
County, Texas and Ellis County, Okla.
