A very confused man was taken into custody
Dec. 3 after police found him sitting in the
middle of an isle naked inside AutoZone.
Guy Thurlo, 56, of Duncan, was charged the
next day with indecent exposure.
According to the police affidavit, Duncan
Police Officers Chris Ray and Ryan Atkinson
responded to a call from Autozone on N.
Highway 81 that a man walked into the store
without wearing any clothing.
When they walked into store, they saw
Thurlo sitting in the middle of aisle six wearing
only a shirt with his junk exposed. Thurlo was clearly confused and made
no sense when he spoke. He also could not explain to the officers where
he was or why he wasn’t wearing any pants.
Thurlo was placed under arrest and transported to the Stephens
County Jail. While en route to the jail, Thurlo became agitated and
started kicking the cage in the back of Officer Daryle Schmitt’s patrol car.
At the jail, Thurlo calmed down when he was allowed to get out the
back seat. Schmitt then asked Thurlo if he was claustrophobic and he
responded, “I don’t know, I may be a monkey.”
Bail was set at $25,000 and he was ordered back to court Jan. 30 after
an evaluation to determine his competency.

A Comanche man who needs to find a better
way to pick up women was taken into custody
after he was caught leaving lewd love letters on a
woman’s vehicle.
John Blood, 47, was charged Nov. 27 with
indecent exhibition in Stephens County District
Court.
According to the probable cause affidavit,
the victim called Comanche police when
she discovered an explicit note, along with a
Penthouse magazine, on the windshield of her
pickup. After officers read the note and deduced
that this could possibly be a serious problem, they
set up a trail camera to take a photo of the person
leaving the note.
Sure enough, a couple of days later, the camera took a photo of a baldheaded white man walking away from the camera toward the woman’s truck.
All was quiet for about a month until Nov. 26 when the woman reported
another note on her truck. The next morning, police were alerted the camera
had just taken another photo. Officer Timothy Spencer went to the area and
found a man fitting the description of the man on the camera walking near
the area of Wilson and 9th. After questioning the man, identified as Blood, he
admitted to leaving the notes on the woman’s truck and said he just wanted to
get to know her.
Blood’s bond was set at $50,000 and was ordered to have no contact with
the woman. His next court appearance is scheduled for Jan. 18 at 2 p.m.

Death Row
George Ochoa executed
Oklahoma death row inmate George
Ochoa was executed Dec. 4 for the 1993
shooting deaths of a couple during a home
invasion.
Ochoa maintained until the end that
he was wrongfully convicted of fi rstdegree murder in the shooting deaths of
Francisco Morales, 38, and Maria Yanez,
35, on Oklahoma City’s south side.
The punishment came less than a
month after the state Pardon and Parole
Board rejected Ochoa’s request that it
recommend Gov. Mary Fallin reduce his death sentence to life in
prison.
Investigators say Morales was shot 12 times and Yanez 11 times in
their bedroom on July 12, 1993. Three of the couple’s children were
inside the house at the time of the shootings and later testifi ed at
trial.
Prosecutors said there was little evidence to suggest a motive for
the killing, but no doubt that Ochoa and his co-defendant, Osbaldo
Torres, 37, were responsible. Ochoa and Torres were stopped
by police near the crime scene and were described by police as
“sweating and nervous,” court records show.
Torres, a Mexican citizen, was also convicted of fi rst-degree
murder and sentenced to death in the shootings, but his sentence
was reduced by then-Gov. Brad Henry in 2004. Henry imposed a
sentence of life without parole after Mexican government offi cials
raised concerns that Torres was not given a chance to speak with the
Mexican consulate after being accused, as required by international
conventions.

Funks flunked Credit Card Theft 101
John Michael Funk, a 27-year-old Ohio man,
was jailed Nov. 28 after he allegedly tried to use a
stolen credit card in front of a police officer.
According to the Stark County Sheriff’s Office,
police responded to a call from Funk’s 60-year-old
mother stating that he had stolen her credit card
and used it to buy cartons of cigarettes at Main
Street Marathon, a local convenience store.
Investigators say while officers were at the store
investigating the report, Funk walked in and
attempted to use the same card, right in front of
police. He was apprehended around 10:30 p.m.
Funk was booked into the Stark County Jail and
charged with two counts of theft from an elderly
person and one count of receiving stolen property.
He was released as a non-violent offender.
This is not Fink’s first run-in with the law. He has been charged with 10 separate
offenses so far this year, according to court records.

Answer: The Bible does address the issue of
rape. As expected, when the Bible mentions the
crime of rape, it is depicted as a gross violation
of God’s design for the treatment of the human
body (Genesis 34). The Bible condemns rape
whenever it is mentioned. For example, there is a
particular passage in the laws given to the nation
of Israel before entering the Promised Land under
Joshua’s leadership. This passage (Deuteronomy
22:13-29) spoke directly against forcing a woman
into a sexual encounter against her will, or what
we know today as rape.
In the New Testament, rape is not mentioned
directly, but within the Jewish culture of its writers, rape would have been
considered as sexual immorality. As such, both Jesus and His followers (including
the apostle Paul) spoke against sexual immorality, even offering it as justifiable
grounds for divorce when a person actively committed sexual acts outside of the
bond of marriage (Matthew 5:32). This would not, however, apply to the victim
of rape, only the one who committed the act.
Further, the New Testament is clear that Christians are to obey the laws of their
governing authorities (Romans 13). Not only is rape morally wrong; it is also
wrong according to the laws of our governing authorities. As such, anyone who
would commit this crime should expect dire consequences, including arrest and
imprisonment.
To the victims of rape, much care and compassion must be offered. God’s Word
often speaks about helping those in need and in vulnerable situations. Christians
would do well to practice these teachings and model the love and compassion of
Christ by assisting victims of rape in any way possible.
To those who have committed rape, we must remember two things. First, people
are responsible for the sins they commit. Second, however, no one is beyond the
grace of God. Even in the lives of those who have committed the vilest of sins,
God can extend forgiveness to any who will repent and turn from their evil ways
(1 John 1:9). This does not remove the need for punishment according to the law,
but it can offer hope, even to those whose sins have made them outcasts in the
eyes of others.
What does the Bible say
about rape?

A Duncan man was taken into
custody on drug charges after his
reckless driving caught the attention
of a patrol officer.
Cody Bumpas, 25, was charged
Nov. 26 with possession of a CDS and
DUI-D in Stephens County District
Court.
According to the probable cause
affidavit, Officer Chisholm Hale
was dispatched to 27th and Main
in Duncan for a reckless driver who
had turned west onto Main in a white
Ford Expedition. Hale turned west on
Main and got behind the SUV and it continued west bound on
Main to 27th. The vehicle then stopped and stayed at the stop
sign for what seemed to the officer to be an extremely long time,
especially since there were no vehicles on 27th. The vehicle then
turned north on 27th without using a signal, so Hale activated
his emergency lights and stopped the vehicle.
Bumpas handed his insurance card to Hale, but not his drivers
license. He noticed Bumpas was extremely slowed down, had
thick slurred speech, and had very small pupils.
Officers Eades, Branch, and Martin then arrived as back up
officers. Hale had Bumpas exit the vehicle to perform a sobriety
test, and he failed it miserably. Bumpas said he could not do
one of the tests because of an ankle injury. Hale placed Bumpas
under arrest and sat him in the rear of his patrol unit.
Bumpas was transported to the Stephens County Jail to be
booked in. While in the jail, a jail staffer found 18 Alprazolams
2mg pills in his left inside jacket pocket.
Bumpas pled guilty Dec. 6 to the charges and was sentenced to
11 years with all suspended.

OK Jailbirds is cooperating with the efforts of Oklahoma
Department of Human Services to impact the huge social
problem of irresponsible parents who are not paying the
child supports ordered by our courts.
If these biological-only parents won’t honor the courts
order, perhaps public shame will get their attention.
If you know how to reach any of the Deadbeat Parents found on this page, please call the Oklahoma Department of Human Services
Child Support HotLine at 1-800-522-8014
It’s ALL about the KIDS!
Importance of Child Support
Children are our future and child support helps make sure they have a chance at a
productive life. Children have the right to get support from both parents and do not
lose this right when a parent leaves the home.
When children do not receive child support, they can:
Suffer both Emotionally and Physically
Live within a Reduced Standard of Living
Have their Basic Needs Unmet
Become Non-Supportive when they become Parents.
When one or both parents do not support their children, taxpayers often pay the cost
of raising children. When children receive public assistance and their parents pay no
child support, all taxpayers bear the cost of supporting the children.

What you’re saying
about this on...
Donna M: Educate instead of incarcerate, most of
these women have children, and were forced to be a
mom before they graduated high school
Kyle B: and others: Forced to be a mom?
Stacey A: Thats what happens when there is no
EDUCATION and no JOBS....
Sonya B: No one forces a woman to be a mom. I to
agree, with education, maybe some of these women
wouldn’t be behind bars.
Travis P: You play the game you pay the price
Julie S: Jail should not be comfortable for any one.
Let’s stop rewarding criminals with things like
comfort. Sheesh!
Chelsea M: Seems like people are making a lot of
excuses for these women.
Ludie E: As the economy gets worse we will see more
people committing crimes.
Teresa C: Forced!!! More like EASY!!! Then having
babies they don’t want to be bothered with!!!! They
are where they belong!!! They have brains but
obviously don’t use them!!!!!
Eddy C: “Forced” to be a mom... Most should have
had better parents or not been having sex without
protection. I blame the STUPID boys just as much.I
think more laws should be in place to hold both
partners responsible when a child is “CREATED”
but, I also think American Adoption laws need to be
reviewed... There are thousands of people that want
children that cannot afford to adopt here, and go to
other countries to get their kids... Sad. A majority of
these women were not FORCED to be anything. It
was a choice they made. Mandatory Birth control...
NOW! Women can be just as brutal and vicious as
any man, criminal thoughts go through every mind...
acting on them is the difference... following the law
or breaking the law. I do not feel any sympathy
towards anyone whose case I personally follow that
is convicted of violence or drug related. Burglary or
theft... I hope they get maximum sentences. Child
Abuse... Neglect... I hope they never get out... and I
do not even like kids... Same thing though... I hope
they NEVER get Out.
Chanda J: No person is beyond redemption. You
guys sound like youre ready to bust out pitchforks.
Paula T: I do not feel sorry for any women who
is a “mom” that is in prison. I feel sorry for the
children that were born to these women. I raise 2
that have a mother with issues and with me being
a step parent, the “real mom” really makes it hard
for me to teach these kids right from wrong! She’s
always encouraging them to make bad choices. i
think if You’ve ended up in prison, you’ve obviously
wronged your children in some way! I would also
like to add that the over crowding is possibly due
to these women not being taught right from wrong
to begin with! Wake up folks! Today’s kids and
young people are missing a lot of nurturing and butt
whippings! I work for a school district and I see it
everyday. Problemed kids with problemed parents!
I would also like to add that EDUCATION STARTS
AT HOME!!!
Mike H: Here’s an idea. Make another building. And
keep those dirtys off the streets.
Corey L: We don’t need to use more taxpayer money
to build bigger county jails and state correctional
facilities. The solution is simple. Stop penalizing drug
offenses. Offer effective rehabilitation where needed
other than incarceration. The justice system in
Oklahoma and the rest of America is too simplified.
We’re better than this.
Kacie D: This is bc Oklahoma sends people to jail for
the most ridiculous stuff id love to see some statistics
on what these women are there for.
Phyllis B: dopers, drunks, prosties, thieves, larceny,
fraud, and just plain mean
Quincy B: Sounds like its time for some tent jails and
hard labor to earn there keep
Misty S: THE SYSTEM IS THE PROBLEM! In
the US, we have the most people in jail in the
world. In Oklahoma, there are more women in
jail than anywhere else in the US. Oklahoma ha
the most women locked away in the WORLD! The
court systems are harder on women in Oklahoma
than men, THEY WILL ADMIT IT. Release drug
offenders, get them help, show them how to live.
The director of the Oklahoma Department of
Corrections says the prison system is out of
space for female offenders.
The Tulsa World reports that DOC Director
Justin Jones following a Board of Corrections
meeting in Vinita that fewer women are being
released this year while more women are
being convicted and sent to prison.
He says the increase is due to some
convicts being required to serve 85 percent
of a sentence in addition to enhanced
punishments for others.
Jones says the department took in 1,198
female inmates last year and released 1,162.
He says the agency is projected to receive
1,242 women this year and expects to release 1,131.

A driving under suspension arrest ended
with a hospital visit and felony charges for a
Chickasha man Nov. 20.
At around 6 p.m. that day, Chickasha officer Jeremy Alexander saw Glenn Levan, 62,
driving a tan Chevrolet truck around town.
Levan’s license was suspended, so Alexander
followed him home in order to confront him.
When Levan stepped out of the car, he
smelled like he had been drinking all day.
Having some liquid courage, Levan pulled
away from Alexander and took off running.
Alexander chased him on foot and deployed his Taser on his back,
which partially worked since one of the probes only connected to Levan’s loose clothes.
Alexander eventually caught up with Levan, who tried to punch
him. The officer tackled Levan to the ground in an attempt to handcuff him, but Levan started bucking at the officer, so Alexander used
his Taser again, which caused him to flail and poop himself, according to the affidavit.
Despite having dirty underpants, Levan still would not comply with
Alexander’s instructions, so the officer sprayed pepper spray into
Levan’s eyes. Another attempt at using the Taser was ineffective, so
Alexander pulled out his baton to strike Levan in the thighs. Levan
responded by punching Alexander multiple times, according to the
affidavit.
Alexander tried to get Levan to comply by choking him with the
baton, but the man kept kicking Alexander in the stomach, forcing
Alexander to punch him. Realizing Levan would not stop, Alexander
pulled out his gun and threatened to shoot him. Finally, Levan laid
on his back until another officer came to arrest him.
Levan started bleeding from his head, so he went to the Grady
Memorial Emergency Room for treatment until he was medically
cleared to go to jail.
Levan remains in custody on a $50,000 bond. He will appear in
court April 10 at 9 a.m. for his preliminary hearing.
What a mess

INVOLVING INJURY
A traffic stop for speeding ended with
two arrests in Chickasha on Nov. 22.
Chickasha police officer David Harper-Head said he was driving southbound
on South 17th street around 12:30 a.m.
that day when he saw a car speeding. He
ran the license plate and discovered the
car was registered to Cassandra Aycox,
a suspect in a malicious damage case
filed earlier this year.
Aycox never called officers back, so he
decided to speak with the driver, later
identified as Brandon Tyler, 30, once
he pulled into a driveway. Aycox denied
any involvement in the damage case and Tyler was driving with a
suspended license, according to the affidavit.
However, when Harper-Head tried to arrest Tyler for the driving under suspension complaint, Tyler pulled forward, pushed
the officer and stepped away. Tyler asked the officer why he had
to get on the ground and refused to listen to him, even after multiple commands. Harper-Head pointed his Taser and charged it,
hitting Tyler in the abdomen. After this, Tyler reportedly refused
to turn over on his stomach, which earned him a second round of
tasing.
During a pat-down search, officers found a hard object covered
in black electrical tape. Tyler would not say anything about the
object, so Harper-Head opened it and found a clear plastic bag of
methamphetamine. Aycox also had marijuana in her possession,
according to the affidavit.
Tyler faces charges of assault on a police officer, possession of
controlled substances and driving under suspension. He has previous convictions of possession and manufacture of methamphetamine, as well as first-degree arson, which landed him an eightyear prison sentence.
Tyler remains in custody on a $150,000 bond. He has court set
for 1:30 p.m. Jan. 9.
Resistance is futile

A Chickasha man landed in jail
after reportedly taking part in a
home break-in spree Nov. 30.
Chickasha police officer David
Harper-Head reported seeing
John Crutcher, 18, walking from
an alleyway into the backyard of a
residence on the 400 block of West
Dakota Avenue. Crutcher had a
black hoodie on and looked at the
officer before going into the yard,
Harper-Head said.
The area has a high incidence of
burglaries, so Harper-Head got out
of his patrol car and asked Crutcher to stop. However, Crutcher
decided to run, leaving a red backpack behind, according to
the affidavit. The backpack had change, prescription pills,
cologne, a cell phone, electronics and flashlights.
Harper-Head eventually found Crutcher a couple of houses
away from the scene, where he was talking to several juvenile
males. Crutcher denied running from Harper-Head, saying
one of the juveniles did it. The officer questioned one of the
juveniles, who said the backpack did not belong to Crutcher
but instead belonged to the two other juveniles at the scene.
In another confrontation with Crutcher, the suspect
admitted breaking in to a gold truck and taking a GPS off the
dashboard. Harper-Head later discovered the stolen item was
an electronic braking system. Crutcher also had a screwdriver
in his possession at the time of his arrest, according to the
affidavit.
Crutcher was charged with second-degree burglary Dec. 3.
He was released from jail Dec. 5 and has a court date set for
1:30 p.m. Dec. 9.

When I think of holidays, and
Christmas especially, I think of kids!
To me its all about the kids...seeing
their faces when they see that Santa has stopped by and dropped off
a lot of presents, watching them play during Christmas break, and
just getting to spend time with their family. So in that vein, I thought
I would talk about a law that is designed just for the kids, and that is
the Child Passenger Restraint Law! I’m going try and hit the major
points and put it in terms we can all understand.
First, the legal stuff; O.S. 47-11-1112 states:
Every driver, when transporting a child under six (6) years of age in
a motor vehicle operated on the roadways, streets, or highways of this
state, shall provide for the protection of said child by properly using
a child passenger restraint system. For purposes of this section and
Section 11-1113 of this title, “child passenger restraint system” means
an infant or child passenger restraint system which meets the federal
standards as set by 49 C.F.R., Section 571.213. (Look for something
on the package when purchasing that says it meets this standard!)
Children at least six (6) years of age but younger than thirteen (13)
years of age shall be protected by use of a child passenger restraint
system or a seat belt. Now, there are some drivers this does not apply
to; namely, the driver of a school bus, taxicab, moped, motorcycle, or
other vehicle not required to be equipped with safety belts, ambulance
or emergency vehicle, and the driver of a vehicle in which all seat
belts are in use. Also, someone who is transporting a child who for
medical reasons are unable to be placed in such devices, provided
there is written documentation from a physician of such medical
reason. It also doesn’t apply to the transportation of a child weighing
more than 40 pounds in the back seat can be wearing only a lap belt,
provided that the vehicle either wasn’t equipped with combination
lap/shoulder belts, or all of those combination belts are in use by
other children weighing more than 40 pounds.
Common sense says our children must be protected. The really
young ones have no choice in the matter, and it is up to us to keep
them safe, and buckle them in. I know some of the older ones can
unbuckle themselves, and do so often. If you start at an early age
with them, it will be second nature for them to stay buckled. And
finally, remember, you are the biggest influence on children, and they
WILL do as you do! So if you aren’t buckling up, they won’t want
to either! Be a positive influence, and lead by example. Thanks for
reading, buckle up, and be safe!

The OSBI is renewing the reward offer of up
to $5,000 for information leading to the arrest
and conviction of the two men who shot an
elderly Wagoner man and stole his weapons last
Thanksgiving (11/24/11).
The Wagoner County Sheriff’s Offi ce requested
OSBI assistance with the shooting and attempted
murder of 74-year-old Kenneth Payne last
Thanksgiving morning. About 7:30, Payne was
at the Fort Gibson Wildlife Management Area
Shooting Range sighting in several of his guns
when someone shot him multiple times and left
him for dead. Payne was able to call a family
member on his cell phone for help.
At least four guns were stolen from Payne, was
well as a gun caddy. Payne, who is retired from
the Air Force, lived only a few miles away.
One of the stolen rifl es is a rare Mitchell Black
Lightning .22 magnum rifl e.
OSBI Forensic Artist Harvey Pratt met with
Payne to draw sketches of the two suspects a couple weeks after the
shooting.
Sketch one is that of possibly a Hispanic male in his late 50s with a
light complexion. He stood approximately 5’9” tall and weighed about
160-165 pounds.
The second sketch is that of the second suspect who has dark
curly hair that extends to the back of his shirt collar. He also stands
approximately 5’ 9” tall and weighs about 160 pounds. This man is in
his mid-to-late 30s.
Please remember, these sketches are only considered likenesses of
the suspects. If anyone has information about this case, please call
either the Wagoner County Sheriff’s Offi ce or the OSBI hotline at
1-800-522-8017.
