A drunken Duncan man started
crying when police arrested him for
shoplifting on October 29. He also
had a lot of drugs on his person.
According to the affidavit, a Duncan police officer was dispatched to
a local Walmart around 8:27 p.m.
due to employees having a shoplifter in custody. When he arrived, an
employee told him he saw Clinton
Joseph Cox, 35, hide merchandise
inside of his shirt. He then went to
a register and paid for some other
things. But, he never attempted to
pay for the $13.94 of items hidden
in his shirt. After he passed all of
the registers, employees confronted him and placed him under citizen’s arrest.
The officer placed Cox in handcuffs and searched his person. He
found two containers in his shorts. One contained a green leafy substance, and the other contained a baggy of a crystal-like substance,
26 varied pills, and a green leafy substance.
Cox started crying and was very emotional. He admitted to drinking beer, and he smelled strongly of alcohol. He also had red, glassy
eyes, thick slurred speech, and he was unsteady on his feet.
He kept asking the officer the same questions, and he did poorly on
sobriety tests. The officer transported him to jail.
The crystal-like substance found in Cox’s pocket field-tested positive for methamphetamine, and some the pills were identified as
controlled drugs.
Cox is being charged with possession of a controlled dangerous
substance, public intoxication and larceny of merchandise from retailer. He was released on a $5,000 bond and is scheduled to appear
in court on December 11, 2014.

A creepy 37-year-old Marlow man
was arrested October 20 after he was
caught looking in the window of a woman’s bathroom with a flashlight. According to him, he was “just curious.”
Curiosity may have killed the cat, but
curiosity got James Tyler Milligan arrested.
Marlow police officers were dispatched to the 700 block of W. Seminole due to a possible peeping tom, according to the police report. The caller
said that a man was looking at her with
a flashlight through her bathroom window.
When officer arrived, they made contact with Milligan and saw that
he was holding a small blue flashlight. An officer asked him what he
was doing, and he said that he was looking for his cat. The officer asked
him why he was looking in his neighbor’s window. Milligan told her he
“didn’t mean to” and he “was just curious.”
The officer placed him under arrest. He was taken to jail for further
investigation.
The victim told the officer that a man shined a flashlight in her window and whistled at her. She said it scared her, and she didn’t know
how long he had been watching her. She said it felt like he was trying
to get her attention.
At the jail, Milligan told police he had gone outside to put the cats
up for the night. He then said, “to tell the truth,” he wasn’t actually
looking for the cats. He said he was curious about what the girl who
lived across the street was doing. He admitted to getting a flashlight
and looking in her window, but had never been to her house before.
Milligan is being charged with peeping tom. He was released on a
$1,000 bond and is scheduled to appear in court on December 5, 2014.

Deaths in
crashes involving drunk drivers with a blood
alcohol concentration (BAC) of
.08+ dropped
in 2010, but
despite this decrease, there
were still 10,228
lives lost – that’s
one person every 51 minutes. That makes it everyone's problem.
It seems that many people were doing their part to put a stop to
this completely preventable epidemic. Alcohol-related traffic fatalities reached a low point in the late 1990s. Research also indicates
that 62% of Americans exposed to the now-iconic Friends Don't Let
Friends Drive Drunk campaign have personally intervened to stop
someone from driving drunk, no doubt saving countless lives.
However, since the late 90's, alcohol-related driving deaths have
been steadily increasing. It seems that though the campaign was
very successful, it did not change the behavior of many potential impaired drivers. Many thought the messages to be targeted at overtly
drunk drivers, and not them. When decision time came, they would
consider themselves merely "buzzed" and get behind the wheel.
The new PSAs created to address this gap were released in December 2005 with the objective to inspire dialogue and recognition of the
dangers of "buzzed" driving and subsequently, to motivate people
to stop driving buzzed. The next installment expands on this message, equating buzzed driving and drunk driving and demonstrating
the devastating consequences that can occur as a result of buzzed
driving. The overall campaign hopes to educate people that consuming even a few drinks can impair driving and that Buzzed Driving is
Drunk Driving.

Newalla man Jerald Allen Davis, 26, attempted to avoid a DUI
arrest by switching seats with a backseat passenger when his vehicle was pulled over around 12:20 a.m. on November 4. It didn’t
work.
According to the affidavit, a Duncan officer pulled over Davis’s
vehicle when he saw headlights approaching him coming south in
the northbound lane. In other words, the driver was in the wrong
lane and obviously something wasn’t right.
The officer had to make a u-turn to avoid a head-on collision.
He stopped the vehicle at U.S. 81 and Cedar. Immediately after
coming to a stop, the vehicle started rocking from side to side. The
officer could clearly see the driver of the vehicle switch places with
one of the backseat passengers. The officer asked the driver who
he had exchanged seats with; he said someone in the backseat.
The officer spoke to one of the backseat passengers, identified as Davis. He had an “extreme
odor of alcohol emitting from his person.” His eyes were bloodshot, and his speech was thick
and hard to understand. The officer asked him who had been driving; Davis said it wasn’t
him.
The officer told Davis he appeared to be drunk, and Davis replied, “Well that wasn’t the
reason I was driving.”
The other backseat passenger told the officer Davis had been driving and a man switched
places with him. He told the officer he tried to drive, but the other two men refused to let him.
He said he kept yelling at Davis, because he was driving on the wrong side of the road. The
man in the driver’s seat admitted that Davis was driving, and they had switched spots during
the stop.
The officer went back to his patrol vehicle and checked Davis’s information; Davis had a
suspended license. The officer placed him under arrest.
The officer tried to administer standard field sobriety tests to the man, but Davis refused
and said he wanted to speak to his lawyer. He told the officer he was not the driver, and if he
got another DUI, he would go to jail for the next five years.
Davis is being charged with driving a motor vehicle while under the influence of alcohol
and driving with license suspended. He was released on a $5,000 bond and is scheduled to
appear in court on December 18, 2014.

Hello to all, and Happy
Thanksgiving!
By the time you read this, you will have probably made all your
holiday travel plans, if you are going somewhere, or have people
coming to your home to celebrate. The roadways will be extra busy,
and with a lot of people traveling at the same time, the chances for
accidents also go way up. I’m going to give a few tips on how to
minimize your chances of being involved in an accident, and some
ways to help insure your holidays are safe.
Every year, we work a lot of accidents on people who are “running
late”. Speed plays a major role in accidents, as well as the severity
of an accident. Speed decreases reaction time, which a driver needs
to be able to react to anything that happens in front of them. What
is the best thing you can do to not be “running late”? Simply plan
your holiday travel a little in advance. You know what time you
and your family get off work, or get out of school, so plan your
departure time accordingly. Give yourself plenty of time for delays,
bathroom and snack stops, etc. Also, if you are running late, its
OK! The people you are going to see would rather you be late, than
not arrive at all because you were involved in an accident.
Another major factor in holiday accidents are a result of
celebrating, and then making a bad decision. I’m not going to tell
you not to enjoy your holiday, and if partaking in some egg nog or
other alcoholic drink is part of your celebration, that’s fine. Just
don’t decide to drive after you drink. Drinking and driving is a
decision, not an accident. Planning here goes a long way towards
a safe holiday. If you know you are going to drink, plan on staying
where you are, or have a designated driver.
Another thing you can do to stay safe is wear your seat belt. The
accident may not be your fault, and you may be doing everything
right, and could still end up in the hospital or worse, because you
didn’t have your seatbelt on. Even minor accidents can cause
significant damage to us if we are not properly restrained. Every
Trooper on the road has worked a fatality accident which we all
know in our heart would not have resulted in death had the person
been using a seatbelt. It takes no time to put on, but it may be the
most important thing you can do this holiday season.
To sum up, slow down and enjoy the holiday season! Plan ahead,
and use a designated driver or stay put if you use alcohol in your
celebrations. No one wants to spend the holidays in a hospital or
worse! Holidays are for celebration, so lets take care of ourselves
and each other.

A Kentucky woman was arrested on November 4
for crystal meth possession while wearing a t-shirt
that said “I Heart Crystal Meth”
Deborah Delane Asher, 37, was charged with trafficking a control substance, methamphetamine in
the photo seen above. Richard Jeffrey Rice, 57, was
also arrested at that time and faces the same charges. According to the Laurel Co. Sheriff’s Department,
“the arrests were the result of a drug investigation
conducted there after deputies located 2 subjects in
possession of 3.37 grams of crystal meth and a set of
digital scales.”
The arrests were made at Dolly Miller Road, six miles north of London,
Kentucky.

Chickasha man Donnie Edward
Lewis, 54, was found passed out in a
drive-thru in his truck by police on
November 10. His excuse? He said he
has sleep apnea.
According to the affidavit, a Chickasha police officer was dispatched to a
local McDonald’s around 12:10 a.m.
because a man was passed out in his
truck in the drive-thru. When the officer arrived, he saw the truck and
watched as other cars in the drive-thru
drove around it.
The officer walked up to the vehicle
and saw Lewis slumped over in the
driver’s seat. He woke the man up, and Lewis immediately told him
he was fine.
The officer noticed that Lewis’s pupils were constricted and his vehicle smelled like alcohol. He asked him to exit the truck. Lewis told
the officer he hadn’t been drinking. He said he was fine, and that he
just suffers from sleep apnea. He voluntarily told the officer he takes
pain medication for chronic back pain.
Lewis continued to insist he had just fallen asleep because of his
sleep apnea, but he agreed to take the sobriety tests.
He didn’t do well, and the officer placed him under arrest. While
searching the man’s vehicle, the officer found a white unmarked bottle containing morphine pills. Lewis said he had a prescription for
the meds, but he didn’t have it with him.
The man refused to take the state’s breath test, because he said he
was on pain medication.
Lewis is being charged with possession of a controlled dangerous
substance and actual physical control of vehicle while under the influence. He was released on a $6,500 bond and is scheduled to appear in court on December 3, 2014.

Chickasha man Taran Andrew Womack, 20, was caught
ridin’ dirty when a Chickasha police officer pulled him over
for driving way too fast on November 3. He tried to deny the
presence of drugs in his vehicle, but an overwhelming stench
of marijuana gave him away.
Stupid weed.
According to the affidavit, a Chickasha officer was on patrol in the median facing the intersection of U.S. 62 and 16th
Street around 5:30 p.m. when he saw a black vehicle traveling westbound at a high rate of speed. His radar confirmed
the vehicle was traveling 53 mph in a 40 mph zone.
The officer pulled over the vehicle and made contact with
the driver, Taran Andrew Womack, 20. Womack only rolled
his window down three inches, but the officer was able to
smell the odor of raw marijuana in the car.
The officer asked Womack where the marijuana was;
Womack said there wasn’t any in the vehicle. He told Womack he could smell it; Womack
told the officer no he couldn’t. The officer placed Womack in investigative detention and did
a probable cause search of the vehicle. He found a bong, a smoking bowl, pipes with burnt
residue, baggies containing a red and green leafy substance that smelled like marijuana, a
baggy containing a white powder that later field-tested positive for cocaine, an herb grinder,
hemp rolling papers and cigarette lighters.
The officer placed Womack under arrest and transported him the the police station.
Womack admitted to police that he had bought the drugs in Oklahoma City and was planning on selling them. Womack later admitted that he bought the drugs in Denver and transported them across state lines to sell in Oklahoma. He also admitted to having psychedelic
mushrooms and acid in a safe at his house.
Womack’s grandparents, whom he lived with, gave police consent to search the man’s
room. Officers found a baggy containing a fungi-like material, a hydrocodone pill and a baggy
containing folded up pieces of aluminum foil and a square piece of paper.
Womack is being charged with two counts of possession of a controlled dangerous substance. He was released on a $2,500 bond and is scheduled to appear in court on December
3, 2014.

OSBI agents have arrested a Guthrie man for sexually assaulting
and beating an 85-year-old woman December 25, 1997. David
Jerome Stephens, II, 35, was arrested Oct. 23, at his home located
at 11775 Red Cedar Road in Guthrie.
An OSBI DNA analyst alerted the OSBI case agent of a DNA hit
on the case from the Combined DNA Index System. Days before
the statute of limitations would have run out, that agent filed a
John Doe warrant based off a DNA profile collected from the rape
victim. The warrant allowed the case to legally remain active.
Moena House was beaten with a pipe and sexually assaulted
Christmas morning inside her Guthrie home after giving in to her
attacker’s demands for money. House died in 2008.
DNA was collected from Stephens for a 2013 conviction of
possession of a controlled dangerous drug within 1000 feet of a school/park/child. Stephens has a
lengthy arrest record starting in 1997.

A Chickasha woman with a breath
alcohol level four times the legal limit
was taken to jail for driving drunk with
a child in the car.
According to the affidavit, a Chickasha police officer was traveling east on
Chickasha Avenue around 2:20 p.m.
when he saw a vehicle fail to stop at the
stop sign at 16th and Chickasha. The
vehicle turned and continued traveling
east; the officer noticed the vehicle’s
tag was expired. He pulled over the vehicle in the 100 block of N. 14th Street.
The driver, identified as 31-year-old
Alicia Colleen Callahan, told the officer she didn’t have any insurance
and she failed to stop at the stop sign because she was crying. The
officer noticed there was a small child in a carseat in the backseat.
Callahan smelled like alcohol and she was fidgety. She told the officer
she had consumed some whiskey and Kool-aid around 5 a.m. that
morning. Sobriety tests told a different story.
It must have been some strong whiskey, because nine hours after
Callahan said she stopped drinking, she failed the sobriety tests. The
officer placed her under arrest.
During an inventory of her vehicle, the officer found an open bottle
of whiskey.
Once they were at the police department, Callahan agreed to take
the state’s breath test. The breath samples revealed her breath alcohol level was .33.
Callahan is being charged with child endangerment by driving under the influence, driving a motor vehicle while under the influence
of alcohol, aggravated, and transporting an open bottle or container
of liquor. Her bond was set at $25,000, and she is scheduled to appear in court on December 3, 2014.

Unsolved Cases
On Nov. 5, OSBI agents, McClain County Sheriff deputies, a forensic
anthropologist with Offi ce of the Chief Medical Examiner, and the head
of OU’s Crime Scene Archeology Recovery Group are combing an area
of McClain County searching for Troy Neidhart’s remains. Neidhart was
reported missing a dozen years ago.
On September 2002, the Oklahoma City Police Department received a
report that Troy Neidhart, 37, was missing. Neidhart was a local bounty
hunter. As OCPD detectives worked the case, they gathered information
that Neidhart may have been murdered.
On March 15, 2004, skeletal remains were found in McClain County.
The sheriff ’s offi ce requested OSBI investigative assistance. During the
scene investigation, less than half the remains were located. However,
the medical examiner’s offi ce did determine the person died of gunshot
wounds to the back and head.
In 2006, the medical examiner’s offi ce identifi ed the remains found in McClain County to be
Neidhart’s. For the next several years, agents ran numerous leads. Ultimately, the case became
cold.
The Oklahoma State Bureau of Investigation is off ering up to a $5,000 reward for information
leading to the arrest and conviction of the person or persons who killed Troy Neidhart more than
12 years ago. If anyone has information about what happened to Troy Neidhart, please call the
