A Stephens County deputy had no intention of arresting an intoxicated Comanche woman -- until she yelled “F---
you!” at him.
In the early morning hours of January 1,
police were dispatched to a residence on
Oliver Road because a certain New Year’s
reveler was getting a little too rowdy.
When they arrived, they found 29-yearold Brittany Nichole Kaspereit outside
of the residence, screaming at another
woman. Another woman was trying to calm Kaspereit down.
A deputy approached the screaming woman and asked her
what was going on. It was obvious Kaspereit was “very intoxicated” -- she smelled like alcohol, her eyes her red and bloodshot, and her speech was extremely slurred.
Kaspereit told the deputy that “nothing physical” had occurred
between her and her husband. Noting that everyone in the house
was intoxicated, the deputy was trying to figure out if it would
be best for a sober driver to come pick them up, but Kaspereit
started acting out again. She started screaming at people, trying
to cause problems.
The deputy told her to stop, but she continued screaming and
yelling. He again told her to stop. Kaspereit walked toward the
officer and yelled, “F--- you!”
The deputy then ordered the woman to turn around and put
her hands behind her back. He placed the woman under arrest
and took her to jail, where she spend the first night of the new
year.
Kaspereit is being charged with obstructing an officer. She was
released on a $500 bond and is scheduled to appear in court on
February 28, 2015.

A Duncan woman with a lot of pockets
filled with different items was taken to jail
January 1 because one of her pockets contained drugs and paraphernalia.
According to the affidavit, a Duncan police officer stopped a van traveling southbound on Seventh shortly after 4 p.m. The
van was traveling “extremely slow and
was straddling the middle portion of the
road.”
The officer followed the vehicle as it
turned westbound onto Bois Darc. The driver of the van became
progressively worse, and the vehicle drifted across the road into
the oncoming lane.
The officer stopped the van and made contact with the driver,
49-year-old Shawndra Watson. After checking her information,
he was advised her license was suspended.
The officer placed Watson under arrest and began a search of
her person. Watson was wearing several layers of clothing, and
the officer said nearly every pocket had something in it. Some of
the items included wheel weights, a screwdriver, and a flashlight.
The officer became suspicious of the odd behavior, and he
asked Watson if she had any drugs on her. She said no.
The officer continued a search of Watson’s pockets. In one of
the pockets, he found a pouch containing a glass smoking pipe
with a burnt white residue, a cut straw commonly used for snorting drugs, a small glass vial with a white crystal residue and two
baggies full of a crystal-like substance. The substances field-tested positive for methamphetamine.
Watson is being charged with possession of a controlled dangerous substance and unlawful possession of drug paraphernalia. She was released on a $7,500 bond and is scheduled to appear in court on March 18, 2015.

Joey Wayne Aaron, 43, and Tiffany Dawn Haraughty, 36, were arrested January 7 for petit larceny from Walmart. Aaron’s mom posted their bond,
and the couple was about to be released when police
discovered they had also stolen a truck.
At approximately 6:30 p.m., a man reported his
truck as stolen to Duncan police, the affidavit states.
He told police he went to a grocery store in the 100
block of E. Main in Duncan and parked in front of
the store. He said he left his vehicle running and unlocked. When he came out of the store, it was gone.
An officer located the vehicle shortly after 9 p.m.
parked in front of Walmart. The vehicle was unoccupied, but it was unlocked, the motor was running,
and the headlights were on. The officer reviewed
surveillance video, and he saw two people get out
of the stolen truck and walk into the store. He then
realized they had been arrested earlier for petit larceny.
Aaron’s mom had just posted their bond, but the
couple was transported to the Duncan Police Department for questioning.
Haraughty initially told the officer that Aaron drove his car to Walmart.
She later admitted that she and Aaron had become cold in the grocery store
parking lot, so they jumped into an unlocked and running truck. Aaron
then drove the stolen vehicle to Walmart.
Haraughty said she tried to find some change for cigarettes in the stolen truck. When the victim got his truck back, he said he was missing a
house key and “$30 to $40” in change. The missing items were found in
Haraughty’s purse.
Aaron denied taking the truck. When an officer told him he saw him get
out of the truck at Walmart, Aaron stopped talking and said he wanted to
speak to an attorney.
Aaron is being charged with unauthorized use of a vehicle. His bond was
set at $25,000, and he is scheduled to appear in court on March 18, 2015.
Haraughty is being charged with unauthorized use of a vehicle. Her bond
was set at $5,000, and she is scheduled to appear in court on March 18,
2015.

Authorities say a woman in China got angry
after finding out he was having an affair, so
she chopped off his penis twice.
According to the New York Post, the man,
32, used his wife’s cell phone to send his mistress a steamy love note.
He failed to log out of his account and his
wife found the message later.
The New York Post reports that the woman
snapped, grabbed a pair of scissors, then cut
the man’s penis off while he slept.
The man was taken to the hospital and doctors successfully reattached his penis.
However, the man’s wife somehow managed to get into his hospital room and
hacked his penis for a second time, then tossed the appendage out the window.
Authorities conducted a thorough search but were unable to find the man’s
missing penis.
The man’s wife was arrested.

A Chickasha man was arrested January 3 because
he wanted to tell a woman who filed a restraining order
against him that she was never going to see him again.
That’s probably what she wanted, since she filed the
restraining order and all…
On January 3, a Chickasha police officer was dispatched to the 600 block of Dakota Avenue at approximately 4:37 a.m. for a burglary in progress. The
reporting party said a man was trying to kick down her
front door. During the call, dispatch could hear what
sounded like someone kicking a door and yelling in the background.
When police arrived on scene, they found John Samuel Webster, 35, stumbling down the road. The officer told Webster to get on the ground. Webster
simply replied, “F--- you.”
After several more commands to get on the ground, Webster eventually
obeyed police orders. He told an officer he had a knife in his pocket. The officer retrieved the knife before putting the man in his patrol vehicle.
Webster told the officer he was at the residence to tell a woman who had
placed a restraining order against him that she was never going to see him.
While they were talking, the officer noticed Webster had a white froth in his
mouth. He also couldn’t seem to sit still.
The officer asked him if he had consumed any methamphetamine. Webster
looked away and told the officer he was currently on probation.
The officer then spoke with the reporting party, who said she was sleeping
when she heard a male’s voice and loud banging on the front door. She recognized the voice as Webster’s. He wanted to talk to another woman inside
the house, but the RP said no because of the active restraining order. Webster
wouldn’t take no for an answer and he kept kicking the door and yelling.
While investigating the scene, officers discovered Webster had cut the
words “F--- you” into the front door.
Webster told police he would die before he went back to jail. Police were
able to get Webster to jail, alive and well.
Webster is being charged with attempted burglary in the first degree, protective order violation, and public intoxication. His bond was set at $30,000,
and he is scheduled to appear in court on February 11, 2015.

Today, I’m going to re-visit who
has the biggest impact on our new
drivers that hit the road each and every day.
First, the Oklahoma Driver’s Education classes and schools across
the state are second to none, and do a fantastic job of educating our
young drivers on the law, and proper way to safely operate a motor
vehicle. I would like to point to some other folks, who I believe
have a far greater impact on how our youngsters approach driving,
and address them, and that is the adults who these young drivers
look up to: the parents, older siblings, and extended family.
If you fit in this category, please pay attention. I believe that our
kids learn their driving behavior not from the Oklahoma Highway
Patrol, other law enforcement, or driver’s education instructor, but
from you, the parents and family. I know I learned that way! Let
me give you some examples.
You are a dad, and for whatever reason, when you are driving
in town, or on a county road, you just don’t buckle up. Maybe its
because you don’t drive fast in these areas, or have a farm tag and
just don’t have to; however, you do buckle up when you get on
highways or go on long drives. The message you are sending is that
when you are in the vehicle there are certain times that it is OK not
to wear your seatbelt. If dad doesn’t have to do it, I don’t either! In
fact, at least 50% of all accidents happen on county roads, and
you are more likely to be in an accident within 10 miles of your
residence than otherwise. So the real message you are sending is,
don’t buckle up during the times that you are most likely to need it!
Next, mom gets off work at 5:00, and one of the kids has a ball
game in another town at 5:30. She can get there if she speeds. After
all, it is important to get to those activities, and it won’t hurt to
push the speed just a little. The message you send to your kids
is, its OK to speed, as long as you can justify it! The facts are that
unsafe speeds kill more young people 16 to 25 than any other single
thing! The message here needs to be that its OK to slow down and
show up a few minutes late.....it is much better than the alternative,
which is never showing up at all because you’ve been involved in
an accident.
Please remember, when you are driving, you are setting
the example for someone....and they are watching you all the
time. What message are you sending? I hope it’s the one that says,
I’ll lead by example because I love you, and want to do my part to
keep you safe! Thanks for reading, buckle up, and be safe!

Chickasha man Jimmie Lynn Phillips Jr.,
26, was arrested December 30 for printing
fake $20 bills and for having a lot of marijuana.
According to the affidavit, Chickasha police
were dispatched to a hotel in the 2100 block
of South Fourth Street because someone had
used counterfeit $20 bills to pay for a room.
When officer arrived, they interviewed the
suspect, identified as Phillips.
Phillips admitted he had used a printer he
bought to copy and print money in his hotel
room. He said he then used the money to pay for his room.
Police found $300 worth of counterfeit $20 bills in the room.
Phillips’s girlfriend was also staying in the room. They told police
they drove a black car that was parked on the east side of the hotel.
Phillips was placed under arrest and taken to the Grady County
Jail. Officers transported his girlfriend to the police department for
an interview. After questioning, they went back to her vehicle. An officer asked for consent to search the car; the woman agreed.
During the search, police found seven bags of a green leafy substance in a pizza box and eight empty bags.
The woman told police Phillips was going to sell the drugs to make
some extra money. Phillips later admitted the marijuana was his. He
said he was only the “middle man” and was getting the weed for a
friend.
Police returned to Phillips’s hotel room later that day with a search
warrant. They found multiple glass pipes, a bag with a crystal-like
substance, and a bag with a white residue. A total of 47 fake $20 bills
were seized from the hotel.
Phillips is being charged with unlawful possession of controlled
drug with intent to distribute, possession of a controlled dangerous
substance and uttering counterfeit instruments. His bond was set at
$50,000, and he is scheduled to appear in court on February 11, 2015.

January 5, 1981, started as a happy day for Tracey Neilson. She was
celebrating her 21st birthday that day. The OU student ran several
errands in Moore that morning. Eyewitnesses put her home just before
noon. After noon, several friends and family called to wish her a happy
birthday. She never answered the phone.
At 5 o’clock that evening, Jeff Neilson, Tracey’s husband of only fi ve
months, found her dead inside their apartment at the Jamestown Square
Apartments in Moore. Tracey had been stabbed numerous times. Moore
police responded to the scene and began investigating. The next day,
the Moore Police Department requested OSBI assistance with the case.
During the next 34 years, dozens of OSBI agents would work on the case
following more than 1500 leads.
One of the best pieces of evidence in the case was a fi ngerprint. In the 1980s, matching latent
prints was time consuming and extremely diffi cult without a suspect print to compare with the
unknown print. In 1994, Jeff Neilson’s family helped OSBI convince Oklahoma legislators to
pass a law to fund the state’s fi rst Automated Fingerprint Identifi cation System. This system
could scan a database full of latent prints searching for matching characteristics. We all had great
hope this new fi ngerprint technology would identify that print. Sadly, to this day, no match has
been made to that print. But AFIS has helped solve hundreds of violent crimes in Oklahoma.
In the past few years, the OSBI laboratory began a cold case initiative. This project had agents
and criminalists looking through old cases to determine if evidence existed that new DNA
technology could produce fresh leads. Several items of evidence were recently tested – several
more are in the process of testing. But we don’t want to wait one more day to try to solve this
case. That’s why we are here today asking for the public’s help. One piece of evidence could give
this case new life.
For decades, agents have worked to identify the owner of a cable trouble assignment ticket
book. The last ticket in the book is for work at Tracey’s home at 11:51 the morning she was
murdered. On the bottom left corner of the book is a box for the employee name. We want to
identify the three letters written in that box.
OSBI is also off ering up to a $5,000 reward for information leading to the arrest and conviction
of the person who killed Tracey. The Moore Police Department is putting in another $1,000 and
Tracey’s family is off ering an additional $5,000 for a total reward of up to $11,000.

Darrell Gene Robbiano, 36, tried to get
out of an arrest by chucking his drugs out
of a vehicle. He was arrested for the illegal items, but he insisted he didn’t know
what he threw out of the car.
On January 3, a Grady County deputy was on patrol when he saw a vehicle
parked on the side of the road near the
intersection of Highway 62 and Highway
92 at approximately 8:30 p.m. The vehicle’s hazard lights were flashing, and the
deputy, thinking the occupants maybe needed help, stopped to
see what was going on.
The deputy asked to see the driver’s license. When he asked
for the passenger’s identification, the man began to dig around
in his pockets. The passenger was later identified as Robbiano.
The deputy walked around to the passenger’s side of the vehicle. He saw a blue case on the ground right by the door. Inside
the case, the deputy found Q-tips with a burnt reside, a glass
pipe with a burnt residue commonly used for smoking meth and
two baggies that contained a crystal substance and powdery residue. The substance field-tested positive for methamphetamine.
When the deputy asked Robbiano about the bag, the man became nervous and responded, “I don’t know anything about that
out there.” The deputy asked Robbiano to exit the vehicle, and
he patted him down for weapons and illegal items.
The driver said when the deputy pulled in behind his car and
activated his lights, Robbiano grabbed something and threw it
out the window. Robbiano later told the deputy he threw something out of the window, but he didn’t know what it was.
Robbiano is being charged with possession of a controlled
dangerous substance and unlawful possession of drug paraphernalia. His bond was set at $2,000, and he is scheduled to
appear in court on February 11, 2015.
